CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.

Finally, the process by which the reduction in vibration was achieved in practice is described. Results are discussed for several production blasts taking place over a one year period.

This Bureau of Mines report describes the Human Factors in Mining Search System (HFMSS), a computerized information retrieval system that provides relevant human factors information from journal articles, research reports, seminars, conferences, etc. in terms of 19 mining-related categories. It is the only existing data base that stresses all of the areas of human factors as applied to mining. Examples of these categories are biomechanics and work physiology, human error and human reliability, work design and task analysis, manual materials handling and back injuries, hand tools, organizational and management practices, psychological factors, and training. Although the emphasis is on literature dealing directly with mining, applicable material from other areas of research is included for those categories in which little research has been done in mining. Each record in HFMSS can be recalled by any field such as title, author, date, source, descriptive terms or key words, as well as by any words found in an abstract that describes the purpose, procedure, and results of the research. This report describes HFMSS fields and subject categories, the annotated bibliography, user's manual, and thesaurus of key words. Example printouts in both brief and full formats are included as an appendix.

THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.

THE object of the work was to increase the capacity of the plant and, if possible, to reduce costs of the actual unit grinding while doing so. The accompanying assays of an infra-sizer analysis of the cyanide tail (Table l) illustrate the problem in hand. The cyanide tail is a combination of two products, gangue and FeS2. The assay alters by virtue of a change in gold value due to grinding and the relative quantity of FeS2 in the sizes, which itself varies with the grind. The disposal tail is the residue after the cyanide tail is scavenged by flotation, most of the pyrite being removed for roasting. It presents a somewhat different problem, since grinding gangue is all gain, but -10 micron FeS2 does not float nearly as well as + 10 product. This results in compromise in the final size to be aimed at. Extra grinding has hardly any appreciable effect on the gold extraction from the FeS2. An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

In an extremely competitive mining industry, onsite experience is a big advantage. Mining education at the universities is mostly focused on theoretical studies without a possibility of practical training in mining sites. Hence, experimental mines suitable for practical education are needed to provide a platform for systematic research and education in industrial scale and for training in real mining conditions. Yet, this kind of mine sites is rare worldwide. Thus, a new educational research project, namely MINETRAIN is introduced in this paper evaluating the transition of the Pyhäsalmi mine in Central Finland from an active base metal mine to a research, educational and training underground facility. The uniqueness of MINETRAIN compared to other test mine programs is that the existing state‐of‐art infrastructure in Pyhäsalmi enables research and training facilities among all disciplines related to the overall mine value chain. Though all the above sound interesting in the context of research and education purposes, in practice Pyhäsalmi will have to become an experimental mine that can be sustainable in the future. Accordingly, a prefeasibility study is being conducted and some preliminary results are presented in this paper. INTRODUCTION Despite being a field of studies that requires practical knowledge and experience, mining engineering education follows the same pattern in most mining universities around the world; consisting of theoretical courses and laboratory-based practical modules (Mischo, 2015). The possibility of having practical training in real mining conditions on actual mine sites or processing plants is limited to none, while the only contact that undergraduate students have with mining operations during their time of studies is usually through short-time internships or visits in the context of educational trips. Yet, real integration between universities and the mining industry may be scarce, which does not help students to observe the actual processes, and thus understand the whole picture of mining operations. Indirect practical training is also possible nowadays that technology is shifting from mechanical to digital, and the use of virtual reality -in the context of Mining 4.0- can provide additional experience to the learning process. However, virtual reality is limited to the visual impression and is also limited in actions (Binder et al, 2018). In any case, when there is not a proper pragmatic view of how the different disciplines link to each other and especially if there is a lack of communication, unfortunately the results could be seen at a later stage in the mines as a poor performance of professionals and workers. Another major challenge for educating specialists in the mining sector is that experimental mines suitable for practical education, where the skills and know-how could be developed and/or enhanced are rare worldwide. Such research and educational (R&E) facilities are practically former metal ore mines that have been transformed into experimental sites. Besides being limited in number, not all facilities of this kind serve both a research and educational purpose.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. Bolnore Village in Haywards Heath, Sussex, England, is a large development covering 8 to 10 hectares and expected to provide 1500 homes in five phases to assist in the continuing demand for new homes in the London area. Part of the development required housing on a relatively shallow slope found to have deep seated failure planes which are fairly prevalent in this part of Sussex. Locally the slope angle was around 20 degrees but more typically the gradient was 6 to 7 degrees. There were significant concerns about slope stability and bearing capacity due to pre-existing shear surfaces and the complex geotechnical profile. There was some evidence of instability in the form of residual shear surfaces and tension cracks. The development required terracing the site with retaining structures up to 5 meters in height, formation of access roads and foundations of new houses. The developer Crest Nicholson adopted a collaborative approach with consulting engineers Powell Tolner and specialist geotechnical contractor Keller Ground Engineering. The solution consisted of a novel combination of contiguous bored piling, ground anchors, and both block work and timbacrib retaining walls to ensure the geotechnical issues were adequately addressed within the time and cost constraints set by the team. Over a four-hour period of steady plant operation samples were taken at regular intervals frum points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments shaved that the main grinding circuit had some reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 ¦m had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slav floating and were responsible for approximately half the lead losses in the final zinc concentrate and one thiro of the lead losses in the final tails. All sizes of zinc values between 150 mesh and 7 ¦m floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the -7 ¦m fraction. The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.

