In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Luzenac America was formed in July, 1992 as a result of the acquisition of the talc assets of Cyprus Minerals by RTZ of the United Kingdom. Cyprus Industrial Minerals was then merged with the other RTZ talc interests under the Luzenac name. Luzenac is a town in the Pyrenees of Southern France -and the home of Talc de Luzenac, RTZ's first talc acquisition. The Luzenac Group is the largest talc producer in the world.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. "INTRODUCTION It can be vital that bolted joints holding subassemblies together remain secure. Bolts should resist the loosening effects of vibrations and dynamic loads yet need to be easily removable during maintenance. When a threaded fastener is subjected to vibration, the rapid movement causes a lowering of friction against the threads and a subsequent loss of preload. The loss of preload allows the fastener to vibrate loose and possibly fall out. As the diameter of fasteners increase desired preload becomes increasingly more difficult to achieve. Input torque requirements for achieving proper bolt preload is exponentially related to any given fasteners diameter. This means that specialized tooling or bolting practices are usually required to attempt the tightening of fasteners to reach their required preload. Traditional methods can cause problems with joint integrity and do not provide consistent bolt load across the bolted surface. BOLTED CONNECTIONS A failed critical bolted joint can lead to high maintenance costs, machine downtime, and risk to worker safety. Control of the clamp load in a bolted joint is vital. However, when faced with a problem joint, it is not surprising that the design engineer will not have an answer if asked about the clamp load. Torque calculations must always be based on the existing conditions that often are vague. Unless all parameters are correct, the calculation will be unreliable. Examples of parameters are: • Thread condition of the fasteners • Hardness of contact surface • Material (steel, aluminium, copper, etc.) • Extra friction from a locking fastener • Extra friction from an adhesive • Lubricant on the thread • Type of bolt head (flanged, regular or serrated) • Surface coating of the bolt • New or reused fastener During tightening, bolts are subjected to both tensile and torsional stress. The total stress in a bolt can be calculated using the formula: Total stress = vsx2 + 3txy2 In order to maximize the desired tensile stress (sx) it is vital to minimize the torsional stress (txy). Tensile stress (clamp load) is achieved when the bolt is axially elongated. Unwanted torsional stress (twisting) in bolts arises during tightening due to thread friction. High thread friction increases torsional stress and causes yielding at lower clamp load levels than normal. A lubricant is necessary to minimize the malign torsional stress. However, many commonly used bolt-locking systems are based on increased thread friction (deformed nuts, adhesives, etc). To minimize thread friction and concurrently safely secure the joint has often incorrectly been considered impossible. The use of locking systems that increase thread friction is the single most common reason why the full capacity of bolted joints is not utilized. The following example illustrates the problem."

Compagnie Minière Espérance mines a primary gold orebody in an openpit. The ore is processed through crushing, primary gravity concentration, grinding and secondary gravity separation, generating tailings with remaining fine gold. Analysis of the material in the pond has indicated a residual gold grade sufficient to justify a chemical treatment process to recover the gold. However, direct cyanidation would require a prohibitively large installation for the site, which is located in a remote rainforest environment. It was decided to test the feasibility of preconcentration using flotation. As lab tests proved up the technical feasibility of the flotation process, an on-site pilot operation was carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for industrial circuit sizing. Data collected during the pilot campaign was used for calibrating a process simulator built with the USIM? PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain an acceptable fine gold recovery from a small amount of concentrate.

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

In today's work environment a tremendous amount of data is required to provide the regulatory agencies justification to issue a mining permit. The demands for data, specifically environmental characterization data, grow and the mine plans must address the issues raised by the interpretation of that data. Computers and computer software can provide operators and consultants with the tools necessary to assimilate, digest and interpret these seemingly unmanageable data sets. This paper presents some examples of how Mincom's MineScape software can be applied to the task of developing coal mine permits in an electronic format.

INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

By introducing the hydrochemical damage variable of coal gangue granular material, this paper analyzed the evolution law of gangue mechanical parameters with hydrochemical damage. By constructing a gangue damage model considering multifield coupling, the damage mechanism of gangue under multi-field coupling was revealed from the microscopical aspect, and the influence law of gangue damage mechanism on the dissolution of toxic substances under multi-field coupling was obtained: the conditions of Test 1 have the greatest influence on the porosity of coal gangue, and the damage of coal gangue is the greatest. Cu, Zn, Cd, and Pb are more easily leached under acidic conditions. The coupling effect of seepage, temperature, and chemical field can promote the formation of secondary voids, change the voids, and form migration paths in coal gangue. The kinetic model of toxic leaching of coal gangue under multi-field coupling can be well characterized by Elovich equation. The release mechanism of heavy metals is mainly manifested as delayed diffusion or dissolution in the early stage, diffusion and dissolution in the middle stage, and depletion in the late stage.

