Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed : Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. "The Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of New Orleans’ extensive hurricane risk-reduction system constructed following Hurricane Katrina. The project consists of three discrete pump stations and flood gates on the shore of Lake Pontchartrain which provide a storm surge barrier and pump rainwater from the City of New Orleans’ primary drainage canals. The depth of the pump station structures ranged between 39 and 45 feet below sea-level. USACE developed the PCCP project for design-build delivery; granting the project team latitude to develop innovative, cost effective solutions for the project. The use of OPEN CELLTM cofferdams to construct the pump station structures was one such innovation. OPEN CELL structures utilize the strength of the retained soil to anchor cellular sheet pile face arcs; allowing a free-field of construction within the cofferdam. This cofferdam design did not require ground improvement or dewatering around the perimeter of the cofferdam. The free-field cofferdams streamlined construction and large equipment installation within the structures with no encumbrance from internal bracing. Meticulous force-based design, soil-structure numerical modeling, and physical testing were all techniques used to present and gain USACE acceptance of the design on this vital element of the work.PROJECT DESCRIPTIONThe Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of the City of New Orleans’ extensive hurricane risk-reductions system constructed following Hurricane Katrina in 2005. The project encompasses three separate pump stations and floodgate structures located at the mouths of three outfall canals (17th Street, Orleans, and London) on the south shore of Lake Pontchartrain. These three canals, running from the south to north, act as the primary conduits for discharging water from the New Orleans area. Prior to Hurricane Katrina, these canals were operated with pump stations two to three miles upstream of the mouths at Lake Pontchartrain. This left long stretches of levee on each side of the canals exposed to storm surges entering from the lake. Three levee failures occurred along these canals during Katrina; two at London Canal and one at 17th Street Canal. The failures resulted in major flooding of the surrounding neighborhoods, significant damages, and loss of life.Following initial canal levee repairs after Hurricane Katrina, USACE, in partnership with the Louisiana Coastal Protection and Restoration Authority (CPRA), took action to move the line of flood protection to the mouths of these three canals at the edge of the lake. By cutting off the storm surges from Lake Pontchartrain at the entrance to the canal, over ten miles of canal levee would no longer be exposed to storm surge water elevations, significantly decreasing the risk of failure."

Magnetic separation is routinely used in the processing of titaniumminerals, and the efficiency of these operations can be determined bymeasuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved.This paper describes the development of an inductance-basedinstrument for measuring very low levels of magnetic susceptibilityon-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance.A prototype instrument has been installed in the zircon scavengercircuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction.Using the instrument, the zircon content of this stream can now beaccurately determined from the measured magnetic susceptibility,provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

The Epithermal and Mesothermal Gold Prospectivity modelling projects carried out by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250,000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, to stimulate mineral exploration and investment in exploration, has been successful with eight new companies acquiring new tenement positions and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were done at a national scale and consequently not all exploration data were compiled into the prospectivity models. Several of the new companies recognised the value of the prospectivity modelling work and committed exploration funds to continue the modelling process. They recognised a need to compile the remaining data and run the models again to allow detailed exploration targeting. Detailed data compilations including digitising historic exploration stream sediment sample, rock chip sample, soil sample and drilling data has been completed. New models have been completed in Otago for mesothermal gold mineralisation and in the Coromandel and Northland for epithermal gold. The new models have been compared with the original regional scale models and used to target prospect scale exploration. This work has allowed exploration models for epithermal and mesothermal mineralisation in New Zealand to be refined. More importantly this work has identified significant areas with potential to host gold mineralisation with little or no systematic geochemical data including soil sampling or drilling. Exploration work programs have been designed to acquire these missing data and exploration funds have now been committed to test the areas highlighted by the prospectivity modelling. In summary, the Epithermal and Mesothermal Gold Prospectivity modelling work has successfully attracted new investment and ideas to the exploration scene in New Zealand. The projects had an estimated cost of NA$250 000 and will in the next two years, just through exploration expenditure, attract more than NZ$10 M in investment. If a mine is discovered the return on investment will be considerably greater.

