Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

Studies to enhance the FLSmidth forced air machine through changes in the design, showed important improvements through changes in the number of Rotor blades, stator designs, rotor air distribution and other designs features. The main outcomes from this study highlighted that increasing the number of rotor blades increased the selectivity while decreasing power requirements while stators with slots have better results in terms of recovery, flotation efficiency and selectivity than without slots.Also the rotor air distribution makes a difference in the design when comparing different distribution criteria whilst keeping all features of shape and number of blades etc constant. At the most efficient rotor air distribution design, copper recovery reached one of the highest values while keeping good selectivity. The possible explanation for that is the increase in the pump capacity indicated by the increase in the specific power.It was seen as significant that reduction in specific power for some designs tested compared with the then current standard design had an average of 30% less power consumption.As a result, FLSmidth was able to identify new designs that decreased power and improved recovery, as well as, identifying some designs that specifically improved fine and/or coarse particle recovery.CITATION:Silva, R, Caldwell, K, Bell, D, Olson, T and Vianna, S, 2013. Commercial or industrial explosives are mechanically-mixed, fuel-oxidizer composites which exhibit varying degrees of non-ideal behavior. Non-ideality results from a relatively slow and state-insensitive reaction rate (Lee, 1990) and is characterized by C-J pressures, velocities or expansion isentropes significantly lower than those expected from equilibrium, steady-state calculations such as Tiger or BKW (Mader, 1979). This departure results from significant amounts of explosive material which remain unreacted at the sonic point. Energy released by continued combustion within the emergent supersonic region downstream of the sonic point, constrained by local sound speed, cannot flow to the shock front and do work on it. The significant amount of this ‘late energy” and its slow time rate of release must be considered in any blast performance model.

Electromagnetic location tests were conducted by Westinghouse Georesearch Laboratory under the sponsorship of the U. S. Bureau of Mines at the Galena Mine in Northwest Idaho. The objectives of these tests were to evaluate the performance in deep hardrock mines of an electromagnetic location system previously developed for the U. S. Bureau of Mines for use in coal mines. Tests were performed using long wire transmitting antennas as well as horizontal and vertical transmitting loops at depths from 3000 feet to 4300 feet (995 metres to 1311 metres). Surface measurements were made of magnetic field strengths, field strength patterns, and background noise, These measurements were compared with theoretical predictions for a homogeneous ground conductivity consistent with this particular geologic region. The results of the Galena Mine tests show conclusively that light-weight portable electromagnetic transmitters can be effectively utilized to provide uplink communications and location information in deep hardrock mines. Typical metal mines such as Galena utilize deep vertical shafts for mine access and haulage and these shafts produce signal enhancement at the surface from underground electromagnetic transmitters by as much as 30 dB. The results also show that horizontal wire configuration can serve as an effective alternative to the magnetic dipole antenna as a rescue transmitting antennaa and can be used when the required area is not available for deployment of a loop antenna. In spite of the electromagnetic coupling effects observed in the vicinity of the shafts, the location accuracy obtained still provided useful information on the general location of the transmitting sources involved. The horizontal wire location accuracy was within 46 metres, while the vertical magnetic dipole and the horizontal magnetic dipole accuracies were within 152 metres and 110 metres respectively at a 915 metre depth.

