The U.S. economy showed further strength during the third quarter of 1983, continuing the upward trend discussed in the last two issues of Minerals and Materials. The National Association of Purchasing Management composite index increased to a 10-year high of 67. 1 in July. (A value of 50 or greater indicates expanding industrial activity.) The index, a weighted composite of new orders, production, employment, vendor performance, and inventories, is derived from a survey of purchasing agents for about 250 industrial firms. Investment and Other National Economic Indicators The strong consumer surge of second quarter 1983 was reinforced during the third quarter by the performance of private investment. Because of this, many analysts became more optimistic about the strength of the recovery and its potential for being sustained. Capital investment growth, negative since 1980, was positive for every investment component in the third quarter of 1983. Preliminary estimates indicate a real increase of $1.4 billion (at an annual rate) in private investment expenditures on nonresidential structures, an increase of $4.3 billion (at an annual rate) for producers' durable equipment, and an increase of $4.8 billion (at an annual rate) in real inventory levels. The second quarter 1983 increase in expenditures on producers' durable equipment was the first indicator that investment recovery would occur during the rest of the year (table 1). Corporate profits in total manufacturing increased $6.5 billion from first quarter to second quarter 1983 (table 2).

Energy conservation is an integral part of Canada's energy strategy. We must pursue conservation and energy management vigorously if we are to remain competitive in domestic and world markets, and minimize our reliance on external energy sources. Energy management in industry is discussed from three viewpoints: (l) as a means of directly improving profitability; (2) as a major factor in the supply picture; and (3) as a significant influence on Canada's balance of payments and over-all economic well-being. The Federal role in promoting a voluntary industrial energy conservation program is described.

Introduction This paper may be regarded as another instalment of the story of the Britannia milling operation. From time to time in the past, articles (1) have been prepared by various members of the staff, giving details of crushing, grinding, and flotation treatment for the normal Britannia ore. It is not, therefore, the purpose of the present paper further to discuss what may be termed the standard milling operation, but rather to describe a flotation practice which has been evolved directly as a result of the general depression. The normal Britannia ore mixture contains chalcopyrite and pyrite as the main sulphide minerals, together with minor gold and silver values. The standard milling practice, evolved during several years of experimentation, provided for bulk flotation of the two sulphides after primary grinding to only approximately 35-mesh, followed by regrinding of the bulk concentrate, with subsequent separation of the chalcopyrite and pyrite to make a marketable concentrate of each mineral. However, in the face of a constantly increasing surplus of copper on the world markets and a steadily falling price during 1930 and 1931, it was obviously undesirable to continue producing large quantities of this metal at a loss. On the other hand, Company officials were very reluctant to add to unemployment by closing down entirely, provided operations could be continued without excessive losses. Fortunately, the existence was known of a fair sized body of ore, quite low in copper and relatively high in zinc content, with also a very considerably higher gold value than that prevailing in other sections of the mine.

Despite the attention belatedly bestowed on tidal power in recent years, it remains largely a potential rather than an actual source of energy. The resource is, practically speaking, non-depletable. Extraction is technically feasible and environmentally acceptable. The restraints against development are economic, and they could be removed by technical improvements, changes in the cost or availability of other energy sources, or simply by a change in the cost of money. The exponential rise in the demand for energy makes it inevitable that the tides will be harnessed sooner or later.