In metalliferous mining operations, subdrill is that portion of the blast hole that is drilled below the target grade elevation, and in most cases loaded with explosives. Its primary aim is to enable efficient excavation down to the target floor level. Subdrill is often described as being expensive and that excessive subdrill should be avoided, as it can result in damage to the subsequent floor, lead to difficult drilling conditions and higher vibration levels. As a result, many operations aim to apply the bare minimum amount of subdrill in order to excavate to the target floor. At a large open cut copper operation, challenging geological structure resulted in slabby and blocky fragmentation in the stemming region, resulting in poor crusher throughput due to bridging. To overcome the poor fragmentation in the top of the bench, longer than conventional subdrill was used to precondition the top third of the bench. The technique significantly improved the run of mine fragmentation and resulted in feed to the in-pit crushers that is more consistent, which produced less crusher downtime due to bridging. A new method of quantifying the energy in a blast has been created. Termed the linear powder factor, or energy factor, the calculation considers the energy contributed by the subdrill of the upper bench and its impact on the energy in the lower bench. The technique enables blast designs to be optimised to deliver finer fragmentation and more consistent blast outcomes. To support the layer of preconditioned rock at the top of the bench, an innovative new device was developed. The device is inserted into the drill collar immediately after drilling and remains in position throughout the subsequent steps of hole depth measurement, priming, loading and removed prior to stemming. The device not only supports the broken rock at the top of the bench, but also minimises the amount of drill cuttings that fall back into the hole. Furthermore, the device helps protect the hole from damage by external factors such as weather events, drill tracks, vehicle tyres and movement around the collar during measurement and loading of the blast hole.

As part of an effort to decrease U.S. dependence on imports of critical and strategic metals, the Bureau of Mines investigated three leaching methods for extracting the base metals and recovering platinum-group metals (PGM) from matte prepared from Stillwater Complex flotation concentrates. Because of a limited supply of natural material, synthetic matte of composition similar to matte prepared from natural concentrates was used to devise the extraction sequences. The validity of the sequences was verified with matte prepared from Stillwater concentrates. In two-stage matte leaching, first-stage H2S04 leaching extracted 99 pct of the nickel and iron from the matte but negligible amounts of copper and PGM. Second-stage oxidative leaching with Fe2(S04)3 or FeC13 solubilized more than 98 pct of the copper and no precious metals. Sequential leaching, in which acid and oxidizing lixiviants were added sequentially to the matte without an intervening filtration step, extracted 99 pct of the Fe, Ni, and Cu. A roasting-leaching technique, in which the residue from first-stage leaching was roasted between 360° and 500° C before a second leaching with H2S04, solubilized 98 pct of the copper. The three leaching methods yielded high-grade PGM residues containing more than 98 pct of the PGM in the matte.

Increased contamination due to sand in spiral feed has had a negative effect on the efficiency of spiral concentrators at Navigation Plant. The no. 1 seam at Kromdraai opencast, which was previously mined by underground bord and pillar methods, is now susceptible to spontaneous combustion because of air ingress into the old workings which are exposed in the opencast high wall. This posed a risk in the loss of reserves to burnt coal. As solutions, buffer blasting of the preceding cut to collapse bords and soft overburden dressing of un-collapsed bords were implemented to prevent air entering the workings. The latter remedy resulted in increased contamination due to addition of sand in Run of Mine. After evaluating alternatives, a low capital option was selected. The 110t/hr Teetered Bed Separator (TBS) has been installed, primarily to desand and upgrade the feed to the spiral concentrators. The unit indicated an upgrade with a yield increase of 0.4% during test work and is currently showing an overall plant yield increase of 0.97%.

