The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

The Island of Ceylon, which is one of the most beautiful possessions of the British Empire, has been an abode of man from the very earliest times. The Veddhas, a wild tribe of some 4500 people still living in the fastnesses of the jungle in east central portion of the island, are believed to represent a remnant of the oldest inhabitants of which we have any actual knowledge, but in the caves in which they live there are found the stone axes and other implements of Palaeolithic people who represent the first race of men who inhabited our globe, and of whom they may be, for all that is known, the direct descendants. About the fifth century before Christ there came the Aryan invaders, apparently from the north of India, who drove the Veddhas into the remote fastnesses of the jungle and developed the remarkable Singhalese civilization whose high character is demonstrated by the remarkable and very extensive system of irrigation works which they built up, and through which they made the island wonderfully productive. Great cities arose, some of which are believed to have had a population of over a million souls and whose temples and public buildings show that the people were accomplished architects and sculptors.

Many of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed, in operating and anesthetizing areas. When ether was first introduced, candles and gas-lights and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions -many of them fatal to patients -have been attributed, with good reason, to sparks from static electricity. In this paper the authors present facts to show the prevalence of static electricity in the average hospital anesthetizing area, and the degree to which this easily developed electrical form of energy constitutes an explosion hazard. An effort is made throughout to explain how static electricity behaves, why it is a hazard, and why certain safety measures are needed and recommended. Following the introduction and a short general discussion of static electricity, which incorporates a glossary of pertinent electrical terms, an account is given of inspections and tests made in a number of hospitals. This account includes many suggestions that should be useful to any person who plans to make similar inspections and tests. However, a comparison of materials and equipment used with those described in the report will reveal, in many cases, the potential dangers and obviate the necessity for tests. The hospital work was supplemented by considerable laboratory research designed to determine the spark energies required to ignite anesthetic-gas mixtures and the exact amount of time involved in developing the usual static charges. The results of this research are reported and the implications examined. The paper concludes with a general discussion of static and related hazards in anesthetizing areas and of the most urgent preventative measures.

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. THE history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development ?of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers ill the mines which the white men started. The Kaffirs of South. Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed. them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent-have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribe's in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country, are much finer workmen than the degenerates from less favorable sections: It is universal in South Africa to speak. of the .Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a " boy," and in this paper the word " boy " is synonymous with Kaffir.

Many industries have established their own systems for self-regulation. They often do so when companies operate in countries where financial, technical, environmental and social regulation is weak and when the industry is challenged by legitimacy issues related to behaviour in one of these areas. Mining is one industry that has progressed unevenly down the road of self-regulation in these areas. This paper examines how the development of self-regulation for mines and mining companies involves difficult questions of scope, rules, membership, assessment criteria and performance evaluation. Using a range of theoretical and empirical results from research on self-regulation, performance rating and corporate strategy, this paper analyses the strategic and operational issues related to the idea of self-regulation in the mining industry. The analysis indicates that while self-regulation may bring benefits to members, they are likely to take a long time coming; but when they do arrive they may be substantial. Using the fact that in relation to technical and financial issues the industry is quite experienced in self-regulation ? not least as it is more reluctant in areas such as environmental and social performance ? the case is made for a comprehensive and innovative approach, that draws on the areas where the industry is experienced and develops new institutional solutions in the areas where the industry is more reluctant.

Characteristics of metal/non metal mines were evaluated to determine the suitability of applying the U.S. Bureau of Mines electromagnetic location system to the problem of locating trapped mines in metal/non metal mines. Statistical distributions of mine depths and overburden conductivities show that the existing USBM EM system is inadequate for most metal/non metal mines. Alternate approaches to trapped miner location in deep mines were identified and subsequent field tests were conducted at six (6) mines to evaluate their feasibility. The approach considered to be the most promising is one which utilizes the existing manpack transmitting system, modified slightly for a dual frequency output, in conjunction with a sophisticated signal processing receiver on the surface. The main advantage of staying with a "through the earth" approach is that the underground equipment can be kept simple, easily maintained, light-weight and inexpensive.

Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. C. , on a subscription basis . An initial payment of 10 dollars will provide for approximately 9 months , and subscribers will be notified when additional remittance is necessary . A mineral grain finder is described which is easily constructed to fit onto the stage of a standard reflected light ore microscope.The device is most useful in relocating particular grains or mineral associations on 30 mm diameter polished sections. The use of the grain finder in the teaching of ore microscopy is outlined.

The Leadville mining-district (fig. 1) covers approximately 8 square miles adjacent to Leadville, the county seat of Lake County, Colo. It is famous for its large production of rich ores containing zinc, lead, copper, gold, and silver. Some manganiferous ores also have been produced.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

Introduction The greater portion of the information presented in this paper was obtained in the course of an investigation on clay gathering and its cost in the provinces of Quebec and Ontario (1). For assistance in the preparation of the paper, the writer wishes to record his thanks to Mr. Howells Fréchette, Chief of the Ceramics and Road Materials Division of the Mines Branch. Clays are mineral substances consisting essentially of hydrous aluminium silicate which become plastic when wet, fairly hard when dry, and stony masses when burned to a sufficiently high temperature and re-cooled. Shales are clays which have been indurated by the processes of nature. Millions of tons of clays and shales are won yearly for the production of brick, tile, sewer pipe, drain tile, roofing tile, fire-brick, china-ware, wall and floor tile, cement, and a host of other products. There are certain types of clay which, due to their particular qualities and limited distribution, are mined entirely or in part for sale to manufacturers, and are even exported from one country to another, as for example china-clays or kaolins, utilized in the manufacture of white-wares and in the paper industry, due to their consistent whiteness; ball-clays, utilized in the white-ware industry, due to their bonding power and whiteness; slip-clays, used in the stone-ware industry because of their glazing properties, and in the grinding-wheel industry for their burned bonding properties; and suspension-clays, such as are used in the enamelling industry. However, the great bulk of clays and shales won are used in the production of heavy clay products, and the manufacturer of these generally owns and operates his own deposit of raw material.

The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature; a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

IN a mine with any considerable output the economical handling and transport of ore underground is a matter of prime importance, and in the design or lay-out of a trucking system the question of what form the points and crossings are to take should be one of the first considered. Trucks may be moved from one line of rails to another by the following means: by flat sheets, with which may be coupled turn-tables, or by points and crossings. The latter class may be further divided into fixed and movable points.Flat sheets and turn-tables, owing to the time and skill needed by the trucker in using them, are seldom of great value with large tonnages, unless for purely temporary work, and the choice narrows down to one between fixed and movable points andcrossings. Both systems have their disadvantages - movable points being liable to jamb with dirt and get out of order, whilst with fixed points trucks may sometimes run over the points and capsize, or go on to the wrong line, though this is not of frequent occurrence. On the other hand. the fixed points are simple, easily laid, and strong, and there is no necessity for the trucker to work any levers, the truck being guided on to its new direction by screwing.Cast-iron points and crossings were first introduced into the North mine during the opening-up of the 950-ft. level, and the first arrangement was designed for a double turn-out in the main crosscut. Since then both the points and crossings have beenmodified several times, and it may be interesting to briefly outline the various forms through which they have passed, showing the reasons for the retention of some features and the rejection of others.
