In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Since 1974, a large amount of data has been developed concerning the physical properties and stability characteristics of waste generated by the mining and preparation of bituminous coal. However, very little information has been developed on the properties and characteristics of anthracite waste. During this Bureau of Mines research project, coarse anthracite breaker refuse from five sites in eastern Pennsylvania was sampled and the physical properties, which indicate stability characteristics, were determined in the laboratory. Coarse anthracite breaker refuse is quite similar to coarse bituminous refuse in chemical and mineralogical composition. However, the physical properties of the anthracite waste materials tested are different from those of coarse bituminous refuse. For the coarse anthracite breaker refuse tested, the average maximum laboratory density is 113.2 lb/ft3, the average angle of internal friction (direct shear) and average cohesion are 30.2° and 2.6 psi, respectively, and the average permeability (four sites) is 1.24 x 10-2 cm/sec. Stability analyses were conducted on six theoretical anthracite waste embankments. These analyses show the effects on minimum safety factors of geometry, phreatic surface level, and physical properties.

Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

The mineral matter has been isolated from a selection of Australian bituminous coals using low temperature (radio-frequency) oxidation or hydrogen peroxidation techniques and the species present identified by x-raydiffraction. Quartz, kaolinite, and a range of mixed layer clay minerals are the dominant constituents of the coals studied, with carbonate, sulphate, and phosphate minerals abundant in some samples. The clay bands thatoccur within these coal seams contain similar mineral assemblages to the coals themselves, but the lutites that form the inter-seam strata have a markedly different mineralogy, characterized by abundant quartz andillite and a low kaolinite content.The kaolinite is thought to have formed chiefly by interaction of silica and alumina in the waters of the coal swamp, aided by the catalytic action of organic acids, while most of the other clay minerals are probablydetrital. The absence of illite from Australian coals is not fully understood, but it may reflect the action of organic acids on the detritus in the swamp, coupled with deposition in freshwater rather thanmarine conditions. Pyrite, although present in some coal samples when fresh, may undergo oxidation during storage to form a number of sulphate minerals, some of which may interact with any calcite present toform gypsum.The mineral matter assemblage in the coal determines to a great extent the fusion characteristics of the ash.Unless abundant carbonates are present, coals with kaolinite-rich assemblages have a very refractory ash, while those rich in chlorite or montmorillonite have ash fusion temperatures between 1000 and 1300°C. Theinfluence of the minerals on coal preparation and coking properties is also brieflY discussed, as well as the potential of mineral matter studies in coal seam correlation.

Regardless of the advantages of the Friction Stir Process (FSP), for age-hardened aluminum alloys, the mechanical properties such as hardness in the stir zone decreased after FSP due to the growth or dissolution of strengthening precipitates. Here, as a new technique, FSP was introduced to alloy copper nanopowders in Al7075 T651. Mechanical properties of copper nanopowder- alloyed Al7075 T651 together with micro and nanostructures were compared with those of as-FSPed Al7075 T651 using SEM, TEM, and Vickers hardness testing to understand structure-property relationships. It was observed that Vickers hardness of the stir zone in copper nanopowder alloyed Al7075 T651 increased by 20% compared to that of the heat affected zone, while the as-FSPed samples did not show a noticeable increase in hardness in the same zone. Xray mapping showed traces of copper nanopowder after the process. TEM is being used to verify if there was CuAl2 formed in the copper alloyed sample.