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

During 1963 more than 200 million tons of coal was consumed by the public utility industry. Ash residual, from the burning of this coal has caused disposal problems. In order to prevent air pollution, dust collection systems have been installed to suppress the fine ash emitted from boilers before it is discharged into the atmosphere. The collected ash, called fly ash, must be removed from the dust collection facilities and disposed in some manner, usually at a substantial cost to the utility. Many years ago fly ash disposal was not a serious problem because the demand for power was relatively low and coarse coal was burned on stoker type traveling grate machines. The low burning rates utilized on these grates did not produce large quantities of air-borne coal ash while the mechanics of this system of burning resulted in a clinkered residue of cinders. Both of these conditions resulted in the production of only small quantities of fly ash. As the demand for electricity increased, a method of burning pulverized coal was developed and was introduced to the public utility industry in 1918 at Milwaukee, Wisconsin.1 This method of firing was considered a significant advance in steam electric generation as it (1) permitted the use of coals that could not be economically fired by other methods and (2) has generally resulted in improved efficiency, greater generating capacity and lower costs.2 The utilization of larger generating units using pulverized coal substantially increased the quantity of fly ash which resulted in a' more severe disposal problem.

Historically, the surface subsidence over underground coal mines has been predicted using empirical profile or influence functions which have little or no connection to the actual mechanics of the subsidence. Without a mechanistic basis, establishing the exact site-specific parameters to use in these empirical methods has been problematic. A practical subsidence predictive method based on mechanics has the appealing capability of allowing the determination of site-specific parameters from fundamental properties of the overburden with minimal field calibration work. This paper presents several case studies where a mechanics-based, boundary-element program is used to back-calculate the surface subsidence associated with various panels at several Northern Appalachian coal mines. The program used in this case study is called LAMODEL, and it incorporates a frictionless, laminated overburden into a general purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin scam or vein type deposits. In this paper, the program is used to calculate both the underground convergence and the resulting surface subsidence at five longwall panels and a room-and-pillar section. The fitted subsidence from the model is compared with the field measurements and analyzed. The results from the case studies in this paper demonstrate that the laminated model with calibrated properties can easily provide moderately accurate subsidence predictions and is fairly flexible for fitting measured subsidence. However, additional subsidence predictive case studies arc recommended in order to ultimately evaluate the potential of the laminated overburden model for practical subsidence prediction

The results of a recent study on the influence of continuous and conventional mining techniques on the size consist and wash- ability characteristics of coal are presented. Eight samples, four each from continuous and conventional mining sections were collected. Each sample was screened in seven size fractions, and each size fraction was totally fractionated at five gravities. The data thus collected was statistically examined for the influence significance of mining techniques, size, and gravity on the quality of the mined product. The paper presents the sample collection method, data gathering and analysis procedures, and major conclusions. The study revealed that there are pronounced differences in the products from the two mining systems and that conventional mining yielded a better product in terms of size-consist, and yield, ash, and sulfur in both the raw and washed products. The results of the study are significant in regard to consideration of resource utilization and conservation, and environmental impacts.

An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

In late 1965 General Mills announced the availability of a new liquid ion exchange reagent, LIX®-64, for the recovery of copper from various solutions, such as dump leach liquors. Acceptance of this material by the copper industry has been gratifying. A number of pilot plants have been operated, and at this writing there are four commercial plants either in operation or under construction. The properties and operating characteristics of this reagent have been described in previous papers.1,2 LIX-64 is quite effective and selective for copper extractions although partially limited in pH ranges, losing extraction efficiency as the acidity of the feed solution increases to below pH 1.0. Also, the LIX-64 content in the kerosine carrier was limited to about 10 volume percent (except for special cases) because of rapidly decreasing phase disengagement rates above this content. This in turn led to large plant capital costs, as the organic flow rates had to be in- creased (rather than LIX-64 content) to extract the copper from high content liquors. This was true in all circuits where the feed copper content ran above 2.0 g/l copper. A reagent was needed which would extract copper from more acidic liquors (or higher copper content liquors) and which exhibited improved phase disengagement characteristics with reagent contents up to 30 volume percent. General Mills is pleased to announce the availability in commercial quantities of a new and improved reagent, L+-64~. This reagent broadens the pH range in which copper can be extracted, and exhibits superior phase disengagement characteristics. The improvement in the reagent has been noted in laboratory circuits, as well as pilot plant runs and commercial operations.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.
