As the size of the mills get larger and the liners get heavier, abetter means had to be found to handle liner replacement. McLellan Industries is famous for their innovative ideas andwas called upon by an engineering company to develop a mill liner crane. The first crane was developed for Similkameen about 1969 to serve a 32' Ø X 14' Long SAG Mill. The next was Island Copper in Port Hardy, B.C., the same size as Similkameen in 1970. At that time, we took existing hydraulic cranes and modified them to meet the mill configuration. In 1973, we developed a completely new approach for the Southern Peru copper mine at Tacna, Peru for a Ball Mill, size 16'-6" Ø X 19' Long. Each installation required a design study to meet the change in mill size, trunnion size, elevation of floor to feed trunnion, area at the feed or discharge end of the mill. We have supplied self-propelled units as well as lift in. When there is no room at the feed end and if the mill has a trunnion overflow discharge, we have the mill supplier provide a structural frame to span the sump and move the mill liner handier into position with the use of the overhead crane or a mobile crane.

The Loesche Mill, also known as the Disc Roll Mill, is a special type of roller mill in which the grinding surfaces consist of two rollers assembled over a horizontal disc or table which rotates at a relatively low speed. Research and experience have demonstrated that the operating conditions of the flotation process are reflected in the froth?s appearance. Despite recent advances in image analysis and several algorithms developed for froth flotation, there still is not a comprehensive algorithm to accurately determine bubble features from actual froth images. Being able to accurately and automatically measure bubble size distribution is an important requirement for optimization and control of the flotation process. Segmentation is one of the most effective approaches for accurately determining the bubble size distribution. In the present study, a new bubble segmentation algorithm, which utilizes an adaptive marker-based watershed transform, is proposed to measure the bubble size distribution from froth images. The developed algorithm is validated using some industrial scale froth images from flotation cells at different duties.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Shredding is the usual first step in processing municipal solid waste (MSW) for resource recovery. This unit process requires high capital cost and, usually, considerable maintenance cost. In addition, some shredders at times will render certain components of the MSW in a form difficult to recover. This is particularly true in the way metal cans are distorted and the way glass is pulverized. A trommel screen was proposed (1) to pre-process packer truck refuse prior to shredding. Part of the logic for this step is that the portion of raw refuse already within the specified shredder output particle size range would bypass the primary shredder and proceed directly to further processing, such as to an air classifier or secondary shredder. This would reduce the throughput of the primary shredder and allow certain recoverable materials, such as glass, to remain in larger piece sizes, important for recovery. In this way, operating costs for the shredder would be reduced and the recoverability of materials, and hence the revenue, increased.

Spalding DeDecker Associates, Inc. (SDA) designed a tunnel project that fulfilled the Sustainability Objectives of Social Equity, Environment, and Economics. The project translated the principles of Sustainable Development into actions that lessened the impacts of construction on environment, lives of residents, businesses, traffic, and other social systems (i.e., shopping, recreational, and educational). The project involved the construction of a 16,108 feet of 84 inch diameter sanitary sewer interceptor by tunneling 40 feet beneath the ground surface through difficult geological and hydrogeological settings. An effective public information and stakeholders relationship program was developed to achieve the stated objectives of sustainability.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

Certain external forces affect the manner in which business is conducted. and in recent years changes in the business environment have altered how some of these external forces affect the management of a business. These changes must be understood and considered in definition of the strategy of the business. Implementation of the strategy must assure commitment from all departments within a company, and this commitment sometimes involves compromises to assure that a department's goals mesh with the overall business objective such compromises must be externally motivated. i.e. for benefit of the customer. Complete implementation transcends internal departments to all aspects of managing the efforts in the marketplace.

The purpose of this study was to seek and evaluate possible relationships between the composition of coal refuse, as expressed by washability data, and factors affecting the product ion of a lightweight aggregate from refuse by bloating. The study was related to an intense program in the Department of Mineral Preparation at the Pennsylvania State University to study the possible elimination of air pollution from coal refuse fires by producing a low- carbon secondary refuse. Another phase of this program is considering possible uses of such a secondary refuse. Thus one study was to determine if a lightweight aggregate could be produced from this new refuse material and what effect the nature of refuse beneficiation would have upon the characteristics of a commercial aggregate product.

