KGHM Polska Miedz SA, in existence since nineteen seventies, operates three underground mines and three smelters with total production of over 400 000 mtpy of electrolytic copper. Its impact on the environment, very serious in the past, has been gradually reduced. While in general emissions into the air and water have been brought under control, attention recently has shifted to the disposal of wastes and residues. The main streams of wastes are flotation tailings, slags and dust captured from the dedusting systems. Much effort has already been expended and is still being spent to utilize this waste for by-products production or to dispose of it within the process by recycling. The most effective measures taken up thus far, as well as present activities directed at tailings disposal, are presented.

THE slate industry of the United States has shown a marked decline in value of products made annually since the peak year 1925, although there has been moderate improvement over the lean years 1932 to 1934. In 1940, the value of all slate products sold was approximately 5 ¾ million dollars for a total output of 473,450 short tons. The quantity sold was a little less and the value a great deal lower than the annual averages for the past two decades. Enormous quantities of waste materials result from the quarrying, splitting and milling of slate. Obviously, utilization of such waste material is desirable, not only from the viewpoint of economical operation but also for the purpose of conserving natural resources. One possible use is to produce expanded or puffed lightweight aggregate for use in concretes. Such concretes are strong enough for specific uses, and the advantage of lightness could be obtained in such structures as the walls and roofs of buildings, suspension-bridge roadways and various other applications where weight is a factor. Conceivably, these uses could consume an appreciable annual tonnage. USE OF WASTE SLATES FOR MAKING AGGREGATES The lightweight-aggregate industry has been discussed elsewhere4.5 and need not be covered in detail in this paper. The materials commonly utilized are naturally occurring aggregates such as volcanic cinder, tuff and pumice; by-product materials, such as ordinary cinders and air-cooled slags; and the specially manufactured products, including Haydite, Pottsco, Gravelite, Cel-seal, Superock and Waylite. Slates, however, have not been given the consideration they merit, especially in the United States. In the British Isles, some work has been done3 on certain Welsh slates by the Building Research Station to stimulate the use of these wastes. REQUIREMENTS FOR RAW MATERIALS As pointed out by Hughes,4 the light-weight-aggregate industry is segregated in regions adjacent to large cities in order to localize the market and avoid the necessity of long freight haulage. Waste slate from the deposits of eastern Pennsylvania, northern Maryland, and Virginia would meet the basic requirement of any low-priced structural raw material. One apparent advantage is attained when slate waste, normally discarded, is utilized in the manufacture of a by-product. Mining or quarrying costs usually have been assessed against the main product. Some additional grinding might be desirable, but this operation would be relatively cheap, as most slates grind easily. It is believed that virtually all slates, when properly heated, will expand to some degree. However, types that will expand from 3 to 7 times their original volume are preferred. It is no secret that scarcity of fresh water is an issue that at a global level in the years to come will have a major impact on the business landscape. A number of projects, beyond the mining sector, could remain on paper only due to this. At the same time, this situation is seeing the rise of new business opportunities, such as development of technologies for more efficient usage of water, water recycling, and desalinization of sea water. Despite that most of Chilean mining facilities are located in the driest area of the world, business has developed strongly and actively for more than a century. However, the negative effect on the water reservoirs and the environment is, lately, resulting in the reduction of the authorized water rights. Holding Water Rights for any given volume does not guarantee that the resource will be available when needed. A recent report from the United Nations on global climate change indicates that global warming can be directly related to changes in the natural and human environment. Chile would not be an exception. The reduction in snow levels in the high Andes and reduced rainfall during the so called "Bolivian winter", have directly affected the replenishing of the underground water reservoirs in the lower parts of the valleys, where most of the extraction of the resource takes place. Mining facilities shall be designed to reduce potential environmental effects, using proven technologies, and considering the best practices available. These measures shall constitute a complete structural framework for the environmental impact assessment (EIA) of the Project. The measures to prevent and mitigate the impacts on the water resources shall be considered during the design stage of a mining project. Current and future mining projects in Chile are conscious that the increasing pressure on the limited water resources is becoming unsustainable, and are already facing the water scarcity and social pressure by implementing sea water desalination plants, including long pressurized pipelines to the mine sites (e.g. Escondida, Candelaria, El Morro, Regalito). This paper presents, in summary, an analysis of the present and potential future scenarios.

Lignin grouts are cheap and easy to get. They have some desirable properties, but they aag less used now because environmental pollution is often caused by Cr from the lignochrome component of the grout. Their usefulness was researched in an earlier paper on lignin as a grout from other viewpoints. A non-toxic grout FUL was made composed of furfural, urea and lignin. After initial tests, including tests by spinning regression design, some response equations in which FUL's properties are described were obtained. Optimum formulations have been established by using optimization methods based on response equations. The engineering quality was assured by formulations whose properties were measured in further tests. The mechanical feature of gelling sand was measured by means of triaxial tests. This provides a basis for using FUL grout in-situ. Finally, an in-situ experiment on FUL was completed successfully. The results were that cracks in stratum were filled or blocked, the gelling of FUL had high strength, and low permeability and consolidation were achieved.

