While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

INTRODUCTION The particular field of application of machines utilizing air currents as the primary separating medium is in the cleaning of the fine sizes of bituminous coal. Approximately 25,400,000 tons of bituminous coal were cleaned by air machines during 1965. They have not found any application for cleaning anthracite. Since the development and introduction of the first successful commercial pneumatic oscillating machine for cleaning bituminous coal in 19 16, by the Sutton, Steele and Steele Co, Dallas, Texas, and the American Coal Cleaning Corporation, formerly of Welch, W. Va., seven other successful pneumatic coal-cleaning machines have been developed and introduced to the American coal-mining industry: 1. Peale Davis: "Pneumo-Gravity" machine. 2. Arms "Concentrator," oscillating table. 3. Hey1 and Patterson oscillating table. 4. "Stump Air-Flow," pulsating air jig. 5. "Super Airflow," pulsating air jig. 6. Ridge air jig. 7. Phillip air jig. While not all coals can be beneficiated by air washing, the air washing of coals that are easy to clean can be readily proved advantageous. Of all the preparation methods, pneumatic cleaning is the most acceptable from the standpoint of delivered Btu cost. This is based on the premise that a percent of moisture is just as detrimental as a percent of ash. The principle of dry concentration has never been determined with scientific accuracy. To the present time the study has been more of an art than a science. It is possible to forecast the results of wet concentration from a study of the washability characteristics of the raw coal but only after applying rule-of-thumb methods of interpretation to the specific gravity and size distribution can it be ascertained that the raw coal is amenable to dry concentration. Air as a separating medium dates back to biblical times as exemplified in the winnowing of chaff from the grain. However, the same application of air to coal serves merely to blow the dust away and size the remaining particles. Pulsating air was the solution to the problem and largely eliminated the necessity for close screen sizing which was required on early separators. Because of the low density of air, a medium of sufficient density has to be built with the material itself. Hence there must be some device to impart to the bed the necessary mobility for proper classification. Also, the

Radiotracers were demonstrated to be of considerable value in a study of the interaction of dithiophosphate with galena. The interaction had characteristics of both chemisorption and chemical reaction, being complex because of the nature of the galena surface. Sorption was rapid and markedly reversible, and flotation occurred at relatively small amounts of dithiophosphate sorbed.

PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. This paper presents the historical trend and de- fines the causes of drilling cost escalation in the Gulf of Mexico during the 1970's. The three major components of escalation are: 1) inflation, 2) supply-demand imbalance (demand pull) and 3) decreases in drilling efficiency. The decade was divided into three periods. During each period one component of escalation was responsible for most of the rise in costs. From 1970 through 1973 only inflation pushed costs upward. During 1974 and 1975 a supply- demand imbalance caused most of the escalation. Since 1975, decreases in drilling efficiency have produced the major component of escalation. During any one year or period of years, the sum of the three components will give the total escalation rate. The reasons why different components contribute more toward escalation during certain years than others are shown by following the timing of oil and gas price increases, the overall quality of the acreage offered each year in offshore lease sales and the resulting drilling activity.

The Colorado Plateau region has been the principal domestic source of uranium, vanadium, and radium. The value of these commodities produced from the region through 1964 slightly exceeds $2 billion. Most of the deposits occur in streamlaid lenses of sandstone in the Chinle and Morrison Formations. The ore minerals below the zone of oxidation are low-valent oxides and silicates of uranium and vanadium; all of these, except the quite stable vanadium silicates, oxidize readily to a variety of high-valent uranium and vanadium minerals. The ore minerals partly replace fossil wood but mainly impregnate sandstone, typically forming tabular ore bodies that are nearly concordant to the bedding of the host rock. The deposits range in size from those containing only a few tons of ore to those containing more than 1 million tons. Stratigraphic, lithologic, and sedimentary structural factors obviously influenced the localization of these deposits, but igneous activity, hydrothermal mineralization, and tectonic structures show no similarly consistent influence on localization. The deposits are epigenetic, but the source of the ore metals, the nature of the ore-bearing solutions, and the time of ore emplacement are uncertain. A few uranium deposits in the region are dominantly discordant to bedding and occur in collapsed breccia pipes or along linear fractures. Their origins are also uncertain.