The Electric Power Research Institute (EPRI) initiated a program in 1976 to develop and demonstrate an instrument system for on-line continuous measurement of coal properties. The program has focused on the use of Prompt Neutron Activation Analysis (PNAA) for elemental determinations and microwave absorption for moisture determination. One of the major results of the EPRI program is the development of the CONAC (Continuous On-Line Analysis of Coal) instrument, with Science Applications, Inc. (SAI) as the prime contractor and Kennedy Van Saun Corporation as a subcontractor.

INTRODUCTION In February 1981, the Canadian Institute for Radiation Safety (CAIRS) initiated a routine Personal Alpha Dosimetry service for personnel of the Canadian uranium mining industry. This service is based on the use of the [Personal Alpha Dosimeter] developed by the French Atomic Energy Commission (CEA). The origins of personal alpha dosimetry and its rational are briefly described. Technical and organizational aspects of a routine personal alpha dosimetry service are outlined in this paper. HISTORICAL BACKGROUND International recommendations (1) and Canadian regulations have established Maximum Permissible Exposures (MPE) for each source of radiation exposure. Uranium workers in mines and mills are exposed to external radiation ( [y] rays) and to internal radiations ( [B] and [a] particles) which are delivered to the respiratory track by airborne alpha emitters (Rn and Th daughters and Long Lived Dust). To date, dosimetry for uranium workers has been performed by area monitoring/collective dosimetry. In North America the concentration of radon daughters is routinely measured by grab samples taken at the work place and by on-site gross alpha counting. The concentration of potential alpha energy is then calculated (usually by Kusnetz method) and expressed in Working Levels (WL). The time spent by each worker at a given work place is determined from his time sheets and used to calculate the individual monthly exposures to airborne alpha emitters, which is then expressed in Working Level Months (WLM). The uncertainties attached to such a procedure are obvious even in the case of frequent grab samplings and can be expected to lead to an underestimation of individual doses. Among fifteen possible sources identified in a mine situation, (2) four may stretch the standard deviation of the measurements' distribution, nine may lead to an underestimation and two may lead to either an underestimation or to an overestimation. To improve this situation, in 1971 the Atomic Energy Commission began studying the use of personal alpha dosimeters to determine individual exposures from the airborne alpha emitters encountered in the uranium industry environments. Criteria for a Personal Alpha Dosimeter In order to minimize the difficulties encountered in determining exposures received by uranium workers, the CEA in co-operation with the Atomic Energy Control Board of Canada (AECB), has developed a set of criteria for personal alpha dosimeters. Exposures may be determined easily and accurately using this criteria. Autonomy The dosimeter must operate for at least 10 to 12 hours. Excess time spent in the mine or in the facility may possibly be related to an accidental situation causing unusual levels of radioactivity. Since the dosimeter may be needed in non-underground settings where a cap lamp is not used, full autonomy is desirable. Maintenance, Periodicity of Reading In order to complement other dosimetry systems, the personal alpha dosimeter should be read monthly when the filter should also be changed. Routine air flow checks can be made according to local conditions (e.g. diesel loading). Radioisotopes Identification Since the exposure unit (WLM) is based on the concentration of potential alpha energy in the air, the personal alpha dosimeter should be capable of identifying each short lived alpha emitter included in the calculation of the WI, and WLM. Permanent Exposure Record Three points may be considered here: 1. In many countries, lung cancer in uranium workers is a compensable occupational disease. In some instances, compensation is awarded when it can be proven that the worker has received an exposure above a certain limit. The present uncertainty of the individual exposure makes the compensation procedure difficult. 2. By design, a personal alpha dosimeter must representatively sample all airborne particles, ranging in size from the unattached fraction to the upper limit of respirable aerosols (0.001 to 5 µm). The dosimeter must offer minimal resistance to the penetration of these aerosols. While the mining/ milling environment presents harsh conditions which may accidentally contaminate the dosimeter, it is important to be able to distinguish these cases of contamination and still obtain accurate readings. 3. A dependable dose register is most valuable for further epidimiological studies. The dependability of such a data base increases with the possibility of a second assessment of the dosimeters' reading (filter, film).