The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

"Niobec has been using vibrating screens and screw classifiers as a double stage classification in its grinding circuit since the very beginning of its operation in St-Honoré. Most of the other mineral processing plants around the world uses cyclones as the classification device in their grinding circuit. The difference between these two methods are well known in terms of capital cost and grinding efficiency but the differences in terms of the impact on the downstream processing stages are a lot harder to predict and are case specific. In the interest of lowering the capital cost of a future expansion project, Niobec decided to test the cyclones in its actual grinding circuit and evaluate their impact on the recovery of the downstream processing stages as well as the operating cost of the mill. We switched between cyclones and screens for 8 month in 2013 and early 2014 and we are now operating only with cyclones since march 2014.INTRODUCTIONThe Niobec mine and concentrator were built in the mid 70’s and at that time, the mill was processing 1 500 tons per day. Over the years, many expansion projects have brought the plant to 7 000 tons per day. Throughout the initial concentrator design and commissioning, screens have been chosen over cyclones because of their higher classification efficiency which is known to reduce variability and limit the fine generation especially due to a high undersize classification efficiency. Just like many other plants, fine particle generation is a major problem at Niobec because of its negative effect on downstream processing stages. In the interest of lowering the capital cost of a future expansion project, Niobec’s engineering team decided, 35 years later, to test the cyclones in its actual grinding circuit and evaluate their actual impact on the final recovery and the operating cost of the mill.The grinding circuit is separated in two lines which will be called Circuit #1 and Circuit #2 along this paper. Circuit #1 is, as you can see in Figure 1, composed of a rod mill and two parallel ball mills in closed circuit with screens and screw classifiers. The screens oversize are sent to the screw classifiers while the undersize are sent to the next processing stage. The screw classifiers overflow are both sent back to the pump box while their oversize streams return in their corresponding ball mills for further grinding. Circuit #2 is, as you can see in Figure 1, quite the same as Circuit #1 except it has only one set of screw classifier and ball mill. Figure 1 also shows the modification in arrangement each circuits went through to integrate the new cyclones. One of the ball mills in Circuit #1 now appears dotted because it can still be used but is not now"

The State of California, Department of Transportation is currently retrofitting a major interchange near the San Francisco area. The project is located in a highly traveled area of Oakland with light rail commuter service near many footings. Over 600 micropiles are being used in conjunction with CIDH piles for footing stabilization. A specially designed Soil Nail pile will support footings for a new light rail utility structure. Pile testing features in this contract serve as points of interest for future foundation designs. The presentation focuses on substructure issues of this incterchange retrofit. The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

The Rosita Hills contain rich, vein- and breccia pipe-hosted precious metal deposits. Volcanic activity occurred in two cycles - an early, mainly andesitic cone-building phase that terminated in the formation of a caldera and breccia pipes and a later phase characterised by trachytic lavas and dykes, rhyolite domes and lamprophyre dykes. Alteration consists of weak propylitic and argillic and, locally, intense advanced argillic, K-feldspar sericitic and silicic types. Marked trace-element depletions (Rb, Sr, Zn, Mn) are associated with K-feldspar-sericitic alteration and with advanced argillic alterations, whereas enrichments (Pb, Ag) are associated with K-feldspar-sericitic alteration. Gold distribution is highly localised and is controlled by breccia pipes and a caldera ring fault; it is not related to district scale alteration. In general, the geochemical and alteration patterns are complex, but they are clearly influenced by linear structures, the caldera ring fault and breccia pipes. Pipe-hosted Au-Ag and vein-hosted Ag mineralisation are associated, respectively, with early andesitic and late, post-caldera rhyolitic activity. The pipe-hosted and, especially, the vein-hosted mineralisation show affinities with adularia-sericite-type epithermal deposits

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. This paper provides updates to the paper published by the lead author at RETC 2011 with a summary of developments in technologies, products, and approaches to corrosion analyses of gravity sewer tunnels and microtunnels. This paper presents approaches in evaluating degradation of reinforced concrete liners. Also, the carbon footprint of conventional concrete liners and alternative “green” liners are compared and their life cycle costs are considered. A few case histories from the past decade are provided indicating the latest and emerging trends in liner protection.

Before 1995, the smelting process at the Kennecott Utah Copper Corp. (KUCC) smelter consisted of Noranda reactors and Pierce-Smith converters. When considering expansion, it was decided that the existing process would not lend itself to a program geared toward processing the total output of copper precipitate and copper concentrate from KUCC mining and concentrating operations. During 1989 and 1990, several smelting options were evaluated. The final selection was the Outokumpu flash smelting process, coupled with the new Kennecott-Outokumpu flash converting technology. Facilities were designed and installed to process 1 Mt/a (1.1 million stpy) of copper concentrate, with the ability to expand to 1.2 Mt/a (1.3 million stpy). The smelter facility that used the Noranda technology was shut down in May 1995. The flash smelting furnace operation began in June with the flash converting furnace start-up a few weeks later.

