This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

Seismic networks in deep gold mines of South Africa are often planar owing to the tabular geometry of the orebody and, therefore, the mining infrastructure. Consequently, seismic event locations are poorly constrained in the direction perpendicular to the reef plane, and symmetrical locations above and below the reef plane may fit the observed data equally well. This problem may be resolved in situations where the strata above and below the reef plane have significantly different seismic velocities, which is the case for the Ventersdorp Contact Reef at Kusasalethu mine (previously Elandskraal, the amalgamation of Deelkraal and Elandsrand). A location method using a layered location model that takes into account the velocity contrast between the layers was tested. Observed direct- and head-waves were used to determine the velocity bounds of the P-wave velocities in the two-layer model. The data-set was also used to find the best P- and S-wave velocities for the two layers by grid searching over a range of velocities and minimizing the sum of the travel-time residuals. The results from the grid search and those from the calibration of velocities using direct- and head-waves give similar P-wave velocities for each of the two layers. A second set of seismic events was then relocated with this layered model and locations closer to reef were found. This simple layered location method goes some way to reduce the reefperpendicular location errors for Kusasalethu mine in particular. Keywords mine seismology, velocity model, location methods.

"The Industrial Internet of Things (IIoT), a concept that combines sensor networks and control systems, has been employed in several industries to improve productivity and safety. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers are investigating IIoT applications to identify the challenges of and potential solutions for transferring IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40 percent of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system using low-cost microcontroller Wi-Fi boards to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communication and tracking infrastructure.IntroductionThe U.S. approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communication with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT).IoT is the network of physical objects, or “things,” embedded with electronics, sensors and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator and/or other connected devices (Atzori, Iera and Morabito, 2010; Gubbi et al. 2013). It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: the Internet and things. The first word pushes toward a network-oriented vision, while the second tends to put the focus on generic objects. The traditional Internet can be viewed as an internet of computers, so things connected to the Internet are computers only. IoT extends the internet by allowing other generic things that are commonly found in daily life, such as refrigerators and cars, to be interconnected through the Internet, thus creating a bridge between the virtual world and the physical world"

Given a naturally low methane content in 11 Coal Seam and the fact that the areas of the 11 Seam adjacent to the tunnelway were degassing for a very, very long time due to previous development and mining, it is conservatively estimated that the remaining in -situ methane is less than 0.5m3/tonne. 2. Continuous miner cutting rate based on the past practice. The best loading rate recorded at the past operations of Smoky River Coal was 45 seconds for a 8 tonnes shuttle car. Using these records, the maximum peak loading rate potential at the face is calculated at 0.178 tonnes per one second or 10.67 tonnes per one minute. 3. In a previous paper, Oelsen, Schuermann, and Hey-nertl pointed out the possibility of obtaining complete thermodynamic functions for alloy systems from calorimetric measurements alone. Specifically, if the heat content of a heterogeneous, multicomponent system is known as a function of temperature and composition, then it is possible to derive the heats, entropies, and free energies of formation of liquid phases and of solid intermediate phases of fixed composition. The authors present equations and graphical techniques applicable to eutectic systems and systems with intermediate phases without solid solubility at lower temperatures. eijering has considered possible extension of the treatment to systems with complete solid-state miscibility at lower temperatures; however, experimental difficulties practically restrict the method to systems with very limited miscibility in the solid state. The purpose of this note is to present an alternative derivation of the heats and entropies of formation of liquid phases and of solid intermediate phases from heat-content measurements alone. Fig. 1 shows three types of phase diagram to which the analysis may be applied. Construction of a new approach embankment for a railroad bridge over a river in Southern California required placing up to 12 ft of fill over soft to medium stiff silts and clays along an approximate 1,500-ft long stretch. The embankment, situated within a narrow railroad right-of-way between an existing live track and existing buildings, would have been susceptible to excessive settlement that could damage existing buildings and numerous underground utilities if regular weight soil fill had been placed over the unimproved ground. To limit total and differential static settlements to tolerable levels, a design was developed using a combination of mechanically stabilized earth wall with lightweight cellular concrete fill and rigid inclusions ground improvement. This paper describes the design of the ground improvement system, construction methods used, and challenges of working next to live railroad traffic. Ground improvement quality control and assurance measures, and verification of performance by settlement monitoring are also addressed. INTRODUCTION AND BACKGROUND The 0.9-mile San Diego River Double Track (SDRDT) project is located on the Los Angeles-San Diego- San Luis Obispo (LOSSAN) Corridor in San Diego, California. The project includes the replacement of the existing 900-ft long single track railroad bridge over the San Diego River with twin double track structures. Construction of the project is phased and closely coordinated with the associated Mid-Coast light rail project (San Diego Trolley Blue Line Extension). The new bridge is a 7-span, twin steel, through girder structure supported by six cast-in-place reinforced concrete pier caps and two abutments. The large diameter cast-in-drilled-hole (CIDH) foundations are up to 9 ft in diameter, with upper portions encased in a 1.5-in.-thick permanent steel casing. The north abutment approach embankment includes a mechanically stabilized earth (MSE) retaining wall up to approximately 10 ft high and 1,520 ft long. This paper focuses on the design and construction of the north approach embankment. The project site is characterized by challenging geotechnical and seismic conditions. The site contains liquefiable soils interbedded with soft cohesive soils, underlain by competent layers of sand/gravel/cobble and other sedimentary formations. Static settlement of the new railroad, crossing utilities and adjacent buildings was a primary design concern for the north approach embankment.

