This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.

In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

"The deposits of the east end of the Mesabi Range cover very large areas, and consist of the same taconite that produces the hematite of the central and western Mesabi. It is not deeply covered with drift, but outcrops boldly in large masses. It is not concentrated locally into enriched bodies separated by leaner areas, but is all a fairly uniform, hard, banded, unaltered chert, carrying about 25 to 30 per cent iron as magnetite.The Mesabi Iron Company, organized by Hayden, Stone & Co., and under the direction of D. C. Jackling, has taken over these deposits and is building a Concentrating plant at the new town of Babbitt, about fourteen miles east of Mesaba, Minn. This plant is to have a capacity of 2,000 to 3,000 tons per day, and is based on the application to this low grade material of the methods which have made the so-called porphyry copper properties so successful.In 1916, an experimental mill was built in Duluth; containing full sized machinery and capable of handling from 100 to 200 tons daily. A considerable tonnage of material was concentrated here during 1916, 1917 and 1918. The work showed that the resulting product could be varied, almost at will, between 60 per cent and 70 per cent iron and .006 per cent to .030 per' cent phosphorus, and that this could be made on a large scale well within the limits of cost set by iron trade conditions. A small special cargo was sent down the lakes, late in 1918, assaying 63.27 per cent iron (natural and dry) and .008 per cent phosphorus; but it is assumed that large scale shipments will normally be of a Bessemer' grade carrying about 63 per cent iron and .020 per cent to .030 per cent phosphorus. This material is a sinter, carrying only traces of sulphur and titanium, with silica between 6 per cent and 10 , per cent, and alumina, lime, magnesia, and manganese, each below 1 per cent. Some of the iron in this sinter is hematite and some is magnetite, the percentages varying according to the treatment given on the sintering machine. Like the analyses, this hematite percentage is within reasonable control. Sinter made from finely ground magnetite has much the structure of coke, being firm yet porous, and gives good account of itself in the blast furnace."

New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.

"Replacing the century old rail tunnels that run beneath the Hudson River and carry about 200,000 passengers per day between New York to New Jersey has been a high priority for many years. But after Superstorm Sandy hit the east coast of the United States in 2012, the urgency to replace the tunnels increased dramatically. The Hudson Tunnels project is one of nine projects that make up the larger $30 billion Gateway Project. The Gateway Project has been called the most urgent infrastructure program in the country and the Hudson Tunnels is the most critical part of the project, as it will build a new rail tunnel under the Hudson River and rebuild the existing and deteriorating North River Tunnel that connects New York and New Jersey.“Superstorm Sandy proved the level of resiliency of the tunnels, which was not very good,” Amtrak deputy chief engineer structures James Richter told attendees of the George A. Fox Conference in New York City on Jan. 23. Age and corrosive salts deposited by flood waters from the storm in 2012 have affected interior concrete and copper wiring in the tunnels. “Since then, things have been deteriorating and getting less reliable.”Richter, along with Mohammed Nasim, senior director engineering design, both with Amtrak, spoke at the 2018 George A. Fox Conference where more than 350 tunneling and underground construction professionals attended the conference at the Graduate Center of the City University if New York to share insights about the complexities many of them face on daily basis.Under the theme of “Managing construction of complex underground projects: Strategies for tunneling in populated areas,” the one-day conference featured presentations from some of the top minds in the tunneling and underground construction industry. The presentations touched on everything from the highly technical challenges of constructing tunnels through changing geology while working beneath cities and rivers, to navigating the complex financial issues and contracts that come with the projects that have many stakeholders.All of those challenges, and more are part of the Hudson Tunnels project. It is one of the best examples of the full complexities of a complex tunnel project, with the added pressure of securing funding from state and federal government entities under an increasingly tight deadline."

Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. Both oxide and sulfide mineralogy are addressed, and their effects on acid consumption, generation and solution buffering are presented. Two case studies that apply the discussed chemistry show the practicality of using a computer spreadsheet acid-balance model for the early planning and design of copper-leach systems.

