Pennsylvania,, due to its location in the humid east, is fortunate to possess within its borders large quantities of water. Most of the State is drained by three major river systems-the Ohio, Susquehanna and Delaware. This abundant supply of surface water has been widely utilized throughout the State, but today other sources of water must be developed due to the increasing demands for water, die largest undeveloped source of water in Pennsylvania is ground water. Pennsylvania is also fortunate to possess extensive coal resources. These coal resources have contributed measurably to the development and prosperity of the States Coal and water's - two valuable resources - have been necessary for the development and industrialization of Pennsylvania, The State needs both resources but can no longer afford to develop one while adversely affecting or destroying the other, We are aware of the effect of coal mining on surface water, but coal mining can also materially affect subsurface water, This effect will according' to the local geologic conditions.

When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

The Bureau of Mines has investigated the fundamentals of fatty acid/fuel oil conditioning for improved flotation selectivity. Both conditioning time and intensity can provide optimum flotation selectivity as well as good recovery. Traditional conditioning seeks to optimize conditioning parameters with subsequent recovery of the hydrophobic mineral. In the fatty acid/fuel oil system many silica gangue particles are also rendered hydrophobic by the flotation collector. Fundamental studies have shown that particle-particle collisions transfer the collector reagents selectively to the mineral surfaces with the highest affinity for the reagent. This mechanism deactivates the gangue particles while increasing the collector reagent loading on the selected mineral. The degree of this transformation is directly related to the number of particle-particle collisions which can be controlled through conditioning time or conditioning mixing intensity.

"INTRODUCTION The Crossrail project provides an East-West link across London enabling an additional 200 million journeys each year linking up major business centres and existing transportation interchanges, while reducing congestion at street level and within the current underground system. The project has built major structures in Sprayed Concrete Linings (SCL), including 5 new stations, 6 crossover caverns and numerous passages, adits and ventilation tunnels. Construction has taken approximately 4 years, and has involved the spraying of over 200,000m3 of concrete. At the start of the project there was a lack of available records from previous projects concerning concrete falls, which hindered risk assessments and the ability to make meaningful comparisons around spraying or material performance. This paper redresses this lack of data by providing information on falls experienced on this project and makes recommendations to assist future projects. Construction Methods Table 1 below summarises the main contracts with elements of permanent SCL. The listed primary lining lengths include pilot tunnels, side drift tunnels and enlargements as separate tunnels.A range of construction sequences were used in order to deal with the design requirements, geometry, and the ground and ground water conditions. The following briefly summarises the build up by layers, with typical design dimensions provided for a platform sized tunnel (approximately 9m internal diameter), excluding tolerance allowances. Some linings were sprayed in more than one layer to allow for inclusion of reinforcement layers or to avoid a too aggressive build-up of thickness: •,Initial shotcrete, or sealing, layer (ISL) of 75mm followed by a Primary Lining (PL) of 300mm. •,Regulating layer of 40mm followed by a Waterproof membrane (Sprayed membrane, 3-6mm). •,Secondary lining (SL) of 250mm with a separate sprayed fire protection layer (FPL) of 50mm."

An attempt was made to extract niobium oxide from ~98.5% Nb2O5 using solvent extraction processes. Nb2O5 is used as the feed material in carbothermic reduction processes aimed at producing high-homogeneity, super-conductor-grade niobium on a laboratory scale. The Nb metal used for superconductor applications requires a residual resistivity ratio (RRR) > 300, which in turn needs a stringent purity of Nb and allows impurities (substitutional and interstitial) in ppm levels only. In this paper, solvent extraction of niobium was studied under various experimental conditions, such as effect of different extractants, concentration of methyl isobutyl ketone (MIBK) in the organic phase and concentration of various acids. The concentrate was digested with hydrofluoric acid, with ammonium fluoride (NH4F) as a stripping agent. The extraction of niobium from low hydrofluoric- (HF-) bearing solution was found to be low. Thus, various concentrations of hydrofluoric acid and sulfuric acid, as well as hydrofluoric acid and hydrochloric acid, were investigated towards obtaining a maximum amount of niobium in the filtrate and a minimum amount of niobium in the residue. A McCabe - Thiele plot for extraction of niobium from the aqueous phase, HF-bearing solution using HCl with 85% MIBK in kerosene has been constructed to determine the O:A ratio and the number of stages of the process.

