Both the U. S. Navy and the U. S. Army are interested in knowing more about the loading applied to vehicles which are unfortunate enough to encounter a detonation of a buried mine in the course of performing their normal duties. The Dynamic Effects Laboratory at the University of Maryland has been involved in small scale testing for ten years to assist the Navy and the Army in understanding the loads that are applied to personnel carriers when a buried explosive detonates beneath them. This paper describes results from small scale tests conducted to determine the loading mechanisms on target plates when subjected to loading due to the detonation of a buried mine in saturated sand, dry sand, and water. Transparent target plates were utilized in order to determine the loading process beneath a floor board on armored vehicles. Various charge sizes were scaled in the laboratory accordingly to a standardized full size threat encountered in the battlefield. Tests were conducted in saturated sand, dry sand, and water keeping the stand-off distance of the target and the depth of burial of the charge constant. In the case of water impacting a transparent PMMA plate the crack propagation was recorded and the crack velocity is determined. Additional tests were performed in saturated sand by varying the stand-off distance of the target but keeping the depth of burial of the charge constant. The small-scale test results could be scaled to full scale by using verified scaling laws.

This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. In its work under the Synthetic Liquid Fuels Program the Bureau of Mines has developed on a 6-ton-a-day-pilot-plant scale a continuous, gravity-feed retort far distilling oil from oil shale. The development work covered by this report was done from January 27, 1950, to January 26, 1952, at the ail-Shale Experiment Station near Rifle, Colo. Over 300 pilot-plant tests were made during the investigation. The basic retort developed has been named the Gas-Combustion retort. In this process, part of the heat for retorting of the shale is generated by burning recycled product gas in a combustion zone within the descending shale bad in the retort. Additional heat is supplied by combustion of the carbonaceous residue remaining in the spent shale after the oil has been distilled. Air for combustion is admitted through an air distributor in the center of the bed at about the mid-point of the retort. Hot gas rising from the combustion zone heats countercurrently the descending raw shale and liberated shale oil by pyrolysis of the shale. After passing through and exchanging heat with the incoming raw shale, the oil is condensed as a fog or mist in the gas, which is withdrawn at the tip of the retort. The cool gas is then piped to an oil-recovery system where the oil is separated from the gas in centrifugal separators or other types of mechanical or electrostatic separators. The hot, spent shale below the combustion zone is cooled by heat exchange with recycle gas, which is a portion of the effluent gas from the oil-recovery system.

The application of cemented paste backfill (CPB) with alkali-activated slag and phosphogypsum (ASP) can contribute to the sustainable development of the mining industry. The effects of PG content, NaOH content, solid content, and waste rock-rod milling sand (W/R) ratio on workability, unconfined compressive strength (UCS), and setting time of ASP-CPB were investigated in this paper. The results showed that the workability of ASP-CPB decreased with PG content and NaOH content. Compared to OPC-CPB, ASP-CPB exhibited better workability and higher long-term (7 days and 28 days) strength at predetermined backfill formulations and curing times. The mid-term strength of ASP-CPB first increased and then decreased with PG content, while the short-term strength (3 days) decreased gradually due to the influence of soluble acidic impurities. Excessive NaOH will harm the strength of ASP-CPB, possibly due to the swelling effect of the reaction products (ettringite and sulfate). Strength and setting time increased and decreased with solid contents, respectively. Moreover, the compactness of the mixture has an important effect on strength and workability. The workability and strength of ASP-CPB reached the minimum and maximum values at a W/R ratio of 5:5, respectively. Pollutant index detection indicated that most of the pollutants in ASP-CPB leachate met the discharge standard, which proved that ASP-CPB is an effective method to recover PG. The results of the research will provide theoretical guidance for the efficient recovery of PG resources and support the achievement of safe, clean, and efficient mining.