The Mother Lode district in California is probably better known as the land of Bret Harte and Mark Twain than as a gold-producing district, although in this respect it holds an important place. The history of quartz mining on the Mother Lode dates back to the '50s, when, after the first fever of the gold rush, men began to look for something more permanent, if not more lucrative, than the placers. Since that time, the discoveries, shutdowns, and reopenings of the many mines, together with the varying fortunes of their numerous operators, constitute an interesting chapter in California history, but one too long to include in a description of mining methods. The district is well situated, so far as physical conditions are concerned. The Mother Lode extends along the western slope of the Sierra Nevada Mountains, about half way between the crest and the Sacramento and San Joaquin Valleys, the country traversed consisting of low rolling hills—typical foot-hills. The elevation varies from 1000 to 1800 ft. and the climate is most desirable. There is an abundance of water, timber is easily obtained from the higher foot-hills a few miles east, and cheap hydro-electric power is generated practically on the Lode. These natural conditions are conducive to low costs in mining and have been the deciding factor in allowing profitable exploitation of the comparatively low-grade orebodies. Transportation facilities are not bad. Five branch railroads, from the main trunk lines in the valley, tap the district at intervals of from 10 to 30 miles, and the roads connecting these are fairly good for trucking purposes. Labor is made up of several nationalities, the principal ones being American, Spanish, Jugo-Slav, Italian, and Mexican. There were few Mexicans on the Lode prior to 1919, but the shortage of labor, experienced generally by the mining camps of the country in the years following the war, made necessary the hiring of some. The percentage of Mexican labor rapidly increased in 1920 and for a year or so thereafter, but it has now diminished until at most of the mines only a few Mexicans are working. Of the different nationalities, Americans are the most efficient and Mexicans the least.

The importance of timbering, not only from a financial point of view but from an actual mining point of view, is so often overlooked or slightly glossed over by the average expert and investor, that I have thought it would prove interesting to go into the matter and to invite discussion upon the subject. We will first take small veins, or reefs as they are termed in some mining countries; and by small veins it is intended to denote fissures from a few inches to three feet. The ore body is supposed to be confined within well defined walls free from gangue matter, unless the casing can be defined as such. Now, if the walls are smooth and moderately hard, no timbering is required other than the stulls, which are braced from wall to wall in order to form platforms or stages to stope from. Should the reef from wall to wall prove payable, or should the vein be of a character to prohibit cleaning or sorting; and it be determined to send the whole of the stone to the, reduction works, the stuUs should be left in place until the section or block of ground is worked out, in order that if a weak spot in the walls (especially the hanging) occur, it would be possible, without any particularly extra expense or difficulty often times accompanied by danger to brace and secure the slabs. After the block became entirely stoped, it would pay where labour was cheap to remove the majority of timbers to stull another section.

THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

THE production of tin from Mexico has never reached the point of being considered a national industry, but the distribution of tin ores is so widespread that there are possibilities that one day it may become of importance. Of the twenty-seven states of the Republic, tin claims have been taken up in sixteen. In all there had been taken up to the end of 1926, two hundred and twenty-five claims, of a total area of about 7400 acres. The first historical mention of tin in the Americas is found in a letter of Cortez to the Emperor, Charles the Fifth, of Spain, which is as follows: Speaking of his manufacture of some small cannon, he says: "For these reasons I took considerable pains to get copper from some provinces of this country, and bought it at a high price in order to get it quicker.

AT THE TIME of my first visit to Bolivia in 1927 the tin-mining industry was prosperous, the tin price at London being more than £300 per long ton of tin, and the operators were making every effort to bring their plants up to the very highest point of capacity as well as of efficiency. Any device or piece of equipment or method that gave promise of increasing production was welcomed regardless of the cost, and the plants were being modernized as rapidly as human ingenuity could make it possible. At the time of my second visit in 1932, however, conditions had changed materially. The price of tin had fallen to a little over £100 but costs had not decreased anywhere in proportion and operators were at their wit's end to cut the operating losses that were everywhere prevalent. Charles L. Bradbury, manager of the Empresa Minera de Huanuni, at Huanuni, Bolivia, had been recently called from Mexico to make all analysis of the situation and to attempt to work out a remedy for the economic conditions that threatened to close the mine. His analysis brought out the following points:

