Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

For the purposes of measurement and dosimetry of airborne radon daughters in uranium mines and elsewhere, it is important to understand their physicochemical state. This work deals with the chemical fate of 218Po in air. Extensive experiments were performed to determine the rate of neutralization, diffusion coefficient and fraction born charged of 218Po in air. The experiments were performed in a specially constructed apparatus of well-defined geometry. Careful control of experimental conditions made it possible to obtain more precise and detailed quantitative data than previously possible.

This work is a follow-up to previous research that attempted to predict the location of spontaneous heating episodes in underground coal mine pillars. The objective of the original work was to see if the data obtained by commonly used detection methods could accurately predict spontaneous combustion episodes in coal pillars. Data accumulation during the study was enhanced when a spontaneously generated fire occurred within one of the pillars being examined. The fire provided researchers with realistic data that could be used to determine if fire prediction was possible. Results from the initial study found that the atmospheric status equations that were used provided little advance notice that combustion would occur where it did. This study reevaluated the accumulated data by applying it to recently developed equations and compared these results with previously obtained information to determine if a combination of these techniques could more effectively predict impending combustion.

At the present time there are over 5,000 Kms of railway tunnels in existence throughout the world. In many cases these tunnels were built over a century ago using techniques obsolete today. Supervision and maintenance of these tunnels is essential to the economy of each country involved. For this purpose an electro-optical measuring system has been designed incorporating highly complex soft and hardware (15 mW laser, high resolution TV camera and processing computer), mounted on a vehicle. Its job is to scan, record and compare sectional gauge values (profiles) and strains inside tunnels both momentarily in situ and on permanent record, as an aid to the supervision work. From the state of the strains observed, in conjunction with an infrared spectrum of the tunnel lining and soil involved, the mechanical stresses in the tunnel can be deduced by applying the boundary elements method.

This paper presents two aspects of gold leaching research and development. The first section of the paper covers the development of innovative gold leaching processes. The research in this area has concentrated on the development of new thiosulfate leaching systems which use Fe(III) stabilized by ligands as the oxidant in place of copper(II)+ammonia. The second section will cover the development of innovative techniques such as surface enhanced Raman scattering (SERS) to study the leaching of gold in cyanide solutions. It will be shown that the use of in-situ SERS yields information which cannot be obtained using other methodologies.

Sedimentation in highly, flocculated suspensions of fine particles, such as clays, occurs through individual settling units (flocs) that have very open structures and correspondingly low densities (typically less than 5% solids by volume). Such settling processes rapidly lead to the buildup of a bed of flocs that are essentially close-packed, with an inter-floc porosity of perhaps 50%. However, the overall solids content is no more than about 2% to 3% by volume. Consequently, the thickening process is dominated by the bed consolidation rather than by the simple settling of the individual flocs. Experimental measurements of sediment consolidation in flocculated clay suspensions indicate, for a given system, that consolidation rates are essentially determined by the solids concentration and can be evaluated using the classical Kynch treatment. However, these rates are strongly dependent on the physical, as well as the chemical, conditions of the flocculation process. Furthermore, the extent to which gravity consolidation proceeds depends on the total weight of the sediment (i.e., on the bed height and the solids concentration). The implications with respect to thickener operation and the requirements for the laboratory testing for thickener design are discussed.

The Eufaula bauxite-kaolin district in southeastern Alabama is an important source of raw material for the refractory industries in the United States. At the present time, five companies are mining and processing bauxite and kaolin from this district and a sixth company is holding substantial reserves. Mining operations are expanding, but finding new ore reserves is a major problem. The Geological Survey of Alabama sponsored geologic research in the Eufaula district to: 1) investigate the utilization of sandy kaolinS and other clays associated with bauxite-kaolin deposits; 2) find limits of the bauxite district, looking for possible extensions; and 3) study the geology of the district, looking for patterns or trends that may aid in finding new ore reserves. This work was done with the full cooperation of mining companies operating in the district and property owners. Research was aided by the U.S. Bureau of Mines and the University of Alabama. The investigation included detailed geologic mapping of mines, drilling in selected areas, and making mineral analyses of bauxite and clays. The mapping was performed primarily by pace and compass because of the complexity of the deposits studied, but aerial photographs were used to a limited extent. Drilling included both auger and core drilling. The auger drilling was limited to 100 feet, but core holes were drilled as deep as 200 feet. The term 'bauxite,' as used here, indicates a mixture of minerals containing more than 50 percent gibbsite. Bauxitic clay is a mixture of gibbsite and kaolinite that contains more kaolinite than gibbsite. The term "kaolin" indicates a clay composed of predominantly kaolinite. Other clays in the Eufaula district are composed of kaolinite, illite, quartz, mica, and goethite or hematite.