A indústria automobilística, principalmente, tem exigido o desenvolvimento de novos materiais que permitam a redução do peso dos veículos devido ao impacto do peso no consumo de combustíveis e emissão de poluentes. Assim, novos estudos têm sido realizados visando a redução da densidade dos aços através de adições consideráveis de alumínio. Neste contexto, este trabalho discute e revê a possibilidade de projetar aços contendo teores consideráveis de alumínio, e outros elementos de liga como Mn e C, através da termodinâmica computacional e bancos de dados comerciais. Como verificação preliminar, foram avaliados, experimentalmente, alguns equilíbrios e medidas de frações de fases em um aço experimental e os resultados obtidos foram comparados com os valores calculados e informações da literatura. Os resultados indicam que, para uma ampla faixa de composições os bancos de dados comerciais disponíveis parecem adequados ao projeto destas ligas.

At present there is considerable confusion in the asbestos industry with regard to density and porosity measurements of asbestos. In order to clarify the situation, various notions of porosity and density are defined by means of simple schemes and clear symbols are proposed to denote them. An experimental procedure is then preposed and outlined, which is based upon Archimedes' principle. Experimental conditions at each stage of the method are explained clearly in order to minimize the opportunity for errors. Finally, the results of a study on the porosity and density of asbestos minerals having various characteristics are presented.

In order to maximally remove the harmful impurities phosphorus and reduce the loss of valuable elements from Si-based alloy for production of solar-grade silicon, thermodynamic properties of the Si-based alloy were studied. In this work a new model, the Molecular Interaction Volume Model (MIVM) derived from statistical thermodynamics, was successfully used in the Si-based and Si-Fe-based alloy. The calculation started from binary Si-Fe, Si-P and Fe-P systems, then the thermodynamic parameters of ternary systems could be derived based sub-binary systems. Using the activity coefficients of the elements in the Si-based alloys and the saturated vapor pressure of the pure substance of the components, mass fraction of P during vapor-liquid equilibrium can be calculated. The calculated thermodynamic parameters were compared with experimental data available in different publications, and it is found that the thermodynamic parameters calculated using MIVM model are in good agreement with the measured results. The calculated result shows that the mass fraction of phosphorus during vapor-liquid equilibrium of Si-Fe-P melt increases with the increasing phosphorus content and decreasing temperature. This is an important direction for experimental practice in vacuum or low-pressure EML refining of ferrosilicon for potential production of solar-grade silicon without significant vaporization loss of valuable element.