The Bureau of Mines has investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed, and solids concentration on the kinetics of shear-flocculation. The results showed that shear-flocculation is a two-stage process. In the first stage, mean particle size increased rapidly in the first 1-2 min of reaction; in the second stage, an equilibrium was set up between the rate of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear-flocculation to occur and was dependent on solids concentration and collector dosage. This speed was the minimum necessary for particles to overcome the electrostatic energy barrier which kept conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.

The limestone resources of Hawaii are derived chiefly from emerged fringing coral reef and coastal dune deposits of Pleistocene age. These deposits are most abundant on the island of Oahu and other older islands and least abundant on the island of Hawaii, the youngest. Their origin and depositional environment were influenced by glacio-eustatic rising and falling of sea levels during Pleistocene time. Dredged reef limestone deposits from two deep-water harbor projects have provided additional resources. Limestone uses include cement and lime manufacturing, concrete sand and aggregate, mad base material, beach sand replenishment, agricultural lime and golf course construction.

A ventilation study was conducted at a western U.S. coal mine to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. This field study was part of a project investigating the effect of longwall face length and caving characteristics on longwall face air behavior and its potential movement on and off of the face. Tracer gas experiments using sulfur hexafluoride (SF6) were done to describe air movement on the face and in the mined-portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob.

Research investigations on the chemistry of the adsorption of gold cyanide on activated carbon have mostly reduced the role of activated carbon as the provider of the large surface area needed for adsorption. Most do not go beyond suggesting that oxygen functional groups on carbon play a key role in the adsorption process. Our research shows that the nature of the material, specifically its structure, is a crucial factor in the adsorption equation. To delineate the effect of adsorbent properties, gold cyanide was adsorbed on a series of carbonaceous adsorbents, including lignite, coals, anthracites, carbon blacks, graphite and activated carbon, which covers wide variations of composition, surface acid group content, and degree of graphitization. The results show that the adsorption of gold cyanide per unit area of adsorbent is not related to the amount of oxygen groups on the surface or even the total oxygen content of the material. However, they show very strong correlation with the degree of graphitization of the adsorbent, which indicates that the graphitic plates of activated carbon play the most important role. The findings suggest that majority of the adsorption occurs on the plate faces of the graphite crystallites of activated carbon.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

Since the early days of risk management, developments in technology and guidelines (ITA, ITIG, OGG, UCA) have advanced risk management and probable cost estimating, which are now widely recognized. WSDOT’s CEVP risk-based cost validation process is now established after 20 years. This paper traces these developments, summarizes advanced techniques, and presents examples of US and international projects with results. A particular case of using advanced risk evaluation to allow enhanced-capability TBMs to be considered in a competitive bid process is presented. Further advances, including the use of digital twin risk-based representation of complex projects, are described.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. The goal of public policies is to connect desired ends with practical means toward their achievement. How the desired ends are determined, and whose goals and objectives they incorporate, depends upon the culture and political system of the country in question. With few exceptions, policies change over time to reflect changed perspectives and understanding of the world around us. This is true regardless of the policy area in question. Thus, how societies view and manage their mineral resources has evolved in response to public attitudes, societal needs, economic circumstance, cultural perspectives, political orientations, technological advancements, and geological knowledge. In this paper we examine how the scope of concern has changed for mineral policy. We then review the overarching issues that have in recent years been considered essential components of mineral policies. We point out how neoclassical microeconomics has influenced recent policy design. We then use a market flow diagram to illustrate how policies can be focused at specific market issues. We next discuss mineral resources in the context of sustainable development. We identify issues that become relevant when the frame of reference is enlarged beyond ensuring supply and capturing economic rent. We show that policy based solely on neoclassical economics may not be able to effectively incorporate these issues.

The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah's Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah's coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.

In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.

In this paper, we present an a posteriori validation of a heap leaching analytical model using sensitivity analysis. The model is suitable to represent the process of heap leaching of solid reactants from porous pellets and is based on a combination of the leaching kinetics at two levels: particle and heap. The validation is simple, and a sensitivity analysis can easily be performed. The simplicity of the analysis provides insight into the control and optimization of the heap leaching process without strong mathematical complexities. The model and the corresponding sensitivity analysis include the effects of heap height, particle sizes, flow rates and several operation-design variables. Using a case study, we discuss the importance of model validation based on sensitivity analysis. We also comment on several choices for optimizing the process. We had three goals in this work: a posteriori validation, highlighting the importance of model validation and providing insight into optimization choices. We can conclude that the model has good internal logic and there are no extra variables; i.e., all of the variables in the model are necessary.

