Quantitative Risk Assessment (QRA) can be specifically tailored for use by the commercial explosives industry to calculate risk to employees and the public from commercial explosives facilities and operations. This methodology has several advantages over the American Table of Distances (ATD) which is solely a Quantity Distance (Q/D) analysis. While the ATD has remained essentially the same for 100 years, the safety of commercial explosives in storage has increased immensely. However, the concepts behind QRA calculations are not as intuitive and even at the end of the calculations the values of risk must be compared to something. A few regimes for assessing an acceptable level of risk are discussed in this paper. Risk levels for various United States Federal entities and international agencies are highlighted and suggestions for acceptable risk criteria for individuals and groups are provided. Referencing risk levels from normal daily activities is also done in this paper to make relative the accepted risk criteria. This paper presents some relevant individual risks for everyday activities and some scenarios for group risk for comparison. Individual risk is a straightforward concept however group risk is more complicated. This paper aims to clarify these concepts and provide means to communicate them to the public.

"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

Analysis of seed numbers present in topsoils (a grazed area, an ungrazed area, and two stockpiles) indicated that seeds of the most prevalent colonizers (e.g., Kochia scoparla, Setaria virdis, and Salsolo collins) were not present in the topsoil upon respreading but rather appeared by immigration from the surrounding areas. The grazed site had a seed density of over 7,700 seeds m-2 (of which 43% were from weedy species) and the ungrazed site had 3,900 seeds m-2 (of which 7% were weeds); the stockpiled topsoils had very low seed densities (255 and 520 seeds m-2). Seed densities and diversity decreased with depth on both the grazed and ungrazed sites; this was especially true on the grazed site where 94% of the seeds were found in the surface 7.5 cm. Several species were present in the seed bank (e.g., Hedeoma hispida, Artemesia ludoviciana, A. frigida, and A, abslnthlum) which were also found on the three and four year old mined sites in the aboveground vegetation survey. Seeds from these species may germinate after several years of dormancy, thereby starting populations on mined sites and enhancing plant diversity. Seed bank analysis was also undertaken on mined sites ranging in age of 2 to 6 years (plus an unmined site). Mined site seed densities ranged from 1630 to 3980 seeds m-2, with the four year old site having the greatest density (largely because of high Melilotus spp. populations); unmined site and stockpiled topsoil sample had lower seed densities. A significant positive correlation between total viable seed content and soil-water saturation percentage indicated that soil texture may influence seed viability/ dormancy (the. finer the material, the higher the seed population). As with the previous part of this study (and other studies), there was a poor correlation between the aboveground flora and the belowground seed composition.

Aços Bake Hardening são aços laminados a frio com envelhecimento controlado. Estes aços caracterizam-se pela boa conformação e por apresentarem aumento de resistência mecânica devido ao envelhecimento, que ocorre por tratamento térmico. Nesse trabalho, corpos de prova de tração do material BH220 foram submetidos à pré-deformações que variam de 0 a 9% por tração uniaxial, posteriormente à tratamento de envelhecimento realizado em temperaturas que variam de 140°C a 210°C em tempos de aquecimento entre 5 minutos a 45 minutos. Foi confirmada que as temperaturas de envelhecimento, na faixa estudada de 140°C a 210°, alteram a variação do limite de escoamento devido ao fenômeno de difusão que é termicamente ativado. Nos resultados encontrados verifica-se que o tempo de aquecimento, dentro do intervalo testado, não é significativo.

Grinding Mill Operation and Maintenance - Central to Asset Management Since 2005, RME has pursued a vision for a new grinding plant operational paradigm, made possible by RME's latest Mill Relining Systems. At some sites, new liners degrade SAG mill performance. The variables include mill volume loss, rotational speed limitations (ball strike) and liner designs developed for longer and longer life but without a backward glance at metallurgical consequences of whole plant performance. Freshly relined mills can initially deliver as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and relining speed become key profitability contributors and not simply 'must do' maintenance functions and costs. This paper includes a short history of RME's Mill Relining System development (Appendix A). These are the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The body of this paper outlines RME's vision of a 'liner profile vs. profitability' commercial model, underpinned by the rigour of PAS 55-1:2008 Asset Management Part 1: Specification for the optimised management of physical assets. The technical elements can be developed either intuitively (based on plant experience) or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum technical solution for the maximum commercial outcome. Much of this can be modelled off-line, in the virtual world, before asking senior management to commit to an expensive liner experiment. The potential benefits are compelling.

