Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

Mt Giona situated in the floristic hot-spot of southern-central Greece has an especially rich flora that counts more than 1000 native vascular plant taxa (species and subspecies) and an important plant endemism that is estimated to be about 10% of the native flora. The danger of population reduction of rare and endemic plant species and the opportunity to use rare native species in rehabilitation projects are two different aspects of rehabilitation planning in Mt Giona. In this study, an inventory of rare and endemic species of the area, their classification into IUCN threatened categories and an estimation of their habitats vulnerability are provided. The results emphasize the necessity to develop a monitoring program to analyze population viability of certain threatened plant species. The creation of artificial micro-reserves on calcareous spoils derived from bauxite mining for the conservation of water-stress tolerant rare and endemic plants is also proposed. An inventory of the species that have colonized the mining spoils was also undertaken. Twelve of them are endemics. Seven native species, because of their biological and ecological features, were selected for rehabilitation purposes of disturbed areas by mining activities. Seed germination, aspects of their reproductive biology and seedling emergence after sowing in pots under field conditions were studied. The seed germination study in the laboratory led to the identification of the optimum germination conditions and the creation of germination protocol for each species. Seedling emergence depends on the sowing season and the mulching. The use of the above species is recommended for rehabilitation purposes. The creation of artificial micro-reserves on calcareous spoils derived from bauxite mining for the conservation of water-stress tolerant rare and endemic plants is also proposed.

Panned stream-sediment,geochemistry-based gold exploration in those parts of the southeastern Piedmont proximal to the Fall Line must take into account potential contamination from basal fluvial gravels of the Coastal Plain. Anomalies attributable to the incorporation of placer gold of Coastal Plain origin into modern Piedmont drainages have been identified in portions of Lee, Macon, and Tallapoosa counties, Alabama, and Baldwin and Hancock counties, Georgia. Identification of such multicyclic anomalies must be based on knowledge of the local maximum Cretaceous transgression, paleotopography, modern and paleofluvial system dynamics, and fineness trends and Au-Ag zoning in gold grains.

The ultimate recovery in a heap leaching operation is related to the degree of exposure of the valuable minerals in comminuted particles. Recently, high-resolution cone beam x-ray microtomography (XMT) has been used to determine this parameter. XMT technology consists of examining the extent of mineral exposure for each size fraction of ore in 3D, then, by algebraic calculations, the ultimate recovery can be estimated for different particle size distributions (PSD). To confirm the usefulness of the XMT technology for mineral exposure analysis, column tests were performed to determine ultimate recovery using three PSDs for two composites obtained from the copper heap leaching operation at Zaldivar-Chile.

A probability-based analysis method in conjunction with the finite element structure modeling technique to evaluate an entry system stability is developed. Variability of the rock properties and loading surrounding the entry system is taken into consideration to predict a roof stability by using the probability of failure instead of the common safety factor concept. A dynamic programming is applied to establish a recurrence relationship between the degree of potential roof fall and accumulated roof fall index in an area of interested. A probable distribution of roof fall is assessed by using a developed computer program, RFSTAB. The assessment of the roof falling boundary in the longwall entry system is used as the example to illustrate the procedure and effectiveness of this analysis method

Waterbearing, cohesive or non-cohesive grounds with glacial stone deposits are found very often in Europe. The problem consists of destroying the boulders and supporting the face simultaneously. At the example Grauholztunnel Bern ( outer diameter 11,60 m ) the theoretical attempt of solutions for the big machines is described: destroying of the boulders with roller discs, hydraulical support of the front. The problem of coming out of stones of a certain size from the surrounding matrix will be discussed. Further diminishing to the size that can be handled by pumps is executed by a crusher, situated in the center of the machine. At the same example the theoretical attempt for headings in cohesive soil with stone deposits are shown. Surface structure of the cutting wheel and working chamber as well as controllable current movements are the solution here. The danger of clogging discs and stone crusher has to be encountered by right positioning of the tools and jetting nozzles. At the example Sewer MoosstraBe Salzburg the same problems are discussed for the Mikro-Tunnels. The pipe-jacked sewer lines have outer diameters from 485 and 805 mm. The lignite surface mines of Ptolemais basin operate according to special environmental terms regarding the concentrations of heavy metals and trace elements in water discharges. Based ?n the results of lab analyses and in-situ measurements conducted so far it is concluded that the concentrations of heavy - toxic metals and other trace elements are low or negligible. The deviations from the upper concentration limits specified by laws and regulations are rare and non-systematic both on their spatial or temporal distribution. The same results prove also the relation between water quality and type and nature of the sediments forming the Ptolemais basin and the carbonated and metamorphic rocks forming the surrounding mountain areas.