"SynopsisThe last commodities supercycle (2003 to 2011) was characterized by a belief in volume at any cost, where absolute output was deliberately prioritized over productivity considerations. This practice fuelled overoptimistic forecasting and planning, which in turn contributed to the economic crisis that followed. The sudden collapse of commodity prices has resulted in mining companies scrambling to find the right balance between optimizing current operations and preserving sufficient flexibility to grasp future opportunities. The runaway costs of building and operating mines have almost squeezed out profit margins, while lower ore grades are inflating production costs. Mining companies therefore need to look at the business with fresh eyes, and develop strategies to attract equity capital as traditional approaches are simply not working anymore. This is especially so in the context of a dwindling investor base that continues to demand greater returns, despite a significantly lower appetite for risk. This paper revisits the micro-economic concepts and demonstrates how pressure from shareholders to prioritize output contributed to spiralling costs and value destruction. Practical techniques are described to model cost curves to optimize a Mineral Resource endowment and address the need to rightbalance a business and preserve agility.IntroductionHenry Lazenby (2014) for the Mining Weekly writes, ‘Bruised and battered, the global mining industry today is undergoing a sea change. Practices and policies that might have worked wonders in the past are not as relevant today, and new approaches to running profitable mining operations need to be found.’ One significant practice the mining industry had during the last commodities supercycle (2003 to 2011) was chasing volume at any cost; absolute output was deliberately prioritized over productivity considerations (Goldsmith, 2013). Lazenby contends that in the face of falling and volatile commodity prices, many mining majors ‘across all commodity groups are currently grappling with sagging profits and low company valuations. This is often regarded as the result of the were in pursuit of growing their output at all costs in a high commodity price environment.’ Lee Hodgkinson, KPMG’s Canadian mining industry leader and quoted by Lazenby, says that ‘mining companies are now trying to find the right balance between optimizing current operations and preserving their agility to grasp future opportunities. The runaway costs of building and operating mines have almost squeezed out profit margins [whilst] lower grades of ore are inflating production costs. Mining companies need to look at the business with fresh eyes, and develop strategies to attract equity capital as it seems clear that some of the traditional approaches to the mining business are simply not working anymore."

The purpose of this report is to chronicle the interaction between Anglo Platinum and Sandvik Tamrock during the development and application of Long Hole drilling as a viable, practical method of narrow reef mining. Appendix I identifies the people from Anglo Platinum and Sandvik Tamrock who participated in the project. Experiments in long hole drilling and blasting were conducted in a number of mines during the late 1950s and early 1960s. Some of the advantages envisaged were: ? The face would require no daily examination ? No barring down or immediate face support required ? No sockets to clean ? Only a few well drilled holes rather than large numbers of short blast holes ? Avoidance of poorly-marked holes, inaccurate drilling and improper charging ? Better supervision and better face advance. Holes 50 mm in diameter were drilled parallel to the stope face by pneumatic rock drills from advance strike gullies. Holes were charged with amon gelignite cartridges. All holes were traced with detonating cord to ensure propagation of the explosive along the entire hole length. Rock was blasted onto a rolling scatter pile. A number of reasons have been cited for the failure of this mining method. The two most important were: ? problems in controlling hole deviation which was exacerbated by the fractured ground ? difficulty of charging up holes in fractured ground, due to relative movement of rocks along fracture surfaces over the hole length. The idea of drilling a few long holes parallel to the face rather than a large number of short blast holes perpendicular to the face was an attractive option to mechanize narrow reef mining. This particular project started in 1998. Initial trial The Union Section of Anglo Platinum purchased a Solo H 606 RA long hole drilling rig from Sandvik Tamrock in 1997. In order to evaluate long hole drilling as a basis for face mechanization. The Solo series of drill rig was selected because it combines high drilling performance and good drilling accuracy with high versatility with a compact size. The mining method proposed by a consultant to Anglo Platinum was based on the current trackless mining method practised by Union Section. The trackless mining method is better described as a trackless development and transport method. Reef strike drives were installed approximately 40 metres apart on dip using trackless equipment. Reef was mined using hand-held pneumatic rock drills and scraper winches and the excavation was supported by sticks and crush pillars at the top of the panel. Rock scraped from the panel was loaded by Lad Haul Dumps (LHDs), trammed to an inclined haulage, and loaded into trucks for transport to the surface. It was intended that the Solo would drill from the bottom advance strike drive to the top advance strike drive. Blasted rock would still have to be scraped from the panel. It is also difficult to understand how well the support would have survived. In the initial motivation it was stated that drilling accuracy was of the utmost importance. Previous work by Sandvik Tamrock had shown that, in other parts of the world, 20 metre long holes could be drilled with a deviation not exceeding 100 mm provided that: ? holes were collared with low thrust pressure ? operating percussion pressure was kept low -often not ? exceeding 10 MPa ? drilling was to be with tubes, not rods. In early 1998 initial trials with the Solo H 606 RA were inconclusive; attempts were made to drill 40 metre long holes from one advance strike drive to another. Difficulty was experienced in measuring hole straightness and accuracy, there was no survey of the holes, and no blasting was done to expose hole barrels. A long hole mining system was then defined, with a corresponding face mining system, which led to the design of a test programme for the Solo drilling rig. Earlier experience at Telfer The proposed face mining system was based on a mining method that is practised at Telfer Gold Mine in Western Australia. Telfer has a series of domed reefs that dip at angles of less than 20° to more than 40°. The ore bodies are all thin, with widths from 0.6 metres to 0.8 metres. Figure 1 shows the face layout. Experience at Telfer indicated the following: ? The spacing and size of the dip pillars should be based on the rock mechanics of Union Section ? The length of the face is determined by the ability to correctly position the blast holes. Positioning of blast holes is a function of hole straightness and hole direction. Blast holes in Telfer were drilled 64 mm diameter with retrac bits from Sandvik. Extension steel was T38 by 1.8 metre lengths. A guide rod was fitted immediately behind the bit. To achieve greater accuracy' operators drill at relatively low percussion and thrust pressures. Results show that very good accuracy is achieved in 20 metre stopes and only fair accuracy in longer stopes. Rock mass characterisation is a critical component of effective stope design. Unexpected excessive stope dilution or uneconomic stope sizes can be the result of rock mass characterisation that is not representative of actual stope conditions. Comprehensive characterisation of the rock forming the stope hanging wall, back, ends and footwall is best done by a rock mechanics or ground control expert, however, this is time consuming and is often limited by available access. There are two general approaches for characterising a stope hanging wall for dilution estimating. Detailed classification and mapping data can be collected in local areas where good exposure is available. Personnel, exposure and time are usually not available to do a thorough analysis for all stopes. The stope hanging walls are then broken into lenses or domains and similar conditions are assumed for each area. The second approach consists of using readily available data such as RQD. Other rock mass properties which influence hanging wall behaviour are estimated based on back analysing a few case histories. Stope design is then based on the variability of the one parameter, such as RQD, that is consistently measured for the rock mass surrounding the ore body. This paper presents a third approach which looks, in depth, at the interpretation of geological core logging data for rock mass characterisation. Several rock mass properties that influence stope design, such as joint alteration, rock mass strength, joint spacing and orientations, have been linked to data collected by the mine geologists. This drill hole logging data was calibrated against underground mapping and used to back analyse the dilution prediction for mined-out stopes.

