Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.

The dewatering of flocculated clay suspensions by compression in a centrifugal field has been investigated. The results are evaluated with regard to both direct applicability to centrifugal dewatering, in solid-bowl centrifuges for example, and indirect applications to gravity sedimentation systems. It is well known that sediment consolidation under gravity depends on structural characteristics such as permeability and on the "self-weight" of overlying sediment layers. An important objective of the study has been to evaluate the self-weight effect using centrifugal forces to simulate consolidation in deep sediments. In this way, small-scale laboratory tests can be used to predict the rates and limits of sediment compression in industrial systems such as thickeners and settling ponds. Experiments have been conducted in which the sediment mass and initial structure were maintained constant while the effective sediment weight was varied by centrifuging at different speeds. The effects of initial structure have also been studied using controlled variations in flocculation conditions.

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

The analytical pillar design procedure employing the Wilson equation is based on the site-specific material strength of the floor, pillar, and roof rock. Stable pillars so designed will sometimes be larger than those designed using empirical methods thus providing more stability or at other times smaller than empirically designed pillars thus conserving natural resources. Presented here is a detailed procedure for the analytical design of soft rock pillars using the Wilson Equation. An example of this procedure is presented that uses data from a mine in the Owl Seam in Southern Appalachia. These Owl Seam pillars are now in use and are performing as expected. Also addressed is an assessment of the Dr. Scovazzo?s analytically designed pillars based on pillar performance data gathered by Dr. Mark in the Southern Appalachian Coal Field.

In fact, thermal exploration has received relatively little attention in modern times compared to other potential field geophysical methods. There have evolved, however, two basic approaches to thermal exploration for subsurface heat sources. These are 1) the measurement of surface temperatures by infrared, thermal imagery and 2) the measurement of geothermal gradients in exploratory drill holes.

Previous experimental results have shown that an increase in temperature and/or oxygen concentration leads to an increase in the hydrophobicity of fluorite (CaF2) with adsorbed oleate. Subsequently, ex-situ Fourier transform infrared (FT-IR) transmission studies suggested that this increase in hydrophobicity was the result of double-bond reactions between adjacent oleate species adsorbed at the fluorite surface. Now an in-situ FT-IR study on single crystals of fluorite has been used to monitor this phenomenon using internal reflection spectroscopy (IRS) with the crystals serving as reactive internal reflection elements. The double-bond reaction has been correlated with in-situ adsorption density measurements. These results demonstrate that only the first chemisorbed oleate layer undergoes the double-bond reaction at an appreciable rate. However, multilayers of precipitated calcium oleate in the case of fluorite appear to react minimally even for oxygen saturated solutions at elevated temperatures.

This risk management approach is based on probabilistic risk assessment and established decision analysis techniques, and appropriately considers the relationships among various mine development decisions, tradeoffs among consequences, the uncertainty in predicting consequences, and the benefits of flexibility to respond to changed conditions.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. The mining industry of the World, and particularly of the United States, has made a complete reversal from underground to surface mining methods since the turn of the 20th Century. This has occurred even as average ore grades were decreasing and strip ratios rising. In the early 1900's there were over 100 underground mines producing from the three iron ranges of Minnesota -- today there are hone. Practically all of our coal prior to 1930 was mined underground; today over one-third is from surface operations and that percentage is increasing. Although world mining has hot changed to surface techniques as rapidly as has the U. S. Industry, the shift is escalating and will approach our figures shortly. A comparison of World and U. S. production figures are shown in Table 1, taken from the AIME Surface Mining volume, and the trend rates for the U. S. are depicted in Fig. 1.

The importance of coal as the major energy source has led to wider interest in the recovery of waste coal fines as a usable product. An additional incentive for fine coal recovery has been the increased emphasis on environ- mental pollution control and conservation of the nation's natural resources, Accordingly, a series of studies and tests were performed to investigate the feasibility of the recovery, concentration, balling and pelletizing of coal fines as a marketable adjunct to existing mining and beneficiation operations. These studies were conducted at the existing operations of the Eastern Coal Corporation at Stone, Kentucky, and the Metallurgical Laboratory of Arthur G. McKee & Company in Cleveland, Ohio. The purpose of the investigations was to recover the fines from the effluent waste waters of an existing preparation plant and transform them into a high carbon, low sulfur and ash product capable of being handled with a minimum of degradation and dusting problems. The fines were relatively high in ash content prior to processing, and flotation pretreatment served a combined function of beneficiation, recovery and water clarification, The minus 28 mesh coal concentrate containing 40 to 45 percent minus 325 mesh size material had an ash content varying between 5 and 7 percent and a sulfur content of less than 0.5 percent. Chemical and size analyses of the effluent and concentrated fines are presented in Table I for comparison.