INTRODUCTION In response to the Uranium Mill Tailings Radiation Control Act (Public Law 95-604, Section 114c), a report has been prepared by the U.S. Environmental Protection Agency (1980) which describes the potential health and environmental effects associated with uranium mine wastes. The author was responsible for the geology, hydrology and aqueous pathways analysis portions of the report. All potential sources of contaminants, solids, liquids, and airborne emissions, which might cause adverse impacts upon the environment or health of nearby populations were considered. Wastes at both active and inactive uranium mines (Hans and O'Connell, 1981) are described and assessed with respect to dose and health effects (Blanchard et al. 1981). The emphasis of this paper is on the liquid emissions and the aqueous pathway. Model uranium mines were developed for surface and underground mines. The model underground mine was placed in New Mexico while the model surface mine was in Wyoming. Development of a generic assessment was complicated due to the inherent variability of uranium mines. Also, most information available relates to uranium mills rather than to mines, or reported measurements were often influenced (biased) by wastes from a nearby mill and did not specifically reflect mine discharges. Consequently, the assessment presented is often based on conservatve (maximizing) assumptions which are identified as such, and which were based on knowledge from field investigations, available literature, and consultations inside and outside the U.S. Environmental Protection Agency. Maximum use was made of available data, supplemented with limited field studies in Colorado, Texas, New Mexico, and Wyoming. PREVIOUS INVESTIGATIONS Stream survey work in Colorado by the Water Pollution Control Commission and the U.S. Geological Survey (Moran, 1974; Wentz, 1974) mentioned a portion of the Uravan Mineral Belt and uranium mines therein, but the work did not emphasize uranium mines. Significant amounts of acidity and total trace metal concentrations were found in streams from 18 different mining areas. Dilution and chemical precipitation below mine drainages decreased concentration and increased the pH. Given enough time and distance, the streams recover naturally, but the accumulations of trace metals in the sediments increase. Field observations in 1971-72 of streams in most of Colorado indicated that approximately 724 km of streams in 25 different mining areas were adversely affected by mine drainage (Wentz, 1974). Discussions of the impacts of uranium mining on water quality or quantity are incidental in numerous impact statements and environmental reports prepared by industry and (or) the U.S. Nuclear Regulatory Commission as an integral part of licensing or relicensing uranium mills. Coverage on mining is usually minor as the principal focus is on milling impacts. The same is true for the recently prepared generic EIS on regulation of uranium milling (U.S. Nuclear Regulatory Commission, 1979). Radiochemical assessment of surface and groundwater in uranium mining districts of New Mexico is done by self-monitoring programs associated with NPDES permits. Also, radiochemical assessment studies have been funded by the New Mexico Environmental Improvement Division and U.S. Environmental Protection Agency. Unfortunately, there has been no concerted effort to prepare broad assessments of the cumulative impacts of mining and milling in areas of interest in Texas, New Mexico, and Wyoming. Critical review and synthesis of these types of data can produce rather useful information. For example, the publication "Water Quality Impacts of Uranium Mining and Milling Activities in the Grants Mineral Belt, New Mexico" (U.S. Environmental Protection Agency, 1975) addresses the groundwater and surface water changes as the result of extensive uranium mining and milling production in a relatively confined area. A more recent report by the Wyoming Department of Environmental Quality summarizes 16 years of aqueous radium and uranium data. The study reports significant amounts of radium-226 and uranium were present in surface water in the Shirley Basin as a result of inadequate mine water treatment (Harp, 1978). In Texas, surface water and groundwater monitoring conducted by industry, as well as by State and Federal agencies, reveals little or no change of chemical quality attributable to uranium mining and milling (Gesell, 1977; Kallus, 1976). This conclusion is based on 586 samples collected from 198 stations over a period of 39 years, but primarily from 1961 to 1975. The State monitoring program by several agencies is continuing, but data reporting and interpretation is lagging. One survey (Itin, 1975) showed that none of the mine water from the 10 lakes that were sampled was suitable for human use. The lakes were also unsuitable for irrigation due to mineralization of the water by sulfate, chloride, and TDS. One of the 10 was suitable for stock watering.

The Mont Klahoyo magnetite deposit is located about 600 km northwest of Abidjan, Ivory Coast. During an exploration period ending in 1977 an international joint venture group investigated the deposit and proved reserves of 670 million tons grading 36% iron. The deposit, occurring at the northeast end of the Baoubly-Kiriao chain of Precambrian iron formations, is associated with amphibolites, pyroxenites and gneisses of the Liberian Shield. At Mont Klahoyo occur two separate iron formations of which the lower member is the ore body. This lower member consists of a highly metamorphosed - banded quartz-magnetite iron formation in which iron silicate bands alternate with beds of quartz-magnetite. mphibolite-pyroxenites and sillimanite-cordierite-garnet gneisses form hanging and footwall rocks. The iron formation has been folded into an elongated overturned "Z" shaped major drag fold with axes trending and plunging approximately northeast. Beds are vertical or dip steeply to the southeast. The ore zone has an average thickness of 130 m and outcrops intermittently over a distance of approximately 5.5 km. Based upon detailed studies of drill cores and the results of ore dressing test work, eight stratigraphic units, identified as K-1 to K-8, are recognizable in the iron formation. Four interbedded units are low grade silicate zones (silicate facies) with the remaining quartz-magnetite units (oxide facies) repre¬senting the important ore zones of the Mont Klahoyo deposit. The ore-bearing "K" units are subdivided further, based upon their specific lithologies, iron content and concentration characteristics, into eleven ore types. The identification of these ore types is considered particularly important to mine planning and flowsheet design. A cap of oxidized materials overlies the primary quartz-magnetite iron formation but no enrichment has occurred. It is proposed that the Mont Kalhoyo iron formations were deposited, possibly chemically, in a volcanic environment as a siliceous iron formation with volcanism providing the primary source of iron and silica. Metamorphism converted the siliceous iron formation to a relatively coarse-grained quartz-magnetite-silicate iron formation.