Three cryogenic systems that utilized liquid nitrogen, dry ice, and methanol with dry ice were investigated in conjunction with crushing and classifying techniques. The systems were used to aid in separating and reclaiming the metallic components contained in insulated wires, shredded automobile nonferrous metal concentrates, small motors, generators, and rubber tires. Wire strands, 2 to 6 inches long and insulated with polyvinyl chloride and neoprene, were chilled at -60° and -195° C, then roll-crushed and processed by water elutriation; this procedure resulted in two products--a sink fraction that was 99 percent metallic and a float fraction that was 99 percent nonmetallic. Excellent separation of zinc die-casting alloys from copper and aluminum contained in shredded automobile nonferrous metal concentrates was attained by chilling at -72° C for 1 minute, crushing in a grateless hammer mill, and screening. From the screened products, 97.2 and 100 percent of the copper and aluminum, respectively, were recovered in the plus Pinch fraction, and 100 percent of the zinc was recovered in the minus 1-inch fraction of over 97 percent zinc die-cast purity. Laboratory experimental results comparing direct and indirect chilling indicated that a sufficiently low temperature could be attained by indirect chilling to permit use of a liquid C02-dry ice system on insulated wires and mixed nonferrous metallic concentrates.

"INTRODUCTIONPoint Mines is located about 65 miles east of Hay River on the South Shore of the Great Slave Lake. It is connected to the Northern Alberta Railway System by the Great Slave Lake Division of CN Railways at Roma Junction, Alberta.The operation started in the fall of 1965 with a capacity of 5000 t.p.d. An addition was put into operation late in 1968 to bring the capacity up to 8000 t.p.d. The present milling rate is 11,000 t.p.d.The location of Pine Point Mines is such that long end cold winters are to be expected end temperatures of lower than -200F are encountered from late October to late March, with extended periods of -300F being common in January and February.It was recognized by Cominco engineers during the initial design period that since freezing would be encountered with open pit ore somewhere in the crushing circuit, the problem was to reduce it as much as possible. Other mines, working under similar conditions, found that the fine ore bins feeding the grinding circuit were the main problem area. The decision was reached, therefore, to have heated fine ore bins and to make sure thst the ore was sufficiently warm to prevent freezing.CRUSHING PLANT FLOWSHEETThe crushing plant has a standard open flow circuit (flowsheet). Ore from the stockpile is loaded into R-50 Euclid trucks by Caterpillar 992 Front End Loader with 11 cu. yd. bucket and dumped into a 42 x 65 C.A.C. Superior Crusher driven by a 300 HP motor. The crusher is set at a nominal 5 inches. The ore falls through into a 100-ton surge bin. There are high level and low level nuclear gauges to allow the primary operator to optimize for optimum orientation."

The steel industry accounts for 14 per cent of domestic CO2 emission in Japan, and iron ore sintering process occupies approximately three per cent. While Fe content in iron ore is gradually decreasing. So, the amount of concentrated iron ore will increase in the future. We have focused on magnetite concentrate as sinter materials, because magnetite can be easily magnetically beneficiated. However, it is experienced that blending magnetite ore resulted in increasing Fe2+ component in the iron ore sinter, which results in lower reducibility. Therefore, promoting the oxidation reaction from magnetite to hematite in the sintering process is countermeasure for reducibility. In addition, this promotion causes increase of oxidation heat, which results in high sinter strength and reduction of coke. It is assumed that the oxidation of magnetite tends to proceed in the cooling stage, where the oxygen partial pressure increases after the combustion of fine coke, but there are few studies on the effect of heat profile, especially cooling path. The purpose of this study is to design the effective sintering heat profile to promote oxidation of magnetite ore, especially, to investigate the effect of cooling path on sintered ore microstructure. In this study, magnetite ore and magnetite reagent were respectively mixed with calcium carbonate reagent. Then the mixed samples were pressed and formed into cylindrical tablets for simulating the adhesive layer of a pseudo particle. Through examining influence of maximum temperature and cooking rate on oxidation reaction of magnetite, we confirmed that the oxidation reaction of magnetite is suppressed at above 1350°C for maximum temperature, compared to 1300°C. Sintering at lower temperature is desirable because hematite is stable below 1350°C in the Fe2O3-CaO phase diagram.