This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

Production planning techniques, particularly a production scheduling model are proposed for use in taconite mining in Minnesota. Applications of the scheduling model, on a two-year mine plan, which evaluates the equipment involved, are detailed. Data and tables are included. INTRODUCTION Fifty years ago Walter Swart, a mining engineer investigating the Minnesota taconites for the Jackling interests, made this report: "There is no doubt in my mind that this taconite mining is a game worth playing and that it can be played to a successful finish. It seems now only a question of men, money, methods and details."' The prosperous industry envisioned by Swart and other taconite pioneers is today a reality. Its growth has been spurred by technological advances in mining and beneficiation, depletion of natural ore reserves, and improvement of the economic climate. However, the massive problems that were solved to make this development possible are only a foreshadowing of the questions of "men, money, methods and details" that will be encountered in the future. The increasing demands for higher quality taconite pellets have already forced producers to examine better methods of quality control for their operations. THE NEED FOR PRODUCTION SCHEDULING The maintenance of fairly constant crude ore characteristics is of major importance to mill quality control. Through careful mixing of ore from storage bins, the concentrator staff can partially reduce the deviations of the feed analysis from the analysis desired. However, the limited effectiveness of bin mixing systems has caused some mining companies to utilize large capacity blending piles to reduce grade variations. Although the analysis of material being reclaimed from such a pile is relatively uniform, raw materials still must be scheduled from the mine into the pile in such a manner that the average analysis of all material is close to the feed analysis prescribed by the mill. PRODUCTION SCHEDULING MODEL Minnesota taconite mining companies have used three analyses to estimate how a certain ore will react to concentration. These factors are the crude magnetic iron content of the ore, the iron content of the plant concentrate produced from the ore at a standard grind, and the grindability index of the ore. The actual laboratory tests used to determine these factors have been described by Apuli.2 These data are obtained from analysis of diamond drill cores, and are the established criteria used by mine planning engineers to formulate taconite production schedules. Variations in the grade of mine output should be controlled by any production scheduling system. However, to be truly practical, production scheduling methods must also consider many of the less tangible variables that affect mine operation. These include pit layout, available equipment, and ownership of ore leases. The number and scope of the variables inherent in this type of mine planning suggested that a computer simulation could be used to solve the problem. The preparation of information for use with a computer simulation program was the initial phase of this project. Meaningful data was developed from logs of diamond drill cores. Analyses were related to their respective areas of influence by means of mine maps, Fig. 1. The three assay variables and tonnages for each area were punched on cards. In addition to these values, a location code number was punched in the first eight columns of the cards. This code is explained as follows: Column 1 Bench number Column 2 Quadrant location as determined by mine reference lines Columns 3-5 East-west coordinate Columns 6-8 North-south coordinate The heart of any simulation techniques is a well engineered mathematical model. To develop a model for taconite production scheduling, the relationship between the three assay variables had to be established. "In flotation circuits, direct measurement of the volumetric flow rate delivered by electromagnetic flowmeters is often difficult to obtain particularly due to piping and flow constraints. However, on-line material balance calculation could offer a reliable alternative to flow rate sensing. This paper describes an on-line material balance software package as applied to a copper flotation circuit for mass flow rate estimation mainly based on the output of an x-ray fluorescence onstream analyser. Rule-based procedures for the management of the main calculation modules are designed and integrated to a Comdale expert system. Attempts to diagnose the flotation process from mass flow rate data are also discussed.INTRODUCTIONThe need for improved process diagnosis, control and optimisation has become more evident for the mineral processing industry in the last decade. Therefore, new process variables need to be inferred or measured particularly in highly multivariable processes such as flotation. This process is subject to a wide variety of disturbances mainly generated by frequent and sometimes abrupt changes in physical and chemical characteristics of the ore and due to some irregularities in manual process operating procedures.A flotation circuit scheme is always a complex network counting more than two dozens of slurry streams. The mineral composition and microtextures of a cubanite-rich sulphide ore are described and cubanite breakdown textures are illustrated. The occurrence of cubanite in macroscopic dimensions is featured.The origin of the ore is tentatively related to a composite ore fluid arising initially from an ultramalic source and extracting some metal components from an older granite mass along the margin of which the serpentine was emplaced. Some alternative possibilities as to origin are also mentioned.