The Rocklands copper project is a multilode, iron oxide copper gold (IOCG) + cobalt mineralised system located in the Eastern Fold Belt of the Mt Isa Inlier. Rocklands orebodies cover a range of oxidation zones from oxide, to supergene and primary. Each zone contains different economic minerals of interest. The supergene zones contain significant amounts of native copper and the primary zones are dominated by chalcopyrite. The juxtaposition of these oxidation zones and minerals make it an interesting mineralisation system.Current mine production sampling collects a nominal 3 kg drill chip sample from a 1 m composite, RC drilled interval. A site specific sampling procedure was needed to quantify introduced sampling error when taking grade control samples. Due to oxidation and mineralogical variation in ore zones we needed to develop a practically achievable sampling methodology that ensures minimum sample mass and sample error requirements are achieved to ensure ‘representative’ samples for all ore types.These issues are planned to be resolved using an experimentally derived method using principles from the Theory of Sampling. This method uses an experimental calibration of parameters K and a for Gy’s fundamental sampling error formula using a modified 32-piece sampling tree experiment to compile sampling nomograms for the primary and supergene ores. This paper demonstrates the process undertaken to improve the quality and standard of existing mine production sampling procedures at the Rocklands operation.Results indicate a sample mass of 5 kg for RC drill chips is appropriate for both the primary and supergene ores to achieve a fundamental error below 0.01 or 10 per cent relative error, which is slightly higher than the existing sampling protocol of 3 kg. An additional experiment is recommended to compile sampling nomograms using the exact laboratory comminution and mass reduction stage information to assess the use of a 3 kg sample. The results also indicate no changes are required to existing sampling protocols when sampling RC drill chips in primary and supergene ore at Rocklands.Sampling nomogram results also provide a useful ‘rule of thumb’ reference guide to other mining and exploration companies to help understand minimum sample mass requirements and sampling error during exploration drilling, resource evaluation and mining production stages when targeting similar IOCG mineralised systems. A sample mass of 5 kg is recommended when RC drilling similarly IOCG mineralised prospects and deposits in the Cloncurry area. Future test work is recommended when additional open cuts become active as well as including resource drilling drill core to provide better three-dimensional sample representivity.CITATION:Hawtin, M G, 2017. "A new method to predict stope hangingwall failure in underground excavations is proposed. This method compares movement rate for stope hangingwalls, determined from changes in strain or deformation, with changing opening geometry. This geometry is represented by the effective radius factor (ERF), a measure of relative distance to supporting abutments from an opening surface point. This strain-ERF (SERF) approach is applied to an instrumentation program for Brunswick mine near Bathurst, New Brunswick. The SERF method for this case study predicted failure at an ERF of 13.9 m and hangingwall failure actually occurred at an approximate ERF of 12.4 m.RÉSUMÉ Cet article propose une nouvelle méthode permettant de prévoir la rupture de l’éponte supérieure des chambres d’abattage dans les excavations souterraines. Cette méthode compare la vitesse de mouvement des épontes supérieures des chambres d’abattage, déterminée à partir des changements aux niveaux des contraintes ou de la déformation, à la géométrie variable de l’ouverture au jour. Cette géométrie est représentée par le facteur du rayon effectif (ERF, de l’anglais Effective Radius Factor), une mesure de la distance relative jusqu’aux appuis latéraux de soutènement à partir d’un point de la surface d’ouverture au jour. Cette approche contraintes-ERF (SERF, de l’anglais strain-ERF) est appliquée à un programme d’instrumentation pour la mine Brunswick située près de Bathurst, dans le Nouveau-Brunswick. The most commonly used instrumentation for monitoring rock mass behaviour around open stopes is extensometers. The y-axis of Figure 1 represents how the changing rate of movement, measured using either displacement- or stress-type instruments, can be observed over time. The magnitude of movement measured by extensometers can give an approximation of the load on installed support (Milne, Pakalnis, & Lunder, 1996) and a changing rate of movement can indicate approaching instability."

Driven piles are widely used for foundation support. In the vast majority of cases, an increase in pile capacity occurs with time which is referred to as “set-up.” However, in a very limited number of cases, a decrease in capacity with time can occur. This phenomenon is referred to as “relaxation.” This paper will provide a brief review of the relaxation phenomenon, as well as pile driving information and dynamic test data on cases where relaxation has occurred. The pile types in the presented relaxation cases include H-piles, open-end and closed-end pipe piles, prestressed concrete piles, and prestressed concrete piles with H-pile stingers. The soil conditions where relaxation occurred includes dense to very dense fine sands, heavily over consolidated clays, and weak laminated rocks. Relaxation information from 36 piles at 26 sites is assessed. The collected data will assist foundation designers by identifying the subsurface conditions where relaxation has occurred, as well as by documenting the corresponding relaxation magnitude. One method of addressing relaxation when it is encountered is to drive the foundation piles to a greater end of initial driving capacity than required long-term. Hence, the identification and quantification of the relaxation magnitude will be beneficial to foundation designers installing similar pile types in similar subsurface conditions. The paper will also present pertinent observations and recommendations on mitigating relaxation when encountered. INTRODUCTION One of the earliest observations of a decrease in redriving resistance following initial driving was reported by Miller (1937). He reported that piles driven into a saturated, coarse grained soil could lose 40 to 50% of their resistance when redriven 24 hours after initial driving. Yang (1956) similarly reported that after a break in driving, a decrease in driving resistance could be encountered for piles driven in dense fine sand, inorganic silt, or stiff fissured clay. Parsons (1966) in his paper that described piling difficulties in the New York City metropolitan area termed this phenomenon “relaxation”. In this time period, pile capacity was most often evaluated from a pile driving formula frequently checked by a static load test. Hence, the true magnitude of the capacity decrease on a given pile was often poorly quantified. Furthermore, dynamic measurements that could determine what influence driving system performance variation had on the observed redriving resistance were not yet readily available.

