Lack of selectivity in mixed mineral flocculation can be attributed to one or more of the following factors: dissolved ion interference, heterocoagulation, mechanical entrapment in flocs and entrainment of fines between flocs. In a study of apatite- dolomite system, it was determined that dissolved ions do not have a significant effect on selectivity. Heterocoagulation was minimized by choosing proper process conditions and addition of a dispersant. Mechanical entrapment was proved to be insignificant and efforts were made to reduce entrainment by choosing an appropriate method of separation of flocs from fines. A new factor termed "polymer induced entrapment" which occurs due to limited affinity of the polymer to the mineral which is not flocculated is postulated to be the cause for the loss of selectivity.

In early June, 1986, a fire of unknown origin erupted in one of several main entries of a coal mine located in southwestern Colorado. The fire was aggressively fought with high- expansion foam. As a result of several strategic decisions, the fire appeared to be held in check. Unfortunately, sufficient quantities of foam were unavailable and as soon as the foam was depleted, control of the fire was lost. To prevent further damage and the possibility of an explosion, all entries to the mine were sealed. This paper recounts activities from the discovery of the fire to the initial reentry of the sealed mine including location of the fire, the decisions made to best combat it, and the steps taken to rapidly and securely seal the mine when this became necessary. The mine operator requested the Bureau's assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals. This report describes how samples were taken and what gases were analyzed. In addition, this work describes the initial exploration of the sealed mine by personnel using oxygen breathing apparatus.

Specialty sand and bentonite are produced in the plateau province from the Bidahochi Formation near Sanders, Apache County, Arizona. It appears that deposits of both sand and bentonite formed during the Pliocene in fluvial and lacustrine environments, respectively, along the west side of the Defiance Uplift. The bentonite is an alteration product of airborne vitric ash that fell or was washed into lakes. In the Cheto district, the individual bentonite horizons, which range from less than a foot to more than 10 feet thick, are restricted to the position of the medial volcanic member. Bentonite production began at the Allentown mine in 1924 and the Chambers mine in 1926. In 1933 strip mining of the extensive deposits in the Cheto district commenced. Production increased each year to a peak of 270,000 tons in 1957. As a result of the introduction of synthetic zeolites into petroleum refining, production declined. About 40,000 tons of bentonite are currently produced from the district each year. Bentonite is shipped out of State for processing into desiccants, thickeners, and acid-activated clay products. The specialty sand was derived from Permian sandstones and deposited by streams draining the Defiance Uplift. Although stream channels are usually restricted to the upper member of the Bidahochi, stratigraphically above the bentonite horizon, a few actually cut through the bentonite. The well-sorted sand, suitable for use as a proppant in hydraulically fractured oil and gas wells, is localized in elongate lenses along the margins of the channels. These lenses range from 5 to 50 feet in thickness and often extend thousands of feet in both width and length. The sand is about 97 percent silica, has a yield of 40 percent in the minus 20 plus 40 mesh size fraction, and has a roundness of 0.6 to 0.7 on the Krumbein scale. Production of this sand began about 1961. All of the current production, which amounts to about 40,000 tons per year, is sold in the petroleum-producing area near Farmington, New Mexico.

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

1. TRENDS OF DEVELOPMENT IN THE MECHANICAL DRIVING OF UNDERGROUND EXCAVATIONS IN THE GERMAN COAL MINING INDUSTRY The demand for higher advance in underground excavations led, in the past ten years, to the development and application of various mechanical methods in the coal mining industry of the Federal Republic of Germany. Hence, a modern mine cannot operate anymore without tunneling machines for the driving of horizontal and inclined roads and shaft boring machines for the sinking of shafts. In future, boring operations will assume a high positional value in the mining industry, as the development of cutters has kept pace with the development of machines. In the past ten years, about 40 km of roadways have been bored by tunneling machines in the German coal mining industry, further 140 km will be bored by 1990, part of which are already under contract. The idea was tempting to apply the technology of horizontal tunnel borers also to the sinking of vertical shafts. The underground contractors Deilmann-Haniel GmbH of Dortmund and Thyssen Schachtbau GmbH of Mülheim/Ruhr developed already in 1970, together with Wirth of Erkelenz, a shaft boring machine working without drill pipes, capable of sinking shafts following a pilot borehole, according to the downward reaming method (Fig. 1). In the meantime, two such shaft borers are operating in coal mines with diameters of 4.50 m to 6.50 m. Recently an order was placed for a third Wirth shaft borer for diameters up to 8.50 m. Since 1971 about 3.800 m of open or blind shafts have been sunk by the reaming process (Fig. 2).

