THROUGHOUT the Colonial era, Philadelphia was easily the leading city of North America, and it still held that position at the end of the period, with a population of about 25,000, though closely pressed by Boston, which had slightly over 20,000, and New York, which had nearly as many. It was the center of a region in which mineral industry was important. Thomas Rutter's bloomery, built in the Schuylkill valley in 1716, was quickly followed by many others, and during the Colonial period at least 20 blast furnaces, 45 forges, and iron- works of other types were built in eastern Pennsylvania, which easily led all the other colonies in iron manufacture. During the Revolutionary period others were erected as far west as Fort Loudon, in the Cumberland c alley.6 After 1800 the rapid development of the anthracite mining industry profoundly affected Philadelphia's development, since transportation of the coal was then necessarily by water,, and the streams of the anthracite regions mostly flowed into either the Schuylkill or the Delaware Rivers. With an abundant near-by supply of coal and iron, with the seat of government, which had been there since 1774, and with a national Bank established there in 1791, one would have seemed safe in prophesying, at the beginning of the nineteenth century, that Philadelphia would permanently remain the leading city of the United States. Education in Philadelphia was at first wholly in the hands of the Quakers, who had established a "Public School" there in 1689, but in November 1739 George Whitefield, who had created a sensation in England by his preaching, though only 24 years old, passed through Philadelphia on his way to Georgia to found an orphan school there. FROTH flotation is usually effected by the addition of a collector agent and a frothing agent to an aqueous suspension of suitably comminuted mineral ores. The action of collectors is to adsorb onto the surfaces of minerals to be separated, sensitizing them to bubble adherence. The action of frothers has, in the past, been accepted as that of froth formation only, brought about by a lowering of the air/water interfacial tension. Substances capable of producing froth are classed1a,b according to their relative capacities for production of froth-volume and froth stability in the simple frother-water system. The purpose of this paper is to show that the surface active agents acting as frothers become effective only when there is a suitable degree of molecular interaction taking place between collector molecules and frother molecules at the air/water and solid/ water interfaces. Further, the discussion will demonstrate that the actual mechanism of adherence of an air bubble to a suitably collector-coated particle is due to the molecular interaction collector-frother. This leads to the formation of a continuous interfacial film of associated molecules, anchored to the mineral by polar groups of the collector, and enveloping the whole bubble. The tenacity of adhesion mineral-to-bubble results from the strength and the visco-elasticity of this mixed film.

Some fifty years ago, iron-ore was discovered near the town of Sheldon, Franklin County, Vermont, in a vein out-cropping on a knoll near Black Creek, which empties into the Missisquoi River a couple of miles away. A short time after this discovery, the owners, Mr. TV. 0. Gadcomb and Hon. Lawrence Brainerd, both of St. Albans, commenced mining (mostly by open cut), and also erected a Catalan forge, from which iron blooms were produced, most of which were worked into bar-iron and used in the neighborhood of the forge, while some were shipped by Lake Champlain to Troy, Albany and New York. But by reason of the lack of any railroad connections, and an insufficient demand for the blooms, this forge was subsequently abandoned, and the material used in its construction removed to other places. Mr. Keith, of Sheldon, used for many years a mixture of this ore with bog-ore from Swanton, in a charcoal blast-furnace, the product of which he consumed partly in his own foundry, shipping, however, a considerable amount to Troy and New York. Accurate data as to this enterprise are not at hand. The same vein has since been traced for some 20 miles, and some prospecting has been done 011 its outcrops at Berkshire, Enosburg and a few miles east of St. Albans; but the vein being small, only a few car-loads of ore were taken out from these places. The commencement of the St. Albans Iron and Steel Works in 1872, and the erection in 1877 of a ten-ton Siemens open-hearth furnace for the manufacture of steel rails, opened a new use for this ore. It is the purpose of this paper to attempt to establish three theses which may be stated in advance as follows: 1. The crude oil potential is the accumulation of surplus initial production. 2. The crude oil potential is a semi-inventory and therefore is a causal factor in the price of crude petroleum. 