Con­tractors, engineers, suppliers and equipment developers, and especially owners, each can contribute and benefit from a revaluation of attitudes and contacts from planning to final payment. The Deep Foundations Institute was initiated with this as its major purpose. The help of educators is essential to promote this with the next generation. The Association of Soils and Foundations Engineers has developed guides for "Mediation Arbi­tration of Construction Contracts."

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

"Feed particle size is an important variable for the primary grinding mill operation. Several commercial vision systems have proven to successfully measure online many types of ores and are used for automatic control. However, due to limitations associated with segmentation algorithms, these systems fail to provide good measurements when the feed is composed of a specific bimodal particle size distribution: very big rocks and a large amount of fine particles. This is typically the case for crushed iron ore. This paper presents a technique to overcome the limitations of existing vision systems by using 3D cameras and appropriate processing methods. It provides online particle size distribution indicators and bulk volume flow rate measurement. It is designed to be very cost-effective, robust, precise, easy to install and to maintain. The 3D system was validated in two iron ore processing plants and the results clearly show that it can be used to optimize primary grinding mill operation where 2D segmentation vision systems fail.INTRODUCTIONFragmentation measurement using digital image processing has successfully been applied in mining and mineral processing operations. Several maintenance and operating applications are already deployed in the industry: Measurement of rock fragmentation after blasting (Maerz, 1999; Palangio, 1999) (Pragyan, 2012) Truck inventory (Palangio, 2005) Monitoring of crusher mantle wear Automatic control of crushers and SAG mills (Bouajila, 2000) (Bartolacci, 2001)Commercial technologies like WipFrag (Maerz, 1999), VisioRock and others proved to be very efficient to precisely measure the particle size distribution of many types of materials. These products are mainly composed of a camera, a lighting system and an image processing system based on a segmentation algorithm. By controlling adequately the lighting conditions and with periodic maintenance on the segmentation algorithm calibration parameters, it is almost always possible to achieve reliable measurements.However, the segmentation algorithm is not adequate when the particle size distribution contains big rocks and a large amount of fine particles. In this case, the area containing the fine particles is accounted as a big rock while big rocks get segmented as multiple smaller sized particles, leading globally to a wrong measurement. This situation prevails for crushed iron ore and coke, among other materials. Figure 1 shows a picture of a material which is typically very difficult to process through segmentation techniques."

THE Jeffrey mine of the Canadian Johns-Manville Co., Asbestos, Que. has operated for a number of years, supplying the parent company, Johns-Manville, raw material for asbestos products. The mine is situated in the 70-mile-long serpentine belt running from Asbestos, Que. on the west to East Broughton on the east. This district is the most important producing area in the world of quality spinning-fiber asbestos, with 11 operating mines supplying 70 pct of the world's needs. The Jeffrey mine, located 90 miles from Montreal and approximately 35 miles southwest of Thetford, accounts for 50 pct of the Canadian asbestos output. Production from the Canadian serpentine belt is the chrysotile asbestos, which is considered the best available for spinning. Consumers in the United States prefer the clean, fine fibers of the Canadian chrysotile of the type produced by the Jeffrey mine. Mining In 1881, when the mine was first opened, all work, including drilling, was done by hand. The deposit, located on a hillside, was first worked as a sidehill cut by hand drilling 15-ft holes and blasting with black powder. The fiber was chiselled from the broken rock. Hand derricks, later powered by horses, were used to raise the rock as the pit deepened. Eventually, the pit became so deep that derricks were, by necessity, replaced by aerial tramways. In the late 1930's, further deepening of the open pit, with the resulting constriction of the pit bottom brought about the need for altering the mining system then in use. The high ratio of overburden to be handled to mill ore mined and the value of surface structures, not company property, that would be destroyed in expanding the area of the pit, definitely indicated vertical rather than horizontal expansion would have to be used. One exception to this was that a small area on company property to north and east of the pit could be opened up. The mining problem then resolved itself into two phases; make the small lateral expansion and as rapidly as possible choose a mining method that would expand the mine vertically. Several methods for vertical expansion were studied and rejected. Methods considered included shrinkage stoping, block caving, glory holing, and various modifications of open workings. Block caving was finally accepted as the most suitable method of underground development. Cost factors and production were important factors in the decision, also, the asbestos mines in the Thetford area were already having success with this method. Original plans provided for the lateral expansion of the open mine where possible and beginning the underground operation. This program was based on the open pit being worked out in 1954, with the underground development and production gradually increasing until the open mine was depleted. In 1949, the plan was changed to allow underground development to progress at maximum so that underground output would be 550 tons per hr by 1951. Any deficit in ore would be mined from the open pit. This change permitted extending the life of the open pit through 1964 and in this time would make available a large quantity of readily attained ore. Block Caving at The Jeffrey Mine Plans for the underground operation were formulated on a 12,000-ton-per-day basis, and the adaptability of block caving methods to high production presented a desirable situation. As shown in the main-haulage plan, a continuous loop was laid out for smooth operation of the underground railroad from the loading points to the underground crusher. A feature encountered at the Jeffrey mine, as well as other asbestos mines using caving methods, is the large size of caved material, requiring that ore be crushed before hoisting.

