Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Excessive emissions of methane from the coal seams can have a serious adverse effect on both safety and productivity of longwall coal faces. Mechanization of coal faces has increased production possibilities to the extent that normal ventilation systems may not be able to ventilate coal face areas in order to lower methane content in the air to within legal limits. Production increases may therefore be prohibited for this reason, especially in gassy seams. Methane drainage from the coal seam by means of long holes and before production starts can act as a useful remedial action. In this paper a two dimensional mathematical model has been produced. The model that is based on finite elements, simulates a methane drainage system where the resultant risk is linked to the coefficient of diffusion, coal permeability, holes pattern and the duration for which the seam is subject to drainage. It is concluded that methane drainage of this type can assist in achieving production increases in many coals seems, especially where high gas content is a virtue of the seam.

Shallow ore deposits are mined by surface methods but a depth is reached in the case of most deposits after which underground methods are applied for the extraction of the remaining ore. The determination of this depth and its analysis is the subject of this paper. In order to determine transition depth from open-pit to underground mining on the basis of the allowable and economically feasible overall stripping ratios, an economic-mathematical equation is first introduced. Using the achieved equation and an analytical procedure on a particular two-dimensional hypothetical tabulate deposit, an effective formula is then established. The formula introduced here, together with the procedure adopted, could be used in all similar mining situations by the mining design engineer.

This paper will discuss a U.S. Bureau of Mines project designed to assess and predict the impacts which surface coal mining will have on the regional shallow groundwater systems in the Powder River Basin. The primary objective will be met through the accomplishment of the following: (1) The design and establishment of a regional network for monitoring of shallow groundwater systems in the Basin. (2) Monitoring of the direction and rate of flow, water quality, and aquifer characteristics of the shallow groundwater systems. (3) Development of a regional groundwater simulation model with appurtenant subroutines to determine local effects.

The term "fatigue" in mechanics, is used to refer to reduction in the strength of a material subjected to fluctuating or alternating stresses. Stresses that vary with time are called fluctuating stresses and if during fluctuation the stresses also change sign, they are called alternating stresses. In the field of rock mechanics, the term fatigue (static fatigue) has often been misused to refer to failure of geologic materials in time domain under constant load. To avoid confusion, we use the ten cyclic fatigue here to refer to failure of rock under alternating or fluctuating stresses. Fatigue in metals has been studied for over 100 years. Fatigue properties of geologic materials have, however, received little attention in the past. This is probably because until recently very little was known in regard to the behavior of geologic materials even under static loading. Secondly, suitable equipment for conducting cyclic fatigue experiments was not available until quite recently. A few cyclic fatigue studies have been undertaken on geologic materials to relate it to percussive or rotary drilling mechanisms (e. g. Grover et a11*; Burdine2). The results of these studies were inconclusive due to limited effort. Cyclic fatigue in concrete has been studied more extensively than geologic materials (e.g. Nordby3, Gray et al 4 and Bennett et a15) and mechanisms of fatigue in concrete are better understood than in geologic materials.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

Jet pulverization is a relatively new tool for fine grinding. It is not yet in general use in the mining and ore dressing fields, since most of the requirements in these areas have been for relatively coarse particle sizes. As the need for finer grinding increases - because of different ores, new products, and new values being sought - jet pulverization will, increasingly, be properly used.

Studies of the northeastern Mississippi bauxites were initiated primarily for the purpose of ascertaining the quality and quantity of the ore. Subsequently, this ore was found to have a rather dubious economic value as was previously suspected but never established in earlier economic reports (1, 2, 3). However, the quality of ore was found to be higher than previously thought. Even though the ore bodies were determined during the early stages of this study to be too thin, small and widespread for commercial production a continuation of the study was not abandoned. On the contrary, the present investigation was intensified concentrating less on the economic application and more on stratigraphy and genesis. Considering the ever increasing demand for aluminum products the northeastern Mississippi bauxite district which includes portions of Tippah, Benton, Pontotoc, and Union Counties may soon become, in spite of inferior quantities of ore, an attractive area for bauxite production. Presently, however, the meager quantity of ore discourages exploitation. On the other hand, these northeastern district bauxites are facies of more extensive units of lignite bearing high aluminum clays, and considering the advances in aluminum extraction from clay these clays may in the future beckon mining interest. The bauxite of the northeastern Mississippi district, mapped as a part of the Betheden Formation (4). has an outcrop trend along the county lines of Tippah and Benton Counties and the extreme western portion of Union and Pontotoc Counties. The objective of mine ventilation is to provide suitable environmental conditions in working places at an economical cost. Maintaining a stable air flow, i.e., a flow quantity and the direction, is of vital importance. In practice, however, air flow quantity in underground openings varies continuously. Therefore, the stability of air flow means relative stability that is the flow in a branch moves along a certain direction while the variation in air quantity stays within acceptable limits. Many underground mines have low stability of mine air flow because almost all types of ventilation systems involve complex diagonal branches through which air flow quantity and, more importantly, the air flow direction may change easily. This creates extremely hazardous, unstable conditions, especially during emergencies. This paper deals with the directional stability of air flows in underground mines in single or multiple fan systems. It examines the rules of directional changes of air flows in diagonal branches, and proposes a method of calculating the stability conditions. It provides a criterion that may be used in designing new mine ventilation systems to ensure a desired degree of stability or in improving the existing systems.

