Northern British Columbia is a term which probably conveys to various individuals quite different meanings. To the average person it signifies an area of indefinite size and indefinite position which may start at Prince Rupert, Stewart, or somewhere else, and end at Alaska or .the Yukon. Many people, in their conception, fail to encompass in their mind's eye that vast tract of land lying ~o the east of the panhandle of Alaska. Few realize that the area north of an east-west line through Stewart represents more than one-third of the Province and is, of course, the part most appropriately designated as northern British Columbia. This section, more especially the northernmost 100,000 square miles, from political, geographic, and economic viewpoints stands isolated perhaps more than any other part of British Columbia. Unlike the rest of the Province, it has no coast line, being cut off from the Pacific ocean by a narrow strip of Alaska. It is bounded on the north by the Yukon, and on the east by Alberta. In the south this northernmost 100,000 square miles is limited by a divide of rugged mountainous country separating the drainage basins of the Stikine and Liard rivers from those to the south.

This paper briefly reviews the adequacy of existing management theories and practices and the managerial proficiency or competency in the South African mining industry. The investigation revealed that existing management practices are totally inadequate to enable all employees on all the levels of the mining industry to achieve the results required from them, in all aspects, at all times. As a result, the South African mining industry is gradually losing its long standing reputation as a relative cheap, competitive, and reliable supplier of minerals to the local and global markets. According to some prominent management authors and theorists, an all-inclusive unified management theory does not exist at present. In this paper the authors summarize the main aspects of a newly developed comprehensive, practical, and integrated management method. It is believed that the application of this method would significantly improve the future performance and competitiveness of the South African mining industry

INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

"Amongst the mineral products of Canada gold holds the second place in value of yearly output. . . . . .The production of gold has increased steadily during the past six years and has somewhat more than doubled in that time. For the past four years Canada has been third among the gold producing countries of the world, surpassed only by the Union of South Africa, and the United States of America," and now yields somewhat more than 9 per cent of the annual output of the world."-"The Gold Situation in Canada". Bulletin of Development Branch, Canadian Pacific Railway. The history of gold mining in Canada is comparatively modern and does not take one further back than the late 'fifties of the 19th century. If the efforts of the early explorers in Canada were expended in "seeking with equal ardour, proselytes and gold", history fails of any record of their success in the search for the precious metal. As early as 1849 not a few Canadians travelled from the east by land and water to the Californian goldfields. In the then settled part of Canadathe east-people were alive to the value of any mineral discovery; but the west, owing to its remoteness and to there being no ready means of communication, was virtually isolated from the east.

The AMIRA International P843A Geometallurgical Mapping and Mine Modelling (GeMIII) project is an interdisciplinary research collaboration between 17 global mineral companies and four research organisations aimed at providing support for the emerging industry trend of geometallurgy. The main aim of the project is to develop predictive geometallurgical indices which can be incorporated into a resource block model to maximise the commercial value of an orebody and to minimise the social and environmental impact of mining operations.Researchers at the Parker Centre/CSIRO have been focusing on the development of predictive hydrometallurgical indices for the GeMIII project via rapid, small-scale, cost-effective tests and protocols for comparative ranking of attributes relevant to leach performance. The focus of the small-scale leach tests has been to determine the leach index (relative indication of leach performance), recovery, impurity deportment, reagent consumption, effect of size/degree of liberation and mineralogy of samples for their relative ranking. Predictive tests for heap leach hydrology (related to agglomerate characteristics) and slurry rheological behaviour are also being developed.

IN 1922, the writer communicated to the Institute a paper entitled The Development of the Coal Industry in Canada (1), which summarized the considerations set out in a series of papers (2) concerned with coal-mining in Canada which he had presented in 1920 and 1921. This paper contained a forecast by decades, commencing 1920, of Canadian coal production, importation, consumption, and exports, based on anticipated rate of population increase, and continuation of the gradual increase in the per capita rate of coal consumption in Canada that had taken place every year up to 1920. Mining operations generate Acid Mine Drainage (AMD) that poses a significant threat to the natural environment. AMD treatment using Ca(OH)2 leads to the precipitation of a sludge dominated by a mixture of ferri-oxyhydroxides. This sludge has poor dewatering tendencies and is deposited in landfills with potential for metal remobilization. This study investigated the dewatering behaviour of a precipitate formed during elevated temperature treatment of a primary, pre-settled sludge from the neutralisation of aqueous acidic Fe2(SO4)3 and Ca(OH)2 solutions in an MSMPR reactor. The resulting treated precipitates were analysed for micro-properties, with results showing that an increase in the secondary reactor temperature from 25 °C up to 50 °C led to an increase in mean particle size, a decrease in the number of particles and improved dewatering behaviour at a ferric concentration of 300 mg/L. This was ascribed to the attainment of a circum-neutral surface charge that favoured agglomeration and a change in micro and nano-structure that allowed for better water passage.