A chlorination pilot plant having capacity to produce 5?10 kg/hr of titanium tetrachloride is in operation at the chlorination facility in Mintek. The bubbling fluid bed chlorination plant can be operated in batch and/or continuous process to study the chlorination kinetics of various feedstocks. The chlorination of titaniferrous ores to produce titanium tetrachloride (TiCl4) was carried out during the commissioning of the pilot plant and also as part of the titanium programme carried out at Mintek. TiCl4 is a basic raw material for producing commercial titanium dioxide pigment and titanium metal. This paper discusses the challenges faced during the commissioning and operation of the chlorination pilot plant. It also discusses the effect on the auxiliary facilities and instrumentation as a result of the harsh operating conditions of +1000°C and use of corrosive gases like chlorine and titanium tetrachloride. It discusses the effect of physico-chemical properties of the titanium tetrachloride and iron chlorides. The effect on the chlorinator refractory lining due to heating and cooling of the chlorinator is also discussed. Besides the special provisions made during the design of the chlorinator, this paper also discusses the operational experience and possible solutions to be implemented in future. More complex ore bodies with lowering grades increase the challenges of maintaining high throughput, energy efficiency and required particle size for optimal downstream processing in grinding circuits. Continuous and often rapidly changing characteristics of the mill feed requires constant focus to operate the circuit at optimal level. Modern process instruments, on-line analyzers, monitoring and process control systems provide attractive and managed options to increase the circuits’ capability to respond to the challenge, often in phases and in rather short time period. Furthermore, well instrumented and performing base level automation in the grinding circuit enables advanced process control (APC) strategies that utilize measurements from the whole circuit to stabilize and optimize production. In this paper alternatives for incorporating process measurements and controls to typical grinding circuits are proposed. Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

China has been suffering from coal and gas outbursts since 1950s. Nowadays, the situation has become worse than ever with the need to mine deeper coal deposits at higher production rates in a more complex underground mining environment. In the year 2006 alone, 37 outbursts occurred in underground coal mines with a death toll of 232. This paper describes a case study of an outburst event, which occurred in July 2006 during the shaft development of the Mengjin Coal Mine, Henan Province, China at a depth of 768m below surface. Detailed analysis of the possible causes that led to the occurrence of the outburst is reported. These include the study of complex geological features, gas storage conditions, possible improper technical management practice as well as incomplete prevention and control measures. Based on the case study and the observation of outburst occurrence in China in the year 2007, suggestions have been put forward to help prevent and control future coal and gas outbursts.

Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. Computer programers are often required to make modifications to unfamiliar Fortran routines. This Bureau of Mines report describes a computer program designed to aid the programer in such a situation by reorganizing: Fortran routines. This reorganization includes a sequential renumbering of the routine's statement numbers, a sequential renumbering, and relocation of format statements, an alphanumeric reordering of dimensioned and typed variables, a uniform pattern of text spacing, and a sequential numbering of the records in the final Fortran routine. The computer program has been extensively tested by the author and has proved to be a valuable tool for reorganizing Fortran routines developed under contract and later utilized by the Bureau, and for preparing routines for publication.

The Henty Gold Mine, located in Western lasiuania use, uuiusatise solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. The initial paste fill design was based on the Bad Grund and Ranunelsberg Mines paste fill systems of Preussag in Germany and comprised pumping filtered tailings paste some 1.2 kin uphill from the mill to the mine portal, where cement was to be added before being distributed underground. The system was designed following initial testwork that was undertaken on a bulk sample of ore mined from the scar surface Sill Zone. Subsequently, during the mining of the Zone 96 orehody, it was found that there were significant mineralogical variations in the composition of the ore mined. Following processing, the resultant Icach residue caused significant changes in the paste rheology and therefore the pump and flow characteristics. An alternative solution was implemented that involved the use of agitator trucks to transport the cemented paste to the portal. This required modifications to the fill preparation system and also the underground distribution system. Laboratory strength tests of the HDPF using actual gold plant leach residue showed low early strengths were attained with HDPF containing only filtered leach residue. Therefore, high binder addition rates or an increase in the fill cycle time would be required to allow the fill to gain sufficient strength. A considerable amount of potentially acid generating waste rock also requires underground disposal. By blending the waste rock with the HDPF, the strengths were improved and the required cement addition rate reduced by about one-half. The potentially acid funning waste rock is encapsulated in the highly alkaline cemented paste, minimising the potential for acid generation.