Introduction In presenting this paper on the water-power resources of the Province of Manitoba, it was considered that a brief resume of the power resources of Canada, of the power already developed, and its utilization in the industries 9f the country, would be of particular interest in showing the rapid progress that has already been made. Amongst Canada's national assets, water power occupies a foremost place because of the facilities it provides for the development of her other great natural resources. The rapid development of the mining, pulp and paper, and general manufacturing industries, and the concomitant growth in urbanization, with its numerous demands for domestic, commercial, and municipal service power, have combined to stimulate hydraulic development to a point surpassing even the most sanguine predictions of a few years ago. With the bringing into operation during 1928 of hydraulic turbines aggregating over 550,300 h.p., and of a further 378,400 h.p. in 1929, Canada's total hydraulic development at the end of 1929 amounted to over 5,700,000 h.p., and in this year, 1930, the active construction in hydro-electric plants throughout the country totals in excess of 1,600,000 h .p.

Each mining project goes through the same life-cycle, from prospecting and exploration to closure and post-closure periods. This prompts the question whether the closure of a mine constitutes the end of its life-cycle or whether the decommissioned mine can be employed for some other purpose. Best-practice references indicate that there are many viable options. In our opinion, the production of service water is one such option. Laboratory research was carried out on the water from a flooded underground coal mine in Ostrava- Karviná coal district, Czech Republic, concerning the production of service water from pumped minewater. The research proved the practical feasibility of service or process water production. Given the effect of global climate change with regard to water resources, good prospects for this additional resource can be assumed since the water has to be pumped in any case for safety reasons.

The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in arid areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.

TODAY, man uses, at will, the land, the water, and the air to transport himself and his goods everywhere across the face of the world. He no longer thinks with wonder of the magic of conquering these elements - he takes his mastery of them for granted. He is, however, constantly striving to squeeze more and more efficiency from each mode of transport. Man's first method of transporting himself and his goods was, obviously, himself; then he acquired his first beast of burden - woman. Most other two-legged female animals carried their young around clinging to their fur. Human mothers were, generally speaking, furless and their offspring less 'Prehensile, and so slings and other trappings were invented to carry young children. Man's inventive genius soon adopted these devices for carrying other burdens, and for countless centuries woman carried all in order that man could walk unencumbered except by his weapons. Later other ?beasts of burden were trained and used, including dogs, horses, oxen, camels, etc. Man also discovered quite early that he could drag along the ground more than he could carry on his back.

"IntroductionMine drainage, surface. drainage and process liquors are the principal mine and mill effluents. The quantity and quality of these flows varies according to mineralogy, type and scale of mining, the process, tailing disposal, local ground conditions and climate.Typical contaminants remaining after solids sedimentation are colloidal or semi-colloidal particles, acids, alkalis, metals in solution, cyanides and thiosalts. Environmental regulations and guidelines have been issued in detail by the appropriate government agencies and will not be reviewed here. Revisions and additions are being made as our comprehension and abilities increase. Some contaminants of consequence have not been specifically regulated as practical treatment technology has not been identified. Thiosalts fall into that category as do the derivatives of the first stage of cyanide oxidation - cyanates.Most mining activities have present or foreseeable water treatment requirements. Because process economics can be adversely skewed by the environmental factor, the acknowledged objective of every operation must be to identify and anticipate those requirements.The evaluation and selection of water treatment techniques for mine-mill applications is complicated by the fact that most mine-mill effluents are high volume, dilute and chemically complex systems. Treatment processes applicable to most contaminants are: chemical or biological oxidation; neutralization and/or precipitation; liquid/solids separation. Other processes such as ion exchange, electro-deposition, foam fractionation, freeze crystallization and reverse osmosis offer the possibility of selective removal or concentration of contaminents. The latter tediniques, representing a slightly higher level of technology, are less suited to the large, low value flows usually encountered in the mine environment."

Industrialization is raising the standard of living of people everywhere. The common man is demanding and getting more of everything. Perhaps more markedly than most other things, he is consuming more water. A hundred years ago water for domestic use, in all but a few large centers, was lugged from wells in buckets. This still is true in many rural areas, even in the enlightened United States of America. but pumps and pressure systems are rapidly replacing the "old oaken bucket," even on farms and in isolated country homes. Nevertheless, many still fail to see water as a ?commodity? in the same sense that coal, lumber, fertilizer, and bread are considered as commosities. Water is too frequently taken for granted.

This is something new in my life. A lot of you men here today I do not know, and some I do know. So if you have any remarks to make, I wish you would give your name and the name of your company. This is the first Acid Meeting which has been held under the auspices of the National Open-Hearth Steel Conference, and I hope it is a success. Whether it is a success or not depends entirely upon the support we get. If it does get good support, I have the idea it will be continued as a regular feature of the National Open-Hearth Steel Conference. We all think we have pretty good practices. But we can all learn and I hope that you, gentlemen, who take issue with the things someone else has said will stand up and give your opinions. Otherwise, the meeting will fall rather flat, and we won't get a great deal out of it; and there will not be enough interest shown by the National Committee to continue to place the meeting on the regular yearly program.

