On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

Introduction The impact of computers on individuals and businesses increases each day. And the mining industry is no exception. The growing number of short courses, symposia, and feature articles in journals on the subject of computers is indicative of the developments and interest in their application to mining. Given this interest and the growing importance of computers, a legitimate concern is the computing background of graduating mining engineers. Based on a sample survey, this paper presents the current status of computer education in Accreditation Board for Engineering Technology (ABET)-accredited mining engineering programs in the US. Specific topics addressed include hardware and software available to students, integration of computers into curricula, concerns of mining educators, and historical and anticipated trends in computing education. Methodology Nine of the 19 ABET accredited mining engineering schools (as published in the SME-AIME Guide to Minerals Schools) were surveyed. Interviews consisting of open-ended questions were conducted with a knowledgeable faculty member from each of these schools. This was done to obtain an overall view of computing in mining engineering programs. The intent was not to evaluate nor compare individual schools, so a complete census was deemed unnecessary. The minimal deviations between the responses to the subjective questions reinforces the credibility of the sample as being representative. Results Hardware Most of the mining engineering schools polled had access to hardware on three scales - mainframe computers available university wide, minicomputers available in the college or department, and microcomputers available at all three levels. Without exception, each school had access to mainframe and microcomputers. Minicomputers, however, were not available at every school. The mainframe computers have been in place the longest. The predominant mainframe currently on campuses is the IBM model. Mainframes were once the essence of all applications. But the improved availability and capabilities of smaller machines have afforded users a viable alternative. The increasing practice in education of assessing charges for time used on the mainframe - as opposed to no charge for time on the mini- and microcomputers - makes use of the smaller machines attractive. Conversely, much of the mining engineering software is only operational on mainframes. Sometimes this restriction exists because the requisite speed or storage inherent in the software can only be met by the mainframe. More often, however, it is because the software was developed when mainframes were the only machines available, and it has not yet been adapted to run on a smaller machine. At the schools polled, many mining engineering problems that are well suited to microcomputers are being solved on mainframes simply because microcomputer software is not available. Minicomputers are available at the department or college level in many mining programs. DEC is the most popular make. Often, the minicomputers were installed to alleviate the inconveniences of attempting to access and use an overcrowded mainframe, to avoid being charged for time used on the mainframe, and to meet the needs of a specific research project. The minicomputers are currently used much more for research than for teaching applications. Therefore, minis are seldom used by undergraduate students. Microcomputers have become extremely popular at mining schools within the last five years. Generally, some form of computing policy or strategy was established near the time the first microcomputers were purchased. This was formulated in part to ensure consistency, or at least compatibility, in the type of machines acquired. An adaptive process control system was installed in Cortez Gold Mines Mill #2 Grinding Plant in Nevada. The installation, commissioning, and testing of the system took approximately 80 manweeks, but final test results show that the system paid for itself through increased throughput within two weeks of commissioning. Both crisp and fuzzy rules are used in the expert rule base which is also integrated with continually adapting neural network models. The expert rules and models are used by predictors, and optimizers to allow the control system to provide optimum process performance under continually varying feed conditions. The selection, installation, rule and predictor configuration, and statistically verifiable testing of the control system in the Cortez Gold Mines Mill #2 Grinding Plant is described in the paper.

Planned tunnel projects with advanced geotechnical investigations are more frequently being suspended because of changes in funding, politics, or local priorities. Some of these projects are ultimately canceled, some decelerate and stall, some resume after a short pause, and some restart after being mothballed for several years. The restarted project often differs at least slightly from the predecessor project in terms of alignment and design concept. This paper describes approaches to evaluating the quality and completeness of previous geotechnical investigations for a re-activated project, considering technological advances as well as changes in regulatory requirements, contracting approach, and site conditions which may have taken place in the time since the project was suspended.

Caltrans is studying alignments for a 160-kilometer-long high speed ground transportation system from Los Angeles to Bakersfield across the Tehachapi Mountains. This link is needed to connect southern California with San Francisco by a short passenger rail service. None presently exists. The system will require tunnels and viaducts along the route with sections crossing two major active fault zones. High speed ground transportation technologies are being evaluated for achieving rail speeds of between 200 and 480 kilometers per hour. This paper presents the technical requirements for tunnels along the alternative routes being considered for the project.

For many years the explosives industry was a technological enigma: it was at the 'cutting edge' of some technologies and in the backwaters of others. For example, for at least the past 85 years, the industry routinely measured time to one-millionth of a second for determining the detonation rate of explosives. At the same time, however, formulations were usually hand-written in 'formula books,' such as the alchemists may have done. Also, due to the fact that the equipment had proven to be safe, many of the mixers and packing machines in use until recently were those patented in the 19th century; improving efficiency was not worth the possible risks that might be encountered. In recent years, the wide availability and portability of computers and their adaptation to specialized applications have revolutionized the explosives industry, much as it has many others. With the advent of the water-based emulsions and slurries (water gels), and the necessity to design totally new processing and delivery equipment, the opportunity arose to apply modern techniques to many aspects of the business. Table 1 lists some computer applications currently in use by explosives manufacturers and end users. The use of high-tech production controls, equipment design aids, field measurement devices and other computer applications is so pervasive in the industry today that any brief article such as this must be considered only as a broadbrush overview of the subject.