These numbers are used in the subject index to help the reader locate the appropriate articles.

Underground fires often prove difficult to control , and a small fire can quickly grow into a large one , endangering life and causing large property damage . Even a small underground fire may produce enough noxious gases to cause suffocation ; therefore , every precaution should be taken to prevent and control such fires . It is ironic that mine fires should be caused when utilizing materials that are in themselves fire - resistant ; yet , cutting and welding of iron and steel are proving to be common causes of underground fires in metal mines . This paper includes 19 examples of underground fires of this nature , and undoubtedly this is only a fraction of the number of similar fires that have occurred in the last few years . This paper will review some metal - mine fires caused by cutting or welding and point out precautions to be taken to prevent other fires from this cause .

Staying competitive in the highly aggressive Powder River Basin is a challenge facing all operators. Any advantage that a mine utilizes to improve productivity and reduce costs could mean the difference in the tight spot coal market. Technological advances in mining equipment and data acquisition at the Eagle Butte Mine in Gillette, Wyoming result in productivity gains and increased maintenance awareness. A new overburden haulage truck fleet with an onboard payload and fault monitoring system interacts via telemetry with the loading shovel and PC's located in production and maintenance offices, enabling staff to monitor production and maintenance on a real-time basis. This paper will describe the system and highlight the benefits realized as a result of its implementation.

This report presents a complete qualitative picture of knowledge of the composition of petroleum as of April 1965. The material is presented in detai 1 on two imaginative maps--one, the Hydrocarbon Hemisphere, depicts the hydrocarbons that have been identified in petroleum; the other, the Heterogeneous Hemisphere, shows the sulfur, nitrogen, and oxygen compounds that have been found. All compounds are placed on the maps according to boiling point. The accompanying text illustrates by structural formulas the several types of hydrocarbon and nonhydrocarbon compounds identified, presents some quantitative data, and points out the possible geochemical significance of a number of the compounds. The possibilities of the Petroleum World of the future are discussed as a function of needed research.

Tailings from mines and industries impose danger to the environment as evidenced by the recent failures of tailing storage dams. The tailings are mostly non-plastic with silt-size particles, but their behavior is largely dependent on the extreme void ratios of the material. Hence, the critical state provides an appropriate perspective in explaining the behavior of these geomaterials. Based on a comprehensive dataset of non-plastic tailings and non-plastic soils, an attempt has been made here to correlate critical state parameters to extreme void ratios and stress parameters. A hybrid algorithm with multi-objective feature selection (MOFS) and extreme learning machine (ELM) was used to establish the correlation and to identify the most influential input parameters. Based on the information from the proposed hybrid algorithm, a comprehensive prediction model is proposed using multi-gene genetic programming (MGGP) algorithm to facilitate quick estimation of critical state parameters. The performance of both models has been assessed using several performance metrics. The results from the study indicate that hybrid MOFS algorithms perform very well in the prediction of critical state line parameters and the identification of influential features. The findings of the study have significant implications for future research on the safe management of tailing storage facilities.

Improved methods of dust control in the metal and nonmetal mining industries were studied. Preliminary dust surveys were made at selected mines and three mines were chosen for additional studies. Dust control effectiveness was evaluated using full shift gravimetric sampling and GCA Dust Monitor readings. Analyses for free silica content and particle size distribution were conducted. A belt washing system which was used to control dust at a transfer point was evaluated. The average reduction of respirable dust was 48% and the average reduction of total dust was 78%. The belt washing system not only maintained the work place within compliance but reduced maintenance problems along the beltway by 90%. Exhaust ventilation at a crusher was evaluated for control effectiveness. Ventilation along with operation of the crusher control room under slight positive pressure, maintained the work place within compliance. An exhaust ventilation system was designed for use at an underground rotary dump. Although the system was not installed or evaluated, details on the design are given. High expansion foam was used at an ore chute in an attempt to control dust at the draw point and loading point. Results indicated that foam did not effectively control dust.

