In most mining operations, some degree of selectivity is applied. Whether one deals with surface or underground operation, ore zones, and waste zones are defined not only on the basis of the value of the ore contained, but also taking mining constraints into account. A number of computer techniques are presented which can be used to determine the optimum location of the footwall and hanging wall of ore zones intersected by drill holes. Minimum mining width and minimum internal waste width constraints are taken into account, as well as other economic constraints. The system is presented as an integral part of a larger manumatic ore reserve and mine planning system.

Crushing plants (multiple stage) are an integral part of most conventional comminution circuits (ball mill, rod mill - ball mill). Although conventional circuitry is now the design exception, there are still many older, and some newer plants that include crushing in the process flowsheet. In most of these installations the operating objective is to maximize throughput at some minimum product size, in an effort to balance the comminution load between crushing and grinding. To achieve this goal, while avoiding production losses due to overloads, generally requires the use of automatic control strategies. This paper reviews the crushing plant control problem and describes several approaches that have been successfully implemented in different plants.

There are certain site-specific geological and physical features of a rock mass which control its behavior under the dynamic stresses induced by the action of explosives. It is essential that blasting technology be adapted specifically to those features. There does not exist a single, simple "right" way for each type of blasting operation, but rather each operation must be custom-designed for each site. When this is done, it is often possible to produce unusual but highly desirable end resglts, such as undisturbed narrow rock walls, monoliths and square benches. Although the techniques illustrated here were developed specifically for "sculpture blasting", the geomechanics principles would apply to other types of blasting control, both large-scale and small-scale. Because the techniques are designed more for the purpose of modifying the site responses which would ordinarily be expected than they are to developing new "blasting formulae?, the name "Modified Site Response Blasting" will be used.

Overseas coal trade has increased from 169 to 274 million metric tons (tonnes) between 1970 and 1983, representing a 3.8% average annual rate of growth. Metallurgical coal accounts for nearly 61% of the international coal market while steam coal's share is about 40%. By year-end 1983, the U.S. was the single largest coal exporter at 77 million tonnes, followed by Australia, 56 million tonnes; Poland, 35 million tonnes; South Africa, 28 million tonnes; USSR, 27 million tonnes; and Canada, 17 million tonnes. Coal exports can play a more significant role for one country than another country. For instance, in the U.S., coal exports accounted for only 9% of total coal demand in 1984 while in Australia, exports accounted for 53% of that country's total coal demand. Of all the major coal exporters, only U.S. exports accounted for less than 10% of total consumption in 1984. Japan is the largest importer of coal, 73.8 million tons in 1983. Although the majority of Japan's imports are metallurgical coal, steam coal imports into Japan increased seven-fold between 1978 and 1983, from 2 to 14 million tonnes. Australia is the leading exporter of both metallurgical and steam coal to Japan, accounting for 47% and 55% of Japan's coal imports, respectively. Since 1978, South Africa has developed into a major steam coal exporter to Japan, increasing its market share from 7.9% to 18.8%. The U.S., which was not even a player in Japan's steam coal market in 1978, has made inroads and accounts for 6.7% of Japan's steam coal imports. However, this translates into only one million tonnes. In the European coal market, for the most part, the U.S. is the leading supplier of metallurgical coal and South Africa is the major supplier of steam coal. The U.S. was not even a factor in the European steam coal market in 1978 and has made inroads during the last six years at the expense of Poland and South Africa. From 1978 to 1983, the U.S. has increased its market share in steam coal exports to France from 0.2 to 28%; Spain, 0 to 52%; Italy, 0 to 43.5%; Denmark, 0 to 19%; Germany, 0.5 to 16%; and the Netherlands, 0.6 to 45%, respectively. The use of coal (solid fuels) as a fuel to produce electricity has had increasing signficance for most of the countries analyzed between 1978 and 1983. The flip side to this is that oil has lost its share of this market during this time period. Of all the countries selected, only France reported a decline in coal's share of total electricity production. This is a reflection of France's ambitious nuclear program.

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control can be considered a form of insurance to enhance the value of an exploration or mining project. Providing reliable assay data in a production laboratory is challenging. Pressures such as time constraints and profitability affect data integrity. In Australia and North America, reliable assaying services have been provided by several laboratories. Mistakes are primarily due to human error but systems are available that monitor results and identify these types of errors. As the mining industry expands globally, mining companies encounter difficulties in some of these areas due to lack of infrastructure, poor communications, bureaucracy and political risk. These challenges also apply to the operation of laboratories, enhancing the risk of compromised data.