A paper by Rose1 has called attention to some of the problems of wetting-liquid relative permeability measurement. The premises and conclusions set forth by Rose, namely the applicability of the Hassler scheme of measurement, will be accepted. In addition, it will be concluded that certain electrical analog circuits can be used as a pattern for consideration of possible hydraulic systems of measurements. NEW SCHEME OF MEASUREMENT The object of this note is to propose a new scheme of wetting liquid relative permeability measurement. It is significantly different from those heretofore described, nonetheless it is based on Hassler concepts. The scheme is illustrated in Fig. 1 in terms of the corresponding electric circuit analog. It may be designated descriptively as the "comparison" method of wetting-liquid relative permeability measurement. In this circuit, R, represents the resistance of the core sample which is being studied for relative permeability characteristics, R represents a "standard" resistance, R represents the combined series resistance of the barrier pads, R R2 represent the combined series resistance of barrier pads in the manometer circuit, C, C represent the capacitance of the manometers, E is a constant voltage source, S is the switch or stopcock. The zinc deposits of the Balmat-Edwards Division of the St. Joseph Lead Company in northern New York State provide some 10 per cent of the domestic zinc produced annually within the United States. These complex ore deposits are contained within marbles of the Precambrian Grenville series, in a repetitive sequence of dolomites and silicated units. The Balmat ore bodies are localized at various intervals throughout some 1800 feet of the stratigraphic column on the northwest side of a band of gneiss that has continuity to the Edwards area, some 10 miles to the northeast. The Edwards ore bodies are located to the southeast of this gneiss. The marble formations are thought to have included repetitive intervals of marine sedimentation that provided mineralized source "beds" and were subsequently folded, flooded, and injected with melts at great depth and were sheared, recrystallized, and reconstituted. Detailed structural and stratigraphic studies throughout the northwestern Adirondacks, in the Balmat-Edwards district, and at each mine in particular indicate the close dependence of the ore deposits on the enveloping structure whether it be local, district-wide, or regional in scope. Primary folding has developed a northeast regional trend with northwest dips. Secondary folding has been developed by an almost horizontal northeast-southwest-oriented shear couple in the plane of the regional trend. The secondary folding has produced crossfolds that intersect the regional northeast trend and plunge north to northwest at various angles. The ore bodies are found within certain stratigraphic horizons where repeated alternation of competent and incompetent beds encouraged unusually complex folding. Analysis of individual mine structures indicates that the location of each deposit is controlled by structural crossing of primary and secondary folding. The ore bodies, which are tabular, lenticular, or pod-like in form, have features that suggest parallelism to true bedding or modified flow banding, developed by northeast-southwest shearing stresses related to the development of the crossfolds. The ore deposits in general follow both structural and recrystallization trends within the wall rocks. Mobilization of the pre-metamorphic ore minerals is believed to have involved a combination of plastic flow under stress and solution of the sphalerite, minor galena, and pyrite. The ore fluids are thought to have been guided by secondary shearing and microbrecciation into structurally prepared areas where reprecipitation took place. The presumed premetamorphic mineralization now exhibits epigenetic high-temperature features related to late-stage metamorphism.

This paper is a review of Montana reverberatory smelting practice covering a period of approximately fifty years, during which time the small furnaces that had been in use elsewhere for a century or more, without much change in size or method of operation, were revolutionized and were developed into the huge, continuously operating furnaces of today. A study of Montana practice is particularly instructive, since reverberatory furnace smelting for the production of copper matte received more attention there than in other smelting centers and many of the improvements that finally resulted in establishing the preeminence of this type of furnace over the blast furnace originated in Butte and Anaconda. The material in this paper was gathered from original sources, wherever possible, and all of the illustrations were made from original drawings, some of which have been simplified and worked over so as to be better adapted for reproduction. The aim has been to trace the modifications in design and operation which took place during the period in question—the reasons for the changes and the results achieved through them. For developments during the first twenty years, the technical literature of the period was freely drawn upon, but I am particularly indebted to W. M. Kelly, general foreman at the Anaconda Works, whose recollections and personal experience extend back to the early days. I wish to acknowledge the use made of publications of E. P. Mathewson, William Wraith and L. V. Bender, as well as information obtained here and there from friends and associates. The resume of Great Falls practice was compiled from correspondence, notes and drawings found in the files of the old Boston & Montana Co. and the tabulations showing the performance of furnaces at Butte and Anaconda are adapted from plant records and correspondence in the files of the Anaconda Copper Mining Company. The paper deals with some interesting comparisons that were made between furnaces operated under various conditions in connection with the Carson Case, and results obtained when using natural gas as fuel. This part of the paper may be considered original to the extent that these results have not previously been published.

