Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

As we approach the end-of the 20th century we are made more aware of the tremendous role that energy plays both directly and indirectly in our varied way of life. The industralized nations of the world have already established industries and economies which are greatly dependent upon the availability of energy. The underdeveloped and developing nations of the world are slowly and surely moving to the same utlimate requirements. The world wide need for distribution of energy sources is continuing to grow. At the present time there is a great imbalance between the sources of energy and the consuming economies In order to bring about greater equality between supply and demand major efforts and large capital expenditures are constantly being made. Industralized areas are seeking their own independent sources of energy whereas those areas of the world which contain great reserves of energy are limiting its export as well as developing its own industralized capacity. Nevertheless, energy bearing materials are still transported great distances in order to satiate the appetites of power hungry economies.

The mining business in general, and coal mining in particular, is exposed to frequent and significant swings in the business cycle. Marginal coal production enters the market place in a nearly perfect competition. It must be priced aggressively if market share is to be gained. The minimum price acceptable from the standpoint of the producer is reached at the point where total variable cost are recovered. Competition occurs as companies move to reduce their variable costs in an effort to cover some portion of their fixed costs at reduced market prices. Production planning and scheduling plays a critical role in reducing costs. Multiple scenarios based on changing market conditions require that competing firms have tools available to evaluate the economic impact of transportation, blending, and processing options. In certain applications, significant cost savings can occur as a result of blending or altering preparation levels. Linear programming provides a tool with which to evaluate options and acts as a like between the mine plan and marketing decisions.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. The major cost in comminution is energy consumption, which can be as high as 50% of the operating cost. Improvements in plant operations have resulted in up to a 15% reduction in energy usage (kw-hr/t). These improvements have been made through the optimization of grinding efficiency and the use of expert model-based control systems. Optimization involves the determination of the levels of the critical-operating conditions that result in the most efficient breakage of ore in the mill. These optimal levels are identified through plant/laboratory test work and through computer simulation using advanced process models. Model-based expert control achieves the maximum performance from the grinding circuit by identifying the characteristics of the ore in the mill with an optimal on-line estimator. Using this information, the control system dynamically determines the operating point that will yield the optimal performance. Two industrial applications of grinding-circuit optimization and model-based control are presented to demonstrate the power of this new technology.

AMAX Inc. climax's mine-mill complex at Climax, Colorado is best known for its molybdenite production: 50,000 TPY of molybdenite flotation concentrate (95% MoS2) from mill heads containing 0.35% molybdenite. Less recognized are the byproducts that are concentrated from the tails generated in the rougher flotation circuit (see Figure 1). Climax recovers a heavy mineral concentrate by passing the rougher tailings from molybdenite flotation over Humphrey spirals (Figure 2a). This concentrate is floated using xanthate at pH 4 to remove sulfides, principally pyrite. The tails from the pyrite float are then cleaned of quartz, feldspar and light minerals by tabling (Figure 2b). Amine flotation follows at pH 1.5 and 75°C to float monazite (Figure 2c). The present circuit at Climax dries the monazite flotation tailings and utilizes high intensity cross-belt magnetic separation Figure 2d) to generate a high grade wolframite concentrate and a low-grade cassiterite product, both of which are contaminated with the mineral brannerite, (UO, TiO, UO2)TiO3. The uranium specifications have recently become difficult to meet due to the increasing percentage of brannerite reporting in the mill feed. A plant is being built utilizing hot sulfuric acid and sodium chlorate to leach this uranium from the monazite flotation tailings prior to their being fed to the wolframite- cassiterite magnetic separators. This modification is the subject of our paper.

