Aluminum-base alloys containing small amounts of copper and magnesium possess but ordinary physical properties as sand cast, but may be treated to give a remarkable range of tensile values and of Brinell hardness. The high-copper (4.5 per cent.) duralumins must be given a protracted treatment which in nature resembles the malleableizing of white cast iron; the low-copper (2.25 per cent.) duralumins develop an excellent combination of strength and ductility with a treatment which requires a maximum of 5 hr. to be completed. THE wrought alloys of aluminum with small amounts of copper and of magnesium have, with the development of the automotive and aircraft industries, sprung into prominence through the medium of duralumin; but the cast alloys remained in the background because their possibilities in the heat-treated condition were either not recognized or not fully investigated. In 1919, the Bureau of Standards published a preliminary survey1 of this field, which pointed out that, in general, the ultimate strength and the percentage of elongation of the alloys of aluminum with and without magnesium could be improved by so simple a treatment as heating to 932° F. (500° C.) for 2 hr., cooling in, air, and aging at room temperature for several days. British investigators, too, working with chill-cast material, found that " considerable improvement in the mechanical properties of copper-aluminum alloys' may be obtained from suitable heat treatment applied to castings."2 Jeffries and Gibson3 made the first contribution to the literature dealing exclusively with the heat treatment of sand-cast aluminum-base alloys, describing the effect of small additions or of combinations of copper, magnesium, and iron on the response to a short heat treatment comprising heating at 932° F. in a

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors. SURVEYING METHODS There are many kinds or types of surveying methods. Some examples include : land surveying for determining boundaries of land areas; route surveying for locating roads, highways, right-of-way, and haulways; city surveying for laying out lots, streets, and alleys; and mining surveying for projecting mine openings and locating mining operations. See Fig. 1. There are other types of surveying than those named, but in general, the type of method to be used will depend on the purpose for which the survey is to be made.

PRESSURES developed by the coal during the coking process have been responsible for serious trouble to many companies that operate or build by-product coke ovens. The insidious nature of this trouble is indicated by the fact that oven operators, unless they have ascertained the charac-teristics of the coals they use, cannot determine the existence of dangerous pressures until after the damage has been done. A rather popular mis-conception is that ease of pushing of the charge at the completion of the coking period indicates that no dangerous pressure has been developed, but this is far from the truth; pressures developed during the coking period are often completely dissipated by the shrinkage of the charge in the completion of coking, and so any criterion based on the ease of pushing is futile. However, methods of testing coals are available that will definitely distinguish the dangerous coals from those that are safe, and such methods have been brought to a high degree of certainty. The operator should take no risk that involves either a lack of knowl-edge of the behavior of coals during coking or the failure to believe that certain of the coals or coal mixtures can cause damage to the oven struc-ture. This merely tends to minimize the problem and leads to claims that coking coals of all kinds may be carbonized with no danger of damage to the oven structure provided some particular kind of by-product oven is used. This lack of appreciation of the true situation is in itself one of the main factors leading to damage of coke-oven structures. Coals that develop more than a certain safe pressure cannot be used in by-product coke ovens without causing damage to the side flue walls. The following paper presents a highly certain method for the measure-ment of the pressures developed during the carbonization of coal-a method that is the culmination of many years of work on the problem in which a number of methods for the purpose were investigated and used. While actual pressures found may appear to be small when expressed in pounds per square inch, the number of square inches in each oven wall is so large that the total pressure on the oven wall becomes an enormous load.