In the search for significant new economic base-metal resources within Australia during the early 1970s BHP's Exploration Department had observed that the majority of lead and zinc con- centrate production in Europe and the USA came from carbonate- hosted Mississippi-Valley-type (MVT) zinc-lead deposits, but Aus- tralia had no history of production from this class of deposit despite several very favourable geological environments, par- ticularly in the large Palaeozoic sedimentary basins. An exploration-research team was established in 1975 and the Lennard Shelf region, near Fitzroy Crossing, was selected as a most promising geological environment. Previous exploration for this class of deposit by other companies in Australia had largely used conventional exploration philosophies (geological mapping, geophysics and geochemistry to identify specific drill targets) but BHP sought specialist advice from a North American expert and adopted a grid-drilling philosophy, which involved wide spaced relatively deep diamond drill holes on a regular grid pattern, and statistical evaluation of the results. This technique resulted in the discovery of the Blendevale Deposit in 1978 in an area which had previously been explored by other companies using conventional methodologies. The deposit was delineated and a pre-feasibility study carried out in 1985 indicated that the resource of 20 Mt @ 8.3% Zn, 2.5% Pb was a marginal proposition.

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended 524 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than one metre in width to pipes with a surface area of 128ha. The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments.

This report discusses the nonfuel critical minerals position of the United States-both current and future (to the year 2000). We have assumed that there will be no major global disturbances-military, political, or economic-during the rest of this century. However, international relationships, strategies, and conditions that affect the supply of minerals are very tenuous, normal trading patterns can be easily upset, and national and ideological objectives can and do interfere with "normal" free market conditions. For example, the Department of Defense has reported that the Soviet Union is engaged in a strategy designed to reduce the availability of strategic minerals, through either physical disruption, market manipulation, or domination of producing or neighboring states. Although such a strategy poses serious concerns for the United States and the free world, the impacts of disruptions are not covered in this publication. Historical Perspective The modern industrial economy of the United States is founded on the production and use of minerals.* Two hundred years ago our forebears began taming a raw continent, developing a base for agriculture and a rudimentary minerals producing system. In the 19th century, with the aid of imported labor and capital, the development of America's vast natural resources was undertaken, and the transition from an agricultural to industrial society was underway. By the century's close, the United States had emerged as a great industrial power, partly through the development of such mineral resources as iron in Minnesota and coal in Pennsylvania.

"The Canadian Copper Company, formed in 1885, began mining the nickel-copper ores of Sudbury in 1887 and producing nickel-copper matte from its smelter in 1888(1). Although it was quickly appreciated that the separation of nickel and copper (i.e. refining) was critical to the production of a marketable nickel product, refined nickel was not produced in Canada until about 1918. From the beginning of the industry, there was considerable political agitation to refine nickel in the Province of Ontario(2). The companies, however, claimed that the existing processes, viz. the sodium sulphide ""tops and bottoms"" process operated by the Orford Copper Company of New Jersey, U.S.A.(1,3,4) and the carbonyl process(5,6) developed by the Mond Company at Clydach, Wales, were too costly to operate in Canada. Nickel was first refined in Ontario about 1918 when the International Nickel Company opened a nickel refinery at Port Colborne, Ontario(6). Initially, however, the refinery at Port Colborne employed the Orford sodium sulphide process, and the first electrorefined nickel in Canada was produced in 1920 by the British America Nickel Corporation whose mine and smelter were located in Sudbury, Ontario, but whose electrorefinery was located at Deschenes, Quebec, near Ottawa, Ontario. The purpose of this article is to outline the early history of nickel electrorefining and to trace the significant developments which led to the first successful commercial electrolytic nickel refinery in Canada. The development of an electrolytic process for refining nickel is due largely to the efforts of four individuals, viz. Carl Hoepfner, Hans A. Frasch, D.H. Browne and ultimately N.V. Hybinette, and the contribution of each is discussed separately below."