Flotation recovery in geometallurgical modelling is usually predicted based on relationships developed from batch flotation testing of different ore types. These batch flotation tests are usually performed at a constant set of operating conditions and at a fixed feed grind size P80. Usually the laboratory feed grind P80 is that which is expected to be produced in the full-scale flotation circuit for that particular ore type.Flotation recovery will be a strong function of the valuable mineral particle size distribution, with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation of this fraction. This valuable mineral particle size distribution is not characterised by the solids P80 parameter alone. The proportion of material in each class will also be a function of the slope of the size distribution and the degree of preferential grinding of the valuable mineral in comparison to the total mass of the ore.This paper will demonstrate (through example) how these other size distribution parameters can change with a change in grinding technology, the size and operating conditions used in a grinding unit and the characteristics of the classification technology used in conjunction with the grinding unit. Case studies will be presented that demonstrate how this can result in these parameters being very different in laboratory testing to that produced in the full-scale comminution circuit. A rule of thumb that laboratory rod milling rather than ball milling produces a size distribution most similar to that of the full-scale grinding circuit will be challenged. These differences can result in a significant change in flotation recovery. It is therefore important to consider these parameters when developing a laboratory geometallurgical program, to enable more accurate prediction of the flotation recoveries that will be achieved in the full-scale process.CITATION:Runge, K C, Tabosa, E and Jankovic, A, 2013. We have had a long history in supporting the development of training material to ensure “safe” blasting. This has been provided as both significant technical guidance to the industry and input into the development of the new industry surface rockbreakers or shotfirers qualification in South Africa (RSA). The learning material supplied to the industry is based on both a classroom knowledge component and an assessment on the practical application of the learning by the trainee blaster on the job under the supervision of the appointed blaster. This training includes all blasting applications which can often extend beyond the “normal” mining environment of open pits, underground and quarries into civil applications such as trenches, blasting close to private buildings, public roads, pipelines, power lines, swimming pools and the removal of concrete structures and building demolitions etc.

Gypsum and gypsite, used in the manufacture of plaster and plaster products, have been mined from deposits near Acme, Hardeman County, Tex., for more than 30 years. The Certain-toed Products Corp., 120 East Lancaster St., Ardmore, Pa., operates the Acme, Tex., mine. Underground hauling was done with storage-battery and Diesel-electric-powered shuttle cars. Many mining companies and individuals have manifested interest in all types of equipment powered by Diesel or Diesel-electric units, as attested by the recent increase in use of Diesel-powered equipment in underground metal and nonmetal mines. The purpose of this paper is to describe the manner in which a storage battery-powered Joy Model 60D2 shuttle car was converted to Diesel-electric power. The conversion was made, at the instance of the operating company, by Stewart & Stevens on Services, 4801 Lemon Ave., Dallas, Tex. This is believed to be the only such converted shuttle car in use.