In taking this approach we must, of course, by-pass the fact that plants In this Country and aborad have been automated to a greater or lesser extent. We will explore the matter from the beginning and not merely take the approach that because others have done it we can do it also. First, let us see just what is meant by automaton.

INTRODUCTION In the last twelve years, underground stoping methods at the Homestake Gold Mine have evolved from open cut-and-fill with jacklegs, cribbed raises and electric slushers to ramp-based mechanized cut-and-fill (MCF) and vertical crater retreat (VCR) with dieselpowered loaders, trucks and drill jumbos. The evolution was swift. Unfortunately, ventilation practices have had trouble keeping pace. Stope ventilation is still too dependent on auxiliary fans and coolers. A single large MCF stope might contain up to eight headings, each of which requires significant ventilation resources when a diesel loader is present. Air is shortcircuited all too frequently through mined-out VCR panels. These factors and the recent rapid decent of the center of mining prompted a study to improve ventilation practices and to more accurately project future requirements. BACKGROUND In 1992, the underground portion of the Homestake Gold Mine produced 8336 kg of gold from 1407 ktons of ore (268,000 oz from 1,551,000 st). The ore is hosted in low to medium grade meta-sediments. Stoping took place from 420 to 2347 m below the surface (1400 to 7700-ft levels). The weighted center of mining was 1662 m deep (5450-ft level) in 1990 and is projected to be 1890 m (6200-ft) in 1993. The deepest level is 2440 m (8000-ft) where the virgin rock temperature (VRT) is 56.1°C (133F). The mine is ventilated by 504 m3/s (1,069,000 cfm) measured at mid-exhaust-circuit density. The air-conditioning system includes an 8.1 MWR (2300 ton) controlled recirculation plant, a 2.0 MWR (580 ton) chilled water plant, a 1.0 MWR (290 ton) exploration drift refrigeration plant, 28 spot-coolers totaling 3.4 MWR (960 tons) and 35 spray coolers totaling 1.5 MWR (420 tons). The mine employs 117 diesel units with a total nameplate rating of 7961 kW (10,672 hp). These units include twenty-four 1.5m3 (2-yd) loaders, twenty-six 2.7m3 (3.5-yd) loaders, fourteen 3.8m3 (5-yd) and two 7.6m3 (10-yd) trucks, and assorted utility vehicles and drill jumbos. THE STUDY In April 1991, the University of Nevada-Reno (Mackay School of Mines) and the South Dakota School of Mines and Technology cooperated with Homestake on an MCF study. Mackay instrumented a stope with thermocouples, air velocity meters and hygrometers (Duckworth, 1992). South Dakota Tech conducted a finite-elements computer analysis of a back-filled MCF stope with/without light-weight shotcrete insulation on the sidewalls and back (Chellam, 1992). Homestake conducted an empirical analysis of deep-level MCF stoping. This paper describes the Homestake study. Twenty-three of the forty MCF stopes deeper than 1800 m were surveyed at least once during the last quarter of 1992. The stopes not included were being cable-bolted or back-filled. Figure 1 shows the complexity of one of the ramp-based stoping areas included in the survey. This particular stope has six separate production headings. A baseline wallrock heat load was derived for each stope or heading from psychrometric calculations. Broken ore, waste rock fill and fissure water were noted when present and the effects included in the baseline heat load. Other heat sources often mentioned in the literature such as metabolic heat from workers, heat from explosives and small electric loads were neglected. Fan heat was considered part of the ramp & crosscut heat load and thus not included in the study. Diesel heat was addressed separately. RESULTS Survey results, plotted as the heat flux against VRT, are shown in Figure 2. The equation for the regression line is: W/m2 = 2.1236*VRT - 75.405 The 0.31 correlation coefficient is poor which implies that the results should be used cautiously. The steady growth of the Northwest portion of the United States over the past two decades, and the very rapid development of Northern California, Western Nevada, and Oregon in particular, led the Calaveras Cement Company people to Shasta County, California in 1957. The presence of a large deposit of high calcium carbonate limestone had been recognized for many years, but it required the momentum of an expanding economy to make these long known reserves valuable. This, plus the availability of a reliable supply of fuel in the form of natural gas, and the ready means of shipping the product to the consumer both by highway and railroad, seemed to offer the proper combination to launch a successful venture. The Calaveras Cement Company had been manufacturing cement by the wet process since 1925 at their plant at San Andreas, California. Starting with two small kilns, the plant in Calaveras County started an expansion program in 1945 that ultimately resulted in the plant as it exists today, consisting of five kilns with a combined production of 4.5 million barrels annually.