Zinc metal was first produced in India around 1100 A.O. and a zinc industry based on retorting gradually developed in both India and China(1) . The vertical retort method for smelting zinc ores was developed in England in the 1730s; this was followed by the more fuel efficient horizontal retort process developed by the Belgians in the 19th century(2) . The horizontal retort process was the standard method of zinc manufacture until the 1950s when it became obvious that it could not compete with electrolytic zinc technology(2). The present day extractive metallurgy of zinc is dominated by the electrolytic process which now accounts for almost 80% of the world's primary zinc production. In recent years the electrolytic zinc process has seen significant improvements: the fluid-bed roasting of zinc concentrates, improved leaching and residue treatment techniques such as the jarosite and goethite processes, improved solution purification procedures, mechanization of the zinc electrolysis step and of the zinc melting and casting operation. In addition, new leaching processes have been implemented for the treatment of oxidized ores, particularly silicates, and the pressure leaching of zinc sulphide concentrates is now a commercial reality. Although the electrolytic zinc process was first used on a commercial scale in 1916, its history can be traced back to the 1860s. The purpose of the present paper is to outline the early history of the electrolytic zinc process and to trace the significant developments which led to the first successful commercial electrolytic zinc plants.

The quantity of copper produced by secondary material processing is increasing as metal producers look to cleaner and cheaper sources of copper. The need to smelt secondary copper more economically, to process a wide range of materials with large fluctuations in size and composition and to cope with the increasingly stringent environmental constraints have put considerable pressure on existing conventional secondary copper smelters. The Top Submerged Lance process, developed and commercialized by Ausmelt Ltd offers a low cost technology, which is particularly adapt at processing copper-bearing scrap and residues. The application of Ausmelt Technology to replace conventional secondary copper processing operations introduces potential for significant advantages in environmental performance, and improved process efficiencies through the use of cheaper hels and reductants, the high rate of metal recovery and the flexibility inherent in the technology to process various feed material types. The economical, process and environmental benefits of its application are highlighted for both the smelting and converting stages of copper production.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. IN THE preliminary design of a coal washery, the most important factor to evaluate is the ash content of the final product. The ash content permissible may be imposed by market demands, but, in the final analysis, sooner or later - as most consumers today are buying coal on a 'heat value' basis - the coal operator has a certain margin of latitude. and the ash content of the coal to be delivered can be determined on the basis of maximum returns and highest profits. A few years ago, the most desirable separation was selected on the basis of the plus-minus 0.10; that is, the most desirable gravity of the separation was selected at the point showing a minimum amount of near gravities in the raw coal. The reason for this was an expected wide error over these near gravities. Today with the recent development of cry accurate, automatically controlled cleaning apparatus, a much larger latitude is possible, and the most desirable gravity of separation can be selected, almost exclusively, on the basis of the economic factors involved. To illustrate these new methods of investigation we shall give two examples, based on actual coals from the western United States.

The paper point out the economics importance of the Torco process as lubricant and fuels of the motor in the mining. It is possible to envisage an arrangement in which TORCO would be used to treat a sulphide ore, the acid used to dissolve the metallic ccoper in the concentrate and the copper produced in cathode form by electrowinning. However, there are studies point out that it would be as profitable as conventional flotation, smelting and refining. To carry out full testing of the TORCO process on anyore would be expensive, involving sending several hundred tons to one of the pilot plants located in Johann esburg or Milan. Such pilot plant testing should & be considered as confirmatory rather than exploratory, and a good economic case for using theTORCO process would have to be made out based of mallet scale testing before in curring the larger expense.

This investigation was carried out with low grade Murgul-Cakmakkaya copper ore once used to be dumped away as waste material. Sulphide minerals in the ore sample observed are chalcopyrite, pyrite, sphalerite and to some extent molibdenite; quartz, calcite and dolomite are the gangue minerals. The ore sample assays 0.28% Cu, 2.94% Fe and 3.36% S. Mineralogical study of the ore sample showed that adequate liberation of chalcopyrite for flota-tion was achieved below 100 µm. In flotation tests Aerophine 3418-A was the collector employed, NaOH or Ca(OH)2were the pH modifiers. Deactivators used were sodium meta bi-sulphide, starch, dextrin and lime. MIBC was the frother used throughout the tests. Test results showed that starch alone was the most suitable depressant to give the optimum metal content and recovery val-ues. Activated charcoal was used to adsorb excess collector species in the flotation pulp during cleaning stages After two stages cleaning of the rougher concentrate using starch as the depressant a copper concentrate assaying 21.2% Cu was obtained with 79.5% recovery while the tailings contained 0.01% Cu and metal losses were about 3%