TITANIUM is one of the most abundant elements in the minerals that make up the earth's crust but its use in industry is only a generation old; yet probably no other important commercial mineral raw material (except possibly magnesium) has undergone more changes and developments in sources of supply, in processing techniques, in uses and applications, in the past 10 years, or stands on' such a threshold of still more advances. Its outstanding use today is as the oxide, and because of its extreme whiteness, high refractive index, chemical stability, and relative cheapness, it has become the white pigment used in the largest volume. New developments in the uses of titanium metal, potential and actual, may surpass the pigment use of the oxide before many years. TITANIUM-BEARING MINERALS Although a number of minerals contain titanium as the principal metal, only a few are of commercial importance. These are arizonite, ilmenite, and rutile. The other oxides, brookite, pseudobrookite, and anatase, occur in a few deposits, one at least of minor importance. The silicate titanite, and the double oxide of calcium and titanium, perovskite, occur in a few deposits in quantities sufficient to be considered as potential ores were not richer deposits of the oxides available elsewhere. Arizonite is a name given by Palmer46a to a mineral found some years ago in minute quantities in Arizona, which has the formula Fe203.3Ti02. Unexpectedly, it was found that the black titaniferous iron oxide found in large quantities on the beaches of many continental land masses corresponds in chemical composition to this formula (although ferrous oxide is always present). No one has yet been able to prove that the commercial mineral on the beaches is truly arizonite, or an allotropic modification of it, since X-ray investigations by Howard Carl and A. F. Gabriel, of the U. S. Bureau of Mines, and by the X-ray laboratory of the Chemical Department at the Experimental Station of the du Pont company, have shown only that the sand mineral gives just a jumble of lines, rather than an identifiable pattern. The Powderhorn complex as a source of perovskite (calcium titanate) containing about 1.5% rare earths has been examined in several recent feasibility studies. Much promising exploration and process research has been done in recent years. This paper is presented with cautious optimism and with the acknowledgment that there may be some technical and economic areas yet to be explored. The Powderhorn carbonatite and alkalic stock in Gunnison County, Colorado, lies about 203 airlines km southwest of Denver at an elevation of 2450 to 2750 m (see Figures land 2). All of the mineable ore bodies are owned by Buttes Resources Company of Houston, Texas.

When we look out on our business landscape today, the words higher, faster, fdwther come to mind. Compliance issues, business integration, increasing production and profitability demands are converging in an age old industry and giving it a new twist. Not that the rock changes, rather that as the variables of our business change, the resulting “cut-off grade in business” turns ore into rock or rock into ore. The trick is to emphasize the latter. As with the miners of yore, what was recovered from the business enterprise had a lot to do with tools and skill. So it is today. When the casual observer looks at drilling and blasting operations today, many see the same basic offering in terms of equipment types and process. Looks, however, can be deceiving. As with the aviation sector, a given machine might took similar to previous generations of equipment, but in fact is radically different in terms of power, efficiency, accuracy, and range. So it is with hydraulic top-hammer drills today.

Note.—The material from which this paper has been prepared was collected tor the U. S. Geological Suvey Bulletin, No. 316, Contributions to Economic Geology, 1906, and appears also, though in somewhat more extended form without illustrations, in that publication. Although the briquetting of coals and lignites has been carried on for many years in Europe, and has reached a particularly high state of development in France, Belgium, and Germany, it has made comparatively little progress in the United States. The causes for the backwardness of the United States in this regard are several, and first among them has been the abundant supply of cheap raw fuel with which the manufactured article has to compete. With our millions of acres of coal-productive territory, from which the product can in moat cases be cheaply extracted, it has appeared in many districts more economical to waste the slack or culm, which constitutes a considerable percentage of the product, than to attempt to save it at the additional expense required for briquetting. It is for this reason that the view in all sections -of the anthracite-region of Pennsylvania is marred by the unsightly culm-banks which encumber the ground, and that in some of the bituminous-districts one sees huge piles of unmarketable slack allowed to burn up in order to get rid of them. When the coal is of a coking quality, or when the slack can be used for steaming-purposes, these losses are not sustained, but many thousands of tons of what might be converted into usable fuel have been wasted every year simply because of the increased expense involved in its preparation.