SLATE (Thonschiefer, German; ardoise, French) is a rock, an aggregation of mineral grains, occurring in nature, which is used for roofing and other special purposes. It is finely granular and crystalline and generally derived from an originally clayey bed or series of beds. As a result of its having been put under essentially horizontal compression by geologic forces, this material now has its particles elongated and flattened so as to yield a very good rock cleavage along the flat surfaces of the minerals, a feature entirely independent of the original bedding in the rock. This is the gist of the definition adopted by the Committee on Slate of the American Society for Testing Materials. Slate differs in varying degrees from most other common rocks (such as limestone, sandstone, granite, and "trap") in chemical and mineral composition. Its most characteristic feature, however, is its tendency to fracture along a series of very nearly parallel and very closely spaced smooth planes, called cleavage planes. This property of cleaving, above all else, gives slate its industrial value. ORIGIN AND MODE OF OCCURRENCE Most of the features of slate might be anticipated from its origin. Being a rock rather than a mineral, its composition may vary consider- ably without impairment of value. In most slates, the material of which the rock is now composed was once deposited as clay on the bottom of a lake or sea. Subsequently these clayey strata were compressed by the kind of lateral pressure that folds rock strata, the minerals of the clay being changed or metamorphosed. In the chemical reaction involved, new and essentially plane-shaped minerals belonging to the mica groups were developed. Other minerals were formed but micas generally pre- dominated. These were oriented so that their two longer dimensions are approximately at right angles to the last effective direction of pressure. Since the crystals are thus subparallel, fractures can be developed easily along their surfaces, much as cards can be separated by inserting a knife blade between them. THE two chemical compounds, natural sodium carbonate and sodium sulphate, in their anhydrous condition are dealt in as "soda ash and "salt cake”-names from an earlier day that are not as precise as the present accepted terminology. Once a large part of the sodium carbonate recovered was in the ash of seaweed, so it was logically called soda ash, and the corresponding potassium carbonate, once mainly recovered from wood ashes, was called potash. The term "salt cake" was applied to the sodium sulphate resulting from interaction of sodium chloride with sulphuric acid or sodium bisulphate, to form hydrogen chloride gas and an anhydrous cake of sodium sulphate. It was called "salt cake" and also "glassmaker's salt cake" because much of it was used in the production of glass. The two salts occur in nature in a variety of forms, but whereas an- hydrous sodium sulphate (thenardite) is fairly common, the anhydrous normal sodium carbonate, Na2CO3, is almost never found in nature. The monohydrate (thermonatrite), Na2CO3.2H2O, is seen occasionally, but it is never a major constituent in natural "soda" deposits. The high solubility of normal sodium carbonate is one reason for this. While both compounds occur widely in brines, the solid salts found in nature are usually trona (Na2CO3.NaHC03.2H2O) and thenardite (Na2SO4). The natural brines containing workable quantities of the two sodium salts are largely found in the arid and semiarid portions of the western United States and other countries. The classical discussion of the resources of these brines are those of Clarke,5 Chatard.4 Packard,19 Gale,11 and Wells.28 From North Dakota to California and from Arizona to the Canadian provinces of Alberta and Manitoba, saline lakes, dried-up lakes, playas, and similar land-locked depressions contain accumulations of saline matter. In the design of foundations for large structures and of safe mine openings in rock, the results of laboratory and small-scale in-situ tests are often used to predict the behavior of the material as a whole. For reasons of simplicity in these analyses, the rock is usually treated as an ideally elastic, isotropic material. It has been observed, however, that most rocks are neither isotropic nor ideally elastic. This observation is particularly true for rocks subjected to low confining pressures. It is therefore necessary to investigate further the effects of anisotropy and nonlinearity on the mechanical behavior of rocks. When small differences in stress and strain only are involved, the rock may be treated as an elastic material. The elastic constants for such a material subjected to a particular confining pressure can be calculated from the classical theory of elasticity for different degrees of anisotropy. There are two experimental methods by which this can be done: first, from measurements of static stress-strain relationships; second, from elastic wave velocities measured in the rock. The former yields the static elastic constants, and the latter, the dynamic constants. The static constants will be equal in magnitude to the corresponding dynamic constants only if the rock is ideally elastic. Walsh and Brace1 have reviewed theoretical studies of the elasticity of rock considered as a material containing pores and cracks. They re- ported that the presence of sharp, narrow cavities at low confining pressures strongly influences the mechanical properties of a rock. A considerable reduction in magnitude of elastic moduli is associated with the presence of inhomogeneities such as cracks or joints. The elastic properties appear to approach those of the uncracked material in magnitude as the cavities are closed by higher pressures. Walsh and Brace

Petrographically these range from true granite and syenite to gabbro and anorthosite. Commercial limestone is any sedimentary rock composed predominantly of the minerals calcite and/or dolomite. Commercial marble is any crystalline rock composed predominantly of calcite, dolomite or serpentine that is capable of taking a polish. Marble comes in a wide variety of color, texture and pattern. Many commercial marbles are unmetamorphosed limestone, to the geologist or petrologist but if they take a polish, are classified as marble.

