A prototype adaptive volume control for the loudspeaker output of mine trolley carrier phones was designed, built, and tested in the laboratory and in a mine. This volume control senses, and adapts to, the ambient acoustic noise environment in such a way as to produce a loud sound output under noisy conditions, and a quieter output under quiet conditions, thereby producing an understandable and unstartling volume level under all noise conditions. The design approach, prototype hardware, and test results are described, and the device is shown to be feasible for in-mine operations. The circuit design principles are easily applicable to currently available mina trolley carrier phones. Recommendations for practical improvements are included. An in-mine experiment to assess the practical feasibility and utility of the dedicated wire technique for overcoming poor trolley carrier phone system performance was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated auxiliary wire, placed in the rail haulageway, which allows signals to naturally couple to and from the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated wire experiment, results, and conclusions are described, and the technique is shown to be a valid and practical one for significantly Improving carrier phone system performance in mines. Guidelines for the installation and use of the dedicated wire are provided. Recommendations are made for obtaining further practical information on its performance and utility. A second in-mine experiment to assess the feasibility and utility of the low-impedance (low-Z) line technique for overcoming poor carrier phone signal transmission in mines was designed, performed and evaluated. The low-Z line technique involves the periodic connection of shunt capacitors between the trolley wire and the rail to artificially lower the line characteristic impedance. This causes the low impedance shunt loads encountered across the trolley wire/rail line to be less mismatched to the line, thereby reducing the overall attenuation of carrier phone signals. The results of in-mine experiments performed along unenergized and fully operational sections of trolley wire/rail line are described. The experiments were designed to measure line parameter such as inductance and capacitance per unit length, characteristic impedance, and propagation phase velocity, in addition to signal strength versus distance behavior under normal and low-Z line conditions. The low-Z line technique is shown to be valid, but not as practical as the dedicated wire technique which is recommended as the most favorable for most coal mine applications.

THE Magdalen islands have recently been attracting attention as a possible source of manganese. As early as 1880 small masses of manganese oxides were known to occur in the soil and at least one attempt was made to develop them. In 1939, after the outbreak of war, interest in the possibilities of the field was again aroused and during the winter of 1939-40 claims were taken up by two groups of Toronto interests. The islands also contain large quantities of gypsum. During the summer of 1940, the writer mapped the islands geologically, giving particular attention to a study of the manganese occurrences. For a base-map, the chart of the islands was enlarged to a scale of half a mile to an inch. Additional roads were added from traverses carried out in connection with the geological work, and form lines with approximate 100-foot intervals were put on from barometer readings. The geological map is the first that has been prepared of the islands. Previous Work In the summer of 1880, James Richardson of the Geological Survey of Canada studied the rocks of the islands and his r~port concerning them appears as Part G of the Report of Progress, 1879-80. In 1903, J. Obalski, Inspector of Mines for the Department of Lands, Mines and Fisheries of the Province of Quebec, visited the islands, chiefly to investigate the occurrences of manganese and gypsum, and his notes are found in the report on mining operations in the Province for that year. Around 1890, Robert Chalmers of the Geological Survey paid a visit to the islands, and his observations, which chiefly concerned the surface geology, appear in the Annual Report of the Survey, Vol. VII, 1894, Part M, p. 94. The next geological work was carried out by John M. Clarke, Director of the New York State Geological Survey. Clarke paid many visits to Gaspé peninsula between the years 1900 and 1920, collecting fossils and gathering h1s~orical data, and extended his investigations of Gaspé county over to the Magdalens. His Observations on the Magda/en Islands is included in the New York State Museum Bulletin 149, seventh report of the Director, 1910.