"The effects of five commercially available foaming reagents (range of 0 to 25 ppm) namely Dowfroth 250, Saponin, Yucca, Licorice and Meta-Para Cresol on acid mist control, current efficiency, polarization behavior, and deposit morphology and orientation were investigated. The deposition was carried out using a bench scale electrolysis apparatus (cell volume 3L) at 500 Nm-2 and 38°C for 3 hours from Kidd Creek zinc electrolyte. The acid mist control capability of the various reagents was studied and compared by characterizing the foam layer generated during actual electrowinning conditions and by direct quantitative measurements of acid mist levels on top of the electrowinning cells. Within the range considered, the addition of these reagents reduced the current efficiency, refined the grain size of the deposit, and changed to preferred orientation of most of the deposits. Among the reagents tested, acid mist measurements indicated that Licorice and Dowfroth 250 were the best acid mist suppressant at emissions of 0.30 mglm3 and 031 mg/m3 respectively while Yucca and MPC produced the most mist at 3.0 mg/m3 and 33 mg/m3 emission rates, respectively.IntroductionMost of the world's primary zinc is produced via a combined roast-Ieach-purificationelectrowinning process. Depending on the electrolysis conditions, several additives may be added to the electrolyte. Some (e.g. glue, antimony, sodium carbonate) are added to mainly counteract the detrimental effects caused by impurities while others (e.g. licorice, Saponin) are used as foaming reagents to prevent excessive acid mist formation. Acid mist emission is a problem in many electrolysis operations because it corrodes the equipment and is a health hazard to the workers in the tankhouse as well as it pollutes the environment. Due to recent trends towards more environmental protection and more stringent in-plant hygiene, there is an increasing need to minimize these aerosols. In order to eliminate or minimize these aerosols foaming agents are usually added to the electrolyte to produce a foam layer on top of the electrolyte, thus trapping most of the mist. The ideal foaming agent would trap all of the mist and would not interfere with the electrowinning process. It is also evident that the reagent toxicology, cost and availability are important factors that need to be considered.Review of the available literature clearly indicated that very little work has been done in the past on the subject of acid mist control in electrowinning operations particularly in the area of foaming and anti-misting properties of surfactants. Two papers [1,2] have reviewed briefly the existing technologies for acid mist control. Recently, most of the work in this area has focused on the development of special mechanical devices that could be attached to the electrodes and control the mist generation at the source before it is emitted to the cellhouse [2-5]. On the other hand, extensive body of literature exists that deals with the effects of anti-misting reagents on the electrowinning aspects [6-7]."

"IntroductionTHE SMALLER industrial and commercial steam generating plants in the United States are suffering from an ‘engineering deficiency' which, if allowed to continue, will probably result in the extinction of the species• that now burn •approximately 75 million tons of coal. We will classify as 'small' those plants which should require not more than one operating man per shift, including those in which as little .as thirty minutes per day should be adequate for .all service attention. These are the small steam plants that need the most, and get the least, expert attention for fuel :planning, equipment selection, design layout, .and proper operating technique. Dissatisfaction with bituminous coal is usually caused by one or more preventable weaknesses such as excessive or burdensome labour •for firing, .coal or ash handling and manual operation, smoke and fly ash emission above nuisance levels:, high maintenance and premium coal application for acceptable operation, and .finally, overall steam costs which are not .competitive. These 'deficiencies', so .common in the small coal-fired steam plants, can be readily eliminated by competent engineering and modern equipment with automatic controls."

"In this paper, it was studied an electrochemical reduction process of carbon dioxide in ionic liquids such as 1-n-butyl-3-methylimidazolium hexafluorophosphate ([Bmim] PF6) as the electrolyte. The electrolysis experiments were carried out under current and potential controls. The cathode products contained carbon nanotubes, carbon nanofibers, nanographites, and amorphous carbon. To establish the actual current and potential ranges, the electroreduction of carbon dioxide dissolved in the ionic liquid was studied by cyclic voltammetry on glass-carbon (GC) electrode at room temperature. The electrochemical mechanism of carbon dioxide electroreduction was studied for explanation of all obtained results. Carbon dioxide in ionic liquids was electroreduced, similar to metals oxides being electroreduced in molten salts.IntroductionGlobal warming caused by the increase of carbon dioxide in the atmosphere has become one of the most concerning environment problems, so the solution to this greenhouse effect is very urgent. However, the carbon dioxide is also a cheap and abundant raw material that represents a potential source for the production of chemicals and fuels. Therefore, the development of the technologies that achieve simultaneous reduction and conversion of carbon dioxide to fuels is important. The electrochemical reduction of carbon dioxide is one of the effective approaches to transform CO2. Many investigations have been carried out on the electrochemical reduction of CO2 in both aqueous [1] and non-aqueous [2] electrolyte solutions with different electrodes. The solubility of CO2 in water is very low even under high pressure of CO2, and some investigators have brought focus into the electrochemical reduction of carbon dioxide in organic solvents, because they dissolved much more CO2 than water did. However, the hazardous or toxic properties of organic solvents hinder their use."
