Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. "INTRODUCTION The operators of the Lake Superior district iron-ore mines have made tremendous progress in the past 25 years in the transportation of broken ore from the working places to the surface. This progress has paid divi¬dends in increased production and in lower accident-frequency rates. The trend has been toward more efficient use of mechanical and electrical power and abolishment of many of the backbraking tasks formerly required of min¬ers and trammers.ScopeTransportation of iron ore as described in this paper covers (1) movement from the working place to ore raises by scrapers, shaker,conveyors, and belt conveyors, and, loading underground cars from chutes or-by scraping from loading drifts; (2) underground haulage, which includes underground cars trains, locomotives, and tracks; (3) shaft station's and hoisting shafts, which. Includes dumping cars, storage-pockets; auxiliary storage trenches, and shafts; (4) hoisting, which consists of skips, cages and hoists; and (5) head frames, loading into railroad cars, and stock-pile haulage.The 19 underground iron-ore mines discussed in this paper, situated in the Menominee, Marquette, Gogebic, Guyana, Mesabi, and Vermilion iron ranges of Michigan, Wisconsin, and Minnesota., shipped about 9,000,000 tons of iron ore in 1945, which constituted 56 percent of the underground iron ore taken from the Lake Superior district."

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

SUMMARY: Geotechnical problems often lead to an increase of construction time and costs for large highway and railway projects. Some reasons, which have led to failures and thus to a delay of construction works as well as to increasing costs, are demonstrated by means of case histories, in which the author was involved as expert or planner. Proposals are made how to identify the reasons and to avoid repetitions. ZUSAMMENFASSUNG: Bei Großprojekten der Verkehrsinfrastruktur stehen häufig geotechnische Aufgabenstellungen im Vordergrund. Wegen geotechnischer Probleme kam und kommt es häufig zu Termin- und Kostenüberschreitungen. Anhand einiger Beispiele, bei denen der Autor als Gutachter und Planer beteiligt war, wird gezeigt, welche Ursachen zu Schadensfällen und damit auch zu Termin- und Kostenüberschreitungen geführt haben. Es werden Hinweise und Anregungen gegeben, wie die Ursachen erkannt und Wiederholungen von Schadensfällen vermieden werden können. RÉSUMÉ: À grands projets de l'infrastructure de la circulation, souvent des tâches géotechniques sont au premier plan. Par suite de problèmes géotechniques, souvent des dates et frais ont été dépassés. Au moyen de quelques exemples, à lesquels l'auteur participait comme expert et planificateur, les causes sont mises en vue qui menaient à des cas de dommage et par cela aussi à des dépassements de dates et frais. Until the end of 1918 Boulder County ranked as one of the foremost tungsten-producing districts of the world, but in August, 1919, there was practically no production in the district. The operators there could not compete with tungsten ores from foreign sources, particularly China, Burma, and South America. As a. result there · has been a strong movement for placing a protective tariff on all imported tungsten ores and products; and it seems to be the general belief of tungsten producers that some form of protection is necessary to the maintenance of the industry in this country. The stimulus, due to the great demand for · tungsten alloys in the manufacture of munitions during the war, was felt in all the productive localities of the world. The ores of Boulder County were especially in demand on account of their comparative. freedom from • harmful impurities, and this demand greatly extended mining operations in the district and increased the efficiency of the gen~ral milling practice there.

Foster-Miller Associates has developed a set of guidelines to permit hoist manufacturers, mine owners, and MESA mine inspectors to design, purchase, install or inspect a safe and effective Emergency Escape Hoist, as required by the Coal Mine Health and Safety act of 1969. A series of surveys were carried out to determine: 1. The attitudes and local needs of the MESA District Managers. 2. Current escape hoist installations. 3. Equipment available for future designs. 4. Foreign methods and equipment for mine rescue. From these survey studies, preliminary guideline objectives were developed.

