INTRODUCTION For many years, in Europe and in North America, pre-formed metallic and concrete segmental linings in tunnels have been used extensively as temporary and permanent ground support systems. In the United Kingdom the use of cast iron as a means of ground support in mining shafts dates from the first decade of the 19th century. Although at that time wood tubbing was extensively employed, cast iron was used in shafts at Wallsend and Percy Main collieries in the North East of England. The original form of cast iron tubbing consisted of cylinders which were lowered bodily into the pit and were built from the bottom up, but subsequently they were subdivided into segments which involved the making of vertical as well as horizontal joints. Principally, the practice of providing immediate pre-formed support developed because of the incompetent state of the surrounding ground and, although this still remains the over-riding consideration nowadays, several other factors are examined before finally deciding what type of lining to use. Other branches of sub-terranean technology such as tunnel thrusting or immersed tubes (both of which involve pre-formed linings) can provide alternative solutions to problems hitherto thought better solved by bored tunnelling methods. However, this paper will confine itself to those linings developed for the more traditional tunnelling methods. Usually the shape of segmentally lined tunnels is circular because this profile is the most suitable for bad ground and many tunnelling machines. In order to develop more accurate procedures for scale-up and design of semi-autogenous grinding mills through detailed mathematical models, a better understanding of the charge motion and rocklball segregation is needed. To achieve this a 0.61 m (2.0 ft) diam by 0.305m (1 .0ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video presentation (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rocksize distribution, and flow rates.

The countries of Southeast Europe are rich in aggregates, but neither management nor supply are coordinated within or across this area. There are open issues in SEE on the local scale as well as on regional/national and transnational scales that will need to be addressed in order to meet societal expectations related not only to the security of aggregates supply for economy, but also those linked to environmental concerns and social issues. The Sustainable Aggregates Resource Management project (SARMa), an EU Southeast Europe (SEE) activity, has as its objectives the development of common approaches to sustainable aggregate resource management (SARM) and sustainable supply mix (SSM) planning in SEE. In this paper we describe the SARMa project structure and report results for Work Package 3 activities pertaining to best practices for environmental management, the reduction of illegal quarrying, and the promotion of recycling of quarry wastes, construction and demolition wastes and other materials.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service, port construction, trans-shipment, and environmental control. The major problem is the shipment of coal. Customary methods for bulk transfer must be improved and new systems developed. Slurry unloading has a key role in the new systems. This report reviews progress in slurry transportation research that has been done in Japan since the 1960s, when large-scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are focused on.

Moving ground in the mining industry is almost inevitable; however comprehensive awareness of these movements is necessary to mitigate risk. Monitoring of displacements caused by mining is a key tool for geomechanical risk management. Good monitoring may prevent unexpected failures and protect personnel and equipment. Many displacement monitoring techniques are available, however not all are reliable, accurate, and cost effective. Close range photogrammetry (CRP) is a monitoring method with high accuracy, reliability, and cost effectiveness; and has the ability to measure places that are inaccessible. In CRP, some series of photos are taken in different positions with different angles at different time intervals depending on the displacement rates. These photos are processed using PhotoModeler software and 3D models are made. By comparing 3D models, displacements can be measured. This method has been demonstrated at the Freeport-McMoRan Safford Mine in Arizona. A fault related instability in part of the pit is reactive to mining, and provided an opportunity to compare results between traditional monitoring methods and CRP. In this project, multiple series of photos were taken at different times using a Canon 5D Mark III digital camera, then PhotoModeler software used to make 3D models for each specific measurement event. Movement rates were determined by comparing different 3D models. These results are then compared to results of other monitoring methods to validate the CRP displacement method.

The way and methods used for the surface mining of bauxite until the end of the twentieth century in the area of Ghiona, resulted in a significant burden to the natural environment, especially in the cases where it covered extended parts of forests and forest areas as well as important geomorphological formations. The impacts from the surface mining of bauxite which in fact constitute the object of this study relate mainly to the interruption of the natural continuity of the land relief and the alteration of the natural geomorphological activities and are due to: a) the alternating excavations with fronts of great heights, b) the depositions of large volumes of waste materials which originate from the revealing of the ore and c) the dense road network constructed in order to get access to the mine locations.