Introduction Over the last five years, a large number of small- to medium-sized carbon-in-pulp treatment plants have been built in Australia, most designed to treat between 250,000 t/a and 1.5 Mt/a of ore. Because of the limited capital resources and tight cash-flow positions of these relatively small mining companies, the primary requirement was often to get a plant built and operating in a short period of time and at minimal capital cost. Therefore, since the inclusion of both pre-leach and tailings thickeners represents an obvious and significant capital cost, most of these plants were built without thickeners or even detailed, cost-benefit analyses on their inclusion. In some cases, the increasing use of High Rate Thickeners (HRTs) in the mineral processing industries has, however, resulted in a reassessment, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas where borefields are costly to install and water is limited. With the startup and operation of these installations, the resulting significant savings in cyanide consumption has been recognized, in many situations, as a primary justification for the installation of HRTs. Solution balances Degradation of cyanide occurs in the tailings water discharge to slime dams. The degree of degradation (cyanide loss) in the water recovered depends on a number of factors, but it is usually assumed to be about 90%. The most important mechanisms of CN loss are through HCN losses and oxidation by oxygen in the air, which also assists in the hydrolysis of CN. These mechanisms are supported by the large dam surface area and the long retention time of the tailings water in the dam. By thickening the CIP tailings at the plant and recovering as much tailings water as immediately possible, these losses are avoided. The retention time in an HRT is less than three hours, and the surface area is relatively small. Therefore, CN losses are negligible, which is not necessarily the case in conventionally-sized thickeners. Fig. I shows a block diagram of a 100-t/h gold plant without a thickener. In this example, 50% of the tailings water pumped to the tailings dam is recovered, and the CN concentration of the returned water is 10% of the tailings CN concentration of 150 ppm. Fig. 2 represents a plant with an HRT on tailings, thickening to 55% w/w solids. In this case, the thickened tailings are pumped to the dam, and 25% of the contained water is recovered. The recovered water and the mill make-up water are not sent directly to the mill; instead, they are added to the thickener feed and mixed with it prior to thickening. By doing this, the tailings are effectively washed, and the additional cyanide is recovered. Solution balances over these two circuits show cyanide recoveries of 5% and 65%, respectively. Thus, the thickener use increases cyanide recovery by 60%. Fig. 3 shows a two-stage HRT circuit in a countercurrent decantation (CCD) configuration. In this example, an additional 13% of cyanide is recovered through the use of the second-stage unit. This configuration can be justified when residual cyanide levels are high. The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

The utilization of computer based monitoring systems for fire detection in underground coal mines has grown significantly in the past seven years. In 1984, an annual MSHA survey identified a total of 38 systems being used in U.S. underground coal mines, while a 1990 survey indicated the number has risen to 112. The applications for mine monitoring have also changed according to the annual surveys. From April 24 to June 21, 1990, investigations were conducted by personnel of the Ventilation Division, Pittsburgh Health Technology Center, in cooperation with Coal Mine Safety and Health, concerning the installation and operation of Atmospheric Monitoring Systems in underground coal mines. These investigations were conducted to gather information concerning the ability of the AMS to detect fires and heatings, false and nuisance alarm frequencies, information related to system maintenance, and information related to employee training on system operations. This paper addresses current applications of the systems, fire and heating identification rates, application of systems in dieselized coal mines, system maintenance, and employee training requirements. While deficiencies were identified in some applications, results of the studies and survey indicate the use of atmospheric monitoring systems can be effective in identifying mine fires and heatings.

As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

In New Mexico, there are at least 100,000 abandoned mine waste rock piles with widely ranging geochemical and mineralogical compositions. A geochemical and mineralogical study was implemented for five waste rock piles, some which contained sulfides, in the Hillsborn Mining District. Chemical and physical characteristics of mineral grains and their secondary mineral oxidation rinds were examined with the electron microprobe. Pyrite and chalcopyrite appear to be the most reactive to oxidizing conditions. Clays, iron oxide, iron hydroxide, iron sulfate, and primary texture rinds exist in the waste rock piles analyzed.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of ground-water quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be per¬formed in two or three weeks. It is relatively inexpensive, requiring one injection-production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin and was partially funded by the US Bureau of Mines.

Unsaturated permeability and flow capacity exist where copper mineralization is disseminated in segmented, very-low-permeability ore blocks. The US Bureau of Mines (USBM) investigated this condition for application to in situ, copper-leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning-electron-microprobe data to characterize the host rock's mineralogy, texture, pore size, distribution and permeability. Finite element modeling is used to estimate saturated permeability and the ambient degree of saturation and to gain insight into appropriate in situ leach design. Recommended design modifications for optimized solution distribution and maximum recovery from the Casa Grande ore require: • well pressure injection exceeding 1500 psi and recovery wells operating in a suction mode, or • secondary, permeability enhancement by explosive rubblization. In the former, the lack of conditioning and the use of lesser pressures will result in leach solutions confined to the macrofractures. With the latter requirement, pressures can be reduced to 500 psi, with improved recovery and solutions containment.