OD March 20, 1989, a meeting was held at the U.S. Bureau of Mines Pittsburgh Research Center at the request of Senator Pete V. Domenici of New Mexico. The purpose of the meeting was to engender a technical relationship between the National Laboratories and the minerals industry. During the meeting, the Director of the Bureau of Mines, T S Ary, suggested that since the Bureau is the focal point for mining research in the United States, it would be appropriate for the agency to act as the liaison between the National Laboratories and the minerals industry. As the first step in this process, the author was selected to perform a 6-month investigation to better define the proper role of the Bureau in this area. As part of the investigation, the mining and mineral-related technology available at 21 major U.S. Department of Energy (DOE) Research Laboratories was reviewed. It was assumed that the broad range of scientific and technical areas covered DOE research would provide fertile ground for mining-related technologies. It was hoped that the applicability of DOE research to this liaison effort would be indicative of Federal laboratories in general.

This U.S. Bureau of Mines report summarizes common obstacles found when attempting to implement health and safety strategies in small mines and small businesses in general industry. Recently, the U.S. Mine Safety and Health Administration focused much of its attention on addressing health and safety issues at small mines. Some of the more innovative interventions practiced by small businesses in general industry are discussed for consideration of their applicability to the mining industry. The most effective intervention strategy that was developed for small businesses is the Occupational Safety and Health Administration Consultative Program. The details of this program and other intervention strategies used by small mines and small businesses are presented.

This paper demonstrates an application of a recently developed Risk-Cost-Benefit (RCB) Framework to environmental risk management in the mining industry. The environmental application of the RCB Framework as part of an ACARP project (Kizil, Bye and Joy, 2012) involved a thorough selection process with site visits and in-depth discussions with the case study siteÆs environmental management team. Under their guidance, the highest risk of environmental impact at the case study site was identified as æroad subsidenceÆ at the time when the project work was undertaken. This paper presents the unique application of the RCB Framework to examine the risk of mining-induced subsidence and its impact on one of AustraliaÆs busiest highways, with a traffic volume of 38 000 vehicles per day (NSW RTA AADT, 2008). The RCB Framework was employed to assess the optimum group of controls for road subsidence risk management to ensure highway availability while mining occurs. Whilst this paper focuses on road subsidence, the methodology employed can be directly applied to other environmental concerns including preparation for mine closure, rehabilitation planning and waste management. The RCB Framework incorporates mathematical modules which were developed to enable complex yet tightly integrated RCB calculations. The process integrates the risk-control effectiveness assessment to determine that the selected safety initiative is financially beneficial to the mine site and company. This concept has been applied to a number of high-risk mining areas targeting safety, productivity and environmental issues. This paper introduces the five-staged RCB Framework, incorporating the RCB tools RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control-Effectiveness Method), and demonstrates its practical application to the risk management of a road subsidence case study. The case study looks at potential pavement damages, in particular, the occurrence of pavement stepping on the surface of the highway as a result of vertical subsidence. This type of road damage was previously experienced at another major inter-city route while underground mining occurred in the region where the case study site is located. The RCB Framework has been successfully applied to the analysis of the road subsidence case study and determined the risk reduction and financial benefits of implementing a range of risk-controls. User-friendly RCB Charts to provide an aid for decision-making were produced. The value of using the RCB charts to achieve balance between risk, cost and productivity in the decision-making process for risk management has been explained. The case study determined that pavement slots and fibre-optic cable monitoring were relatively low-cost and effective controls applied in the mining industry for the first time at a global level.This paper supports the industryÆs ongoing efforts to manage risk to ALARP (as low as reasonably practicable) and achieve æzero harmÆ by providing a new Framework to more effectively establish the adequacy of controls.CITATION:Kizil, G V, Bye, A and Joy, J, 2012. The paper point out how APC (Advanced Process Control) can be implemented in a stepwise fashion, where each step demonstrates a return and builds towards the overall achievable benefit. Initial efforts focus upon areas that demonstrate the highest potential for quick payback. By attacking small, contained scope, the APC solution is manageable from both a commercial and technical perspective. While this approach results in a slower implementation with correspondingly delayed payback, it provides tangible benefit and addressees the fiscal reality of many operations.