FROM the engineer's standpoint, labor organizations are of interest in so far as they 'affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations' which existed in the age of the Guilds were ideal, inasmuch as they stood ' for competency of the apprentice and close cooperation ' between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating 'with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. It is always the case with heavy and cheap materials that the area within which they can be economically used depends upon the cost of transportation, and in those days of poor roads and no mechanical means of haulage on them, coal could only be moved a few miles from the mine by any other means than water. The need of better means of transport to the areas west of the mountains had been urged by Washington and many other leaders, but the first turnpike over the Alleghenies only reached the Ohio River at Wheeling, W. Va. in 1818. The James River and Kanawha road reached the Ohio in 1831, that from Winchester, Va. to Parkersburg in 1838, and the road through the Cumberland Gap was completed in 1797. None of these affected the coal industry excepting indirectly by building up some of the river towns which coal could reach. The inadequacy of roads alone to carry the traffic of the rapidly growing interior communities was demonstrated only a few years after the National Pike was completed, and in the early 1820's several of the states embarked upon the construction of a canal system, which had been under discussion for some years. The Erie Canal was opened in 1825 from Lake Erie to the Hudson River through New York; Pennsylvania, Virginia and Maryland had already started similar projects designed to bring traffic to their principal cities from the interior. The Pennsylvania Canal was started from Columbia, as a railroad extended from Philadelphia to that point, and it followed the Susquehanna and Juniata Rivers to Hollidaysburg; thence to Johnstown, a distance of 36 miles, where it consisted of partly railroad and partly inclined planes, the boats being hauled up, and lowered down the planes; from Johnstown the canal followed the Conemaugh, Kiskiminitas and Allegheny Rivers to Pittsburgh, 104 miles. Boats first reached Pittsburgh by this route in 1834. The Chesapeake and Potomac Canal followed the Potomac River from a point above Alexandria above the falls, to Cumberland. This canal was chartered in the eighteenth century and a portion of it was used by traffic in 1800. It was too small to be of much use and was abandoned, and later after many legal and financial vicissitudes was completed to Cumberland, traffic from there starting late in 1850. THE "miracle of production." which was such an essential element in winning the European war, was nowhere more in evidence than in our Western States. In shipbuilding alone the Pacific Coast States -et a mark never before equaled, and in production of war goods of many kinds, both Rocky Mountain and Coast States accomplished more than their proportionate share if measured by population standards. This was only possible because of the building of immense new plants of many types, largely financed with Government money. Their operation has built up payrolls in the West and brought a measure of prosperity which Westerners are naturally anxious to have made permanent. A widespread doubt obtains, however, throughout the nation and even in the Western States themselves, as to whether, and if so to what extent, this may prove possible. The question has been raised as to whether the national treasury has not been raided to stock the Western ranges with a voracious breed of white elephant .

Before we can attempt to answer the question of what can be expected from coal research, let us examine why research is done in other fields and what others expect for the money they spend on research and development. Up to 1900 almost all organized research was carried out at universities. Most of the support came from the university, and by present standards the amount of research was extremely small. The motivation for university research was basically discovery of new phenomena, with the objective of advancing knowledge. Side by, side with this organized effort was that of individual inventors who were primarily responsible for applying this new-found knowledge to useful purposes. During this period inventors were rarely supported by anyone, and experimentation was carried out either in their spare time or at the expense of earning a living. Men like Edison, I believe, were the first to demonstrate on a large scale that one could systematically apply newly discovered scientific principles to inventions that would serve useful purposes and would return a profit to those engaged in the effort. The tremendous expansion in research therefore began with the realization and demonstration that the scientific discovered could be applied in such a way as to return a' handsome profit to those who invested in it. The motivation of many of the research personnel however, remained the satisfaction associated with new discoveries, The money to support their efforts came from those interested in a return on their investments. Since the First World War and a rapidly accelerating rate since the Second World War another important motive for supporting research has appeared--the needs associated with national defense; this type of research has been supported almost exclusively by the Government.

WHAT is wrong with oil shale? The answer is of interest to the public, to the oil refiner, and to the engineer. Many people have invested in shale land or shale securities, and others would invest if early development of the industry were certain. In the face of increasing demands for oil products, oil refiners are threatened with inability to maintain present output unless the supply of domestic petroleum is supplemented. Development of the oil shale industry would open a new field for engineering services. The object of this paper is to suggest reasons why there is but one shale plant in operation in the United States, and to discuss the probable time when the business will be firmly established in Colorado. As the Colorado deposits are the richest and largest in the world, ample supply of material is assured, consequently, this discussion will be confined principally to technical problems and economic problems affecting shale development.