Nowadays, there are some new requirements for the supermarket floors. The floors are loaded by high point- and moving-loads. In spite of this fact, it is necessary to ensure the stiffness of the floor and the stiffness of its support. When pile foundations are designed in the case of weak soil, the piles are recommended under the foundations of the supermarket and also under the floor layers. The example of foundation of a typical supermarket located on long­standing municipal dumping ground is presented. Indirect foundation - CFA piles, 0.5 m in diameter and 4.5 to 20.0 m long, was de­signed. Fifteen trial loading tests were carried out.

The mine surveillance and communication system hereafter described provides continuous local and remote monitoring of several parameters critical to normal mine operation at each of ten underground sites in the Bruceton Research Mine. The techniques employed are well proven and have been care-fully chosen to provide the best solution to the technical problems involved while giving special attention to economic considerations.

The understanding of coal mine roof lithology is a critical component in the determination of engineering solutions for roof control. Coreholes were the first technology available to determine lithology of the roof in reserve areas, but coreholes are typically drilled 500–2,500 ft apart due to their cost and sometimes reach more than $125,000 dollars per hole, depending on mine conditions. The next method developed to bridge this gap was the fiber-optic scope which is utilized in the roof at the faces of underground development. High-end fiber-optic scopes can also be costly (20,000–40,000 dollars) but are more affordable than drilling a corehole, and the information can be processed immediately to make quick roof support determinations. The fiberscope can be operated wherever a roof bolter can drill a hole, and there are no restrictions related to property owners, proximity to streams, elevation changes, etc. The latest borescoping method utilized by mining companies is the use of videoscopes. Videoscopes and all borescopes in general are limited by the lengths of the scope and the length of the borehole drilled in the mine. Videoscopes have the advantage of being able to record video while examining the roof lithology. The information can be recorded quickly underground and then be examined on the surface which allows anyone to capture the video so that a geologist can make lithology descriptions without ever going underground. In the past, videoscopes had limited resolution, a short battery life, were fragile and were relatively costly. As technology progresses, videoscopes have become more affordable, have increased battery life, and offer enhanced 1080p resolution. With the broader availability of affordable videoscopes, videoscopes can be more readily used in various mine environments at every active section underground. This paper will discuss the types of videoscopes available, the features that will aid in lithology description/identification, the deployment methods pertaining to supplemental roof support recommendations, and an advanced methodology to enhance accuracy in understanding roof lithology.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves -pressure losses as negative values and energy additions as positive values -and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at \\tIich the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation net\wrk. The results are the same, and the approach is logically consistent and less confusing.