The approach to the disposal and storage of mine tailings is slowly evolving. Tailings disposal has been based on minimising short-term capital and operating costs, with rehabilitation costs discounted by the application of a high discount factor in a net present value approach to accounting. This has led to the widespread adoption of surface tailings storage facilities (TSFs) to store slurried tailings delivered by robust and cheap centrifugal pumps and pipelines. Depending on the site climate, rate of rise of the tailings, nature of the tailings and the extent to which supernatant water is removed from the surface TSF, the tailings may or may not dewater, densify and gain strength. High rates of rise of dilute tailings to a facility used to store both tailings and supernatant water results in a wet, low-density, soft tailings deposit that not only occupies a large storage volume but also presents rehabilitation difficulties. A low tailings density results in high containment wall costs, very high rehabilitation costs and a low potential for future land use or ecological function. Overall, the cost of slurried tailings disposal, thought to be low, is actually high. However, low rates of rise, even of dilute tailings, in a dry climate with efficient supernatant water removal can produce a dewatered, high-density, stiff tailings deposit that may occupy a large footprint but to shallow depth that is relatively easy to rehabilitate. There are advantages in dewatering tailings in the processing plant to recover process water and chemicals, facilitate tailings disposal in a more solid form and facilitate rehabilitation. However, the cost of dewatering in-plant can be high, and the process water may not lend itself to reuse. There are also advantages in removing supernatant water to facilitate solar and wind drying of exposed tailings, although water is lost to evaporation and the dried tailings may best be harvested prior to inundation by fresh tailings or rainfall run-off. This paper discusses the background and trends towards the elimination of conventional surface slurried TSFs, with examples presented of the management of black coal and other tailings, including those that are clay mineral-rich.CITATION:Williams, D J, 2015. The importance of properly bonded rail joints has received the attention of The National Research Council, whose committee will investigate several methods now used and determine the merits of each as applied to street railways. The results of this investigation should be appreciated no less by the mining industry. Literature on the subject of bonding mine tracks agrees, as a rule, "that the work is poorly done." With present day facilities there is little excuse for inadequate track conductivity, and a job well done must be maintained in order to realize results. Many years ago The Union Pacific Coal Company installed their first haulage locomotive, and at that time used the channel pin bond for joining the rails. The system utilized 500 volts and the, relatively small current for a large amount of power, undoubtedly, contributed to the success of the system. The bonding of both rails was considered imperative in those days, while now the bonding of one, rail is considered sufficient in most instances. The recent installations utilizing 250 volts and correspondingly heavier currents required a more effective method of joining the rails for use as an electrical conductor. The company has used the arc-weld bond since its introduction in 1919. The art of electric welding found great favor for various methods of doing the work. The first arc-weld bonds were placed on the outside of they ball of the rail, but the bonds were ill-adapted to rails lighter than sixty pounds per yard, and the results were that grooved locomotive wheels or derailed cars removed the bonds. Familiarity with the process of electric welding brought forth numerous schemes for joining the rails. In one, instance the rails and splice-plates were welded together and with excellent results for a short time. Track movement and vibration finally broke the welds and the method was dis¬carded. Another scheme consisted of placing a channel pin over each end of an annealed copper wire about twenty inches long. The idea was to develop some way of using short lengths of scrap wire. The pin and wire were then welded to the base of the rail. Numerous joints made in this way are still intact, but successful welds were so exceptional that the practice was abandoned. Some of these bonds were welded to the web of the rail, with the result that practically all rails broke at the weld; however, this is our only record of broken rails with arc-welded bonds. At one time a quantity of No. 2 bare iron wire wasp available and was tried as a bond and proved very satisfactory. Two or three strands twenty inches long were used and were welded to the base of the rail. The method was cheap and effective and of some merit for light rails on temporary track. The use of iron wire was criticized because it did not give a balanced circuit; that is, one having equal carrying capacity for trolley and track circuits; and I am of the opinion that this is not always necessary. The total length of bond that is in circuit is so small that it contributes very little additional resistance to the complete circuit consisting of trolley wire, rails and bonds.

It was to be expected that the convening of the first Empire Mining Congress in June, 1924 in the city of London would turn men's thoughts very definitely to the question of exploring the mineral resources within the British Empire, the examining of her strength and her weakness in mineral material, and the consideration of steps that might advisedly be taken to strengthen her trade in minerals. That expectation was in part realized, though in the British way of presenting the case, and permitting the inferences to be drawn by implication. The opening address by the President of the Congress, to whom the Empire meant so much, gave a résumé of the contributions to the mining industry which were being made by the constituent parts of the Empire. The papers from the Institutes in Australasia, South Africa and Canada provided the details of resources and practice: while the individual contributions to the proceedings dealt with those phases of the mineral industry which are fundamental to the economic strength of British people, or to the health and well-being of the workers. While the subject matter thus presented was British mineral resources, and while the first consideration was the co-ordination and co-operation of British enterprise throughout the world, there emerged very clearly the wider viewpoint that the discussions had to do with a world industry, and with the contributions that that industry was making, and could further make, to the advancement of civilization irrespective of national boundaries, the world over. The invitations to representatives of the mining industry from the United States to participate in the Congress, and the warmth of approval which that participation evoked, were indications that such a congress cannot to-day be merely national in scope, and that trade in minerals, as in other natural resources, cannot be confined within national boundaries, but will seek its channels, unless artificial obstructions are too great, where the natural channels already exist.