INTRODUCTION Several recent estimates have predicted that the extent of underground tunneling in the future will far surpass past records. It is also emphasized that the expected increase depends largely on the cost of tunneling and hence every effort should be made to reduce this price. The largest items of expense in some tunneling programs are not related to the technical problems encountered but rather the human factors involved in contracting and executing the project. In order to examine the mutual interactions between the groups involved in tunnel programs, the Engineering Foundation sponsored a conference on "Owner-Engineer-Contractor Relations in Tunneling", July 12-16, 1971 at Deerfield, Massachusetts. The meeting was cosponsored by the Associated General Contractors of America and the Construction Division of the American Society of Civil Engineers. The seminar was attended by representatives of contractors, owners, and engineers who drafted and approved a set of recommendations based on the ideas generated during the discussions. It was also suggested that the resulting document be given as wide publicity as possible amongst the underground construction community. The First Annual Rapid Excavation and Tunneling Conference provides an excellent forum for this presentation.

During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal's expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world's seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

Mining was the first economic activity carried out in Cuba, by the colonial conquerous, i.e. gold extraction from rivers and use of asphalt to calk their ships; however, due to different historic reasons only a limited development took place in this field during the colonial domination. During the republican period beginning early in this century, other interests lead to a larger scale exploitation of some known deposits. From the beginning of the century up to the triumph of the Revolution in 1959, not less than the following figures were extracted of some Cuban minerals: Refractory Chromium 3,300,000t Manganese 7,650,000 t Copper 9,000,000 t Iron 22,000,000 t Nickel 150,000 t (Ni oxide and sulphide These productions were practically directed to cover the demands of the U.S., industry and some-times these Cuban ores were almost the sole suppliers of the market.

Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. In 1995 Peru was the 12th largest producer of gold in the world: 56,499 kg, or 18 million ounces. Much of this production comes from Yanacocha, operated by Newmont Mining Co, and owned jointly by Newmont; Buenaventura Mines, a Peruvian-listed company; and the International Finance Corp.

The gold content of prophyry copper deposits ranges from less than .05 gmt (ppm) to more than 1.0 got, and most deposits contain on the order of 0.05 gmt Au. Perhaps the highest grade mineralization which has been found in close proximity to a porphyry copper is the Ok Tedi Gold Cap orebody whose grade falls in the 2-3 gmt Au range.

Successful leaching of gold depends on appropriate chemical conditions; contact between leach solution and the gold particles; separation of the leach solution from the solids and extraction of the valuable ion from the solution. Irrespective of the leaching method employed the chemical conditions required are similar as is the dependence of solu­tion/gold contact on liberation. The various leaching methods available vary in the means by which gold/solution contact and solid/liquid separation are achieved. The essential difference between heap or vat leaching techniques and those involving agitation of a slurry is dependence on percolation for effective gold/solution contact. The most significant factor preventing uniform percolation is the presence of fines or clays. The quantity and character of the fines fraction is ore type dependent and may result from crushing, degradation during stacking or leaching, or the natural size distribution of the ore. The problems associated with fines can be aggravated during stacking and preparation of the heap. Segregation during stacking can result in concentration of fine particles at the centre of heaps. Further concentration of fines may also occur during irrigation by the movement of the fine particles with the solution. The end result is that the areas in which fines are concentrated become areas of low permeability. The contact between leach solution and the ore in such areas is, at best, slowed down dramatically and, in some cases, prevented altogether. The consequences of this phenomena are slow leaching and a reduction in recovery. The conventional solution to this problem is well known. Agglomeration of ore prior to heap leaching is practised widely. The effect of agglomeration is to immobilise the fines by causing them to adhere either to each other or to larger ore particles. The net effect is that the ore behaves as if no fines were present. The use of agglomeration is limited only by its cost, the most significant components of which are the cost of binding agent, commonly cement, and the capital cost of the agglomerating equipment.

Abstract - A shiploading terminal near Punta Arenas, the southernmost city of the world (lat. 53°-10'S, long. 70°-54' W) is described. Strong winds, choppy seas, frequent gales, rain, and snow make it difficult to load ships at an offshore berth in this area. Detailed site investigations, including a wind-recording program, supplied sufficient information for the analysis of operating conditions. The weather pattern of the entire region, including the predictability of gales, was utilized in the analysis. The results showed that a bulk loading terminal at this location is feasible, provided that the design takes into consideration the specific problems of the site. The final layout shows a terminal that can be approached from several different directions, depending on the direction of the wind. The mooring system is arranged to allow alter- native ways of attaching and casting off mooring lines and executing docking and departing maneuvers. The berth is supported on piles and contains the minimum of structures, relying on a slewing shiploader to reach the ship in any position, with only limited fore and aft shifting of the vessel for loading the extreme hatches. Results of wind recording, statistical analysis of wind and wave data, operating criteria, and the results of berth availability analysis are included in the paper.