Process mineralogy focuses on the chemical components and mineral composition of ore, dissemination size of valuable minerals, the occurrence of valuable and detrimental elements as well as the behavior of each mineral in the process. Through determining process mineralogy parameters and analyzing the characteristics of minerals, the results of process mineralogy study can provide mineralogy data for making a reasonable mineral processing technology program and optimizing the process. A detailed process mineralogy study is carried out for a complex rare metal ore in this paper and the results show that niobium mainly exists in the form of ferrocolumbite as well as nioboaeschynite and zirconium primarily occurs as zircon. The valuable minerals including Th-nioboaeschynite, ferrocolumbite, zircon, etc. have the characteristics of fine dissemination size, wide size range, complex chemical composition and variable physical properties, which mean it is a refractory ore. According to the results of mineral composition of ore, chemical composition of minerals, dissemination size of minerals, magnetism ranges of minerals and the distribution of niobium and zirconium, the process of ?desliming-Nb-Zr bulk flotation? is designed for this ore and the niobium-zirconium bulk rough concentrate with the grade of Nb2O5 9.43%, ZrO2 24.95%, Ta2O5 0.36% and the recovery of Nb2O5 77.66%, ZrO2 76.70%, Ta2O5 75.13% to crude ore can be obtained in the whole process closed-circuit test.

INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. "In 1987 the only knowledge available of the Ansil orebody was that it was high grade, deep and relatively small . High stresses were also anticipated because there had been rockbursts during shaft sinking and destress blasting had been necessary (Fig. 1). From the design, through the development and now in the mining stage, rock mechanics and microseismic monitoring have been used to maximize recovery and safety and minimize dilution. Examples are given of the use of a microseismic monitoring system in the early stages o f mining. This paper also presents a review of the mine's in situ stress measurement campaign, cable bolting practice and backfill procedure.The Design PhaseAfter the initial mapping and classification work, preIiminary numerical modelling was performed using assumed stresses of ov = oH and oH = 3ov• The empirical Mathew's analysis was then used to optimize stope dimensions based on geomechanics data available at the time (Bawden et 01., 1988; Falmagne, 1987; Potvin et 01., 1988). Because of high stresses predicted by numerical modelling and a brittle, strong and relatively unfractured host rock which was believed to be rockburst prone, it was decided to mine without temporary or permanent pillars. However, in order to satisfy production rates, the orebody had to be broken up into two horiwns separated by a triangular pillar (Fig. 2). The final mining sequence is shown in Figure 3.The Development PhaseAt this point, based on work accomplished to date, including mapping and observations from drifting and modelling, the following problems were identified: (1) flat backs in the hangingwall andesite were thought to be highly stressed; (2) flat backs in weak massive sulphide ore would also be subjected to high stress and be difficult to support; (3) the felsic dyke was noted as a "" stress raiser"" , because activity increased as drifts approached it; and (4) chlorite coating of joints in the hangingwall was thought to be an important factor in reducing their stability."

South Central United States, an area including Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas, is a net exporter of refractories. Nearly $45 million of these materials was shipped in 1954 from plants in the area, compared with area consumption of $18.5 million. About 88 percent of all refractories production is concentrated in Missouri. The prevalent consumption pattern, however, is one of localized shortages. For example, although Texas uses more than half of the refractories consumed in the South Central United States, production of refractories in Texas is relatively small. Also, the apparent self-sufficiency of the area is in terms of value produced rather than in terms of products consumed. Nearly all of the $6,425,000 nonclay refractories consumed in the area were shipped from other States. Local resources possibly could be developed for making refractories to serve markets that currently are being supplied from outside the area. Since other industries are growing rapidly in the area, the market for refractories is expected to continue to grow--more rapidly than the national market. The Missouri refractories industry is economically important nationally. Nearly one-fourth of the clay refractories produced in the United States are made in Missouri. Moreover, Missouri produces most of the higher grade clay refractories, about 62 percent of the high-alumina refractories, and 85 percent of the superduty refractories. The competitive position of the Missouri refractories industry is strong. The national market for clay refractories and the market in the South Central United States are expected to continue to grow. The ratio of net income to the value of refractories shipped in Missouri is larger than the national average.