Definir el concepto de exploración minera conlleva un estudio mucho más allá de las actividades minero-geológicas delimitadas por el cálculo de tonelaje del yacimiento. En este sentido, el objetivo del texto, señala una nueva noción, donde la exploración es un juego de azar caro en el que la extensión del yacimiento se mueve no solo en términos cuantitativos, sino que se invierte grandes capitales con un factor de riesgo. A pesar de esto, se continúa con la ejecución del proyecto, al tiempo que se evalua el apoyo del Estado, pequeños mineros, la Sociedad de Ingenieros del Perú, Instituto de Ingenieros del Perú, entre otros organismos interesados en lograr una economía promisora para la industria minera. Otro aspecto importante en su ejecución, son los factores económicos y costos de producción tales como el aumento de jornales y salarios, costo de materiales y métodos más complejos de exploración. En esta perspectiva, la exploración se convierte en una forma de investigación que no requiere una logística compleja para el nuevo producto, aunque el enigma de la certeza persiste. Así, se necesita buen criterio y experiencia para determinar la etapa de exploración en la que los trabajos adicionales no son justificados ni necesarios. Una vez determinada el área a explorar, se necesita la adquisición de los derechos mineros, para la exploración primaria y asi aplicar el levantamiento geológico de la zona, que fijará una tasación aproximada dentro del espacio explorado. Por último, el estudio revisa la eficacia de exploración de las minas de Cerro de Pasco, como en Oyón, Cuajone, Tintaya, Yarabamba y Antamina, concluyendo que es necesario el empleo de las nuevas técnicas de exploración minera que se practican en otros países a base de una mayor liberalidad del Servicio Aereofotográfico Nacional, asi como es urgente promover un inventario minero-histórico en los 1244 distritos que comprende el territorio peruano en sus 1'331,410 Kil6metros cuadrados.