IN approaching the problems of sampling coal, a brief statement of certain facts that are more or less taken for granted may he helpful: 1. The coal-mine operator needs reliable data as to the physical and chemical characteristics of his coal in order to plan and control intelligently its mining, preparation, and marketing. The consumer needs such data in order to select the equipment and the coal best suited to meet his requirements, to check the quality of fuel delivered, and the efficiency of its use. Various government control agencies require such data as a basis for classifications and establishment of limits, for use in carrying out the requirements of federal, state or municipal laws. 2. All such data must be obtained by analyses, measurements, or tests made on samples, which are taken to represent the coal tested. It is now becoming generally recognized that, in accordance with statistical laws, test results from samples are not expected to represent the exact qualities of the lot or lots from which they are taken, except within statistical, or "expected" limits. Such limits are definitely specified by some present standards of the American Society for Testing Materials and the British Standards Institution. 3. Samples that give ash within satisfactory limits are usually assumed to be sufficiently accurate for other analyses, except under special conditions such as meeting close specifications for coals showing wide variability in sulphur, fusibility of ash, or other quality. 4: In. modern coal sampling the increment is recognized as the basis for taking samples. For a given accuracy the number and weight of increments specified are increased with: (a) the expected ash, and (b) the top size designation of the lot to be sampled. 5. It is extremely important that every sampler recognize that: the specified number and weight of increments are minimums, and that. the precautions to be used in order to take them properly are also minimums; that in the reduction of the gross sample the sizes specified for the coal after each stage of the crushing are maximum; that the quantities specified to be taken after each crushing stage are minimum; that any short cuts or failures to meet the requirements specified will reduce the statistical accuracy of the results, although it is possible that one or two checks on a few results may seem to show otherwise.

The discovery that strongly magnetic bodies localized near the surface of the earth could be detected by the distortion which they produced in the resultant magnetic field marked the beginning of magnetic surveying methods. From an original ability to detect bodies of magnetic iron ore and the like when located very close to the surface, these methods have been extended until today they promise to give much information with regard to the structure of such slightly magnetic material as sedimentary rock containing only a very small proportion of iron.' The recent extensions have been made possible through the development of more delicate instruments, and of methods for their use. From the original compass and dip needle, the design of apparatus has progressed until equipment is typified by magnetic balances capable of measuring the components of the earth's field to an extremely high degree of accuracy. It seems unlikely that the limit of such instrumental development has been reached. Just as the change from compass and dip needle has enabled the location of relatively minor changes in magnetic materials, so additional developments in the direction of increased sensitivity, as well as in greater dependability and constancy of operation, should reveal positively many slight changes which either escape notice in the present surveys or are so small that they cannot with certainty be separated from uncontrollable errors due to inconstant operation of the equipment. The ability to read smaller and smaller variations does not mean, of course, that deductions as to the causes of these variations will be made as accurately and definitely as is possible with the more pronounced anomalies.