Large structural faults create serious ground control hazards, as well as adversely affect coal mineproduction. Two faults related to the Pine Mountain overthrust sheet in Buchanan County, VA, were investigated by the U.S. Bureau of Mines to determine their effect on ground control and to develop recognition criteria for prediction. Five underground mines encountering these faults were visited and mapped for structural information. This information, along with surface mapping, indicated that Pistol Gap and Keen Mountain Faults show right-lateral, strike-slip faulting and bedding planes slippage, which can be projected linearly and vertically. These fault zones are up to 200 ft wide, with coalbed offsets up to 18 ft vertically, coalbed swags (depressions) up to 15 ft, and roof falls up to 20 ft high. Recognition criteria include bedding plane slips, coalbed offsets, fault gouge, coalbed swag (depressions or synclines), and disturbed bedding. These recognition criteria will help an informed operator realize that many sudden coalbed discontinuities are related to larger geologic events (in this case thrust faulting) and can be projected linearly and vertically. Ground control strategies include mine designs that minimize fault exposure. Mining plans can be adjusted based on type and extent of fault movement.

The United States Bureau of Mines has engaged in a study of the conditions under which coal mine accidents, resulting in the loss of life, limb, or time to the injured person, occur from falls of roof and coal. This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Metallurgy and Materials) degree Corrosion in exhaust systems can occur on both the interior and exterior surfaces. Chloride-containing de-icing salts on the roads in colder countries greatly increases the rate of corrosion on the exterior surfaces. This paper investigates the relative exterior corrosion resistance of three alloys?two ferritic stainless steels( AISI Types 409 and 441) and an aluminized mild steel. The exhaust system is split into two categories?the hot end and the cold end. A test for each of these ends was designed?the standard ASTM G85test was modified to create a simulated driving cycle. The cold end test samples were exposed to ten driving cycles, and the hot end test samples were exposed to five driving cycles. A driving cycle constitutes the car being started from cold, driven until the operating temperatures are reached, and switched off and allowed to cool. Pitting corrosion is the primary corrosion mechanism occurring at the cold end of the exhaust system. The aluminized mild steel was the most resistant alloy in this test, and Type 409 the least. However, once the protective aluminium layer degrades, corrosion will occur rapidly. At the hot end of the exhaust system, spalling of the surface oxide layer is the primary corrosion mechanism occurring. Type 441 was the most resistant in this test, and the aluminized mild steel the least resistant. Potentiodynamic tests were performed on the alloys?the results agreed with the results obtained in the exposure tests.

The Stange and Byrnes Heirs manganese mines, adjoining properties in Bland and Giles Counties, Va., have produced at least 20,000 long tons of concentrates containing 8,000 long tons of manganese. They were selected as the site for a strategic-mineral development project because of the existence of geologic possibilities for extensions of the known ore body. In plan, the long dimension of the ore body parallels the axis of a major anticline. Localization apparently is due to longitudinal and transverse fracturing incident to two-way folding. That the manganese oxides were deposited by downward-moving solutions is suggested by the fact that mineable concentrations are confined to a coarse, porous sandstone under-lain by impervious silt and clay. Bureau of Mines project work began on January 15, 1941, and was completed on April 23. The work sampling the faces of the pit, bulldozer trenching, and churn drilling. Pit sampling consisted of 132 channel samples usually 5 feet long and taken at 20-foot intervals. Seventeen trenches aggregating some 4,500 feet in length were dug by the bulldozer. Trenches averaged 12.6 feet in width and 5 feet in depth. A total of 1,978 feet of churn drilling was done in 33 holes. In preparation for churn drilling it was necessary to construct roads to 21 of the 33 sites. A total of 2,867 linear feet of road averaging 13 feet in width was built.