The Milwaukee Metropolitan Sewerage District (MMSD) has been working since mid-1977 on a fast track to meet a court-imposed schedule to rehabilitate a large wastewater collection and treatment system at an estimated cost of $1.7 billion. Because of glaciation, the Milwaukee area has an extremely complex geologic environment. The rock surface ranges from outcroppings in the northern and western parts of the area to 76 m (250 ft) below the surface at the mouth of the Milwaukee and Menomonee Rivers. Bedrock beneath the glacial mantle is a thick sequence of early to middle Paleozoic sedimentary rock. To cope with the many complexities of this large public works project, a Program Management Office (PMO) concept has been employed. A Geotechnical Engineering Group was established within the PMO to provide a continuous , unified approach to geotechnical engineering and full disclosure of all geotechnical information in the construction contract documents. It provides qeotechnical engineering to design and construction, develops and maintains a qeotechnical data base, and participates on the claims resource team.

This paper presents an analysis of the heat transfer process between the mine ventilation air and the frozen rockmass. The heat transfer model takes into account not only by the mutual change in air and rockmass temperatures, but also by the phase change of ice-water- ice. Based on the analysis presented here it is concluded that the mine thermal regime can be regulated by having the air enter the mine through mined-out excavations or development airways.

For the African continent promoting a sustainable utilization of its mineral resources could be considered as a key determinant to fight against poverty. Sustainable development performance indicators for measuring the economic, environmental and social impacts of mining activity are necessary for drawing up policies and sectoral actions, identifying and controlling risks, identifying and implementing sustainable development actions, negotiating between stake-holders, improving mine production, etc. To respond to this need, the SIGAfrique Network proposed to develop a joint decision support tool entitled the African Mining Observatory (AMO) and, to this end, develops a system of indicators to be integrated within the SIGAfrique database. The development of both the OMA and the indicators is based on a participatory method within the working groups, which comprise experts/participants from the 13 SIGAfrique partner and observer countries (Guinea, Burkina Faso, Mali, Tanzania, Niger, Mozambique, Kenya, Uganda, Senegal, Angola, Madagascar, Ethiopia, and Mauritania).

As will be seen, the initial investigation of the properties of the guanidine functionality in the solvent form for gold recovery lead to some significant metallurgical developments of their own but, the foremost objective was, and remains, the development of a resin for gold recovery. As a part of this development project, Henkel has entered into association with Mintek, South Africa, and this ongoing association has the potential to develop RIP/RIS technology for the gold industry. More details on Henkel's gold recovery technology and Mintek's role in this programme are given in (1). an The application of ion exchange resins to gold recovery is not new and many reviews have been published on the advantages of this process, and on the current state of the art of gold recovery by ion exchange resins. (2)(3)(4) Widespread application of ion exchange resin based processes for gold recovery has, however, not occurred to date. Fleming and Cromberge (5), described some significant pilot plant RIP trials in South Africa and the partial success of these pilot plant trials held out the tantalising possibility of a breakthrough in gold recovery based on RIP technology. Despite this pioneering work, only two really significant applications of RIP technology for gold recovery exist today. These are the Golden Jubilee Plant in the Eastern Transvaal South Africa and the widespread, although in some respects technically backward, use of ion exchange for gold recovery in the former USSR. There are two main reasons for the current scarcity of RIP and RIS plants used for gold recovery. These are: 1. 2. The perceived problems of engineering RIP plants The lack of a resin having suitable chemistry for both gold loading and gold elution The problems of engineering RIP plants have been largely overcome in the last 25 years. Much of the development in RIP plant design took place in the uranium industry during the rapid expansion of that industry in the mid 1970's. In addition, the development of CIP engineering systems has lead to the development of in-pulp solid extractant based metallurgical plant designs which can, with limited modification, be adopted to RIP. The lack of a resin having suitable chemical properties has almost certainly been the main reason for RIP/RIS not being introduced into the gold industry over the past decade. INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