I. An Outline of the Theory of the Sintering of Pure Metal Powders SINTERING may be defined as the process by which powders bond themselves into coherent bodies, usually, although not necessarily, under the influence of pressure and elevated temperature. For the sake of clarity and simplicity, the present survey will exclude from consideration the sintering of mixed or alloyed powders, with attendant complications, but at the risk of overlooking information of general applicability. Sintering in the presence of a liquid phase is thus automatically eliminated. The sintering of alloys involves much additional subject matter and deserves separate consideration. Since the literature of the subject is extensive and widely scattered, it will not be feasible to consider the contributions individually. Instead, the subject matter will be classified according to experimental observations and theory, and will be presented in summary form. It should be noted that the appended list of references does not constitute a complete bibliography; it includes only those works quoted below. More extensive bibliographies are included in several of the references; see particularly references 7, q, 28, 34, 38, 50, 52, 54 a "Bibliography on Powder Metallurgy" published by the Library of Congress and a pamphlet published by the Metals Disintegrating Co. entitled "The Field of Powder Metallurgy and Bibliography." II. Summary of Experimental Observations The following classified list is composed of general statements of established fact derived from the experimental results reported in the published literature. A few contested observations are included, because of their potential importance; these are labeled as such. Any satisfactory and complete theory must be capable of explaining all of the uncontested facts. Obviously, some important facts may be missing from this list and these may hold the key to the correct explanation of the sintering process, but the possible lack of such material should not deter attempts to understand the subject on the basis of what is available here. A. The Initial Bond at Room Temperature a. To a limited extent uncompressed powders and massive metals adhere at room temperature.28 Clean tin powder forms a weak "cake" on standing at room temperature, the strength increasing with time. Clean gold surfaces adhere on light contact,"' as do those of many other substances, including nickel." b. As developed up to the end of the Great War, an airplane was essentially a mechanism of wood and fabric, joined and held together by metal fittings and fastening. The engine and accessories, wire for wheel spokes and other tension members, and the occasional use of metal for inter-plane struts and the shafts of surface controls required some metal, but essentially it was a wood and fabric structure. Attempts had been made to use metal for other purposes, such as struts in the drag-trussing of wing panels and for short interplane struts, and Junkers had produced an airplane of iron in 1915. By 1917 he was using steel tubes and duralumin sheets, securing noteworthy advantages aerodynamically and from the standpoint of weight and upkeep. He was a pioneer along lines in which progress is still being made. Principles of Airplane Construction The loaded weight of airplanes ranges from 500 lb. for the light plane of which we heard so much a short time ago, to about 40,000 Ib. The great majority of planes range from 2000 to 10,000 Ib. Of this weight from 15 to 30 per cent. is for the dividend-earning load. This percentage is so low that every per cent. saved on the rest of the weight increases the pay load from 3 to 6 per cent,. The economic value of every pound that can be saved in designing or constructing a plane is sufficiently great to warrant spending money on refined methods of structural analysis, materials of superior strength properties for a given weight, methods of manufacture which may make possible the use of refinements in structural design, and the like, to an extent unknown heretofore. The weight of the airplane, without fuel, oil and crew, and pay load, ranges from 50 to 65 per cent. of the total weight loaded for planes suitable for commercial use. It is doubtful if the structural weight will ever be brought down to as low as 40 per cent. for commercial planes. The airplane may be roughly divided into: (1) Power plant, which includes engines, radiators, cooling water, oil and fuel tanks, piping, propellers, engine-starting systems, pumps, super-

The so-called "paraffin dirt" of the Gulf Coast oil fields has been considered an indication of the possible presence of oil and gas, and not a few wells have been brought in solely on the basis of such evidence. In a sense, it may be empirically justified as evidence of the presence of oil or gas, though it cannot be said to be infallible. If the writer is correctly informed, its association with oil and gas was pointed out by Lee Hager some years ago, and while it is commonly mentioned by geologists and operators in conversation, no discussion seems to have found its way into print. The present interpretation is based on laboratory study rather than on field investigation, and is put forth with the hope of stimulating discussion which shall lead to more complete understanding. The term "paraffin dirt" has been applied to soils with a peculiar texture, which has been described as "curdy" or "rubbery." When moist, the material breaks much after the fashion of "green" cheese. It is rubbery under compression, but does not resemble rubber in tenacity or cohesion. When dry, the material ranges from hard clods to a horny mass of high tensile strength. The shrinkage in drying is very great, especially in the hornlike matter. The moist material ranges in color from dark brown in the specimens rich in organic matter to grayish in specimens containing more inorganic matter. All of the specimens studied were readily attacked by molds, which in some cases grew in great profusion on the samples. Samples exhibited a rather characteristic "swampy" or "mucky" odor when wet, and a characteristic odor of humic soils when moist. If the material is brought into suspension in water, very fine sand settles out and may be recovered by successive washing and decantation. The sand is almost entirely quartz, but contains occasional fragments of feldspar—more or less kaolinized and iron-stained. Practically all of the sand passes through a 100-mesh screen and the grains are extremely sharp —possibly below the limit of rounding. A flocculent mud, of clay and organic matter, remains in suspension for days. Some material is taken into solution in the water, imparting a slight tendency to froth when vigorously shaken. The results of partial analyses of four samples of "paraffin dirt," and, for comparison, one of a coastal plain soil are given in Table I.