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great, aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con-tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The design capacity is 1000 tons an hour. Mineral processing engineers have recorded an- other year of active research and development work. Most gratifying was the broadly based attendance at the Mineral Processing Fundamental (formerly Basic Science) Committee sessions at the 1968 Annual Meeting of the AIME. Because of the availability of good papers, the active discussion and the growing attendance, sessions have grown from one to three at the annual meeting. Prof. M. C. Fuerstenau of the University of Utah will chair the Mineral Processing Fundamentals Committee for the next two years and we may thus be assured of continued active leadership. The name change from "Basic Science Committee" to the more descriptive "Mineral Processing Fundamentals Committee" approved by the MBD executive council is a welcome improvement. Our profession continues to attract the interest and cooperation of those in other professional groups. The 1968 Engineering Foundation Particulate Matter Conference, under the chairmanship of John Karpinski of Bethlehem Steel, was devoted exclusively to comminution this year. It attracted conferees from five continents and served as a particularly stimulating source of interchange of knowledge from many technical fields. Next year's conference will be under the chairmanship of Professor L,. G. Austin of The Pennsylvania State University. This conference plus the Symposium on Wettability and Flotation to be held at the annual American Chemical Society meeting in Minneapolis in April indicates the success achieved in the inter-disciplinary approach to problems. Other evidence of this spirit of professional cooperation is the forth- coming book on Size Reduction edited by D. W. Fuerstenau. This is the outgrowth of an AIChE symposium on size reduction held in 1965.

THE New Jersey Zinc Co.'s vertical retort plants are believed to have been in continuous operation through the whole year. At Palmerton metal purer than that made from the same ore in the old plant has been produced and has been able to compete successfully with very pure electrolytic metal in die castings and other special uses where extreme purity is worth money. A new plant using this process was put in production by the Grasselli Chemical Co. at Meadowbrook, W. Va., early in the summer. It is said to be working very satisfactorily. It is understood that this plant will not produce high-grade metal. Two patents issued to Bunce and Mahler (Nos. 1,749,126 and 1,749,127) describe a method of operating the vertical retort so that practically lead-free metal can be obtained from ores containing consider- able lead. The zinc vapors and other gases leaving the reaction zone are filtered through a column of material maintained at a temperature high enough to prevent much zinc from condensing. The filtering medium is either periodically or continuously changed.

THE following report on the structure of copper is the result of work done in the laboratory of the Rome Wire Co. early in 1925. Previous work had indicated to the author that excellent results might be expected if a suitable technique in surfacing and etching could be developed. The resources of the Rome Wire Co. enabled this metal to be studied more intensively than previously, although none of the materials were investigated exhaustively. The material presented is hardly more than a preliminary summary of the most obvious character of the metal; a much longer research would have been necessary to solve many of the pressing problems connected with the casting and working of copper. The Rome Wire Co. has generously released the paper; to Dr. E. H. Darby, technical supervisor of the company, are due particular thanks for his appreciation of the importance of metallographic study of copper and for his effective support in the prosecution of the work and in making its publication possible.

BORN in 1899, in Bridgeport, Conn., E. A. Anderson grew up in a center of the nonferrous metal industry. Perhaps that had something to do with his selection of mining as a career while an undergraduate in Yale. After securing his Ph.B. in mining he worked for a year at Handy & Harman. By this time physical metallurgy had supplanted his interest in mining and he entered the Yale graduate school where he secured his M.S. degree in metallography under C. H. Mathewson. After completing his graduate work he entered the employ of The New Jersey Zinc Co. in their research division where he has remained ever since. The transition from graduate study to industry involved no disruption of technical interests. Academic research relating to the zinc-aluminum alloys, then coming into use for die-casting, was followed by extensive and productive industrial research in the perfection and commercialization of these alloys. Research on rolled zinc and rolled zinc alloys, corrosion and stress corrosion, dry cells, electroplating on zinc, and electrodeposition of zinc followed in overlapping succession as time passed.

NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.