Leaching or solution mining, a relatively simple and economical process for beneficiating metallic ores, is likely to find increasing application in the treatment of low-grade ores that are impractical to mine by any other means. This process may be carried out in two different ways: 1. Dump leaching, where the ore is moved from its original location to be leached at another site. 2. In situ leaching, where the ore is leached in place by introducing the leach solution at the top, letting it flow down through the ore under gravity, and then recovering it plus the dissolved metals it contains.

Industrial minerals are just other rocks, except for the unique characteristics that make them useful in an industrial process. There is not a ready market for this type mineral and one or more uses must be developed to sustain production. The name "olivine" is a generic term used to indicate a group of orthosilicate minerals in a solid solution series, with forsterite (Mg2SiO4) and fayalite (Fe2SiO4) as endpoints. Since neither is found alone in nature, the mineral is always a combination of the two. The commercial deposits are high in magnesium and on the high end of the melting scale in the series. The name comes from the olive-green color.

Expanded markets for copper in the past few years and a consequent search for new ore bodies have revitalized the widely known but seldom applied method of producing copper called heap leaching. This term should be differentiated from dump leaching in that the latter is applied to dumps of mixed oxide and sulfide ores (although either may predominate) that have been too low grade to beneficiate and have, therefore, been stripped off the higher grade underlying sulfide ores. Heap leaching is defined here as the process applied to oxide ores which have been mined solely for the purpose of leaching. In this case, all costs of mining the ore become a part (and a substantial one, as will be shown) of the cost of the copper produced, whereas in dump leaching the mining cost has already been accounted for as a stripping cost for the sulfide ore. Of course, with newly opened ore bodies, stripping costs may be divided through accounting procedures, between the copper produced by the mill and that obtained by leaching, but in general this type of operation must be economic on the basis of the sulfide ore alone. Heap leaching, as a beneficiation method, is unique in that it is the only process used for the recovery of a metal in which the time involved from mining the ore to metal production is measured in months instead of hours or at the most, days, Then too, after the ore body has been depleted and mining has ceased, metal production will continue for some substantial period of time. Heap leaching is also unique because unlike any other method of beneficiation, metal recovery cannot be accurately forecast ahead of time and recovery will never approach that of a conventionally milled sulfide ore or even that of a vat leached oxide ore. Counter-balancing this drawback, however, is the relatively low capital expenditure necessary to put a heap leaching operation into production and the consequence that smaller ore bodies which would not support the higher capital cost involved in a vat leaching plant can be made into producers. Stated more simply, in heap leaching the operator accepts low recovery in exchange for low capital costs and the break even point, that is, where the operator should go to vat leaching with its higher recovery and higher capital costs, is a matter of economics and also, to a great extent, a matter for the nature of the ore to decide. For instance, an ore that will vat leach in 7 to 10 days using 7 pounds of sulfuric acid per pound of copper produced might use double or triple that amount of acid during the months that are required for heap leaching.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

The mill is situated on a hillside overlooking Tucson and the Santa Cruz Valley, the ground generally sloping northeast at a 2.5 percent grade. The need for instrumentation and automatic control of the various parameters in the heavy media process of iron ore beneficiation has been apparent for some time. Continued demands for higher grade, competitive products from the Mesabi Range have made it necessary to increase the efficiency of the process in every possible way. A brief review of a typical heavy media flow scheme, as illustrated in. Figure l, might be in order for those not intimately associated with this process of iron ore beneficiation.

High-resolution seismic reflection profiling can be used to evaluate detailed struc¬tural and stratigraphic features of coal pros¬pects. Since most coal prospects are relatively shallow (less than six hundred meters deep), the vertical and lateral resolution of seismic data can be significantly improved by high sampling rates in space and time. The case study present¬ed shows the effective use of seismic data in evaluation of the Wyodak coal at a prospective coal gasification site. The data were used to map the detailed structure and thickness of the coal and to search for lateral discontinuities, such as pinchouts and. faults. An important find was a paleochannel cutting across the base of the coal seam, which was later confirmed by drilling.