The ever increasing costs of labor and supplies have made it imperative that operators of open pits look for some way in which to cope with these increases. One of the most logical ways to increase the efficiency of an operation is by the introduction of larger haulage equipment, as generally haulage costs are the greater portion of the over all expenses. These larger haulage units require larger shovel units. In the late 1930's and the early 1940's large mining, quarrying and heavy construction operations had more or less standardized on the 4 to 6 cubic yard shovels. During this same period the haulage units were generally 22 to 27 tons. Some ten years ago 9 - 13 cubic yard shovels along with plus 50 ton haulage units were introduced by manufacturers in an effort to enable operators to decrease costs.

Land reclamation and rehabilitation of depleted coal mines in the wider area of Ptolemais-Amynteon is practiced by the Division of Mines of the Public Power Corporation of Greece in order to conform to the concept of environmentally sustainable economic development of its operations. Detailed chemical and mineralogical studies were performed on reclaimed soils and their crops in order to evaluate the results of land reclamation and rehabilitation while similar studies were undertaken in adjacent, regularly cultivated, soils. Results indicate that trace element concentrations as well as concentrations of elements of environmental concern to be higher in regularly cultivated soils than the reclaimed ones. However, the concentration of the elements in wheat grains harvested from both, regular and reclaimed, group of soils is the same. The reason for this behavior is the very low water solubility, of the elements in the soils, due to their high pH values and the nature of their occurrence. As a result, wheat crops produced from reclaimed-rehabilitated soils developed on depleted lignite mines in the wider area of Ptolemais-Amynteon do not pose any health problem on either humans or animals when consumed.

Relatively large amounts of such hydrocarbons as fuel oils are often needed in flotation of low rank coals. The amount of oil can be decreased considerably by using surfactants as promotors. The reagents which are good candidates as surfactants to promote hydrophobicity can also act as emulsifying and wetting agents. Since the physical and chemical variables influence various sub-processes in different ways, their influence on the performance parameters is complex. The results of laboratory tests are presented to show that the dual role of reagents can be judiciously exploited to increase both the recovery and grade of clean coal. The mode and order of reagent addition is critical in enhancing their efficacy as flotation promotors. The results demonstrate the benefits of proper conditioning of the pulp prior to flotation.

Long-term monitoring is necessary to successfully develop predictive subsidence models. Thus, the Illinois Mine Subsidence Research Program (IMSRP) has documented subsidence over a longwall mine in south-central Illinois throughout a 3-year period. No monitoring results of this duration have been previously published for longwall mining in Illinois. To study the effects of surface subsidence and the rate of subsidence, precise level surveying was conducted at the site two or three times a year. Level surveys were conducted at approximately the same time of year using a WILD NA-2 level with a micrometer. Second-Order, Class-I, closure errors were obtained in each survey. Survey monuments were designed to minimize frost-induced movements. At this particular site in southern Illinois, subsidence over chain pillars and the panel centerline continued 3 years after mining. Since mining in 1988, 6.67 feet of subsidence or 70% of the extracted height has been documented over the panel centerline, with almost 0.30 feet in the last two years. The area over the chain pillars has subsided a total of 1.44 feet, with 0.44 feet occurring within the last 2 years. Monitoring over the chain pillars and at the centerline shows the residual subsidence to be fairly uniform. Monitoring is continuing over both of these areas. Long-term monitoring data can be used to improve evaluation of subsidence effects on land and structures. However, coal companies will time mitigation activities depending on other factors including the threshold of structural damage, type of repair needed, and maintenance of landowner and company relations.

The Bacterial Oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery developed by Genmin, the mining division of Gencor, has been operating successfully at the Fairview mine since October 1986. The continuous operation of a pilot plant at Genmin Process Research has resulted in further process developments to improve plant operating efficiencies. These new developments which include a higher solids content of the pulp feed to BIOX®, lower retention times, higher operating temperatures, lower power utilization for oxygen dispersion .and reduced nutrient addition have all been successfully implemented on the Fairview plant.lt has furthermore been confirmed that the arsenic precipitate formed in the neutralization of effluent solutions complies to the United States of America EPA standards. Continuous cyanidation pilot plant work conducted on BIOX® product has indicated that cyanide consumption can be drastically decreased if a continuous flowsheet is implemented in preference to a batch leaching system.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.