ALTHOUGH great progress has been made in flotation of the Broken Hill silver-lead-zinc ores, no paper dealing with this subject has been presented to the members of the Institute since James Hebbard's valuable contribution in 1913. Almost every discovery or development in the history of flotation has formed the basis 6f a patent, and but few experimentalists have overlooked the fact that their investigations might lead to the establishment of a patentable process. This, together with the aftermath of patent litigation, naturally resulted in secrecy being maintained in matters appertaining to the art, and the industry as a whole has consequently suffered considerably. Much valuable time has been wasted through numbers ofmen repeating work along certain lines, which, unknown to them, had already been thoroughly exhausted by others, whereas a lot of this would have been avoided by a freer interchange of information amongst those directly concerned. Owing to differences in the ore treated and the various applications of flotation concentration in relation to gravity methods, the flotation problems of the various mines differ considerably. This, together with the secrecy previously referred to, hasresulted in the development of numerous systems and machines, most of which would appear, to the casual observer, to comprise separate and distinct processes. The author has endeavoured to show how much these processes have in common with one another, and, at the same time, has tried to convey some general ideas on flotation to those members of the Institute who are not directly associated with this branch of concentration.

As a mining social practitioner, social indicators are within the purview of required competencies. A situation, where the ER manager requested assistance in quickly deriving a few social indicators for the strategic plan motivates this paper: despite ample technical knowledge about indicators, a clear understanding of stakeholder aspirations and concerns, as well as familiarity with management priorities such a request required reflection to produce a satisfactory approach, which combined pragmatism with enough academic rigour to provide reliable measures, while being justifiable to management who are unfamiliar with many of the pertinent debates. Importance: Social indicators enable the identification of more and less effective mine-community engagement strategies as well as providing primary data to better understand how the mine-community social system responds to different interventions, thus guiding future engagement plans. In addition social indicators: ? Assist communication about social strategies with Engineering and Operations management, using a quantitative language that is familiar to them. ? Provides concrete data to engage stakeholders to discuss progress and challenges arising, to move discussions towards technically robust strategies and away from politically interested proposals. ? Finally, social measurement is required more and more in due diligence, covenants and ongoing monitoring in Independent Engineering assessments of projects for financing. This paper begins by considering some technical considerations that are useful to guide indicator development. It then introduces the field research informing this paper and discusses some useful results in the light of further applicable concepts from the literature. The paper ends by considering corporate aims in applying corporate social responsibility (CSR) programs and discusses the application of the research for practitioners at mining operations, in the light of these aims.

The Glenwood Canyon is a 13 mile long river gorge formed by the Colorado River approximately 2 miles East of Glenwood Springs, Colorado and approximately 150 miles West of Denver Colorado, (See Drawing #1). The canyon walls rise some 800 feet from the river elevation on either side of the river. The South-side river bank is occupied by the Denver and Rio Grande Western Railroad. The Northside is currently occupied by completed sections of Interstate 70 and US Highway 6. The railroad was built in the late 1800's and a hydroelectric power generating station was built in about the center of the canyon in the early 1900's. The Highway 6 platform was completed in the 1930's. The design and alignment for Interstate 70 thru Glenwood Canyon began in the early 1970's. The Highway thru Glenwood Canyon was designated a scenic Highway by the United States Congress, thereby allowing certain deviations from standard Interstate requirements. Environmentalists objections to the construction of Interstate Highways thru Glenwood Canyon resulted in especially careful design to avoid adverse environmental impacts. As a result, in many areas the new Highways will have restored the canyon to its more native configuration than what was the case in the building of the US 6 Highway platform.

In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.