"Numerous aspects of underground construction, from structural stability to construction costs, depended on the tunnel quality, including blast damage and the Excavation Damage Zone. Accurately quantifying the extent and severity of damaged rock is a problem. Recent technical developments in the field of Measurement While Drilling (MWD), including software for on-board logging and on-site analysis, have shown potential for rock-mass characterization. Ground Penetrating Radar (GPR) and P-wave velocity measurement have also improved and show similar potential. This paper explores the use of MWD, GPR and P-wave velocity measurements and uses them in techniques for excavation damage characterization and prediction. The paper is based on data collected from a small underground waste-collection site in central Stockholm, Sweden. The data is correlated against rock-mass characteristics and their responses are evaluated. Results indicate potential for excavation damage characterization for all tested techniques, which could minimize blasting damage and improve the over-all tunnel quality. 1 INTRODUCTION During underground excavation the rock mass is influenced in many ways. The Excavation Damage Zone (EDZ) is a result of these influences. The EDZ can be defined by an irreversible change in rock mass properties, for example increased permeability. EDZ is influenced by the excavation method, the rock mass properties and the in-situ stresses in the area of the tunneling. Since the 1990s research has been done on the EDZ by Emsley et al. (1997), Christiansson et al. (2005), Olsson et al. (2009), Ouchterlony et al. (2009), Ittner et al. (2014), and Siren et al. (2015). Based on past literature the EDZ have in this paper been separated in the following subzones: 1. Failure Zone or over-break is the area outside the planned tunnel profile, including the Look-Out and hole deviation. This zone consists of fracture networks (both natural and blasting-induced), that caused rock fall-outs. The extent of the over-break can be determined by volumetric scanning and photogrammetry and the half cast factor can be used as a damage indicator. 2. The Damaged Zone is split into three parts and but the quantity and depth of damage is difficult to measure. Although it can be visualized by sawing of rock slices in the tunnel wall (Olsson et al. 2009), diamond coring (DC) or P-wave velocity reduction (Jern 2001): a. Inner Damage Zone (Crush Zone): It is located directly around the drill hole, and is caused by the shock-wave energy of the detonation. The micro fractures in the Crush Zone produce a white-wash (rock dust) in the half cast. b. Transition Zone: This zone consists of micro fractures that connect and form macro fractures, both radially and parallel to the tunnel wall. The macro fractures are caused by the gas expansion during the detonation of the explosive; it increases the pressure in the (micro) fractures and creates the macro fractures. Seismic reflection, rock slicing and core drilling can be used for the examination. c. Progressing Zone: In this zone the existing radial fractures propagate due to the increase gas pressure inside these macro fractures. Examination methods are seismic reflection, rock slicing and core drilling. In addition, the Peak Particle Velocity (vibrations) could be used to estimate the depth (Tesarik et al. 2011)."

The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for con¬tinued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. . The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950; the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. Charles Morris Minerals engineers have a new opportunity to shape their industry's future. They can help secondary school teachers in their own communities improve their scientific knowledge and thus be better prepared to teach their students. Local sections of AIME and other groups are being asked to sponsor expense-aid scholarships for teachers who complete the summer field course A Total Concept of the Mining Industry. Now in its 18th year, the six-week summer course is presented by the Colorado Mining Association Education Foundation Inc., in cooperation with the Colorado School of Mines Office of Special Programs Continuing Education. The course will be held June 9 through July 18. "In the past, we have been successful in soliciting support for teacher-scholars from many organizations, corporations, and individuals within the industry," said John Robertson, Jr., Foundation chairman. "Now we hope to enlist the help of engineers at the grass roots level in identifying qualified local teachers and giving them what it takes to participate in this continuing education program." Robertson said the course provides secondary school teachers, counselors, and administrators with a working knowledge of the mining and metallurgical industries. It also helps teachers recognize career opportunities for their students. "With the industry facing a challenging new era, we must have teachers who can relate the excitement of this challenge to their students. They will inspire future generations of resource finders, developers, and managers," he said. More than 670 teachers in 27 states, including 45 graduates of the "class of '85" have completed the course and gained six semester hours of graduate credit. The Foundation's Planning and Curriculum Committee meets regularly to develop the course outline and recruit the faculty. Lecturers are selected on their ability to communicate with people not familiar with the industry. Last year, 67 faculty members came at their own time and expense to discuss their specialties, ranging from exploration to marketing. Normally, teachers receive scholarship aid in the form of tuition and fees, and transportation and meals while on field trips. Expense-aid scholarships cover room and board on campus for those beyond the Denver-Metro area, and travel to and from Golden. "We hope to broaden the appeal and the geographical range of the program," Robertson said. Inspiration for the field summer program for teachers came in 1967 from a mining engineer, the late C.L. (Lindy) Barker, a 1931 graduate of the Colorado School of Mines. Barker and a group of concerned individuals convinced the Colorado Mining Association to accept sponsorship of the course in 1968. The Colorado School of Mines and its Office of Special Programs and Continuing Education agreed to be a co-sponsor to give it accreditation and provide physical facilities and coordination. The first course was held in 1969. Operating funds were solicited from industry to pay tuition, course material, the cost of a course coordinator, field trips, and overhead. Through the years, personal contact by an industry representative has been the most effective teacher recruiting tool. Through expense-aid scholarships provided by local sections of professional organizations, such as AIME, as well as CSM alumni and other friends, there will now be a greater incentive for more teachers to get to know the minerals industry and pass that knowledge on in the classroom.