Computer Controlled Scanning Electron Microscopy (CCSEM) is used to analyze indivdual mineral fractions in heavy mineral sands. CCSEM is a fully automated particle analysis technique for the determination of physical and chemical properties of a large number of individual particles. CCSEM enables the precise and accurate determination of the modal abundances of individual mineral fractions (e.g. ilmenite, rutile, zircon, or garnet), their average chemical composition (and compositional variation), as well as their physical properties such as size (e.g. diameter and perimeter length) and shape (aspect ratio and circularity). A unique sample preparation procedure is used to produce representative polished sections from cylinders of raw sand samples such that thousands of grains are present in a polished cross section, but grains are not touching. The combination of this sample preparation technique with CCSEM enables the fully automated analysis of individual grains without the application of de-agglomeration or erosion steps to separate touching particles. Hence, CCSEM yields information representative of the entire area of analyzed grains without systematic bias due to neglect of rim areas by de-agglomeration or erosion steps. Therefore, the resulting data are determined with high accuracy, precision and statistical validity. Because the sample preparation is relatively straightforward, using raw sand samples, and all chemical and physical properties are determined in one analytical session per sample, CCSEM is a powerful cost and time efficient tool for characterizing chemical and physical properties of minerals in heavy mineral sand deposits.

"Pressure exerted on gold producers by regulators, project financiers, and civil society in the wake of the Baia Mare tailings spill in Romania during 2000 prompted most responsible gold companies to sign up to the International Cyanide Management Code for the Manufacture, Transport, and Use of Cyanide in the Production of Gold (the Code). The Code stipulates a ‘cradle to grave’ approach more comprehensive than that applied to any other mining reagent and poses particular challenges for operators who use cyanide-bearing tailings for backfill. This paper examine some of the challenges for Code compliance facing deep underground gold mines that employ backfill technology, most particularly the requirement to demonstrate that the potential migration of cyanide (and its degradation products) from emplaced backfill will not have an unacceptable impact on worker health and safety or on the receiving environment, either during mine life or after closure.Although the Code only contains a single reference to backfill, more careful consideration confirms that most sections of the Code that deal with tailings management are potentially applicable to mines where tailings material is used for backfill. Certain principles of the Code also pertain to aspects of operations, worker safety, emergency response, training, and dialogue with stakeholders relating to backfilling practice.For gold mines of the Far West Rand, the most significant cyanide-related risks associated with backfill operations relate to worker exposure to cyanide-bearing seepage and HCN gas. There is potential for seepage of cyanide-bearing water from backfill to compromise the beneficial use of surface and groundwater, and thus impact on downstream users and ecosystems. However, the extreme depth of mining and the specific geological and hydrological controls on the Far West Rand suggest that the potential environmental risks associated with backfill are likely to be considerably less significant than the cyanide-related risks to the workforce."

The first section of this circular has been prepared with a view to answering inquiries frequently received by the Bureau regarding laws governing the staking of claims and regulations covering requirements for holding them and obtaining title in fee to placer ground. These laws and regulations were summarized briefly in Information Circular 6796, "Placer Mining in the Western United States." These laws, however, are administered by the General Land Office, Department of the Interior, and it has been considered advisable to combine an authoritative résumé thereof by the Commissioner of that Bureau with information on small-scale placer mining previously published by the Bureau of Mines. The second section of this circular is largely a revised reprint of Information Circular 6611, "Small-Scale Placer Mining Methods", first published in April 1932 for the purpose of answering the many daily inquiries then being received on this subject. This circular has been reprinted repeatedly, and about 30,000 copies have been distributed, most of them in response to applications therefor. At present (June 1937) requests for this publication continue to be received daily.

Pipelines for transporting high concentration slurries are often designed using methods applicable to homogeneous non-Newtonian laminar flow. Many industrial slurries though comprise coarse particles in a non-Newtonian carrier fluid, and existing experimental evidence from tests with such slurries demonstrates that they are not homogeneous. Under laminar shear conditions the coarse particles settle, even in statically stable carrier fluids. To understand this better, the Institute of Materials Science and Technology (IMST) at Cape Peninsula University of Technology (CPUT) is conducting ongoing research into the flow of these high concentration non-Newtonian settling slurries. Since pressure gradient and flow rate measurements alone are insufficient to adequately model the flows, an electrical resistance tomography (ERT) instrument developed by the University of Cape Town (UCT)was incorporated into the pipe test loop to determine pipe cross-section concentration and velocity profiles. The software developed to do this is modular and allows different image reconstruction and cross-correlation algorithms to be implemented and tested without significantly changing the rest of the application. At a total frame capture rate of 566 frames/sec a 2.67 GHz Intel Celeron processor with 500 MB of RAM is fast enough to calculate and display velocity profiles in ?real-time? at an update rate of one profile every two seconds. Examples of experimental concentration and velocity profiles obtained using the system are shown and some proposed improvements/extensions to the system are listed.