3. The price of crude petroleum no longer correlates with above-ground inventories but does correlate with corrected inventories (i. e., above-ground storage plus the inventory equivalent of the crude oil potential). The factors and principles set forth in this study are thought to yield an approximate answer to a number of questions of active interest in the petroleum industry today, to wit: (a) How long would be required to eliminate the potential if all drilling ceased? (b) What would be the indicated crude oil production of the United States in 1931 if proration were abandoned? (c) What economic change would be necessary to warrant a higher price for crude oil? Definitions For the purposes of this study the following definitions may be stated: The crude oil potential in the United States is the quantity of oil that all the oil wells would make the first 24 hr. if permitted to flow unrestricted. The surplus potential is the above-mentioned quantity minus the volume currently produced. Initial production is the first day's unrestricted flow of an oil well. Aggregate initial production is the sum of the initials of all wells completed during a year. Surplus initial is the initial not needed to bring production into balance with demand. The surplus initial is equal to the crude oil potential minus the current rate of production. The annual production-equivalent of the crude oil potential is the volume of oil that would be produced in one year if all wells were permitted

The year 1936 in West Virginia was characterized by increased activity in natural gas. The number of actual completions was only slightly increased but many more wells were drilling than at the end of 1935 and there was almost feverish activity in taking new leases. This pronounced revival is partly due to the fact that the extremely cold winter of 1935-1936 showed that additional supplies of gas would be desirable and partly to the hope of finding new pools in the deeper sands. No new pools have actually been found, but the Oriskany sand (L. Dev.) development of Kanawha County, which was already assured by the end of 1935, was greatly extended into wider and richer territory. The Middle Devonian shale (Childres sand), reached incidentally by Oriskany exploration as well as by direct design, has been productive of gas in much wider areas of Boone, Lincoln, Putnam and Kanawha Counties than heretofore known. Routine drilling to the upper sands in dehed territory, also, was greatly increased, although not yet much reflected in completions. Thc supply of marketable gas, however, has been substantially enlarged. In preparation for further exploration there has been an extensive leasing campaign throughout the entire territory where gas seems at all probable, or ever possible. Exact figures are lacking, but new leases have certainly been taken on more than 1,000,000 arres. One operator estimates that 500,000 acres have been leased in the Appalachian geosyncline alone between Parkersburg and Charleston. Exploration, both for shallow and deep-sand gas, on some of these new leases is now under way. There was little activity in oil. No special search for new pools was made and none was found, but the usual routine drilling in old pools occurred. One major gas pipe-line enterprise was undertaken and completed. Operating technology was much the same as usual. In certain localities repressuring for oil has become a matter of routine, and in others the use of acid in treating small wells in calcareous beds has been continued. ONE often reads of the rich placer gravels in many of the canoe-traveled rivers of South America. The apparent richness of these gold-bearing gravels impresses the traveler, and in fact he may see batea after batea showing enough colors to figure over a dollar per cubic yard. These workings are called "playas" from the Spanish word playa, meaning shore or beach. Many workings have been reported in tropical rivers, but to my knowledge no dredge has made a success in such deposits. Investigation generally shows that the area of richness is limited and especially that the depth of the rich concentration is hardly ever more than a few inches. The Cauca river in Colombia, South America, is noted for its many rich playas.. This river rises near Popayan in the southern part of Colombia, flows north through a narrow valley between parallel mountain ranges and empties into the Magdalena river near Maganque. The airline distance between source and mouth of this river is only about 500 miles. The rainfall is large and the lower Cauca appears to be about the size of the Missouri river in the United States. From its mouth up to Valdivia, in the State of Antioqua, it is navigable. Above Valdivia is a. narrow gorge, above which the river is again navigable for some distance. The part of the Cauca where the playa panning is most noticeable is from Valdivia down to Where the Nechi river enters the Cauca, a distance along the river of about 100 miles. The current in this part is swift, so that the stern-wheel river steamers make the trip with some difficulty. In the course of my work in this section of Colombia I have had the opportunity to make a study of several of these playa workings and will give in detail the conditions observed.