The concept of microorganisms as chemical reagents (flocculants, flotation modifiers and flotation collectors) is quite new. Potential uses for microorganisms include their use in place of certain conventional flotation reagents and as flocculating agents in minerals engineering processes. In addition, in some studies micro-organisms have been used to modify mineral surfaces and, thus, the flotation or flocculation of the minerals.

The pioneers in pressure hydrometallurgy have provided a solid foundation during the past four decades. The pressure techniques are now capable of being used to push back the frontiers in the winning of metals. Pressure hydrometallurgy has been used to meet the objectives of extracting metals; purifying metal solutions, recovering metals; and rendering waste streams acceptable for disposal to waste repositories and the environment. Some examples of each of these functions are briefly reviewed. The applicability of pressure techniques to the recovery of precious metals is discussed.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Two modes of potential loss of oxime extractants in liquid extraction processes for the extraction of copper have been studied. In loss "by chemical degradation, two mechanisms of acid hydrolysis are possible, some reagents degrade primarily in the organic bulk phase, Others at the interface between the organic phase-- phase protects the oxime but salts added to the aqueous acid phase can promote the rate of degradation. The reagents reported on are the LIX series (Henkel Cpn), SME529 (Shell Chem.Co.) and P5100 (Acorga) Loss by organic entrainment in the aqueous phase leaving mixer-settlers has also been studied, parameters investigated including impeller/tank geometry and the phase inlet arrangements. The consequences of extractant loss by the above mechanisms...are commented upon. They include the direct economic cost, the possible environmental problems and the implications for downstream operations such, as electrowinning.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

FMC Corp. achieved a significant cost reduction at its Green River, WY soda ash operations using a new proprietary solution-mining and processing technology. In phase one of the program, trona ore is dissolved, recovered and processed with the new technology. It is then fed into an existing refining plant, replacing dry mined and calcined trona ore. Phase two produces a final high-purity product. It also increases capacity by 635 kt/a (700,000 stpy). Both phases were completed under budget and ahead of schedule. This $120-million expansion project uses a new process and a new team to derive soda ash in a more cost-effective and environmentally friendly manner. The team successfully introduced solution-mining technology - with a liquid solution injected into previously mined sections of the mine. This shift in techniques signified a new era for soda ash production. The project is an example of teamwork at its best. For it to be successful, FMC had to work within several different areas inside and outside of the company. Engineers, contractors, mechanical operators and technical people were needed who could blend in with FMC's existing in-house team.

The United States has traditionally been the world's largest producer and net exporter of phosphate rock and related fertilizer products with the exception of rock exports from Morocco. In recent years, however, U.S. producers have faced increasing competition from operations in foreign countries, leaving the future position of the U.S. phosphate .industry as a leader in the world markets somewhat less certain. This paper will review the U.S. phosphate rock industry in relation to its known demonstrated reserves, its historical and present production and export levels, and its future mining potential. The paper will include an analysis of the availability of phosphate rock in the United States represented by cost-tonnage relationships. The U.S. phosphate rock industry has for decades provided raw materials at reasonable costs to the phosphate fertilizer industry, and the fertilizer products have been made available to both domestic and international markets. Natural soils normally contain low quantities of phosphorus, and cultivation exhausts the available phosphorus through the removal of harvested products. Yields diminish, and it becomes necessary to apply phosphorus to the soil in an amount at least sufficient to compensate for removal. Raising the level of phosphorus also permits nitrogen and potash fertilizer nutrients to be effective and sustain the high crop yields necessary to support increasing food demands. In only a few areas of the world are soils, climate, rainfall, and low-cost phosphate fertilizer available to assure high agricultural yields in successive years. One of these areas is the central United States and south central Canada. By contrast, in the Soviet Union, the weather conditions in farming areas frequently cause crops to either bake or drown in the field. To attempt to counter the effect of weather on production, the U.S.S.R. has increased use of fertilizer and equipment in recent years. The effect of fertilizer on various crops has been documented, and in all cases, improvements in yield and plant development were noted, as was the ability of fertilizer to mitigate the effects of unfavorable climatic conditions. Phosphate resources can be classified as either identified or undiscovered. In the identified classification, we are principally concerned with demonstrated phosphate resources, or those that have been measured or indicated. In the southeastern United States, the phosphate mining areas of Florida and the Carolinas have been explored and drilled extensively in attempts to locate new deposits. The exploration programs indicate that another Florida Bone Valley Formation or North Carolina Pamlico River Deposit is unlikely to be discovered in the southeastern U.S. coastal plain. Phosphate rock deposits of commercial interest in the western United States are located in Montana, western Wyoming, northern Utah, and southeastern Idaho. The deposits are in the Permian Phosphoria Formation with most of the mining activity occurring in Idaho. Although substantial demonstrated resources have been identified, recovery costs and the field's isolation from markets have restricted growth of the industry in the west. The phosphate rock deposits in Tennessee are well known, and it is estimated that about 29 million metric tons1 are potentially recoverable. Undiscovered deposits of brown rock in Tennessee would likely be quite small.