Historically, Vanadium and Uranium have been precipitated together in carbonate sill circuits. A separation of the salts of the two metals was then made on the basis of the fact that the reduced, salts of vanadium are more solo to and those of uranium lose soluble than the respective salts of higher valence. In practice this was carried out by fusing the precipitated combined concentrate with salt, sodium carbonate and sodium hydroxide with oil soaked sawdust mixed into the charge as the reducing agent. Generally the fusion was carried out batch wise and the resulting slag or glass leached in water. A good, fusion and three or four decantation washes resulted in almost complete recovery of the vanadium in the liquid phase and a very high recovery of the uranium as a dense black U02 solid.

Noted as one of the 20 major economies of the world, Turkey is a semi-arid plateau between the Eurasian and the African continents. With its surface area of 780 thousand sq km, it supports a population of 70 million people. While the mining history of Turkey can be traced back as far as 7 000 B.C., mining currently generates only 2% of Turkey’s gross national product. Turkey has 77 of the 90 principal minerals that are mined world-wide. Currently, some 5 000 mine occurrences including copper, lead, zinc, iron, gold-silver, chromite, sepiolite, mercury, and coal deposits, soda ash, marble, zeolite, feldspar, magnesite deposits, as well as the world’s largest known borate deposits, have been discovered and partially explored.

The dissolution behavior of silver in ammoniacal solutions with cupric ammine as an oxidant has been investigated using a rotating disc electrode. The rates of dissolution of silver were determined by an electrochemical means as well as a direct measurement of silver ions reported in the bulk solution as a function of time. The variables investigated included stirring speed, temperature, concentration of lixiviants, and pH of the solutions. The rate of dissolution under the conditions studied' was found to be controlled by an electrochemical reaction at the liquid/ solid interface with an apparent activation energy of 48.07 kJ /mole. The rate was found to be a half order with respect to the, concentration of cupric tetra-ammine, Cu(NH3)l+.; The results were explained in terms of a mixed' potential theory.

"The third phase of the Bagram Drainage System project at Bagram Air Force Base in Afghanistan included construction of a shallow, 540-m long, 1.8-m inside diameter drainage tunnel. The tunnel penetrated mostly stiff to hard clayey and silty soils. The contractor’s Value Engineering Change Proposal (VECP) to use pipe-jacking with a microtunnel boring machine (MTBM) instead of the specified two-pass Earth Pressure Balance method was evaluated and supported using hand calculations. Contractor support was provided throughout the project by providing design reviews and instrumentation monitoring during construction. This paper compares the value-engineering proposal to the specified method and describes the construction conditions encountered. INTRODUCTION As part of a larger improvement project at the Bagram Air Force Base in Afghanistan, a shallow, 540-m long, 1.8-m inside diameter drainage tunnel was constructed to provide additional capacity for Coyote Creek to pass below several critical structures, including taxiways and the main runway, for mitigation of recurring flooding (see Figures 1 and 2). Overburden over the tunnel crown ranged from about 3 m to 5.5 m. An existing cast-in-place twin barrel concrete culvert runs approximately parallel to the new tunnel and is within about 8 m at its closest point. The contractor’s Value Engineering Change Proposal (VECP) to the specified two-pass Earth Pressure Balance (EPB) method (steel ribs and lagging or steel liner plate with a carrier pipe later grouted in-place) called for installation of the required drainage pipe by pipe-jacking (one-pass installation) using a slurry microtunnel boring machine (MTBM). The critical nature of the operations at the air base resulted in significant construction coordination challenges and a greater than usual need to avoid excessive settlements. Substantial restrictions were placed on drilling of investigative borings and installing instrumentation near runways and taxiways due to drill mast height. The prime contractor was SERKA TAAHHUT INSAAT A. S. (SERKA), the microtunneling subcontractor was Ludwig Pfeiffer Microtunnel GmbH & Co.KG (Pfeiffer), the jacking pipe designer was Gollwitzer Pipe and Shaft Technology GmbH (Gollwitzer), and the contractor’s tunnel engineer was Lachel & Associates, Inc. (Lachel). Lachel provided contractor support throughout the project including preparation of a VECP/Design Summary (including interpretation of existing and new geotechnical information), design reviews for jacking pipe, estimating settlement of an existing drainage structure above the new tunnel, and instrumentation planning, monitoring, and analysis during construction."