Under the terms of the 1970 amendments to the Clean Air Act, the EPA established national ambient air quality standards for a number of pollutants. Sulfur dioxide (SO2) was one of these pollutants. These ambient air quality standards have had perhaps their biggest impact on the power utilities. In an effort to meet the air quality standards set forth by the EPA, utilities using high sulfur fuels have been forced to install flue gas desulfurization (FGD) systems. The majority of FGD systems in operation today are nonregenerable systems, that is the by-product of the system is disposed of, usually into settling ponds. Limestone slurry is the most common reagent used to remove SO from the flue gases. The calcium carbonate (limestone) slurry interacts with the flue gas, absorbing the SO2 and forming a by-product of calcium sulfate/sulfite which is disposed of.

Procedures are discussed to determine if a waste material can become acid producing when left exposed to the environment. When wastes proves to be acid producing, methods are described that can be used to determine the characteristics of the effluents produced from a commercial size waste dump, taking into consideration that large quantities of pollutants can accumulate inside a waste dump during dry periods. The length of such dry periods and the quantity of rainfall greatly affect effluent characteristics.

The current mine closure process is faced? with the formidable challenge of controlling environmental and legal liabilities that are associated with mine closure. The current level of environmental statutes and regulations, and the legal/liability considerations, has evolved through regulatory enactment of mine reclamation laws and other existing environmental laws, such as the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Management tools and techniques to limit risk exposure and financial losses should be employed as an active measure throughout the mine life, including closure and post-closure.

Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. This paper review s several new applications of solvent extraction developed in conjunction with a research project carried out under the AEC Raw Materials Division by the Dow Western Division laboratories during the last two years. A process for recovery of uranium from ores by contacting the solid directly with organic solvent without a prior aqueous leach and a process for uranium recovery by contacting thick, unfiltered leach slurry with the solvent were studied in an attempt to simplify ad reduce the cost of ore treatment procedures. Processes to produce pure UF4 products at the concentrate mills thus eliminating the production and subsequent dissolution of the concentrate were investigated. Since many of the leach liquors contained vanadium as well as uranium, solvent extraction processes for by-product vanadium were also studied.

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Refractory gold concentrates often contain sub-microscopic gold that is encapsulated within the crystal matrix of iron sulphide minerals such as pyrite, pyrrhotite and arsenopyrite. To recover the gold, the host mineral must generally be broken down chemically, by oxidative processes such as roasting, pressure oxidation or bacterial leaching, which expose the gold for subsequent recovery by leaching in cyanide solution. The focus of attention in these pre-treatment processes is usually the oxidation of the sulphides to elemental sulphur, sulphur dioxide gas or sulphate ions. Less attention is paid to the deportment of iron and the changes in its oxidation state, although this can have a profound effect on gold and silver liberation, as well as down stream operating costs. Iron sulphide minerals break down completely during pressure oxidation, and dissolve in the sulphuric acid solution that is generated from oxidation of the sulphides. This liberates the tiny gold particles that were originally trapped in the sulphide crystals, and gold recovery during subsequent cyanidation is usually very high (>95%). Iron goes into solution in the oxidation process, initially as ferrous sulphate, but this is rapidly oxidized to ferric sulphate, which then hydrolyzes and re-precipitates. The form of the precipitate varies depending on the operating conditions in the autoclave and the presence of certain metal cations. When the acidity in the autoclave is quite low (<20 g/L H2SO4) and the temperature is high (>200OC) the formation of hematite is favoured. When the acidity is high (>20 g/L H2SO4) and the temperature is relatively low (160 to 200OC), the formation of basic iron sulphate is favoured. If the ore or the leach solution contain significant levels of certain cations (such as Na+, K+, NH4+, Ag+ or Pb2+) and the acidity is high (>20 g/L H2SO4), jarosite compounds are favoured. Hematite is the desired iron product in the autoclave discharge, for both metallurgical and environmental reasons, but it is difficult to operate an autoclave under the conditions required for effective liberation of gold without converting some of the iron to basic iron sulphate and/or jarosite. These compounds fall into a category of iron compounds known generically as iron hydroxy sulphates, all of which can cause significant processing and environmental problems in the downstream gold process. This paper deals specifically with basic iron sulphate; the conditions under which it is formed in an autoclave, the problems that are caused by its presence in the feed to a cyanidation plant, and possible remedial strategies that can be adopted, both in the autoclave and downstream.