Scale-up and simulation of flotation columns requires construction of mathematical models which employ, as a minimum, rate constants for quantifying particle recovery in the collection zone as well as split factors for quantifying froth zone performance. To date, measurement of these rate parameters has proven to be difficult, due to the interdependent nature of the collection and froth zones. This paper describes a technique for making these measurements. The method requires recovery data from two modes of operation: countercurrent and cocurrent. In cocurrent flow slurry is fed at the bottom of the column and tailings are withdrawn a short distance below the froth interface. Countercurrent mode is conventional operation. The critical difference is that particles which are dropped out of the froth in cocurrent mode are immediately lost to tailings, while in countercurrent mode the particles are subjected to recollection. Fitting of the measured recoveries to the equations that describe flotation in the two modes yields rate constant or recovery values for both the collection and the froth zones.

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill's license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee's sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,

Barometric pressure changes have been an important consideration in the sealing of mines, especially in the case of mine fires. These changes are caused by storm fronts and regularly, on a daily basis, by atmospheric heating and cooling. In many cases, anticipation of these fluctuations in a mine sealing operation or recovery can be an important consideration when scheduling activities. The barometric pressure changes create pressure differentials across sealed areas, inducing airflows which may create explosive mixtures of mine gasses, cause intensification of fires, and create irrespirable atmospheres outby seals. These effects of barometric pressure fluctuations on mine fire sealing and recovery operations are discussed. Data available from the National Weather Service is also discussed as a tool for predicting barometric pressure changes.

To understand the intricate nature of blast damage and counter the associated problems, small-scale blasting experiments were performed on hydrostone blocks. Tests were then conducted during a drifting operation in a quartzite quarry. Blast damage was assessed by different techniques. On the basis of the experimental results, the effects of the energy partitioning characteristics of explosives on the damage were identified.

"Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."

Geologic structures in mine roof rock contribute to many roof falls in Appalachian coal mines. These structures include paleochannels, scours, pinch-outs, slickensides, clay veins, and cravasse splays consisting of thinly interlaminated sandstone and shale. These structures often can be identified during, and sometimes before, development and mine projections can be revised to reduce the adverse effects of discontinuities in roof structure. Large areas of roof consisting of laminated sandstones or incompetent strata generally can be delineated from exploratory drill-hole data and the need for supplementary support can be anticipated. Because an accurate description of roof geology also provides some indication of optimum length and type of roof bolts that should be installed, this Bureau of Mines paper describes the hazardous roof structures most commonly encountered in the Appalachian coal region.

In recent years a great number of papers have been presented at symposiums and have appeared in the literature relative to geologic prediction for rapid excavation and tunneling. Many of these papers describe research projects now underway to investigate tunnel site selection by remote sensing techniques, seismic holography, electro¬magnetic pulse sounding, optical scanning for structural features, and many other exotic geophysical techniques. While it is possible that this research will produce techniques that may prove to be very useful, it appears for the present at least, and perhaps for another decade, that there still will be no substitute for conventional exploration methods such as coring boring, geologic mapping, studies of existing wells, and proven geophysical techniques. Nevertheless, there is still room for tremendous improvement in the conventional techniques for geologic prediction in tunneling. These include: more rapid and accurately aligned coring borings drilled parallel to the tunnel alignment; improved geophysical surveys both prior and during construction; improved methods for predicting ground¬water inflows and water pressures, both of which can greatly influence the cost of driving tunnels. Geophysical techniques can also be ap¬plied to locate deeply incised glacial troughs or ancient buried stream channels that might cross the tunnel alignment. In the meantime, while some researchers continue their efforts to¬ward a breakthrough in new techniques for geologic prediction, it is recommended that other researchers direct their efforts toward sol¬ving specific problems such as accurately predicting ground-water conditions, determining locations of high geostatic stresses, and locations of major fault and shear zones.