During the past three years the Surface Preparation Committee of the American Mining Congress Coal Operators' Committees has been collecting data on dewatering and drying washed coal, and on screening coal in representative plants in the Eastern and Central bituminous fields. Because of wide variations in bed moisture, such data can be compared only after deducting the bed moisture. It was found that practically every company used a different routine for moisture sampling and determinations. Some reported the moistures as total moistures, others as surface moistures, air-dried moistures, or oven-dried moistures. For most of the reports it was necessary to estimate, from a consideration of the bed moisture and other data available in a given case, corrections to be made in order to obtain surface-moisture figures as a common basis for comparison. At any plant, and regardless of bed moisture, the percentage of surface moisture remaining in a product when the dewatering, or a given stage of the dewatering, has been completed, is the real measure of what has been accomplished. The descriptions and data given with Fig. 1 show that surface-moisture figures show relationships that would not be shown by total moistures. Therefore bed moisture should be deducted, or, if more practicable, the surface moisture of the products should be measured direct. A preparation engineer finds one per cent, or even a part of one per cent, of surface moisture a very important consideration in the results of his efforts to find the most effective and economical methods of reducing and controlling the surface moisture in his products within the required limits. Therefore it is important for him to have accurate measurements of surface moisture with minimum uncertainty as to whether they sometimes include less than the surface moisture and at others all of the surface moisture plus an unknown part of the bed moisture. The chronicle of the oil industry in Oklahoma in 1939 is one of declining production bolstered by strenuous efforts to find new pools or new producing horizons in the older, highly exploited, relatively shallow areas. Production, which averaged 608,000 bbl. daily in 1937, the post-depression peak, declined to 463,000 bbl. daily in 1938 and continued downward to 421,000 bbl. daily for the year 1939. While the state could produce somewhat more oil if demand warranted it, production in most areas is at as great a rate as could be justified on the basis of maximum efficient operation. Outlet for Oklahoma crude has been seriously affected by the increase in production in the Illinois Basin. Crude movements from the Kansas-Oklahoma area to the northeastern consuming centers averaged 314,000 bbl. daily in 1939 as compared with 397,000 bbl. in 1938. Oklahoma producers bore the brunt of this loss of market. The general production decline was accentuated by the August, shutdown of 15 days, precipitated by the action of a major crude purchaser posting a 20-cent reduction in the price of crude. The Oklahoma Corporation Commission, in collaboration with other members of the Interstate Oil Compact Commission, ordered a complete shutdown of all producing wells in order to prevent the premature abandonment of stripper wells, which might result from a prolonged period of production at prices below operating costs. The reduction in price was forestalled, most major purchasers failing to meet the cut in view of the shutdown, and the company initiating the move rescinded its action. Fear of the shutting in of oil wells, especially those making considerable quantities of water, is generally unfounded in the light of a superficial examination of the records. Oklahoma's unprorated pools, which produced 154,000 bbl. daily in May, declined to 152,000 bbl. in June and 143,000 bbl. in July. Immediately following the shutdown, the same pools produced 150,000 bbl. in September, 145,000 in October, and 145,-000 in November. Thus, while the half month's production loss in August has not been made up, the wells apparently hare produced at a greater rate since the shutdown than immediately preceding it.

Despite the basic importance of slip in the plastic deformation of metals, and the considerable experimental investigation, thought, and speculation that have been devoted to the fundamental nature of these processes, surprisingly few data have been reported regarding the microscopic appear- ance and distribution of slip lines,‡ the external manifestation of the slip process. Photographs hitherto reproduced in the literature are in general at low or unspecified magnifications with no correlation to the prior shear. A single-crystal cylindrical tensile specimen of alpha brass about 1/2 in. in diameter, one of many previously prepared by H. L. Burghoff,1 was available for study. A plane about 3/16 in. wide, parallel to the specimen axis and normal to the plane containing the slip direction and the specimen axis, was ground and metallographically polished along the entire 5-in. gauge length. Heavy etching produced a surface free of both scratches and flow. The specimen was strained in tension until slip markings first became visible on the polished surface (Figs. 1 and 2). Re-stressing the crystal caused additional markings to appear at an initially lower stress than previously was required. Stretching the specimen to produce a dense concentration of slip lines caused such variations in level in the polished surface (normal to the slip direction) that microscopic study at higher magnifications became impossible. After annealing 15 hr. at 850°C, the specimen recrystallized to form two grains with a boundary approximately normal to the specimen axis and about midway along its length. Each was X-rayed, and two planes were again polished along the length of the specimen, in this case each parallel to the slip direction in one of the two crystals. A light longitudinal scratch parallel to the specimen axis was drawn down the center of each plane. A Huggen-berger extensometer was attached to the crystal A, whose slip plane would have the higher resolved shear stress of the two, and the specimen was again strained in tension.