Tougher physical mining and processing conditions as well as economic circumstances are causing many mining companies to re-evaluate the effectiveness of their mine planning. The recent wave of inexpensive computing power provides the engineer an opportunity to go beyond the simple one-off manual mine design and production schedule. The basis of a good mine plan is a good reserves model. Concepts of mine model development are explored. The only advanced computer methods that have found consistent success in optimising mine planning functions are economic pit limits determination and material scheduling. Three pit 'optimisation' methods are examined; the moving cone, the Lerchs-Grossman 3-D graph algorithm, and the new network flow algorithm. A comparison between the methods in terms of total profits generated and computer time involved are made. The results show that both algorithms produced a higher profitability than the simple moving cone, but at much higher execution times. However, the profit increase never exceeded much more than 1 % of the base moving cone case. Finally, a method for the development of long range material production schedules with forward waste planning is presented.

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

"Northern Minerals Limited’s (ASX: NTU) flagship project is the Browns Range Rare Earth Project (the Project) located in Western Australia, consisting of a number of deposits with high value, heavy rare earth elements, in particular yttrium, terbium, and dysprosium. The deposits are dominated by xenotime mineralisation, which occurs within hydrothermal silicified and hematitic breccias. The Company delivered an initial JORC compliant resource estimate for the Project at the end of 2012 of 10,500 t of contained total rare earth oxides (TREO), which was increased to 28,084t of contained TREO in October 2013 and further enlarged to 47,997 t of contained TREO in February 2014. Concurrent with the growth of the Project resource base, significant progress has been made in developing the metallurgical process for the beneficiation and extraction of rare earth elements (REE’s) from the xenotime mineralisation. Development of the beneficiation circuit evaluated several process options and selected whole-ore flotation and magnetic separation, followed by flotation (hybrid circuit) as the two preferred flowsheets to pilot, following encouraging results on the bench of 83% and 86% recovery to a 20% TREO mineral concentrate respectively. Several downstream hydrometallurgical extraction flowsheets were evaluated. However, the following two preferred process flowsheets were ultimately selected for further detailed investigation during the prefeasibility study: 1. Sulphation bake, water leach, purification, oxalate precipitation, and/or calcination to produce a mixed RE oxide; 2. Sulphation bake, water leach, phosphate precipitation, caustic conversion, HCl leach, and oxalate precipitation to produce a mixed RE oxalate. Excellent heavy rare earth oxide (HREO) extractions (~ 90%) from beneficiation concentrates were achieved on the bench for both circuits, however flowsheet 1 was ultimately selected as the preferred flowsheet to pilot due to lower capital and operating cost. A mixed rare earth oxalate (42% TREO) or oxide (92% TREO) can be produced with low levels of Th and U of 3 ppm and 6 ppm respectively."

"As part of a Nation-wide program of the United States Government to develop natural resources, funds were made available to the Bureau of Mines for the investigation of the ""Reduction of Iron Ores by Solid and Gaseous Fuels."" These investigations are concerned with the direct production of iron from its ores without the use of a blast furnace. Many processes have been proposed for the low-temperature reduction of iron oxides, but few have been developed to commercial use. High-quality sponge iron is produced com-mercially only in Sweden.The cost of iron production depends in part on the grade of the ore and increases with decrease in grade. The substitution of cheap natural gas in a sponge-iron process for expensive coke in smelting in the blast fry pace would partly compensate for the use of low-grade ores. If a process can be developed in which inexpensive natural gas can be used as fuel and reducing agent, the large deposits of low-grade iron ore and the natural-gas resources of east Texas may be utilized in the commercial production of sponge iron.Sponge iron may possibly be used to supplement scrap iron, pig iron, or, in special instances, wrought iron. Sponge iron will vary but slightly in composition and will contain little or no nickel, cobalt, manganese, copper, and other allowying metals. It is becoming increasingly difficult to obtain choice scrap iron of nonalloy composition. Pig iron contains 1.5 to 3.0 percent silicon and 3.0 to 4.5 percent carbon. Sponge iron generally contains less carbon than pig iron.The Madaras Steel Corp. in Longview, Tex., built a set commercial-scale sponge-iron plant which was intended to be operated in connection with a steel foundry. The process is based upon the reduction of preheated iron ore, with hot reducing gases under pulsating pressure. Although the Madaras Corp. had previously experimented with the production of sponge iron by reducing the ore with pure hydrogen, several attempts to use a re-formed natural gas as the reducing agent in this pilot plant were unsuccessful. The Bureau of Mines leased this plant and conducted an extensive investigation of the Madaras process on a semicommercial scale.The experiments were not entirely satisfactory, partly because of mechanical difficulties and partly because the reducing gas was not of the best quality. However, much information on the production of reducing gas by re-forming natural gas and on the reduction of iron ore with re-formed natural gas was obtained.The sponge iron produced contained approximately 0.1 percent phosphorus; and, after melting in an electric furnace, the iron contained approximately 0.15 percent phosphorus. The results of attempts to improve the ore by ore-dressing methods were not encouraging."