THE world's greatest producing area is, geographically, in the midland region of North America about the Great Lakes. This area, with but one- third of the nation's population, produces, with the exception of tobacco and cotton, three-quarters of the principal staples. It provides the surplus or export grain, meats, dairy products, steel and leading minerals. The social and political condition of a nation is determined by its industrial efficiency, and the share of the commerce of the world obtained by a nation is fixed more by the economy of its transportation than by any other factor. It is an economic maxim that: The total cost is the cost of production plus transportation cost. The cost of carrying 1000 tons by water or 100 tons by rail is equal, over the same distance

The mining industry has already become highly technical in all its branches and this has brought about specialization in mining engineering. Increasing demand for mineral products, exhaustion of high-grade or easily worked deposits, and narrowing of the fields for exploration and development, are forcing mines to greater depth and to working material of lower grade and more complex composition. The Robinson Deep at its Turf shaft has reached a depth of 7,640 feet and expects to go to 8,500 feet; Miami Copper, under normal market conditions, profitably mines ore running only 16 pounds of copper to the ton; Alaska Juneau is making a profit on ore running about $1.15 per ton in gold; and many mines are handling ores of an extremely complex nature. In each case, the success of these operations has depended upon the application of sound scientific principles and good business methods to the problems involved. It may be safely assumed that mining at great depth and the exploitation of low-grade, or complex, ores will become more and more important as time goes on, and this means that greater and greater demands will be made upon the technical skill and business ability of the mining engineer. To meet this condition, the more or less haphazard methods of training the young engineer that have prevailed in the past will have to be replaced by a careful and well-ordered system of engineer-training. Upon the industry and the older mining engineer falls the duty of providing means to assist the deserving student to prepare himself properly to meet the increased demands that are falling upon his profession. Consideration of the training of the mining engineer involves a decision as to what constitutes his field of usefulness. Technical control of methods and processes obviously falls upon the engineer, but there are still many who doubt his usefulness in the executive field, particularly in positions involving close contact with the men and work. Many engineers have failed as shift-boss or foreman, but this has been generally due to fault in the management in using men who were temperamentally unfit to lead others or who lacked the necessary preliminary training.

"I AM very happy to have this opportunity of speaking to the Montreal Branch of the Canadian Institute of Mining and Metallurgy.I have selected as the subject of my remarks transportation in that area which is at present our only source of uranium -Northwest Canada. Considering the widespread interest in atomic energy, the end-product of uranium, it may be wondered why I have not chosen to speak of a more spectacular aspect of the development. I hope it will be evident from what I have to say that transportation plays a very dominant role in our effort to maintain a continuing supply from Eldorado's producing property at Port Radium on Great Bear lake and from its coming producer at Beaver lodge Lake in Northwest Saskatchewan. Moreover, transportation has such a bearing on the entire mineral development of the Northwest that it cannot help but be of concern to an organization of this kind. Finally, the transportation problem, of which I shall try to tell you something, is quite unique and the story of its solution or partial solution is, I believe, an interesting one.Transportation experience on this continent indicates that the cheapest method of moving freight is still by water -with •rail, highway, and air transportation following, and in that order •of economic significance. Excluding rail transportation, since the area has as yet no railway lines, this order also applies in the Northwest. I shall direct my remarks to the two kinds of transportation which serve our uranium producers -water and air."

As with most industrial minerals, barite is freight sensitive. This paper is given so that others might gain from the experience of barite companies in reducing their transportation costs. Some of the approaches used were unusual and others standard, but by perseverance considerable savings were realized.