"The development process of Metal Resources Technical and Economic Evaluation Expert System (MRTEEES) is introduced in the aspects of requirements analysis, design of the expert system, main functions of the expert system and features of the expert system. The system is based on C/B/S mixed mode and uses ASP.NET technology with .Net Framework being chosen as the development platform and metal resources database providing data support at the bottom layer. The system is an auxiliary management system for metal resources technical and economic evaluation and has the basic functions of auxiliary decision analysis, metal resources database management, data management and comprehensive query. Technical and economic evaluation model can be set up by users independently according to at which stage a project is, mainly including exploration stage, development stage and production stage, and according to the mining methods, for example underground mining, surface mining and in-situ leaching mining. Then, the technical and economic evaluation parameters can be generated. By inputting the value of each parameter in a simple and convenient way, the evaluation results can be directly calculated out and shown in the form of diagrams among others, and feasibility evaluation report can also be automatically generated, making the technical and economic evaluation process accurate and efficient. As the system can achieve the functions of scenario analysis, sensitivity analysis, shareholder’s returns analysis, horizontal comparison of different projects, it can improve the ability of project senior decision makers for rapid response to the rival and meet the demand of pricing negotiations. IntroductionWith the arrival of a new round of industrialization upsurge in both developing and developed countries, growth of demand for metal resources is entering a new stage. Population involved in the new industrialized countries is about four times that of all previous industrialized countries, implying resource consumption increases dramatically both in speed and in quantity. It is a must to seize the strategic opportunity of developing and utilizing metal resources around the world to lay abundant resource base for national industrialization. Objectively speaking, global configuration of metal resources is an inevitable tend. Presently, many issues, for example, resources exploration, mining, merge of mining companies, metal trades, mining financing, etc., generally show the feature of globalization. For the reality that competition for metal resources is becoming fiercer, industry standards of mineral resources will undoubtedly be improved. Occupying large scale mineral resources with high grade and developing them with low cost is the base for the survival of mining companies and metal resources merchants. With the growing demand of global investment in mineral resources exploration, which is at the upstream of the industry chain, geological exploration industry is promising. Globally building market relationships for mineral resources exploration companies is key to their sustainable development. Developing large and super-large deposit with low cost is also an important approach to enhancing core competence of a country or an enterprise. Mining companies around the world are rushing to purchase mineral resources globally. However, in different countries, economic, financial and tax systems for mineral resources vary greatly, and mining and processing techniques, technical parameters and equipment selection also change a lot. The South African mining industry currently installs about 6 km per month of plastic pipes for conveying compressed air and water. Plastic pipes have a number of desirable properties and are favoured by many mining engineers because of their low mass, which facilitates ease of erection and assembly, and their excellent corrosion resistance and durability. However, they are combustible, and if involved in an underground fire can contribute to the overall toxicity of the combustion gases emitted. Furthermore, plastic pipes have the potential to conduct a fire from one part of a mine to another, and, by so doing, exacerbate an already hazardous situation. The limitations of small scale tests and the need to establish a large facility where underground conditions could be simulated was recognized by the South African mining industry. This paper briefly describes the Industry's full scale fire test facility and presents the conclusions drawn as a result of a number of full scale combustibility tests conducted on pipes manufactured from unplasticized Poly Vinyl Chloride (uPVC) and High Density Polyethylene (HDPE). Based on these findings, some practical solutions to prevent the spread of fire along the length of pipe columns of various pipe diameters and suspension configurations are presented. Recently some new and exciting developments in the field of intumescent coatings have occurred which are proving effective in minimizing the incidence of fire underground on South African mines. The potential benefits of these coatings are briefly discussed. INTRODUCTION Plastic pipes used underground on mines are predominantly in the form of protective cladding on insulated chilled water pipes and as service pipes for the conveying of water and compressed air to the workings. Plastic pipes have found wide use in the aggressive environmental conditions encountered underground due to their favourable properties relative to steel; these include being lightweight, easily installed and virtually immune to corrosion. However, plastic pipes are inherently combustible and can contribute to the overall hazard in three ways: (i) they are easily ignitable and can provide the initial fuel for a fire. (ii) once ignited, they can propagate a fire along their length and by so doing ignite other combustibles in their path, thereby contributing significantly to the overall conflagration. (iii) they can contribute to the overall heat, smoke and toxic gas emissions from a fire. While conscious of the value of small scale fire tests, the South African mining industry recognized the need for full scale testing to determine the combustion characteristics of plastic pipes under conditions closely approximating those underground and, as a consequence, a full scale fire tunnel test facility was commissioned with the objective of being able to (a), accurately evaluate the potential hazard of the various types of the plastic pipes found in mines, (b) use this information to suggest suitable fire engineering practices to minimize the hazard and (c), to practically verify the efficacy of the practices suggested. THE FIRE TUNNEL The fire tunnel is situated on a mine in the Western Transvaal and is 40 m long with a cross section of 3 m x 3 m which is typical of many haulages currently in use in South African gold mines. The ventilation drawn through the tunnel is provided by a 110 kW centrifugal exhaust fan and air velocities can be varied from 0 to a maximum of 5,8 m/s.
