By NORA Mining Sector Council

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

This manual provides basic practical instruction on the inspection of driven piles. It covers the essential components of pile driving, such as the pile driving hammer, hammer accessories, the pile and soil, and frequently encountered test methods in an uncomplicated, yet knowledgeable, and practical manner. Insight is given into the methods of installing the foundation, dealing with the cranes which do the lifting, the hammers which do the driving, the leads that guide the hammer and pile, the compressors which provide the external power when required, and finally prevalent analysis tools and testing instrumentation and procedures which enable you, the Inspector, to do your job. This DFI Inspector's Manual for Pile Foundations will help the Pile Inspector who has limited knowledge of pile foundations. Perhaps this Inspector has been pressed into service at a moments notice; a few helpful hints and suggestions to him are desperately needed and he can look here for the basics. It is also useful for the experienced Pile Inspector as a reference guide. However, this manual is not a detailed check list of every possible scenario and detail which could ever be encountered. There are other sources available which give more detailed descriptions (and should be consulted by the Inspector when appropriate; a list of this additional reference material is provided and suggestions made in appropriate chapters of this text). The current manual is more a brief "textbook overview" with some of the more important aspects given at least some emphasis so that the Inspector has some direction and hopefully helps to produce a safe, yet economical, foundation.

The steepness of the slopes of an open pit mine has a substantial influence on the financial return of the mine. The paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice, pitwall profiles are often planar in cross-section within each rock layer; i.e., the profile inclination across each layer tends to be constant. Here instead, a new geotechnical software, OptimalSlope, is employed to determine optimal pitwall profiles of depth varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties, and factor of safety (FoS). Bench geometries (bench height, face inclination, minimum berm width) are imposed in the optimization as constraints which bind the maximum local inclination of the sought optimal profile together with any other constraints such as geological discontinuities that may influence slope failure. The obtained optimal profiles are always steeper than their planar counterparts (i.e., the planar profiles exhibiting the same FoS) up to 8° depending on rock type and severity of constraints on local inclinations. The design of a copper mine is first carried out employing planar pitwalls, secondly adopting the optimal pitwall profiles determined by OptimalSlope. The adoption of optimal slope profiles leads to a 34% higher net present value and reductions of carbon footprint and energy consumption of 0.17 Mt CO2 eq and 82.5 million MJ respectively due to a 15% reduction of rockwaste volume.

The work of the Mining Division is divided among seven sections, each in charge of a supervising engineer, as follows: 1. Metal-mining methods section, the supervising engineer of which is also supervising engineer of the Southwest Experiment Station at Tucson, Ariz. 2. Metal-mining research section. 3. Nonmetal-mining section. 4. Coal-mining section. 5. Mine-ventilation section. 6. Mineral-industries survey section. 7. Electrical section. The names of the sections indicate broadly the fields covered by each, and in the following, pages the objectives and type of work of each section will be summarized briefly and their active problems listed. The work clone during the fiscal year 1937 will also be summarized.

Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. It was important to utilise the holistic approach of the methodology in the identification of opportunities at this site; the goals of the operation showed a strong coupling between water and energy issues which would be difficult to overcome using the operationÆs current organisational model, which deals with such issues separately of each other.CITATION:Tuazon, D, Corder, G D, Powell, M and Ziemski, M, 2012. "This paper reviews the history of Wabana Mines from 1892 to 1966, inclusive, in order to clarify the essential factors involved in the achievement of maximum mining efficiency and in the search for an acceptable product to satisfy changing market requirements. It outlines the progressive steps taken to mechanize both surface and underground operations, and forecasts anticipated performance, assuming certain major plans could have been implemented. Results of extensive research in the treatment of the complex ore are discussed. Selected processing alternatives are compared as to feasibility in a summary incorporating estimated capital and operating costs."