The separation performance of a raw coal sample from South Africa based on the dense gas-solid fluidized bed beneficiation technique was investigated. Analysis showed that the raw coal sample distributes mainly in the -50+6 mm size range with the -1.6 g/cm3 density fraction accounting for 78.20% of the cumulative mass distribution. A flow sheet of the sequential coal beneficiation technique was introduced. The experimental and simulation results of the hydromechanical and density distribution stability indicate that the dense gas-solid fluidized bed could provide a stable separation environment with uniform density fluctuations under suitable operating conditions. With the application of this technique on the raw coal sample, the separation results show that three products, consisting of 73.25% clean coal with an ash content of 9.59%, 11.31% middlings, and 15.44% gangue were effectively separated at two different densities of 1.82 g/cm3 and 1.57 g/cm3. This study provides an effective flow sheet for achieving the high-efficiency separation performance on raw coal from arid areas. The present paper consists of a survey of the literature on the problems of abrasion and wear of metals and materials by suspended matter. This problem is a very general one in industry, and is especially notice-able in the operation of cyclones and other types of dust collectors. The problem of abrasive dust in corrosive gas environments, such as commonly encountered in metallurgical industries, is particularly severe. Very little work has been done in the study of this type of abrasive wear, especially at high temperatures. However, a general review is presented here of all the work published on related subjects, such as that involving sand erosion in turbines and water wheels and the effect of temperature on friction wear. Topics in this paper include: blasting wear by sand, quartz, limestone, silicon carbide and other refractory particles; methods of investigation; effects of velocity, temperature and *Canadian Armament Research and Development Establishment, Valcarter, P.Q. angle of attack; correlation between indentation hardness, scratch hard-ness and resistance to abrasion; the effect of protective coatings; resistance of various metals; etc.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

Discussions are presented of the three phases of the noise reduction program on flight-type coal conveyors. The three phases are identification of noise sources, evaluation of potential noise reduction concepts, and implementation of noise reduction which is intended to reduce conveyor noise to less than 90 dB(A) in the underground mining environment. The major noise sources are impacts of the chain on the tail roller and on the top and bottom decks. A total noise reduction of 11 dB(A) was achieved by using techniques which are applicable to retrofit. These are a vibration isolated tail roller and an isolated wear strip on the return deck. A theoretical model of isolation provided by the isolated tail roller is developed. Appendices are presented which contain information on other potential concepts and additional data generated.

As cities and towns continue to grow, the need to install sewer, water, gas and other utilities becomes a necessity and the blasting of trenches for these service lines probably constitutes one of the most important forms of blasting in built-up areas. There f o re, understanding how explosives can be safely used in the most efficient manner is of prime importance. The need for protection against flyrock must be emphasized. The first consideration is that all explosive c h a rges should be located well down in the blastholes. The golden rule is to ensure that the depth of top stemming is never less than the burden on the hole. In the case of shallow holes, the minimum depth of stemming should not be less than 18 times the charge diameter, if airblast and flyrock are to be controlled. If there is a doubt, then additional cover and/or blasting mats should be used. Putting too much burden on blastholes is another possible cause of flyrock and raising ground vibration levels. Overburdening of explosive charges will also result in the blastholes not breaking to grade. This in t u rn re q u i res additional drilling of shallow holes down in the trench to achieve grade, thus further increasing the h a z a rd of flyrock .