COLOMBIA has an almost ideal situation with respect to the world's markets, being only a short distance from the Panama canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reëntrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of .Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale. Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The

The stack gases from regenerative furnaces lare very seldom utilized for the production of steam. If the temperature of the gases is not higher than 300" C. (572" F.) there is no economy in their use for this purpose, as the amount of available heat is very small and the temperature is so little above that of the steam that the interchange is too slow. With higher temperatures of the waste gases, however, good results can be obtained. At the plant of the New Jersey Zinc Co. (of Pa.) at Palmerton there are a number of return tubular boilers, each 6 ft. in diameter and 20 ft. long, with 96 3.5-in. tubes, which are heated by the waste gases from the spelter furnaces. These furnaces have continuous regenerators heating the air only and the stack gases reach the boilers at a temperature of about 450". The gas producers for one of these furnaces require 14 tons of anthracite (a mixture of Nos. 2 and 3 buckwheat), and the waste heat from the furnace gives a little more than 42 h.p. in steam. The boilers are not well adapted for the purpose, as they are much too large for the amount of heat going to them and the area of the tubes is not sufficient to take the gas from two furnaces without causing an objectionable amount of back pressure. The plant was built without any idea of using waste-heat boilers, and it was impossible to place the latter as close to the furnaces as they should be. Furnace and boiler are connected by an underground brick flue in which the temperature of the gas drops about 100°, losing 40 per cent. of its available heat. If the boilers were close to the furnaces the horse power of each would be 70 instead of 42. Even under these unfavorable conditions the boilers have been very advantageous, as one boiler easily supplies the steam necessary for two batteries of producers. With such low gas temperatures the heating surface of the boilers is, of course, not as efficient and the flue areas need to be considerably larger than for coal firing.

The paper of Reno H. Sales on Ore Deposits at Butte, Mont.,' is a careful and painstaking work, an important contribution to the literature of the subject. As is almost inevitable in a work of such magnitude, a few misstatements occur; and some of these I shall endeavor to point out. Mr. Sales has also fallen into error, as I think, in the application of his theory of ore deposition; and while the modification which I venture to suggest is a minor one geologically, it is of great economic importance. I refer to Mr. Sales's idea of an outward migration of mineralizing solutions from a supposed central copper zone. In order that I may make myself plain, I must first epitomize the theory as a whole, which I understand to be this: All of the Butte ore deposits (save those along the Continental fault, not herein considered) are derived from solutions of magmatic origin, which, at the beginning of their ascent from a great depth, were acid in reaction, hot, and were carriers of copper, zinc, manganese and other metals. As they departed from their point of origin they lost heat, and, because of reactions with the wall rock, became more and more alkaline. The metal deposited from these solutions in their hot condition was principally copper; and, as they cooled, they deposited less and less copper and more and more manganese and zinc, until the copper practically disappeared. With this theory in general I have no fault to find, nor have I, it must be stated, the qualifications necessary to enable me to pass upon it critically; but it seems to me to be reasonable and probable, and is one which I am quite willing to accept. But Mr. Sales, for what seem to me to be insufficient reasons, has assumed that there is one deep central source of copper, relatively rich and small, from which all the solutions emanated. From this central source the solutions rose, through one channel or through a group of channels, to the surface, at and within a small area called the central copper zone,

The practice of using acid-lined converters at the plant of the Old Dominion, Copper Mining & Smelting Co. was discontinued early in January, 1913, and replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyeres. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the 'converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyeres must wait until such time as a slight falling off in.the matte supply allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter. The first 12-ft. shell was blown in on Jan. 6, 1913, and ran until June 27, 1913, when it was removed to patch the brick. A record of operations covering this period follows: Shell No. 1. SINCE the opening of the Wheeler oil and gas field in Carter County and the discovery of oil near Lawton, Comanche County, Okla., in 1904, interest has been aroused regarding the origin of the oil in the Permian "Red Bed" region which lies between the Wichita and Arbuckle Mountains on the north and the Red River on. the south. . The later development of the Healdton, Loco, Duncan, Fox, and Graham fields south and west of the Arbuckle Mountains has brought the region into prominence. Recent discoveries of Ordovician and of Pennsylvanian fossils in wells in the Healdton field and of Pennsylvanian fossils in the Fox and Graham fields are of such importance from a scientific and a commercial standpoint that the occurrences and the problems arising therefrom are here briefly described. Producing oil and gas sands in the southern Oklahoma fields, with the exception -of those in the Cretaceous and underlying rocks in the vicinity of Madill, Marshall. County, are associated with the Permian "Red Beds" or with the underlying Paleozoic strata. I n the two fields farthest south of the Arbuckle Mountains, Healdton and Loco, production has been entirely confined to sands at depths of 700 to 1400 ft. (213 to 416 m.) and only recently has a producing sand as deep as 1860. ft. (567 m.) L been encountered. These sands are found near and below the base of the red rocks and were supposed by Wegemann and Heald 2 to belong in large part to the basal Permian,. Wichita formation, or to the immediately underlying formations. Fossils in the blue shales and in the limestones associated with the deeper sands' now prove them to be Pennsylvanian and all-the producing sands at Healdton are found to be of this age. In the fields nearest the Arbuckle Mountains, the Wheeler sands at a depth of about 700 ft. (213 m.) appear to be of Permian age,

The recurrence of mine-fires in Nevada during the past decade is not only a matter of interest, but also one of considerable concern to engineers and mine-managers. The more important fires may be enumerated as follows: Forman Shaft fire, Gold Hill, April 21, 1903; shaft-house, machinery, and shaft destroyed; loss estimated at $50,000; cause unknown. Union Shaft fire, Virginia City, July 14, 1904; shaft-house, machinery,and shaft in part destroyed; loss estimated at $100,-000; cause of fire stated as the careless throwing of a match in the rope-house. Sutro Tunnel fire, Virginia City, Jan. 27, 1909; 700 ft. of tunnel-timbering destroyed, and direct damage of $10,000; cause " probably electric wires." Belcher Shaft fire, Gold Hill, Aug. 9, 1910; shaft-house destroyed, machinery ruined, and upper part of shaft damaged; damage, $25,000; no cause given. Belmont Mine fire, Tonopah, Feb. 23, 1911; fire started ill winze; 17 men killed. Giroux Mine fire, Kimberly, Aug. 23, 1911; fire originated in shaft-station from unknown cause; 7 men killed, and $34,-521 damage caused. (Note 1.—On June 11, 1912, some time after the present paper was written, a fire broke out in the pump-room on the 2475 station of the Ward shaft, Virginia City. This fire was caused by the short-circuiting and exploding of the starting-switch on No. 5 pump. The oil in the switch was scattered about and set fire to the timbers and lagging of the pump-room. The pump-man in charge notified the surface, and the electric current was shut off. A hose was then turned on the fire, but the dense smoke drove the attendant out. That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

Increases in the price of gold starting about six years ago, and rapid fluctuations since then, have created a substantial popular interest in the noble metal. Gold prospecting had been at a low ebb since the end of World War II in most of the United States, except for a flurry of activity in Nevada after the Carlin and Cortez discoveries. The last few years, however, have seen a great awakening of interest in gold exploration as well as an opportunity for education for many explorationists in the geology and other vagaries of gold deposits. The writers have participated over the last few years in a search for gold deposits throughout the United States. This search was greatly influenced by the geologic studies of Dr. William Spence at the Haile gold mine in South Carolina, as reported in a companion paper. Spence's studies resulted in definition of a geologic model that has proven useful in a number of other geologic environments in the United States. These programs were all carried out under the auspices of Cyprus Mines Corp. and permission by Cyprus to present these results is gratefully acknowledged. The writers, however, reserve for themselves all responsibility for the results and conclusions. The exploration program to be described began in the southeastern United States. Spence's studies provided a reasonable basis for interpreting and understanding the geology of the Haile deposit, and also provided a means for predicting additional occurrences. This concept was then expanded to other gold occurrences in the Piedmont, and became an effective tool for evaluating other prospects. Finally, it became evident that the concept could be applied in some western gold districts. The following discussion will then include descriptions of other Piedmont examples and a few western districts that also appear to fit the pattern.