"The piassava fiber is one of the most rigid natural lignocellulosic fibers, which has since the last decade been investigated as possible reinforcement for polymeric composites. In the present work, the tensile properties of polyester composites reinforced with piassava fibers with thinner diameters were investigated. Composites with volume fractions up to 30% of continuous and aligned piassava fibers were tensile tested at room temperature to evaluate the ultimate strength, elastic modulus and total strain. For each volume fraction, individually separated fibers with the smaller diameters were tested. The results indicated that the tensile properties tend to improve with increasing volume fraction of the thinner piassava fibers. The role played by the fiber/matrix interaction was analyzed by scanning electron microscopy.IntroductionA significant change in the transportation sectors mainly the aerospace and automotive, occurred last century with the introduction of stronger and lighter materials. The most relevant example was the polymer composite reinforced with synthetic fiber. They are nowadays replacing conventional materials such as the aluminum alloys in airplane body owing to superior specific strength. in recent years, however, environmental problems in a global scale are imposing a reversion in the use of synthetic fiber specially the glass fiber. In spite of its higher specific strength, this fiber and its polymer composites can neither be recycled nor incinerated in a thermal plant to generate electricity [1]. Moreover, the fabrication, processing and transportation of a glass fiber composite are associated with C02emission, the major responsible for global warming [2].A possible substitute for glass fiber without the above-mentioned environmental problems, could be a natural fiber. In fact, natural fibers obtained from cellulose-rich plants, also called lignocellulosic fiber, are already being used in several engineering fields, particularly the automobile industry [3-6]. Figure 1 illustrates an automobile and its many components made of lignocellulosic fiber composite [7]."

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

"This paper traces the development of Ontario 's cap lamp standard. Over the years, numerous Coroner's Juries investigating fatal mine accidents have made recommendations with respect to underground lighting. As well, recommendations to improve mine lighting have been made by two Commissions, investigating mine safety in Ontario.During the past few years, the performance of any cap lamp worn by miners involved in serious accidents, have been measured by the Mining Heal/h and Safety Branch. Large variations in light output were found between and among cap lamp types. These variations have been attributed to the lack of quality control on the bulbs, design of the cap lamp head piece and in some cases, poor maintenance.In 1986, a series of underground tests were conducted to establish the minimum light output from cap lamps required to visually identify loose ground. The results of these tests indicated that a cap lamp should produce a minimum peak illuminance of 1500 lux measured at 1.2 metres from the light source. On May 30, 1987, Ontario became the first province in Canada to legislate the minimum amount of light required to visually assess ground conditions. INTRODUCTIONPoor lighting has been identified as a factor which can contribute to mining accidents. Over the past decade, several Coroner's Juries as a result of inquests into mining fatalities, have recommended improved lighting in mines.The Joint Federal-Provincial Inquiry Commission into Safety of Mines and Mining Plants in Ontario, was appointed to report upon the adequacy of existing arrangements and practice s that may affect safety. This Commission completed their report in April 1981, and recommended that inadequate lighting be investigated as a possible cause of all reportable underground accidents, and that a comprehensive research programinto mine lighting be undertaken.In response to the first recommendation, the Mining Health and Safety Branch of the Ministry of Labour, hereafter referred to as the Branch, initiated a program to measure lighting levels in all fatal accident investigations where inadequate lighting was a possible factor."

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.