This paper presents the results of an investigation of the stability of the mass flow rates and average pellet size in the different streams of an industrial-scale balling circuit. The variables in this study include water content, drum speed and fresh feed rate. It was found that both the mass flow rates and pellet diameter are greatly disturbed when a change, positive or negative, in any of the variables takes place. For most of these disturbances to be damped don, a period of one hour or so is required. When a disturbance in the feed rate was made, the transient period extended to more than one and half hours (the duration of the experiment). It was observed that there is an interaction between the drum speed and moisture needed for producing an acceptable green ball product. The moisture content of the product pellets was found to be a function of the pellet size, with the larger pellets retaining a higher moisture content.

Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. The Felder ore deposit is a 5,000,000-pound uranium deposit in the South Texas Coastal Plain. It occurs in the basal sand of an Oakville Formation (Miocene) alluvial system. The host sand is a carbonate-rich arkose which contains virtually no carbonaceous debris and has been reduced by the local introduction of hydrogen sulfide. The ore lies well within the reduced zone and occurs as coffinite and uraninite that fill interstices and coat and replace grains. The overall geometric configuration of the ore is that of a winged, crescentic ore roll. Weak mineralization extends the wings of the ore roll and gives greater expression to the roll character. Departures from the shape are controlled by discontinuities in bed- ding and by proximity of the ore to the surface. Associated with the uranium is a broad halo of anomalous molybdenum. Subsidiary mineralized trends suggest a pre-existing up-dip position for the main roll. Oxidation from the surface largely destroyed this previous roll by solubilization of uranium. Uranium subsequently migrated into favorably reduced sand and reprecipitated at the present roll position.

High anionic functionality acrylamide co-polymers and poly(sodium acrylate) are used as red mud flocculants in bauxite processing operations. These synthetic polymers are effectively displacing starch as the dominant polymer in red mud settling. The performance of these polymers is primarily dependent on the bauxite mineralogy, the alkalinity of the red mud slurry, and the anionic functionality and molecular size (viscosity) of the polymer. In this paper, the physical and chemical properties of the synthetic watersoluble polymers will be reviewed. The relationship between polymer structure and red mud slurry properties as they control polymer performance in settling red muds common to digester and washer circuits will be illustrated. The availability of polymers of varying functionality and viscosity will permit bauxite processors to make significant improvements in the economics of red mud disposal and valuable reagent recovery.

Arizona, in 1966, has continued to be the site of an extensive and intensive search for metallic mineral deposits. Over fifty separate entities--companies and individuals--have been actively engaged in mineral exploration programs, both large and small, in the Basin-and-Range portion of the State. Certainly, copper has been primarily responsible for the major efforts, although associated gold, silver, and molybdenum mineralization also has been important in the economic evaluation of potential copper deposits. It is not difficult to explain why the Basin-Range portion of Arizona is receiving such attention. Part of the story, undoubtedly familiar to most, can be illustrated by reference to three graphical presentations. For example, Figure 1 shows Arizona's annual copper production for the period 1955-1965, inclusive, and it demonstrates that new records of production have been accomplished in each of the past 6 years and in 9 of the last 11 years.