This paper, a follow-up to an earlier study, gives the history of Canadian developments in mineral processing from 1921 to the fall of 1964. It deals extensively with comminution and flotation, and then goes on to cover the fields of gravity concentration, magnetic concentration, cyanidation, the processing of uranium ores, and instrumentation. Several outstanding examples of installations are given. The paper concludes with a discussion of present-day trends in mineral processing. Introduction T HE history of the developments in mineral processing in Canada from its earliest times to 1920 has already been published by one of the authors (1). The present paper is thus a logical follow-up to bring this history to date. From 1834 to 1920, mineral processing in Canada, as elsewhere in the world, was in its formative stage. This, however, prepared the ground for developments that have resulted in a mining empire from the Atlantic to the Pacific, a mining empire which could be said to be almost on par with that in the United States.

Factors leading to the necessity for some individual testwork in solving most specific hydraulic transportation problems are listed and a description is given of a method used in determining critical flow conditions. An outline is given of the basic theory of the purpose of the testwork, and a means of applying test results for varied pipeline diamet.er and material conditions follows. Engineering and economic factors are applied to the solution of a specific hydraulic transportation problem and the use of the test results in plant practice is illustrated. The advantages of connecting pumps in series in centralised pumping stations rather than individually along the pipeline are stressed. Some notes are added on the future possibilities and economies of post pump injection of solids into high pressure pipelines.THE HYDRAULIC TRANSPORTATION OF SANDSAs well as all the classical variables involved in a pipeline installation, one must consider, when solids are to be transported, the effects of such variables as:(i) Proportion of solids in the pulp.(ii) The average specific gravity of the pulp.(iii) Specific gravity of the solid material.(iv) Solid particle average sizing and possibly shape.(v) Solids particle grading.(vi) Pipeline diameter for effects other than classically hydraulic.(vii) Pipeline material.(viii) Fluid viscosity.(ix) Pump characteristics.(x) Abrasive or corrosive properties of the pulp.Not surprisingly, the application of published data to the hydraulic transportation of a specific material is difficult if not well nigh impossible. COMPLAINT has been made that in the literature of economic geology the work of the "company or practical" mining geologists does not get enough attention. I propose to attempt to overcome this com¬plaint in reference to one important lead-mining district, that of the Coeur d'Alene in northern Idaho. Furthermore, I will assume that the reader is not so much interested in the geology of the district as in the methods of application used and incidents that have arisen in the work. All the important discoveries of ore in the Coeur d'Alene were made without benefit of geology. Certainly I would not claim the reputed discoverer of the Bunker Hill mine as a fellow geologist. It appears also that the mines were operated quite successfully for many years without geological specialists, though doubtless certain properties were visited at long intervals by such men as Waldemar Lindgren. It was known that the ores occur in quartzite, graywackes and slates as stated by J. R. Finlay in 1903. (TRANS., VOL. 33.) He described the ore as occurring in typical fissure veins that occupy fault-planes of indeterminate displacement. The Bunker Hill lode was based on a definite fissure with the mineralization all on the hanging-wall side, extending as far as 300 ft. from the fissure.

MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

The Department of Interior, U.S. Bureau of Mines performs the task of estimating the quantity of coal reserves existing in each state on a county by county basis. As a part of Information Circular 8655, the Bureau of Mines established the criteria for the uniform estimations of coal reserves and listed the most recent estimates of coal reserves by county and by seam. At the same time however, the Bureau recognized that these figures represented the upper bound with regard to the estimated actually usable or obtainable reserves. Recovery of these reserves are subject to the mining methods used and to the resolution of such problems as the use of poor quality coal and competition provided by conflicting land use. These problems, in practice restrict the recovery of the estimated quantities of coal reserves listed in IC 8655. Another impact, the subject of this manual, is the impact resulting from previous mining activities. In particular, many of the reserve seams included in the reserve estimates overlie or underlie mined-out coal beds. Portions of these reserve seams may therefore be unmineable or at best may have a reduced quantity of extractable coal. In order to improve the accuracy of the coal reserve base estimates, the Bureau of Mines funded an effort1 to develop a systematic methodology for estimating the coal loss associated with the impact of previous mining activity. The coal loss calculation model (CLCM) described in this manual is a result of that effort and addresses the percentage of coal loss in reserve seams due to previous overmining or undermining.