Catalyzed diesel particulate filters (CDPFs) are used for reducing diesel particulate matter (DPM) concentrations in underground mines. The U.S. Bureau of Mines is conducting research on how catalyzed diesel particulate filters perform. Two CDPFs, with two different catalysts, are used on vehicles in two mines. The CDPFs are periodically removed from service and evaluated in the laboratory to determine their DPM collection efficiency, regeneration temperature, and effects on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions. This report summarizes the results of the laboratory evaluation, and the mines' experience with the CDPFs. Both CDPFs have operated over 2,000 h. One was evaluated after 1,646 h; its collection efficiency at one operating condition was 87.3 pct. After 2,135 h of operation it was removed from service because it was damaged. The second CDPF continues to be used after 2,328 h of service. The laboratory evaluation indicated its collection efficiency decreased after 1,584 h of use and its regeneration temperature increased from 405' C to 420' C. The mines' experiences with the two CDPFs varied. While being used on mine vehicles, both CDPFs became plugged with DPM on a number of occasions because of insufficient regeneration. CDPFs are capable of lowering DPM concentrations in diesel exhaust. They can also lower emissions of CO and HC, depending on the type of catalyst used. In this study, the performance of the CDPFs changed with use. Recommendations are given in this report for proper use of CDPFs in mines.

The heavy media process is now being used extensively throughout the world for the gravity concentration of a great number of different minerals. The process is a commercial adaptation of the heavy liquid procedure which has been used in laboratories for many years to separate mineral of different specific gravities. In the heavy media process, a suspension of finely divided particles in water is used to increase the apparent specific weight of the fluid to the desired separating point. The original heavy media process used sand, galena, pyrite and occasionally other materials as the solid constituent of the separating suspensions. As the process developed, the need for a more universal media meeting the following requirements was recognized: 1. High specific gravity. 2. Resistance to abrasion. 3. Resistance to corrosion, 4. Readily reduced to a suitable size consist for suspension in water. 5. Available in quantity at economical price levels. 6. Easy to recover by a simple method.

"A heterogeneity study was conducted at Erdenet Copper Mine in Erdenet, Mongolia, to determine the fundamental sampling error associated with blasthole sampling. Using a custom designed sector sampler, six large blasthole samples were collected to perform the test that was developed by Pierre Gy, to estimate the constitutional heterogeneity factor for several types of ore. The study investigated the entire sampling protocol, from mine site to analytical laboratory, and quantified the contributions to fundamental sampling error (FSE) of the various stages of sampling and sample preparation. The total relative standard deviation (RSD) of sampling error was determined to be ±32% and ±49.4% for copper and molybdenum respectively. A classical statistics analysis conducted on the data confirmed the level of RSD. About 95% of the sampling error was produced from only one step in the sampling protocol: when the 1 kg sample was reduced to 50 g sample for chemical analysis. Therefore, it is recommended that the 1 kg sample be reduced to 50g using a slightly different protocol to minimize the FSE. The 1 kg sample should be first crushed to 0.2cm size. A 250g split should then be taken and fine ground. A 50g split should then be taken from the 250g fine ground split. These two simple steps will reduce the FSE to ±7.9% and ±17% for copper and molybdenum respectively. The modified sampling protocol effectively reduces the probability of misclassification of low grade ore to zero. INTRODUCTION The Erdenet copper-molybdenum open pit mine is located in Erdenet, in Orkhon province, Mongolia. The Erdenetiin-Ovoo copper-molybdenum deposit is between 1.5 and 3 km wide, and about 25 km in length (Erdenet Mining Corporation, 2016). Chalcopyrite, bornite covellite and chalcocite are among the major minerals found in the deposit. The mine processes approximately 26 million tons of ore annually. A study was conducted to evaluate the fundamental error associated with the blasthole cuttings and sampling protocol at the mine. The open pit mine uses 215mm diameter Russian drills to drill 17.5m holes for 15m benches. The total weight of blasthole cuttings for a 215mm diameter hole and 15m bench height is between 1.5 and 2 tonnes. This amount of sample is difficult and time consuming to collect and analyze. Therefore, a sector sampler was designed for the Russian drills to collect large samples that were representative of the blasthole cuttings (Ganguli et al., 2016). In order to eliminate the delimitation and the extraction errors, researchers consider sector samplers to be ideal for sampling blastholes (Pitard, 2008; Chieregati and Pitard, 2009). This method was intentionally more rigorous than the blasthole sampling protocol at the mine to ensure that the blasthole cuttings were properly sampled. This study was part of a broader study that also looked at the relationship between particle size and grade. The samples collected by the custom designed sector sampler were very large (195 kg on average), and therefore, sufficient for both studies. A systematic study was carried out to investigate the reduction reaction mechanism of oxygen on pyrite surface using electrochemical techniques. The polarization curves showed two distinct regions, the Tafel region for superoxide formation and limiting current region for diffusion of dissolved oxygen to form hydrogen peroxide. These results were confirmed with a-c impedance measurements.

Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage -"the bottom line evaluator." Correct.

The techniques for fire monitoring of conveyor belts in underground coal mines have been revolutionized by the advent of sensitive carbon monoxide sensors and computer monitoring systems. These new systems are rapidly replacing the previous thermal (fixed-point temperature) sensors that have been shown to be considerably less sensitive for early fire warning. CO is generally an excellent indicator of spontaneous combustion. However, the most recent non-flammable conveyor belt materials have been shown to "burn" with dense smoke, but without sufficiently high temperatures to produce much carbon monoxide. To cover this fire detection void, a smoke detector was developed to augment CO sensing for these new conveyor materials. However, computer monitoring provides the flexibility for handling this and other additional instrumentation as fire monitoring techniques evolve. CO, smoke and temperature sensing may eventually be advocated for complete fire monitoring.

To model the zinc pressure leach, equations have been written that describe the rates of individual reactions taking place, including (a) oxygen mass transfer, (b) ferrous oxidation by dissolved oxygen, and (c) ferric reactions with ZnS and other minerals. In the continuous process, at steady-state, these take place at the same rate, and so the equations can be solved simultaneously. Model calculations using simultaneous equations are shown in graphical form to demonstrate the effect of different variables on the leach performance.

The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. The importance of "Mineral Pigments" can best be shown by noting that the world production is estimated to be in excess of 47 billion kilograms (52 million st). This quantity if pack- aged in the common 22.6 Kg (50 Lb.) bag and placed end to end would circle the world over 500 times. This world production figure is based on a broad concept that pigments, extenders, and fillers have essentially similar functions. In this paper mineral pigments are products produced synthetically or from selected minerals and through pulverization have characteristics of pigments.

INTRODUCTION The Washington, D.C. rapid transit system (METRO) when completed will consist of 98 miles of double track rail. Fifteen miles will be tunneled in rock and 12 large underground rock chambers will be constructed at station locations. The University of Illinois is under contract to Metro to provide observations and instrumentation services in the initial phase of construction. The work is coordinated through DeLeuw, Cather & Co., the General Engineering Consultant to Metro. The program is designed to monitor construction conditions as well as to provide information useful for the design of future rock tunnels and rock chambers in the Metro system. This paper presents the results of observations in the rock tunnels constructed to date. Most of the observations are in a 5000-ft-long, 30-ft-wide, double track tunnel in downtown Washington, D.C. Observations were also made in single track tunnels, shafts, enlargement areas, and pilot tunnels, and are being made in a large rock chamber 700 ft long, 76 ft wide, and constructed at shallow depth in a schistose gneiss. One of the major objectives of the observational program was to determine the orientation and character of joints and shear zones and to evaluate their effect on support requirements for various tunnel orientations and configurations. The consistency of geologic features throughout the Washington area has made the results of the initial study applicable to evaluation of support requirements on future tunnel contracts. The first section of this paper summarizes the geologic conditions in the tunnel and their effect on overbreak and rock movement.

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. The development is described of a real-time tracer gas sensing system for use in fell-scale laboratory studies of air flow behavior around mining machines. A semiconductor sintered tin-dioxide gas sensor is used for gas analyses. A data acquisition and analyses software specific to the sensor characteristics was also developed as part of the system. The system permits the study of transient behavior and assists in obtaining a better understanding of the movement of air around mining machines and in the study of the effect of potential airflow modification devices on the dust exposure of face personnel. It seeks to replace the current method of using a centralized infrared gas analyzer that polls several sampling points using an array of solenoid valves and gas line purgers. The polling results in a significant time lapse between the first and the last set of readings. The system described in this paper has the advantages of real-time sampling and safe operation.