Modern high capacity underground mining machinery is a complex of mechanical, electrical and hydraulic components which have greatly increased capability over similar components of mining machinery of ten and. even five years ago. Looking into the future I feel certain in stating that there will be changes equally great in the coming five and ten year periods. With this premise in mind, I should like to bring to your attention some of the things that do and will have a continued major impact on the industry, particularly as they relate to the maintenance and operation of these machines of increasing capability. In underground mining today, nearly every individual plays a key role. A machine operator's importance in his work is comparable with that of the pilot of an airplane, a railroad engineman, a bus driver, a skilled machinist, a bulldozer operator and many others whose assignment is one of doing, by himself, with his hands and his brains all that the specially designed machine has been created to do. These machine operators are supported by a staff of skilled engineers, maintenance personnel, supervision, etc., but objectives are realized only when the operator maintains his schedule. What is being done and what can be done to make it easier for the operator to maintain his schedule which, as with the airplane, is constantly being improved? This question can be answered best, perhaps, by dividing the subject into four general categories - (A) Power Supply. (B) Control and Protective Devices. (C) Hydraulic Component Design. (D) Mechanical Design.

The use of deep wells for waste disposal is not a new technique. The production phase of the oil industry has been using this method to dispose of unwanted oil field brine since the 1930's The adoption of this method by other branches of industry, however, to dispose of manufactured wastes is a relatively new development, but one which is finding increased use (2). Deep well waste disposal is not an ordinary technique even though it is finding relatively wide application. In fact, just the opposite is true; it is still a rather extraordinary measure. It is not now, nor is it ever likely to be a disposal method which can be assured of success before it is tried.

First, a brief review is presented, together with a selective bibliography. Second, a thorough discussion of coal oxidation is covered. Third, potential effects of storage are presented and, lastly, methods are suggested for the safe storage and bulk transfer of coal. The scope includes coal storage for power plants.

Wetlands can be constructed inexpensively on mined lands to treat small flows of acid mine water. Metals are removed from the water by the wetland vegetation and indigenous bacteria. Full-scale field tests initiated at over 20 mine sites during 1984 and 1985 indicate that water quality can be upgraded to meet discharge standards with relatively minor maintenance requirements. Iron concentrations of 25-85 mg/L in the influent water fall to less than 2 mg/L during flow through a small wetland. Manganese can also be removed, though somewhat less efficiently. At the discharge, pH is easily raised to 6 by flow over limestone.

Sweden is beginning to reap the rewards of a process that has transformed a country with a history of metal mining into one of Europe's most vibrant exploration regions. Exploration and mining companies from North America, Europe and Australia have joined local firms in the search of gold, base metals and diamonds. This has been due to changes in Sweden's mining laws in the early 1990s. These changes opened the way for unhindered private sector investment in the country's mineral industry. More than 20,000 km2 (4.9 million acres), mainly in northern Sweden, is now held under granted or applied exploration claims. Exploration permits diamonds, applied or granted covers more than half of Sweden's surface. This is a greater proportion of the country than ever before. Major mining companies and junior explorationists are evaluating a geological potential that bears favorable comparison to other major mining centers. Historically, Sweden's gold re- sources occur in greenstone belts in northernmost Sweden and in association with massive sulfide deposits in the Skellefte district. These are receiving particular attention by exploration companies. In addition, new areas in Sweden are also being explored for gold. This increases the probability that Swedish gold production - already the highest in Europe - will increase in the future (Table 1). Sweden's recorded mining history goes back for much of the last large pool of expertise in exploration, mining, equipment manufacturing and minerals industry research. In addition, the Geological Survey of Sweden provides sup- port for exploration in terms of data archives, processing and publications. Other benefits for exploration companies are Sweden's communications infrastructure, its member- ship in the European Union, bringing access to one of the world's major markets and the high level of educational, technical and language skills held by the country's work- force. And deregulation of the economy and the introduction of competitive corporate tax rates have made Sweden a favorable destination for investment in Europe.