I. SITUATION AND SURROUNDINGS. THE Promontorio mine is situated at the northern end of the Sierra San Francisco de Coneto, in the town of Promontorio, Partido of El Oro, State of Durango, Mexico. As shown in the sketch-map, Fig. 1, the nearest railroad station is Chinacates on the Mexican International Railroad, 82 miles north of the city of Durango. The mine is 16 miles north of the station by air-line. It is reached by means of a good wagon-road which first crosses the Guatimapé Plain, passing the ranches of San Antonio and San Julian, to Estacion-a distance of about 15.5 miles-and then entering the mountains crosses the Sierra to Promontorio-a further distance of 11.5 miles¬making in all a distance of 27 miles by road from railroad to mine. Promontorio is just beyond the summit of the range, at an elevation of about 8,000 ft. above sea-level, or 1,350 ft. above the Chinacates station. The Castillo de San Francisco, the highest peak in the Sierra, has an altitude of 10,000 ft., and the Promontorio road crosses the summit of the ridge at an elevation of 9,000 ft. by a pass just below this peak known as the Puerto del Almagre. The Promontorio mill is situated at Santa Ives, 2 miles by tram or 3 miles by wagon-road to the north of Promontorio and about 600 ft. lower. The Sierra San Francisco de Coneto decreases in height towards the north and west till it comes to an end at the Melchor Arroyo on the ranches of Melchor and Ramos. Beyond this arroyo another range, the Sierra de la Candela, begins. The Bureau of Mines has conducted a survey to determine potential exposure of mine workers to dust produced in connection with intermittent rock drilling in coal mines. Eighteen mines in 3 states were visited, and 30 different operations were observed, as follows: 10 drilling in draw slate, 8 drilling top rock for brushing or grading, 2 drilling in the coal face, 4 drilling in the bottom, 2 drilling top rock for overcasts, 2 drilling in faults or boulders, 1 drilling for roof bolting, and 1 drilling for trolley hangers. Dust respirators were worn by drilling crews during 16 of the 30 operations. Three hundred thirty-two samples of air-borne dust were collected during the survey. ACKNOWLEDGMENTS The information in this report is based on samples collected and observations made in bituminous-coal mines. Operating officials at these mines have contributed to this study, and their cooperation is gratefully acknowledged. All samples were counted by Thomas B. Kirby, chemist, and Dominick A. Formation of gold-bearing veins in Otago Schist was intimately linked to the structural evolution of the schist belt. The currently-exploited Macraes gold deposit formed in a regional scale shear zone during latemetamorphic uplift of the schist belt. Further exploration for this type of deposit will be facilitated by an increased understanding of the late-metamorphic structural evolution of the schist belt. To this end, a three-dimensional cross section through the Otago Schist has been drawn using structural data gathered at outcrops in a 20 - 40 km wide transect across central Otago. This is the first continuous detailed structural section to be drawn through the belt. The section spans an area from Textural Zone 1 metagreywacke of the Torlesse terrane in the northeast through TZ 4 schist in the central region and across the Caples-Torlesse boundary to Textural Zone 3 schist of the Caples terrane in the southwest. Two different late-metamorphic structural generations are identified in this section: the long-recognised Manorburn Generation, and a new æPoolburn GenerationÆ. The location of the Caples-Torlesse boundary has been refined on this transect by field mapping combined with whole rock geochemistry.

"The Raglan orebody and concentrator has been the subject of study in Process Mineralogy at Falconbridge since 1998. (Lotter and Tuzun, 1998) The orebody is classified into three distinct textural groups, or end members. These are referred to as disseminated, net-textured, and Massive Sulphides, and differ in terms of mineral grain size, nickel grade, hardness, and mineral association. In this paper, it will be shown that the sampling and characterisation of each end member on an individual basis develops a higher-level understanding of the processing requirements and behaviour of the mixture of ore as presented to the mill.The end members have been used in robust prediction of recovery at various grind size p80 from laboratory scale High Confidence Flotation Tests. Weighted mean mixtures of the end members have been mathematically combined to determine impact of textural distribution on metallurgical performance as a function of grind size.The ore end members also vary in hardness and breakage mechanism and have been used to model throughput capability for existing, optimized and retrofit grinding circuits. This modeling has provided a range of expected throughputs as the relative proportions of each end member varies.Finally, the differing grinding requirement per end member has led to the development of grinding and flotation strategy that increases rougher flotation recovery and provides flowsheet options for a concentrator expansion. This leads to further understanding of the plant performance as a function of ore mixture."

Mine workers in heavy and dangerous work are under several physical risk factors, for example temperature, humidity, noise, vibration, lighting and air velocity. Thermal comfort includes parameters such as air temperature, air humidity, air flow rate, radiant heat, metabolic rate and garment insulation. In this study, thermal comfort conditions were evaluated using thermal comfort indices defined as predicted mean vote (PMV) and predicted percentage dissatisfied (PPD) which were determined by measurements taken from an underground coal mine for approximately 100 days. Although the metabolic rate (light work) was kept at 2 met, it was found that predicted mean vote ranged between − 2.58 and 1.68. The predicted percentage dissatisfied index was found to reach 95%. According to the results, it can be seen that thermal comfort may have negative effects on occupational health and safety. The change in thermal comfort index values in the Soma Underground Coal Mine was investigated in detail and the reasons for the changes were determined. Furthermore, determining the optimal working environment for the mine workers was also an aim of this study.