Research and development into options for CO2 sequestration are discussed including carbon storage in forests, and removal of CO2 from flue or fuel gas in power stations, and its disposal.

Strength of coal is one of the governing factors in size determination of mine pillars, and therefore affects the percentage of extraction and thus, utilization of reserves. Coal strength is also important from the subsidence control standpoint, where mine pillars with appropriate safety factors should be designed for long term stability. Determination of coal seam strength has been addressed through the extrapolation of the coal strength obtained from a small number of samples on the whole section of the seam. This procedure often gives unreliable results. Presented in this paper is a method of in-situ strength testing of coal, allowing for a realistic determination of seam strength. Results of a field case study dealing with the coal seam, where samples for the laboratory strength tests could not be obtained due to the dense cleat, are presented. However, in these conditions, the in-situ testing was successful. A comparison of both conventional and the in-situ penetrometer method was carried out. It was found that the penetrometer data not only improve the accuracy of strength determination of the entire seam, but also prove to be much more cost effective than the conventional method on a per test basis.

The addition of a thallous salt to the cyanide leach of a calcined pyritic concentrate causes a marked increase in the rate of extraction of gold. This is due probably to the activation of passive gold by the thallous ions. Lead, bismuth, and mercury salts, which should produce a similar effect, fail to do so. It is postulated that this latter result, together with the reprecipitation of silver at low cyanide levels, is due to the presence of soluble sulphide.INTRODUCTIONThe work of Fink and Putnam (1950) showed that the rate of solution of gold in cyanide can be increased by the addition of small amounts of lead, bismuth, mercury, and thallium salts. Mills (1951), during a study of the electrochemistry of gold, with particular reference to cyanidation, was able to show that gold may become passive towards cyanide solution. The addition of lead or thallium salts prevented this passivity, although the action of lead was limited to the pH range 10 to 12. In a recent paper Cathro (1963) confirmed the findings of Mills, and presented results which showed that the addition of thallium to a cyanide leach of a calcine from Lake View and Star mine, Kalgoorlie, increased the rate of extraction of gold appreciably. Serrated plastic flow in stable austenitic alloys based on Fe/Ni has been shown to be related to the presence of carbon and/or chromium in the systems. Strength peaks and plateaus in the serrated-flow temperature region for a commercial alloy correlate with an increased dislocation content, arising, presumably, from enhanced multiplication as a result of a strong interaction between dislocations and solute atoms. The data generally support a mechanism controlled by migration of vacancies, with the energy for vacancy motion being modified by the presence of chromium. Chromium atom -dislocation interaction is responsible for effects above 500°C, whereas the defect interacting with dislocations between 200" and 500°C is suggested to be a carbon-vacancy Pair. ThE phenomenon of jerky flow, serrated flow, or the Portevin-le Chatelier (P-C) effect in austenitic stainless steels is usually attributed to substitutional at1,2 mospheres1,2 or to precipitates&apos;-4 which form at dislocations during plastic deformation. On the other hand, evidence exists which supports a direct inter-stitial-dislocation interaction mechanism for serrated flow in fcc Ni-C,5,6 Ni-H7-9 and in nickel-austenites containing carbon." The present work consists in a study of serrated plastic flow in stable austenitic al-loys. The effects of carbon and of chromium were investigated separately, and a commercial stainless steel with different levels of interstitial impurity concentration was studied in an attempt to delineate the combined effects of the alloying elements. EXPERIMENTAL TECHNIQUES a) Materials and Fabrication. A commercial AISI 330 stainless steel and several specially prepared aus-tenitic alloys have been studied. The experimental alloys were prepared by arc melting the constituents under purified argon. Analyses of the materials are given in Table I. The commercial alloy was obtained as 5/8 in. bar stock and rolled to 0.092 in. sq, with several intermediate anneals. At this stage some of the material was annealed in Pd-purified hydrogen at 1100°C to establish different levels of interstitial content. All other heat treatments were in vacuum (10-5 torr). The "pure" alloy ingots were swaged to 0.120-in. rod and annealed in Pd-purified hydrogen at 1100°C. The analyses for these conditions are also contained in Table I. Sonon. were obtained by either swaging or cold drawing. The test results did not vary with these techniques. b) Specimen Preparation. Two sizes of specimen and two gripping systems were used. i) 0.070-in. wire with a chemically milled gage section: 0.75 in. long, 0.060 in. in diam. These were fastened into grips containing tapped grooves. ii) 0.050 in. wire, gage length 1.5 in. Ball bearings were welded to the ends of the wires and the gage length was taken to include all material between the welds. Socket-type grips were used with these specimens. With specimens of type ii), joining was performed in a specially constructed brass jig, under argon, and automatic timing was utilized in the procedure. No adverse effects of welding were noted. Specimens were encapsulated and solution treated for 1 hr at temperatures selected to produce the same average grain size, -50 µ. Annealing twin boundaries as well as normal crystal boundaries were counted. The temperatures used are listed in Table 11. Table 11. Specimen Size. The U. S. Bureau of Mines made a reconnaissance In the western Crazy Mountains for cobalt and associated metals as part of the Alaska-wide critical and strategic metals program. The area, located about 75 miles north of Fairbanks in central Alaska, is underlain by complexly faulted, predominantly clastic sedimentary rocks bordering the Tintina Fault system. Above background metal concentrations were found to occur in altered fault zones, tectonic breccias, soils, and ground water seeps and precipitates that either cut or are derived from the faulted clastic sedimentary rocks. Up to 0.115 pct cobalt and more than 2.0 pct zinc were detected in soil samples. Spring precipitates contained up to 1.3 pct zinc, 0.037 pct tungsten, and other metals. Some localities lacked cobalt but contained anomalous amounts of copper, lead, zinc, silver, and other metals. No outcropping of primary metallic minerals was located because of Colluvium and vegetation cover and extensive deep leaching. Therefore, whether the metal values encountered are due to primary deposits with economic development potential or are the results of concentration by ground water from low-grade sources is unknown. The presence of cobalt, nickel and zinc, and the identification of minor tin and tungsten indicate that further investigation is warranted.