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

This work was done by the Bureau of Mines to provide quarry operators with an uncomplicated, first-approximation method for designing blast patterns, considering geologic structure, and to show the valid use of the technique by comparing drill and blast pattern dimensions used in the quarry with those determined by the presented method. The author visited 12 limestone and dolomite quarries in Ohio (Adam, Crawford, and Highland Counties), Wisconsin (Milwaukee, Racine, and Waukesha Counties), and Minnesota (Fillmore, Olmsted, and Wabasha Counties); observed the blasting practices; studied the major geologic features; and after discussion with the quarry managers, foremen, and blasters, compared the quarry blasting patterns with those as calculated by the empirical formulas (after R. L. Ash), with geologic structural considerations. When geologic structure such as bedding, jointing, folding, and caves, as well as explosive properties and field performance characteristics are accounted for in a manner suggested by the research, the presented empirical formulas may be used as a good first approximation. The included steps in planning a blast design and generalized blast patterns should be of help to the quarry operator. Design changes are recommended for those quarries where problems are occurring.

This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

The evaluation of the effectiveness of the time domain Coal Interface Detector developed by the General Electric Company under contract H0155120 is the subject of this report. The sensor utilizes differences in the time characteristics of shearer vibrations as sensed by an accelerometer mounted on the ranging arm to discriminate the cutting of coal and rock. Pour identical time domain sensors were supplied by the Bureau for field evaluation. The performance of the time domain sensor was evaluated by an extensive field test and data collection program that included four longwall mines and a total of nine mine visits. The intent was to determine the sensor's applicability to a wide range of mining conditions and to document its limitations. Results of the extensive field tests indicate that shearer vibration data processed by GE's time domain signal processing algorithm cannot be used to reliably detect when the cutting drum crossed the coal/rock interface.