THE slide-rule, as a quick and convenient instrument for performing approximate calculations, is steadily growing more and more into favour with the engineer, and results obtained by it are considered close enough to enable him to satisfactorily dealwith a considerable portion of his work. To the surveyor, however, whose ordinary computations must be as precise as his measurements, the present makes of rule are insufficient, except for a very narrow margin of the scales and for rough work. Few will carry the rule when they can clearly see that it is unreliable for general routine, and the careful surveyor is inclined to look askance at those who do use it, recognizing the temptation there undtmbtedly must be to push it into work that the log book should be called upon to treat. From the fact that a surveyor's duties take him on the surface in all weathers, and underground in many wet and uncomfortable places, where the manipulation of a book of mathematical tables becomes both awkward and patience-trying, an efficient slide-rule must offer the mbst transparent advantages. Again, a surveyor being specially trained to read divided scales quickly and accurately, the slide-rule must commend itself as an apt addition to his outfit.

Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia's rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! The objective of this task was to perform theoretical analyses related to identifying and increasing the understanding of wireless propagation mechanisms in mines, and for predicting the performance ranges and limitations of proposed systems. This was to be achieved by building on and extending previous ADL work* and utilizing experimental data as they became available in the radio frequency bands of interest. B. TASKS Theoretical radio wave propagation investigations undertaken on this task centered on three areas. The first area dealt with extending previous UHF wireless propagation results*: to estimate the losses caused by the presence of haulage vehicles such as trains in coal mine tunnels; to estimate the propagation losses and wireless communication ranges expected along a longwall coal face tunnel; and to assess the applicability of previous analytical approximations to tunnels having reduced crossectional dimensions, such as those found in low coal and in the presence of haulage vehicles. The second area dealt with the development of a suitable propagation model to adequately explain the unexpected, highly favorable LF to MF band wireless radio wave propagation behavior experimentally observed in Consolidation Coal Co.'s Ireland mine. The third area dealt with the formulation of a model for evaluating the overall system transfer function and transmitter requirements for a hoist shaft LF communications system, taking into account the hoist rope/shaft transmission line characteristics, the cage and sheave wheel line terminations, the signal inductive couplers, and hoist shaft signal and noise data.

The initial application for reflectorless laser technology was for profiling rock faces to determine front row burden and improve flyrock control and airblast. Over the past fifteen years a number of laser systems have been developed for general ground modeling purposes and GPS offsets, but these advances have yet to gain common acceptance in construction, mining and quarry blasting. This paper will outline a number of applications for reflectorless laser technology, including the latest method for rock face profiling, mapping, and 3-D modeling to calculate available and excavated rock volumes. Drilling deviation measurements will be presented in conjunction with rock face profiling to demonstrate how this information can be used to improve blast results. In complicated excavations, the actual quantity of rock excavated for payment purposes and the amount of overbreak can be very controversial. Procedures to calculate these volumes using laser technology will be outlined and comparisons will be made between these results and traditional techniques.

The scope of this paper is such that it was deemed advisable to group the contents into several main sections. They are: Section 1. Geography and Geology. Section II. Historical Review. (a) Mining and Smelting in Alabama. (b) Milling. (c) Summary of Milling Research. These two sections are primarily a bibliography and summary of the research on the Birmingham Red Mountain ores up to the middle 1040's. Section III. Status of the Birmingham Iron Industry. This sect ion points out the extent to which the findings of the iron-ore research have been applied on a commercial scale. Also, a very brief description of the dependent and allied industries is included. The value of the Birmingham iron ore is greatly enhanced by the proximity of coal and dolomite. Thus the coal and coke industry and the dolomite industry are closely allied with and to a large extent dependent upon the possibilities of economic utilization of the Red Mountain iron ores. Section IV. Beneficiation Investigations of the Red Mountain Iron Ores. This is a record of the most recent, hitherto unpublished work of the Southern Experiment Station of the Federal Bureau of Mines, Tuscaloosa, Ala., on the chemical and physical composition not only of the Big seam but of most of the iron-bearing rock strata of Red Mountain.

If the data measured and recorded during construction can be made available to engineers and managers within hours after construction then there are many economic and quality control benefits that can be realised. A state of the art CFA instrumentation and data management process has been developed in the UK. The key components of the instrumentation, GSM data service and the central database are described. Many benefits to the business have been realised and, where possible, these are quantified.