Corrosion studies in laboratory ball mills and grinding environment simulations produce corrosion rates and total metal removal rates much lower than those recorded in operating production ball mills. The corrosion component of ball metal loss in commercial mills represents less than 10% of the total loss expressed as micrometers/hour of exposure in recent USBM tests. Such small absolute losses are consistent with ball metal loss measured in production ball mill marked ball wear tests to determine effects of corrosion and abrasion resisting properties of alloys in operating mills which indicate that metal hardness and microstructure determine relative metal loss rates of a given situation. The combination of ore characteristics and grinding process dynamics determine metal loss severity. Alloying for corrosion resistance and modification of the milling corrosion environment yield relatively small metal loss reductions. Alloying and heat treatment to produce high hardness and microstructures of high carbon martensite and for cast irons, M7C3 carbides produces the lowest metal losses in typical wet grinding applications.

"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

Froth flotation is a process commonly employed for the selective separation of phosphate from unwanted mineral. Column flotation has become widely accepted in the mineral processing industry, including phosphate industries, due to its ability to improve selectivity, lower operating cost, lower capital cost, and superior control. In this work, a hybrid model is developed that combines a physicochemical model with artificial neural networks. The physicochemical model is based on axial dispersion with first order collection rates. A new approach, in which both frankolite (the desired mineral containing phosphate) and gangue (undesired product) are modeled, enables prediction of grade of the recovered product. Thus, two basic parameters are required in this model: flotation rate constants for frankolite and gangue. Artificial neural networks are used to predict flotation rate constants. The model also takes into account the particle size distribution and predicts grade and recovery for each particle size range. The model then combines grade and recovery for each particle size range to determine the overall grade and recovery of the column. The model is validated against laboratory column data.

Laboratory studies were carried out at West Virginia University to investigate the rock fragmentation mechanism by continuous miners using an automated rotary cutting simulator. The primary factors influencing the: fragmentation process were found to be: bit spacing, bit geometry, depth of cut, and cutting drum rotational speed. This paper presents the influence of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation process. Three bits were used simultaneously on Indiana limestone while the bit tip angle was varied from 60° to 90°. Bit spacing was varied from 2.54 cm (1 in.) to 5.08 cm (2 in.) while the cutting process was assessed for varying cutting depths. Respirable dust generated during the course of the experiments was analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism by continuous miners in terms of energy consumption and dust generation.

Truck fleet dispatching plays a crucial role in reducing operational costs and fulfilling operational targets in open-pit mining operations and is subject to large uncertainty arising from the operating cycles of trucks and loading equipment. This paper proposes a reinforcement learning-based truck dispatching system. Reinforcement learning is a machine learning area that deals with learning an optimal sequential decision-making strategy in an uncertain environment. An open-pit load-and-haul simulation is developed that also captures the truck movements and interactions in the shared road network, and a Neural Network is successfully trained to suggest truck dispatching decisions in a real-time manner.

The stability of longwall chain pillars depends not only on the mechanical properties of coal and surrounding rocks, but also geological and mining conditions. In order to evaluate the effects of each, variable, the orthogonal experiment design was employed in this study for significance analysis. The study concluded that the stability of longwall chain pillars is mainly controlled by the ratio of pillar stress to pillar strength, the ratio of Young's moduluds of the roof to coal and floor to coal, entry width, pillar width and the internal friction angle of coal. Additionally, horizontal stress, panel width and mining height also play a significant role.

"Understanding the influence of slurry particle size on wear is essential to maximising the life of centrifugal pumps operating in mineral processing plants and for hydrotransport duties. Particle size influences not only the wear rate but also the wear pattern in pumps. Complicating the situation is the different relative wear rate for different pump parts depending on particle size. A simple Slurry Wear Type (SWT) number based on particle size and size distribution is proposed as a means for categorising slurry pump wear patterns and optimising pump application and material selection. INTRODUCTION The wear of centrifugal slurry pumps in mineral processing and hydrotransport can be quite severe and is one of the major cost concerns of plant operators. Some typical worn slurry pump parts made from high chrome white iron are shown in Figure 1. Erosion wear rates of up to 2 mm/day are not uncommon [1].Centrifugal slurry pumps are required to handle solid-liquid mixtures with a very wide range of particles extending from sub-micron size clay through to 200mm and larger cobbles. Particle size distribution can also vary widely from uniform and narrow (such as graded sand) through to very broad (such as grinding circuit slurries). Slurry particles may also undergo size change due to attrition during the pumping process. The major wearing parts in a slurry pump are the impeller, side liners and casing liner. These are shown with reference to a Warman® MC centrifugal pump in Figure 2. While many particle properties (including size, shape, hardness, density and concentration) influence pump wear, this work will consider only the effect of particle size as it is the major determinant of wear characteristics. Particle size influences the wear pattern, material performance and relative component wear rate in centrifugal slurry pumps. The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum (Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coals cans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.