AT THE TIME of my first visit to Bolivia in 1927 the tin-mining industry was prosperous, the tin price at London being more than £300 per long ton of tin, and the operators were making every effort to bring their plants up to the very highest point of capacity as well as of efficiency. Any device or piece of equipment or method that gave promise of increasing production was welcomed regardless of the cost, and the plants were being modernized as rapidly as human ingenuity could make it possible. At the time of my second visit in 1932, however, conditions had changed materially. The price of tin had fallen to a little over £100 but costs had not decreased anywhere in proportion and operators were at their wit's end to cut the operating losses that were everywhere prevalent. Charles L. Bradbury, manager of the Empresa Minera de Huanuni, at Huanuni, Bolivia, had been recently called from Mexico to make all analysis of the situation and to attempt to work out a remedy for the economic conditions that threatened to close the mine. The iron ore deposits of the Port Hedland district of North Western Australia are associated with band'ed sedimentary iron formations that form part of the local succession of folded and faulted Archaean volcanic and sedimentary rocks. The iron formations are regarded as the protore beds or sources of the iron which became concentrated by supergene processes to form commercial grade iron ore deposits.Iron oxide deposits occurring in situ within the protore beds are considered to be of residual-replacement origin, due to supergene leaching of gangue minerals and' deposition of secondary iron oxides in their place, Two types of deposit have been recognized. Lode deposits are deep lenses of massive hematite located adjacent to major faults. These deposits are thought to be very old and to have originated by supergene processes during the long period of erosion represented by the major unconformity between the Archaean rocks and the overlying Proterozoic beds. The other type, known as crust ore deposits, are shallow cappings of hematite and goethite on hills formed by the outcrops of steeply dipping protore beds. These deposits could have originated as far back as the early Mesozoic and it is possible that the ore-forming process is continuing at a slow rate at the present day.Deposits formed by erosion and re-deposition of material derived from pre-existing residual-type deposits are known as derived deposits. These include conglomerates and scree accumulations of various types and ages and pisolitic deposits formed by supergene leaching of transported detritus. Derived deposits range in age from early Proterozoic to Recent. The development of information concerning mesothelioma in South Africa started with the 1959 finding of Dr. J. Christopher Wagner of cases of mesothelioma in persons living in the vicinity or working in crocidolite mines in Cape Province. After more than 40 years, the data from South Africa now provide important insights into the differences in mesothelioma risk associated with different asbestos fiber-types. Three case series reports and one analytical report were reviewed in this session. In total, information on 504 proven cases was presented. There were 28% of cases arising from occupational exposure in mining, 35% from non-mining occupations, 23% from environmental exposures; 14% where no exposure was established and 9% where the exposure was unknown. Among the 129 cases for which occupational exposure and asbestos fiber-type were established, 115 cases were associated with occupational exposure to Cape crocidolite; 1 case associated with occupational exposure to Transvaal crocidolite and 9 cases with occupational exposure to amosite (grunerite asbestos) and 4 cases with occupational exposure to mixed fiber-types. There were no cases associated with chrysotile asbestos. There were 33 cases of environmental mesothelioma linked to Cape crocidolite exposure and 2 to exposure to amosite and crocidolite but none to Transvaal amosite alone or to chrysotile. The evidence shows that amosite is capable of causing mesothelioma but that the major risk in South Africa is associated with Cape crocidolite.

Grindability or resistance to fine comminution is the fundamental issue involved in the application and sizing of grinding mills. Over the years, many theories for determining the amount of energy required for size reduction to a specified fineness have been proposed. The first published theory, introduced by P. R. von Rittinger in 1867, stated that the energy required for crushing or grinding is proportional to the increase in surface area produced. The surface area of a ton of particles of diameter (d) is proportional to (1/d), therefore the work input per ton for particles of diameter (d) would be proportional to (1/d). The second significant theory is that of F. Kick published in 1885. Kick said that the work required is proportional to the reduction in volume of the particles concerned. If (f) is the diameter of the feed particles and (p) is the diameter of the product particles, the work input relationship would be: [W =Ioq(f/p) 9] The "Third Theory" of F.C. Bond, introduced in 1951, states that the work required is proportional to the length of the new crack tips produced in particle breakage during crushing or grinding and equals work represented by the product minus that represented by the feed. The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.