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

Flyash from municipal solid waste incinerators containing roughly 13 to 15% Zn, 2% Pb and 0.2% Cd is an attractive material for simultaneous metal recovery and detoxification. Results have shown that Pb in flyash is present as PbSO4 and PbC12 and that about 70% of the Zn is present in the form of soluble amorphous compounds. Leaching results in a number of acid and basic lixiviants show that acid leaching is clearly more effective than basic leaching which is limited by low solubility of Cd and Zn. Cementation in acid solution with pH < 1 promotes redissolution of the precipitated metal. Successful zinc electrowinning from chloride leaching solutions has also been demonstrated, although Pb2+ and Na+ can be potentially detrimental. The presence of Pb2+ can prevent deposition of metallic Zn, forming zinc oxychloride, ZnC12.4Zn(OH)2, instead. High concentrations of Na+ can also result in precipitation of NaCl. This investigation has shown that hydrometallurgical treatment of MSW flyash through leaching, cementation and electrowinning is a potentially feasible method for simultaneous detoxification and recovery of metal values. Several issues have also been identified which would require further investigation for final process development.

Since the advent of resin-in-pulp (RIP) technology for treatment of uranium-bearing ores in the 1950?s to current carbon-in-pulp (CIP) processing of gold values, metallurgies and operators alike have wrestled with the problem of interstage screening. Early gold CIP plants such as at Homestake utilized externally mounted vibrating screens in conjunction with air lifts to effect carbon-pulp disengagement. Other operations world-wide have likewise adopted this technique with varying degrees of success. Since 1992, a tailings gravity re-treatment plant has been in operation at the New Celebration Gold Mine to recover aurifer­ous pyrite (Martins, Dunne and Gelfi 1991; Martins, Dunne and Delahey 1993). The gravity pyrite concentrate is ground in a Tower mill to liberate gold (average particle size around 25µm) prior to cyanide leaching. Although the re-treatment plant has met the predicted gold recovery, based on original laborat01y testwork, there is still room for improved gold recovery. This requires enhanced pyrite recovery, especially in the finer size ranges. The application of centrifugal gravity separators would seem to be an ideal means to achieve this criterion. In particular, the Falcon continuous centrifugal separator (Series C machines) would appear to be ideal for this particular duty. A testwork program to evaluate the application of the contin­uous Falcon to recover pyrite from New Celebration ores was unde1iaken over a six month period during the later part of 1997. The work involved laboratory batch testwork, followed by con­tinuous testing of the Falcon Cl0 (2tph to 3tph) and Falcon C40 (l00tph) units. A summary of the results from this evaluation program are provided in this paper.