The trace element geochemistry of the cherty, clay-rich carbonate residuum. Covering much of southern Missouri and adjacent parts of Arkansas was investigated during the early 1970's as part of a statewide geochemical survey of Missouri-1/2/3 The study was environmentally oriented and focused on the character of the "natural' geochemical environment of the state. A great deal of effort was made to collect samples that would represent the geochemical variability of the near-surface environment in an unbiased way. In general, this was accomplished by use of randomization procedures in both collection and analysis. Most of the sampling sites were selected randomly to prevent personal bias from entering into sample selection. In the laboratory, samples were analyzed in a randomized sequence to circumvent the effects of any systematic bias that may have entered into the laboratory procedures. Several residuum samples contained 1 000 parts per million (ppm) or more of Pb, Zn and Ba. All these samples were collected in Washington County in or near the barite district. The frequency distributions shown in figure 1 indicate just how unusual the residuum in Washington County is with regard to these three metals and copper. The shaded parts of the histograms represent the samples from Washington County. The histograms are based on analyses of 141 samples from 38 localities scattered over the subcrop of the Cambrian and Ordovician Formations of southern Missouri and northern Arkansas. Eight localities were selected randomly from over each of four bedrock units--Bonneterre Dolomite, Potosi and Eminence Dolomites, Roubidoux Formation, and the Jefferson City, Powell and Cotter Dolomites. Six localities were selected randomly from over the Gasconade Dolomite. The geochemical "background" for these elements in residuum is defined by samples from outside of Washington County (unshaded part of the histogram); lognormal distribution curves have been fitted to the corresponding parts of each histogram. "MOTIVATION Tunnel construction companies must keep costs low, finish projects in less time and still meet the high quality and safety standards. Therefore, their main goal is always to optimize the tunnel excavation process. Traditional geodetical methods are used since more than 100 years to ensure an exact breakthrough of a tunnel. Evolving sensors, sensor fusion and increasing computation resources opened new fields of application for geodetic solutions in tunneling. These solutions offer new ways to reduce costs and risks in tunneling. INTRODUCTION Nowadays in tunneling, geodetical measurement methods are not only used for guidance, but also for various other applications. This paper gives an overview about where geodetical measurements are used today and highlights their benefits for safety and costs aspects. Furthermore, advanced solutions are introduced. In progressive projects, they have already become state of the art technology and are in use daily. STANDARD GEODETICAL MEASUREMENT APPLICATIONS In drill & blast tunnel construction processes, there are many standard geodetical applications used in the different construction phases, each having different requirements regarding accuracy. In the excavation construction stage, guidance tasks and setting-out of various positions is done by the foremen. Thanks to simplified measurement tools, the foremen are enabled to carry out these measurement tasks themselves without requiring deep surveying knowledge. In contrast, deformation analysis and network measurement campaigns need sophisticated planning and a profound education in surveying. Therefore, these tasks are carried out by surveyors. Profile control and as-built documentation is required in each construction phase. Depending on the requirements of the project, this task can be carried out either by the foremen or a specialized surveyor. Table 1 provides an overview over typical surveying tasks in an underground project including information about who is doing the job and the according accuracy requirements. In the course of the last decade, the concept of sustainability has turned from a catchword into a vision - a vision to which politics and industry feel increasingly committed. In terms of the energy industry, the key criteria for sustainable development are supply security, economic efficiency and social responsibility. Coal is able to meet all these criteria if it is produced in conformity with high safety standards through the use of modern mining technology and converted into electricity with the aid of environmentally friendly methods. Among the fossil energy resources, coal will, according to the vast majority of global energy scenarios, continue to be the most important input energy in power generation for the foreseeable future. Coal is therefore today, and will in future continue to be, an important element in ensuring sustainable energy and raw material supply, worldwide, in Europe and also in Germany.

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

Considerable success has been achieved in recent years in reducing concentrations of respirable dust in UK coalmines; thankfully this has been reflected in significant improvements in pneumoconiosis statistics. However, continuous increases in mechanisation and in rates of working, accompanied by more stringent dust regulations, necessitate the introduction of improved and often more sophisticated methods of dust control. The increased application of exhaust ventilation and air cleaning techniques seems likely to be the most important step forward in dust control in coalmining during the next few years. A typical drivage in a UK mine is not more than 16 ft (5 m) wide and is supported by steel arches. In the past the majority of such roadways were driven by the conventional means of blasting and loading. Since the main purpose of ventilation was to clear blasting fumes and to provide adequate scouring of firedamp, not surprisingly it was usual to have 'forcing' ventilation. Present systems of operation are making increasing use of heading machines and it is not surprising that well over half of all drivages are now ventilated by exhausting methods. (1) The great majority of coal getting in the UK is from longwall faces, usually in seams of less than 6 ft (1.8 m) thickness. Although this method of min¬ing has many advantages in terms of safety and productivity, dust control is made more difficult because of the need for men and machines to work in the same ventilation stream. Much emphasis has been placed on improving the design and methods of opera¬tion of longwall machines to reduce dust production, and improved ventilation has provided greater dilution, and in consequence, reductions in dust concentration. On all machines water is now fed through internal galleries to the cutting elements. Unfortunately, one of the difficulties associated with mining thin seams is that there is some unavoidable cutting in the roof or floor and in many seams there are faults to be traversed and dirt bands which must be removed with the coal. Under these conditions it appears that the use of exhaust ventilation and air cleaning offers the most promising way of achieving satisfactory dust conditions.