"The cemented coal gangue-fly ash backfill technique (CGFB) has commonly been used to control subsidence damage caused by underground coal mining. This paper discusses the CGFB backfilling process used at the Xin-Yang coal mine, Shanxi Province, China. A general description of the components of the CGFB are provided. The reaction of the strata to the backfilling process is simulated with a scaled physical model based on the Xin-Yang conditions and verified with subsidence points on the surface. With the help of the cemented filling materials, the CGFB produces only a slight bend to the overburden roof strata over the longwall panel. Physical models were constructed at the China University of Mining and Technology, Beijing, to simulate actual conditions. The modeling results show minor fracture distribution in the overlying strata and lower abutment pressure development within the backfilling area. The effectiveness of the CGFB technique is verified by a reduction in the vertical surface subsidence measured above the backfilled area.INTRODUCTIONUnderground longwall mining is the most efficient underground means to recover coal resources and is used widely in China, the US, Australia, and Europe. However, this type of mining has introduced some serious environmental impacts. Perhaps the most significant environmental issues are the surface and groundwater impacts associated with the formation of the subsidence basin (Bell and Donnelly, 2006). Backfill technology has been used for years to mitigate subsidence impact. Simply speaking, the backfilling technique places filling materials into the void left from the extraction of coal. When this material is placed within the gob, it is capable of partially supporting the overburden until a new equilibrium is reached. Essentially, the backfill material inhibits crack development and expansion caused by the strata movement and mitigates damaging ground deformations.The cemented gangue-fly ash backfill (CGFB) is one type of novel backfill technology, consisting of cement, coal gangue, fly ash, water, and additives in varying concentrations. The CGFB is mixed on the surface, pumped underground through a pipeline as a slurry, and placed in the void behind the longwall shield under the protection of specially designed hydraulic supports."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Ore-bearing intrusions in the Central Asian Orogenic Belt (CAOB) were examined from nine mines: Boshekul, Nurkazgan, Kounrad, Borly, Aktogai, Koksai, Baogutu, Tuwu and Erdenet. The intrusions are diorite, granodiorite and tonalite with SiO2 contents ranging from 58 to 75 wt per cent, and show mildly fractionated rare earth elements (REE) ([LREE]N/[HREE]N = 2.7–4.7) – light REE and heavy REE – and varying Eu anomalies ([Eu]/[Eu]* = 0.58–1.4). The ratios of Sr/Y vary from 7.9 to 115 and the contents of Y from 4.6 to 23.9 ppm. The parental magmas of the intrusions are intrinsically oxidised. Zircon grains in the ore-bearing rocks from large- and intermediate-sized porphyry Cu deposits show high Ce4+/Ce3+ ratios characterised by 65–422 at Boshekul (>4.1 Mt Cu), 76–480 at Kounrad (>4.8 Mt Cu), 90–280 at Aktogai (>12 Mt Cu), 80–250 at Erdenet (>11 Mt Cu) 74–370 at Nurkazgan (>3.9 Mt Cu), 100–210 at Koksai (>1.6 Mt Cu), and 71–340 at Tuwu (~2.0 Mt Cu). In two small deposits, the ore-bearing rocks display low values of Ce4+/Ce3+; Borly (0.6 Mt Cu) ranging from 28 to 158, and Baogutu (0.6 Mt Cu) from 29 to 113. The Ce4+/Ce3+ ratio of 120 distinguishes large intermediate-size deposits from small-size deposits. "During the mid to late 1960s, the underground potash industry in Saskatchewan was born. For the next four decades the industry operated at a steady pace, supporting a large part of the world demand, until 2008 when the potash market heightened. Operators were motivated to capitalize on this increased demand, new mines were proposed while existing mines were planning upgrades. Potash Corp. of Saskatchewan (PCS) was one of the major producers planning upgrades to its production facilities quickly, including modifying the existing headframe and shaft at the PCS Cory Site to accommodate a new 1.5-kt/h (1,650-stph) hoisting plant. Upon completion of the project, the innovative operations group continuously reviewed methods to increase production and reduce operating costs, allowing PCS to continue being competitive on the world market.BackgroundPotash production is a major Saskatchewan industry and has played a significant role in the economy for more than 40 years. Production commenced in 1962 when water problems were overcome at the International Minerals and Chemical (IMC) Mine near Esterhazy, Saskatchewan. A surge of development by other companies resulted in 12 companies opening 10 mines by 1970. In 1975, Potash Corp. of Saskatchewan was created by the government of Saskatchewan, and shortly thereafter purchased several mines in Saskatchewan, including the Cory Mine, near Saskatoon.Cory has been in operation since 1968 and is located 12 km (7.5 miles) west of Saskatoon in central Saskatchewan. The mine is located in the center of the world’s largest potash deposit, 1,000 m (3,300 ft) below surface.PCS has embarked on sizable capital expansions of more than CDN$7 billion.The $1.6-billion Cory expansion was expected to raise operational capability of the site to 2.7 Mt/a (3 million stpy), an increase of 1.9 Mt/a (2.1 million stpy). To achieve 2.7 Mt/a (3 million stpy) of finished product and considering the 22.6 percent average production recovery (Potash Corp, 2013), 12 Mt/a (13.2 million stpy) of ore must be hoisted to the surface for processing. To deliver this rate required upgrading of the hoisting plant to 1.5 kt/h (1,650 stph). To accomplish this ambitious challenge, creative thinking, careful planning and a cohesive team was needed to work together to ensure the schedule, budget and most importantly that the work was completed safely (Potash Corp., 2013)."

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.

"Prediction of a variable sulphur content in Cape Breton seams is important for planning the production of a highgrade metallurgical coal. Two extrapolation methods (Kriging and a version of Universal Kriging) to predict sulphur content in blocks of coal before mining are presented and applied to the New Lingan Mine reserves in the Harbour seam. The uncertainty of the predicted values is expressed by using standard deviations. Some statistical results for the Phalen seam, which occurs about 400 ft below the Harbour seam, are presented for comparison. The two mathematical models consist of two sets of equations which have been used in computer algorithms. Some limitations of the present approach and possibilities for further statistical work are indicated."

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

Roberts, Chairman of the Spokane Local Committee, who introduced Mr. J. C. Ralston, City Engineer, representing the Mayor of Spokane and the Spokane Chamber of Commerce. In 2012, the estimated value of mineral production increased in the United States for the third consecutive year. Production and prices increased for most industrial mineral commodities mined in the United States. While production for most metals remained relatively unchanged, with the notable exception of gold, the prices for most metals declined. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates (Table 1). After continued decline following the 2008-2009 recession, the construction industry began to show signs of improvement late in 2011 and throughout 2012, with increased production and consumption of cement, construction sand and gravel, crushed stone and gypsum, mineral commodities that are used almost exclusively in construction.