The long-term supply of nickel to society was assessed with theWORLD7 model for the global nickel cycle, using new estimates of nickel reserves and resources, indicating that the best estimate of the ultimately recoverable resources for nickel is in the range of 650–720 million ton. This is significantly larger than earlier estimates. The extractable amounts were stratified by extraction cost and ore grade in the model, making them extractable only after price increases and cost reductions. The model simulated extraction, supply, ore grades, and market prices. The assessment predicts future scarcity and supply problems after 2100 for nickel. The model reconstructs observed extraction, supply and market prices for the period 1850–2020, and is used to simulate development for the period 2020–2200. The quality of nickel ore has decreased significantly from 1850 to 2020 and will continue to do so in the future according to the simulated predictions from the WORLD7 model. For nickel, extraction rates are suggested to reach their maximum value in 2050, and that most primary nickel resources will have been exhausted by 2130. After 2100, the supply per capita for nickel will decline towards exhaustion if business-as-usual is continuing. This will be manifested as reduced supply and increased prices. The peak year can be delayed by a maximum of 100 years if recycling rates are improved significantly and long before scarcity is visible.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. This volume deals with the development of a microcomputer based training cost model (TCM) which can be used to analyze training cost implications of various types of training. The model has been developed using Aston Tate's dBASE III plus language. The computer program and a test run of the model are presented in this report.

"INTRODUCTION 'The investigation reported herein is part of a comprehensive research program being conducted by the Metal Mining Research Section, Mining Division, Bureau of Mines, on pressure problems in underground mines. This program was initiated in 1937 and for the first 3 years was concerned primarily with measurement of the pressure on mine pillars and supports and their strength. 4/ 5/ During this period, investigations were conducted in both the laboratory and the field in the comparatively shallow load and zinc mines of Missouri and Oklahoma. As a result a seismic method of determining the pressure on mine pillars was developed.Before this research program was initiated, Chas. F. Jackson, chief of the Mining Division, suggested that rock under pressure might give rise to noises inaudible to the unaided ear - that is, subaudible noises. As a result of this suggestion, listening tests were made concurrently with the routine pressure measurements to see if any rock noises were present; with one exception, it was found there were no rock noises in any of these shallow mines. At the same time, pressure measurements disclosed that, with one exception, pillars were not under pressure amounting to more than 10 percent of the crushing strength of the rock. The one exception was a pillar in the Big John mine of the Eagle Picher Mining & Smelting Co. in the Tri-State district, which showed some physical evidence of failure, such as small cracks and spalling; it was reported that the pillar had been heard to crack or snap at intervals. Listening tests in this pillar disclosed that subaudible noises of comparatively small intensity were present and occurred at 1- to 2-minute intervals, on the average. Unfortunately, owing to the shortness of this pillar it was impossible to make any pressure measurements."

This paper is one of a series on mining methods and costs being published by the Bureau of Mines. It describes briefly the mining methods employed since the start of operations in 1937, with emphasis on the diamond-drill blast-hole method of ore breaking and slusher-drift method of ore drawing at the Holden mine of the Howe Sound Co., Chelan Division, Holden, Wash. The Holden mine is in the north-central part of the Cascade Range, 11 miles up Railroad Creek from Lake Chelan. The nearest railroad is at Chelan Falls, 40 miles by boat and 4 miles by highway from the mine. All freight comes into the mine and all concentrates are shipped out via Chelan Falls. The altitude of the main haulage level is 3,500 feet. Railroad Creek Valley is covered with a dense growth of fir and spruce, while most of the surrounding mountains are rocky, with sparse timber growth.

Discussions on reasonable prospects for eventual economic extraction (RPEEE) include the CRIRSCO 2019 reporting template, JORC 2012, SAMREC 2016, CIM 2019 Guideline, and Regulation SK-1300. These reporting codes all conform to the principles of reasonable prospects for eventual economic extraction. To demonstrate that all mineral resources align with the RPEEE principles, the Competent Person is responsible for endorsing the mineral resource estimate. Moreover, establishing mineral resources and RPEEE requires technical input from numerous technical specialists, such as mining and geotechnical engineers, metallurgical engineers, social and environmental specialists, financial and governmental practitioners, and more. The aim is to improve the transparency of the disclosure of mineral resources and guarantee the investor or potential investor that the reporting of mineral resources is based on reliable technical, economic, environmental, social, and other relevant factors. This paper discusses the important protocols and definitions in some international reporting codes for the purposes of developing a guide memoire that will assist the Competent Person to interpret, establish and apply RPEEE appropriately and easily.