Six years ago, I addressed the annual meeting of the American Society for Testing Materials on "Fuels of Today and Tomorrow."3/ Since then, our country has been drawn into another great war of veritably global extent, with unprecedented demands on fuels, foods, and materials in general. My purpose in this address is to review the changes in fuel supply and demand since 1937 and to give you my views on the outlook for the future. CONDITIONS IN. 1237 Daring 1936 the United States produced and consumed one-third of the world production of coal, two-thirds of the petroleum, and about 95 percent of the natural gas. Two-thirds of the oil produced in all countries since the discovery well was drilled in 1859 had come from American wells. With the exception of the three depression years 1931, 1932, and 1933, new oil reserves were being discovered since 1924 well in excess of our increasing rate of consumption. Discoveries of natural gas, likewise, were tremendous in volume, and this fuel was being transported to most parts of the country by pipe lines; some of them more than 1,000 miles long. We had all kinds of mineral fuels in abundance and at prices that did not stint anyone in the maximum utilization of the mechanical devices that were being developed on every hand. No one suspected that the time might come in a few years when, gasoline would be doled out to some of us at the rate of 1-1/2 gallons a week or that many of our fuel-oil furnaces would have to be converted to burn coal. Of course, these restrictions are due to unusual war conditions, such as lack of coastwise tanker transportation, unprecedented demand for aviation gasoline, and the shortage of rubber for automotive tires. However, these shortages do call our attention to the vital part of petroleum reserves in our country's future position among nations. Therefore, it is of special interest to review briefly the relations of recent supply and demand with respect to our various mineral fuels.

The element Calcium element has a unique place in the production of etals, intermetallics and other compounds. The unusualness arises from the fact that we have several possible reductants – metallic calcium, calcium carbide, calcium cyanamide and calcium hydride. A review of how metallic calcium is manufactured and utilized is presented. The difficulties involved in producing the metal in large quantities and price implications are noted. . Fundamental thermodynamics of how these act as reductants are shown, along with the historic application of these in metal production during the past century and a half. Alternate applications as to how to control the cost of the reductant is indicated, such as the numerous attempts in making low cost titanium utilizing direct or indirect calcium reductant.

Growing domestic and global demands for mineral resources have established an imperative need for developing comprehensive, versatile mineral supply analysis evaluation tools. The Minerals Availability System (MAS) of the Bureau of Mines is meeting this need with its computerized Supply Analysis Model (SAM). This paper describes the SAM system and the quantitative methods used by the MAS for mineral supply analyses. The MAS evaluating process consists of deposit identification, tonnage and grade determinations, engineering and cost evaluations, financial analyses, and supply curve generation. MAS has developed this computerized system primarily to facilitate the maintenance of data information for the constructing of commodity supply curves. The SAM system presently has the analytical capabilities of simultaneously (I) evaluating many mineral deposits, (2) updating mineral supply information to reflect inflationary changes in costs and prices, and (3) conducting sensitivity analysis to determine impacts on mineral supply under various conditions. Many potential users in both government and industry will find the SAM system a valuable tool for policy analysis, forecasting, and planning. The SAM system has been constructed so that any types of information that are similar to the data elements in the MAS data base may be used to perform supply studies. The storage space needed for the SAM system?s programs, files, and output data is approximately 14 million characters.

Slurry diaphragm walls are commonly used as both temporary excavation support walls, and permanent structural walls, for circular shafts and long rectangular structures (such as underground subway stations); however, they are not commonly used for more compact rectangular or square shafts. In these instances, a second wall is typically cast inside the slurry walls to form the permanent structure. This paper discusses the approach used on the Silicon Valley Rapid Transit Project in California to analyze these compact rectangular types of structures for static and seismic loading, and to determine whether or not slurry walls can be confidently used as both the temporary and permanent walls for two tunnel ventilation shafts.

Published information discussing uranium mine radon daughter controls and related costs was examined and used to develop an estimated (projected) cost per ton for any level of control. Results show a clear power function increase of cost for conventional dilution ventilation as the annual exposure limit is lowered. Projections can be made using any assumed changes in consumer price index (CPI) and radon daughter working level months exposure limit. Bounds on the estimated costs are provided, and applicability of the final equation is discussed.

Amodified load transfer method computing the displacement, axial compression, skin resistance, toe resistance, and other static bearing behaviours of piles, is propoesd in this paper. Through deriving a new concrete computational method with simple integration, many complex factors, such as different soil properties of each layer in layered soil, variation of soil parameters with the changes of the depth, different elastic moduli of piles under different loads, and even different areas in the same pile, can all be easily considered. This method fits in with many types of piles, including friction and point bearing piles, precast and cast-in-situ piles. Observation of static loading test on pile is given, and the computed values from the modified load transfer method are found to agree with practical measured results.