INTRODUCTION Radioactive deposits were observed in 1972 in some of the Upper Silesian coal mines. They were located mainly in the drains in galeries and on the inside surfaces of water pipes. They also caused some problems by accumulating in water pumps. It has been postulated that the deposits are produced by natural radioactive waters seeping from the rocks. Investigations were initiated to answer the following questions: - What is the composition and the amount of radioactivity in the deposits? - What radioisotopes are present in the water? - How are the radioactive deposits formed? - Do the radioactive waters also occur in other mines? - How does the radioactivity of the water depend on chemical composition? - What is the origin of the radioactive water? - Does the water and the deposits cause radiation hazards for miners? -How can the radiation hazard be reduced? METHODS OF MEASUREMENT Determination of Radium Isotopes in Water The commonly used methods of radium determination in water are either based on measurements of the radioactivity of 222Rn which is in equilibrium with 226Ra, or on the detection of alpha particles of the radium radioisotopes after chemical separation of radium from the water sample. The method based on radon activity measurements is very sensitive and does not require any chemical Separation, but it can be used for determination of 226Ra from the uranium series only, because the thorium daughter 220Rn has too short a half-life (55s to yield the required accuracy. The method developed by Goldin, 1961 [2] involved alpha-particle measurements in thin layers of RaS04 and BaS04 separated from the water. This method is not convenient for saline water and water with high barium concentration because the amount of barium carrier in this case is too large to obtain a thin layer of precipitate with sufficient activity. The Upper Silesian carboniferous waters are often saline with high barium content, so the method described by Goldin was not convenient for this case and it was necessary to change the detection system and modify the chemical preparation. The procedure developed by the authors for the determination of radium isotopes in water was as follows: - Depending on the Ba2+ content and the required sensitivity of measurement, a water sample of 200 cm3 to 3 dm3 was taken. - 10 cm3 of 0.25 M citric acid and 5 cm3 15M ammonia was added to form complex Ba2+ ions and avoid the immediate precipitation of BaSO4. (This was repeated as long as the addition of BaC12 did not form a precipitate.) - 1 cm3 of 1N solution of Pb(N03)2 as a carrier for radioactive isotopes of lead and 10 cm3 of 0.1 N BaC12 as a carrier for radium were added. - The sample was heated to the boiling point and the precipitation of RaS04, BaSO4 and PbS04 with 50% H2SO4 was carried out. - After several hours the sample was centrifuged and the precipitate was purified by washing with nitric acid and distilled water. - The precipitate was then redisolved in 20 cm3 0.125 M Na2EDTA and 3 cm3 6M ammonia and reprecipitated from the solution by dropwise addition of acetic acid to d pH of 4.5. At this value of pH, precipitation occurs only for the barium and radium sulfates, while lead and all other radioactive elements remain in the solution. The date and time of deposit precipitation was recorded. - The final barium-radium sulfate mixture was washed with distilled water and transferred to standard measurement vials. - Each vial containing a deposit had 6 cm3 of distilled water added and was then shaken vigorously. 12 cm3 of liquid gelling scintillator (INSTA-GEL UNISOLV-1 type) was then added and the vi 1 was shaken again. After a while the scintillator turns into a milky gel in which the deposit is uniformly distributed. - The standard sample of 226Ra was prepared in the same way. - The activity of the samples was measured using a liquid scintillation spectrometer. (In this case the TRICARB 3320 produced by Packard Instruments, was used). Tests run on standard radium solutions provided by Amersham Radiochemical Centre indicated that this method of measurement enables one to achieve an efficiency of almost 100% (within measurement error). For alpha particles no quenching effect was observed for the BaS04 concentration in the range up to 80 mg of BaS04 per 1 cm3 of liquid scintillator coctail (Fig. 1). The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. The research has demonstrated that the ventilation of large-opening mines improves significantly by including ventilation requirements in the mine planning process and implementing some practical techniques during mining. Planning the location of long pillars to reduce the number of crosscuts between intake airways and return airways, positioning auxiliary fans in their proper locations, and establishing ventilation stoppings with minimal leakage all significantly improve the ventilation of large-opening mines. Mine operators that adopt these techniques in the mine ventilation plan will reduce mineworkers? exposure to airborne contaminants.

The purpose of this paper is to describe work undertaken, within the System Dynamics Research Group at Bradford Management Centre, into the development and application of a System Dynamics model of an international mineral industry; aimed at providing a basis for analysis of the interrelationship of supply, consumption and price over time, under different production and stocking policies. A review is presented of some of the major characteristics and problems associated with such industries. This is followed by an outline description of the model and the way it has been applied to examine various supply responses, in the light of changing consumption patterns. Demonstration results deal with model validation and with analysis of international buffer stocks and conflicting supply policies on the historic situation in the copper industry.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries&apos; investment and production costs during the period studied.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

This paper examines Bolivia&apos;s General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia&apos;s industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

Utilizing the principles of elastic-brittle fracture mechanics, stress-displacement relationships are derived for an elastic solid containing a slip plane consisting of various configurations of collinear arrays of cracks. These models take into account the heterogeneous nature of slip planes as observed in the lab and in the field, and are relevant to the behavior of rock containing faults, joints, bedding planes, and fractures. All of our models exhibit slip weakening behavior, and show regimes of both stable (aseismic) and unstable (seismic) deformation. For given configurations of cracks and applied boundary conditions, our results show explicit ly the energy released through unstable crack growth. For instance, it is found that two equal length cracks growing together release more seismic energy than, say, a large crack growing into a small crack. Also, by allowing cracks to coalesce, our models show multiple stick-slip events without crack healing or other geochemical means.