THIS paper is a companion to the one by George A. Morrison on Mining a Deep Limestone Mine in Ohio.[+] Barberton is 8 miles west of Akron, Ohio, and 23 miles south of Cleveland. The underground mining of limestone at Barberton constitutes the world's deepest limestone mine. The stratigraphy is as follows: 0-20 ft. Loam, clay, sand and gravel. Water bearing. 20-40 ft. Fractured. sandstone. Water bearing. 40-110 ft. Sandstone with interbedded shale, slightly fractured. Water bearing. 110-314 ft. Sandstone with interbedded shale, slightly fractured. Water carrying. 314-2197 ft. Shale with occasional seams of sandstone, which varies in thickness from a few inches to 4 feet. Dry. 2197-2247 ft. Limestone. Dry. 2247-2742 ft. Dolomitic limestone. Dry. 2742-2767 ft. Salt. Dry. 2767- Dolomitic limestone. Dry. All of the strata dip to the southeast, about 0.5 per cent from the horizontal. The top 110 ft. of the crust is water-bearing. The rock strata are naturally fractured to a depth of 314 ft., sufficient to allow the passage of water. In the shaft-sinking operations, a stra was encountered at a depth of 520 ft., and flows of methane gas were pierced at depths of 1350 and 1952 feet. Specifications for the mine plant called for, in part, the sinking of two vertical shafts and a hoisting plant capable of producing at the rate of 300 tons per hour. No. I shaft is 550 ft. west of No. 2 shaft. Each shaft measures 8 by 17 ft. outside of steel. General features of the design (Fig. I) are: Principal set members, 6-in. H-section; connecting angles (studdles), 3/8 by 4 by 4-in. angle irons; spacing of sets, 8 ft. centers; spacing of bearer sets, generally, 160 ft.; bearers, of 12-in. I-beams. Each bearing set featured a concrete ring about the periphery of the shaft, steel to rock, and 8 ft. in height; permanent guides, 6 by 10-in. long-leaf yellow pine, 85 per cent heart. THE SHAFT-SINKING OPERATION The preliminary shaft-sinking work consisted of driving interlocked steel piling about the exterior of the shafts to depths of 35 and 32 ft., respectively, and of such horizontal dimensions as to ultimately permit the pouring of a concrete collar 2 ft. in horizontal thickness. Following the pouring of a shaft collar, a temporary wooden headframe for shaft-sinking purposes was erected. The head-frame, while ordinary, featured: (I) a storage pocket of 300 cu. ft. capacity with truck servicing facilities, and (2) pneumatically operated dump doors, which were actuated by the hoistman, thus caring for the dumping of the "ball-and-chain"

As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land

In determining what kind of pourer should be adopted for the works of the Moctezuma Copper Co. at Nacozari, Sonora, Mexico, certain considerations imposed by local conditions had to be taken into account. Water.—During most of the year the water-supply is abundant for all purposes, but it dwindles rapidly when the dry season sets in, reaching a minimum flow which is entirely undergrouad. It was evident, that with the greatest care in keeping down the unavoidable loss of water in milling and smelting, these operations and hence the capacity of the works mould ultimately be limited for about two months of the year by the small watersupply available at the period of minimum flow. Transportation.—The nearest railway terminus was in Arizona, at the international boundary-line; and the price of supplies at that point would be enhanced at Nacozari by the additional cost of a 90-mile wagon-haul. During the rainy season, transport to Nacozari was much impeded, and at times made impossible, by the condition of the roads. Hence, to insure continuous operation at the works, it would be necessary to provide for hauling the year's supplies, including fuel for power and coke for smelting, in less than eleven months. In other words, the average freight delivered daily at the works should be at least 10 per cent. more than the average daily consumption. For moderate quantities of freight, pack-carriage by burros is astonishingly cheap. But it has a capacity-limit which is generally very soon reached. A 200-lb. load, and 10 miles a day, 5 with and 5 without load, is the full capacity of a burro. This means one burro per ton-mile of the round trip; and,