The wire-rope hoisting conditions at the mines of the Anaconda Coppcr Mining Co. in Butte, Mont, are very severe because of the conditions under which it is necessary to operate. A study was made, in the fall of 1919, for the purpose of changing these conditions in order to obtain longer rope and sheave life. There are at present in Butte hoisting engines equipped with wire rope as follows: 9 main hoists using flat ropes. 7 main hoists using 1 1/2-in. rope. 5 main hoists using 11/4-in. rope. 6 shafts using 11/8-in. rope. 2 chippy hoists using 11/4-in. rope. 9 chippy hoists using 11/8-in. rope. 15 shafts using 1-in. rope. 7 shafts using 7/8-in. rope. 1 shaft using 3/4-in. rope. In addition, there are a number of sinking engines wing 5/8-in, 3/4-in., 7/8-in., and 1-in. (15.9, 10, 22, and 25 mm) rope. THe flat ropes run from 1/2 by 71/2 in. (12.7 by 1905 mm.) to-3/8 by 4 1/2-in (9.5 by 114 mm.) and are used on the older hoisting engines, which arc set comparatively close to the shaft. Because of swelling and moving ground at some of the shafts, these ropes present certain difficulties ill operation that are more pronounced than with round ropes; they are, therefore, being superseded by round ropes as newer engines are being installed. They are, however, much more easily inspected and repaired than round ropes. In general, the practice in Butte is to use hoisting engines equipped with 12-ft. (3 7 m.) cast-iron drums, smooth faced, for 11/2-in. rope and 6-ft. cast-iron drums, smooth faced, lagged with 3/8-in. steel plate for 11/4 l1/8 and 1-in. In the midst of the cataclysmic happenings of 1930 to 1934, which have swept away banks and practically destroyed many other enterprises of presumably nonspeculative character, the possession of a royalty or working interest in a few old oil or gas wells has prevented disaster in literally thousands of homes. These old wells yield their daily quotas of basic commodities, which the public must have. Fortunately, the facilities of disposal in the Appalachian Province are so ample and well managed that the owner of such equities may be reasonably certain that his proportionate share of existing markets will be afforded him without much effort on his part. In most cases these investments are free from encumbrance or hypothecation, therefore the main uncertainty is the date of ultimate exhaustion at the source. Generally, this is known to be fairly remote. The net result has been that individual owners part with such investments only as a last resort. In sharp contrast to the action of the small owner of wells or royalties who has prudently refrained from jeopardizing his rather certain income by drilling new wells that may be failures, or of which the product may not be needed for the moment, has been the plight of various promotional enterprises in natural gas. Many of these ventures have been operated by amateurish remote control and practically all have been overloaded from the start with bonds and debentures, which could only be satisfied in a rising and expanding market; and with operating costs that have been exceedingly high because of widely scattered producing units and large overheads. Many of these promotions are now in receivership or bankruptcy and in various instances the original units have been recaptured by former owners and have again become profitable by reason of personal operation and elimination of all forms of overhead expense. New Development In 1934, the State issued 524 permits for drilling. According to the trade journals, 553 wells were completed, with 184 oil wells, 274 gas wells and 95 dry holes (Table 3).