Cyanidation is one of the most common practices used in the extraction of gold and silver. One method of application is heap or dump leaching which entails the leaching of the gold or silver ore by spraying or dripping a cyanide lixiviant over the ore and collecting the effluent. The ore is placed on what is known as a leach pad system. A typical leach pad system consists of a foundation, a leakaqe detection system, a liner, and a cover layer (Strachan and van Zyl, 1988). There are many types of liners available for use. The type of liner depends upon what type leaching pad system us used. Generally, leaching pad systems can be categorized into two types: an expandable pad and a reusable pad. An expandable pad exposes the liner to the elements only in the initial stages of ore placement on the leach pad system. A reusable pad exposes the liner to the elements on a periodic basis. In addition to the exposure to the elements, the liner is also under the stress of the ore placed on it and the stress of the vehicular traffic across it. These stresses and exposure to the elements are the major causes of liner failures, which can appear as punctures, tears, cracks, and deterioration. Because of the possibility of the failure of the pads to contain cyanide-laden solutions the designs for liners of pads and ponds have become more and more stringent. Currently, though, there is some recognition that in some locales such stringent design criteria may not be required (Chatwin, 1989). Some soils have significant cyanide attenuation and degradation capacity. It has been found that soils containing carbon- aceous materia1 wi11 remove cyanide from solutions percolating through them (Chatwin, 1989). Of course metallurgists have long recognized the deleterious effect of carbonaceous material in the mill circuit. Sheridan, et a1 (1988) have shown that WAD cyanide is detected in the effluent of a 2 m column filled with ground carbonaceous ore only after it had been continuously washed with greater than 9 pore volumes of NaCN solution. It was decided to examine the potential of successfully attenuating cyanide by placing an organic material layer between a 1iner and the prepared soil base. One consideration for the selection of the organic material was cost. Sawmill wastes, ground agricultural wastes (such as corn cobs), and other organic wastes were considered. But the first waste to be tested was a product found at any metropolitan area, sewage sludge.

Pumped storage power plants are one of the options to store the fluctuating production of electric energy from renewable sources in a sustainable manner and is able to provide Europe with the opportunity to overcome the effects of climate change. However, due to the extensive land use required when planning the water reservoirs, several projects have been declined after social conflicts raised, even in Germany. Nonetheless, after the flooding and drought periods in northern Germany, the catastrophic floods of July 2021 in south west Germany, the country’s need to decrease its dependency on import of gas and energy supply, and the energy transition goals set for 2030 and 2050, it has become clear that the implementation for water reservoirs must increase in the coming years, whether above ground or underground. Furthermore, not only Germany is interested in the use of underground cavities for water and energy storage, other European countries as Sweden are currently developing studies and solutions to bring this concept soon to reality in Europe. This article introduces the systematic approach for planning and designing large underground cavities for water reservoirs as a sustainable energy transition approach and a climate change response by showcasing the process of selection and results of the “Energy and Water Storage Harz” (EWAZ) research project. Additionally, the results of the evaluation of the effect of implementing the selected underground and surface infrastructure into the current water management system in the region is presented. Finally, the different possibilities evaluated for the underground cavities within the project and the technical challenges involved are be discussed.

Quebrada Blanca (QB) is a copper project located in the semi-arid Andean highlands of northern Chile. The operation is situated 170 km ( 105 miles) southeast of the port of Iquique and 30 km (18 miles) west of the border with Bolivia, at an altitude of about 4300 m (14,000 ft) (Fig. 1). The QB ore body is a secondarily enriched porphyry copper deposit containing reserves of 85 Mt (93 million st) grading 1.3% copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million tons grading about 0.5% copper. In the late 1970s and early 1980s Falconbridge and its affiliates spent $20- $30 million exploring the deposit and conducting feasibility studies. Falconbridge, however, decided not to develop the property. It was returned to its owners, Empresa National de Mineria (ENAMI), a Chilean state mining corporation. In 1988, ENAMI announced its intention to privatize the property through public bidding. Cominco Resources, then 61% owned by Cominco Ltd., examined the property and the extensive data base developed by Falconbridge. In conjunction with its parent company, Cominco Resources submitted a proposal to ENAMI to construct an open- pit mine, with heap leaching and solvent extraction/electrowinning (SX-EW) processing facilities. The plan would use patented heap leaching technology developed by Sociedad MineraPudahuel (SMP), a privately owned Chilean mining company. At that time, a $150-million project that would produce about 45 kt/a (50,000 stpy) of cathode copper was envisaged.

One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.