It is shown that the dust exposure of all underground workers varies greatly from day to day even though each man did the same job in the same working place each day. The variability follows a logarithmic normal distribution with a geometric standard deviation of about 1.6 for the three dust assessments; total respirable dust, respirable combustible dust and respirable quartz dust in both mines studied. The variability was homogeneous for all men and most jobs. The differences between men doing the same job was found not to be significant and it is suggested that the dust sampling program should determine the average for each job and use this as the best estimate of the exposure for each man.

"Increasing demand and market economics have pushed the mining industry to adopt improved mining practices and minimize losses. Simulation, in this regard, has proved to be an efficient tool to help in decision making purposes. We present the development of a discrete event simulation model for a large-scale open pit mine to run experimental scenarios for near optimal decision making. A mixed integer linear goal programming (MILGP) optimization model is also presented for shovel allocation optimization. The mathematical model will be coupled with the simulation model at the dispatching stage for shovel allocation optimization and thus it will act as the link to optimal short-term schedule to assist in achieving better mine plan compliance across short-term and operational planning time horizons. The main contribution of this work so far is the development of the MILGP model and development, implementation and verification of the simulation model on a large scale oil sands open pit mine case study. The results obtained so far are promising and have been validated against the historical data of the mine, proving the applicability of the model for experimental scenario analysis. INTRODUCTION It is essential for mining operations to adopt efficient operational methods and technologies to cope with market demand and economics. Mining operations, on the other hand, being capital intensive, find it risky to bring in any changes. Simulation is a tool that can help in this regard for better decision making purposes with an improved and quantitative measure of confidence. A true representative model that satisfies the objectives set for the simulation is essential to achieve its applicability for decision making purposes. A similar simulation model is presented in this paper for analyzing the operational KPIs of a large scale oil sand open pit mine with truck-shovel operations. This paper is aimed at providing an overview of the development of the model and the statistical outcomes validating its applicability for experimental scenario runs and thus for better decision making purposes. A mixed integer linear goal programming (MILGP) optimization model is also presented in this paper that acts as an upper stage in a multi-stage dispatching system. The optimization model is proposed to be linked with the dispatching logic in the simulation for optimal shovel assignments and target productions by reading available mining faces directly from the short-term extraction schedule. This model is aimed at bridging the gap between operations and short term extraction schedule; and may help achieve better compliance between the two."

Because of the high cost of obtaining coal washability samples, it has been difficult in the past to obtain washability variograms. As a result, it could not be determined if the geostatistical prediction tool known as kriging can be applied to predict in situ coal washability characteristics. This paper presents the obtained variogram models for the Upper Freeport coal seam in western Pennsylvania. Variogram model parameters are presented for a total of 27 models. They are for four different variables: float- weight, ash, sulfur, and Btu, at seven different specific gravities: 1.275, 1.300, 1.325, 1.400, 1.600, 1.800, and 1.80,Sink. Based on the obtained variogram results, it can be con¬cluded that all attributes of coal washability show definite spatial correlation structures, and, consequently, geostatistics can be used to predict the in situ coal washability characteristics.

Electrochemical oxidation of arsenopyrite (FeAsS) has been investigated as an attempt to gain a better understanding of its dissolution chemistry. Rest potential measurements, cyclic voltammetry and constant potential experiments were conducted in the pH range from 8 to 12 in the absence and the in the presence of cyanide. A two-step reaction sequence is suggested by the electrochemical measurements. The initial step is described by: [FeAsS+6H20=Fe(OH)3+H2AsO3- +S°+7H++6e] The second step involves the oxidation of the arsenite and sulfur according to the following reactions: [H2As03-+H20=HAsO24-+3H++2e and S° +4 H2O=SO4-+3H++6e] Stoichiometric determinations confirm that 14 electrons are involved in the overall reaction.