The wire-rope hoisting conditions at the mines of the Anaconda Coppcr Mining Co. in Butte, Mont, are very severe because of the conditions under which it is necessary to operate. A study was made, in the fall of 1919, for the purpose of changing these conditions in order to obtain longer rope and sheave life. There are at present in Butte hoisting engines equipped with wire rope as follows: 9 main hoists using flat ropes. 7 main hoists using 1 1/2-in. rope. 5 main hoists using 11/4-in. rope. 6 shafts using 11/8-in. rope. 2 chippy hoists using 11/4-in. rope. 9 chippy hoists using 11/8-in. rope. 15 shafts using 1-in. rope. 7 shafts using 7/8-in. rope. 1 shaft using 3/4-in. rope. In addition, there are a number of sinking engines wing 5/8-in, 3/4-in., 7/8-in., and 1-in. (15.9, 10, 22, and 25 mm) rope. THe flat ropes run from 1/2 by 71/2 in. (12.7 by 1905 mm.) to-3/8 by 4 1/2-in (9.5 by 114 mm.) and are used on the older hoisting engines, which arc set comparatively close to the shaft. Because of swelling and moving ground at some of the shafts, these ropes present certain difficulties ill operation that are more pronounced than with round ropes; they are, therefore, being superseded by round ropes as newer engines are being installed. They are, however, much more easily inspected and repaired than round ropes. In general, the practice in Butte is to use hoisting engines equipped with 12-ft. (3 7 m.) cast-iron drums, smooth faced, for 11/2-in. rope and 6-ft. cast-iron drums, smooth faced, lagged with 3/8-in. steel plate for 11/4 l1/8 and 1-in. THE hardenability concept has become widely used during the last few years for the choice and substitution of steels. Before the work of Grossmann,1 the systems for predicting hardenability from chemical composition could be used only over a narrow range of composition. Grossmann introduced a comprehensive system, which has been effective in calculating the hardenability of most types of moderate or low-alloy steels. However, occasions .often arise that require the calculation of the hardenability of high-alloy steels from their chemical compositions. Experimental determinations of the hardenabilities of such steels indicate that the Grossmann system predicts much greater hardenabilities than are realized. The fact that cases do arise in which the Grossmann method does not, apply indicates that the fundamental hypothesis of the system may not be generally applicable. It seems advisable to re-examine not only Grossmann's system but also the concept of hardenability itself. HARDENABILITY If steel parts are to possess a martensitic structure after quenching, they must first be austenitized and then cooled through the pearlite and bainite transformation ranges sufficiently rapidly to avoid the formation of pearlite, bainite, and proeutectoid products.* If, on cooling, these transformations are avoided, the resulting structure can consist only of martensite (and retained austenite). The hardenability of a steel is measured in terms of the severity of the cooling conditions necessary to avoid the pearlite and bainite transformations. The less rapid is the cooling necessary to prevent the formation of bainite and pearlite, the higher is the hardenability. The pearlite and bainite reactions appear to be differently affected by the alloying elements. Not only is this indicated by the published isothermal transformation data, but recent work by Zener2 affords a rational interpretation of the differing effects of the alloying elements. Manganese,3 for example, appears to decrease the rates of the pearlite and bainite transformations by equal percentages, while molybdenum4,5 is approximately 10,000 times more effective in retarding the pearlite than in retarding the bainite transformation, on the basis of isothermal measurements. THE rank of the Ruhr coal ranges from a high volatile bituminous coal to an anthracite, depending to some extent on the original depth of the seam. The average Ruhr coal corresponds to a soft bituminous American coal of a coking quality. The average thicknesses of individual coal seams being mined are also comparable (59 in. against 65 in. in the United States). However, consideration of seam conditions and mining conditions other than those just mentioned emphasizes differences rather than similarities with United States soft coal. In general, the Ruhr seams now being mined are much more folded and inclined than American seams. Dips of 20" and 30" are common in seams now being worked, and 30 pct of the coal reserves in the district are in seams dipping more than 35". Only on the tops and bottoms of folds do we find rather flat coal seams. In addition to the folding there is extensive displacement by cross faulting plus a certain amount of strike faulting of an overthrust nature, which results locally in doubling or omission of seams. Because of the long history of mining in the Ruhr, nearly all coal lying near the surface has long since been mined out, and we find that the average depth of mining is at present about 2300 ft below the surface. Deep mining, folding, and faulting result in seam conditions requiring a great deal more roof support than one finds in American soft coal mines. In fact only in the anthracite district and the Rocky Mountain and Pacific coal fields do we find somewhat similar conditions. It is easy to say, therefore, that the problem of mechanization of coal cutting and loading in the German mines is quite different from that which we have so effectively met in America with our mobile cutters and loaders, duck bill loaders, and a room and pillar system of mining our drift and slope mines.