Stress has a significant effect on the stability of pillars. In order to get an accurate picture of pillar stability, one needs information not only on the primary Stress distribution but also on all the Subsequent Stress changes as time passes. Sonic methods are some of the fastest, most economical and least destructive means of stress prediction. The wave propagation velocity has long been applied to the investigation of the upper mantle and crust stress. Recently, it has also been applied to the prediction of rock bursts and to mine site investigations. Another parameter for investigating stresses in rocks is the attenuation coefficient. Attenuation has been observed to be more sensitive to stress changes than wave velocity; however, the measurement of attenuation is more difficult than that of wave velocity. In this paper, the mechanism of sonic attenuation in rock is reviewed. Both the velocity and the attenuation of sound waves in five different rock types under various stress fields were examined in the laboratory. It was found that for a specific rock type the relationship between the velocity ratio and stress, as well as that between the attenuation coefficient ratio and stress, can be expressed by simplified second order polynomial equations.Research showed the attenuation coefficient to be more sensitive to stress change than the velocity ratio. A field investigation method was proposed using a Schmidt hammer as a repeatable energy source. Initial trials appeared to show that monitoring by the wave attenuation method gave more repeatable data than monitoring wave velocity.

A STATEMENT on this subject by A. D. Turnbull, presented and discussed at the Annual Business Conference of the Metallurgy Division, C.I.M., held in Ottawa on April 22nd 1957, led to creation of a committee "too see if the Metallurgy Division of the C.I.M. can improve this situation". Without discounting the general problems of education and short-ages in other fields, the committee is primarily concerned with deficiencies related to metallurgy. The committee members are: F. R. Archibald, Chairman, A. D. Turnbull, L. E. Djingheuzian, J. U. Mac-Ewan, and L. M. Pidgeon. Following exchange of views among the committee members a general attitude of approach was established and a background of reference material assembled. It is the purpose of this review to acquaint those interested with the reference material, to offer an appraisal of the situation, and to suggest a programme for action by the Metallurgy Division of the C.I.M. Before proceeding with the ?presentation it is fitting to point out that, notwithstanding some rather important developments in public concern for educational matters, as well as changes in the level of activity in the metallurgical industry, the statement (April 1957) by Mr. Turnbull still stands as a sound article of reference.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. "The mining industry instinctively follows rule-of-thumb design velocities often based on very simplistic theoretical “economic velocity” optimization calculations to determine airway sizes. Although these are important building blocks in ventilation planning it should be recognized that mines are far more complex and various, often opposing factors, are at play. Therefore, it is important that each ventilation situation be analyzed on a case-by-case basis to determine the best-fit solution for an operation. The ventilation design process should not necessarily be constrained by theoretical optimal economic velocities that become rules-of-thumb. In some cases, this could lead to unrealistic infrastructure requirements and exorbitant capital expenditure. This type of design often lacks corporate support leading to a scenario where no ventilation upgrades are implemented. Economic velocities typically consider the cost of power, development costs and operational risk. These typical rules-of-thumb work reasonably well as a starting off point when considering feasibility of greenfield projects. For established mines that are looking at expansion these rules may not be appropriate due to capital expenditure constraints or geotechnical ground conditions. The theoretical optimum should be reviewed in the case of an established mine where existing infrastructure could perhaps be maximized. For example, the geotechnical risk of large diameter raises at depth may require multiple small diameter raise to maintain the theoretical economic velocity. If a mine has a life of less than 5 years, then the cost of power is an insignificant proportion of the total owning cost. For these mines, operating the ventilation raises at an increased velocity to avoid a complicated and expensive capital upgrade might be the more appropriate option, even though it opposes the traditional rules-of-thumb. Mines which are capital constrained may be better off accepting a higher operating cost for the interim or settle for minor infrastructure upgrades rather than run the risk of the entire ventilation upgrade not being approved at all. This paper explores a number of examples derived from case studies undertaken by the authors for several deep mechanized mining projects in Australasia. The examples explore conditions under which higher than the economic norm would be applicable."