This U.S. Bureau of Mines report describes the development, system by system evaluation, and preliminary surface testing of a flywheel-powered shuttle car (FPSC). The use of a self-contained flywheel-power source has the potential to eliminate the numerous safety and routing problems associated with tethered mobile equipment. An alternative to conventional power cable systems was developed consisting of the world&apos;s fIrst seven-rotor stacked flywheel system capable of storing 6 kW·h of energy at 16,700 rpm. Numerous interdependent systems were necessary for successful interfacing with a conventional shuttle car. Each of these systems was evaluated and tested individually. Finally, the entire shuttle car was surface tested. The tests indicated that the flywheel energy system can function and operate a shuttle car. The economics of the system and the design of required support systems were not addressed in the project.

Mr Kapp&apos;s paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

The U.S. Bureau of Mines has cooperated with Cyprus Casa Grande Corporation Cyprus Casa Grande Mine, Cas a Grande, Arizona, since 1988 to assess the hydrology of an in situ leaching test facility. This work has resulted in an in situ design for leaching copper oxide ore that takes advantage of the increased mineral access associated with poor quality rock surrounding mine drifts. Blasting and bulkheads are used to produce readily-leachable rubble and contain and control solution movement, respectively. The design reduces the need for handling solution under high pressures in an injection/recovery system for in situ leaching of underground ore bodies. Early work at the site recognized a stress redistribution zone and increased transmissivity near drifts. Fracture data from a corehole oriented parallel to the dip of the ore body indicated an increase in fracture frequency around drifts a distance of 21 m (70 ft) away from the 5 m (16 ft) diameter drifts.

Every automatic citizen is an automatic recipient of a miner&apos;s right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group&apos;s land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner&apos;s right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.
