Although the first published optimum pit limit design algorithm by Lerchs-Grossmann dates back to 1965, the majority of the open-pit mines in the U.S. has not as yet adopted such a rigorous optimization algorithm. Instead, the floating cone approach initially developed by Kennecott Copper in 1961 is still used today for various reasons. However, shortcomings with the floating cone algorithm, particularly for precious metal deposits with erratic mineral distributions, have provided a renewed interest in optimizing algorithms.

Phosphate reserves have been and still are a controversial subject. Some published estimates are particularly conservative and have caused concern in government and political circles that southeastern phosphates are a dwindling resource. "Ores and ore bodies" are a function of economics that relate to a time/demand factor. The history of phosphates and other mineral commodities is one of mineral deposits (resources) ever becoming ore (reserves) via a long term logic based on price, supply, and demand factors operating through time and improved technology. Projections indicate that southeastern phosphates are sufficient for several centuries of operations at present production rates.

The Irwin Basin. (Fig. 1)* is a synclinal or shoe-horn *Figure numbers throughout refer to color slides not included with the preprint shaped basin in the Pittsburgh Coal Seam, It is approximately 10 miles wide and 22 miles long at its maximum points. The surface of the land above the basin is hilly, rolling farmland,, typical of this area of Pennsylvania, and it is criss-crossed with streams and highways and liberally dotted with farm houses and communities. In-general the coal is pitched from north to south with a total drop of 610 feet'. The coal seam cross-section from east to west is bowl-shaped and rises as much as 375 feet from the low point of the bowl to-the-outcrop. Cross-sections showing coal elevations are shown on Figs, 4 and 50 Ground cover above the coal will vary from 0 to 550 feet, averaging about 350 feet throughout the area. This area is richly endowed with a history of coal mining. The first car of coal shipped cast of the Allegheny Mountains was mined in the Westmoreland Coal Company's Shady Grove (later North Side) Colliery in Irwin, Pa., early in 1853, This mine was opened in 1852 by Coleman, Hillman & Company. The coal was hauled from the mine to the freight station by horse-drawn wagon and. loaded into a then "standard" box car of 18,000-pound capacity. Coal mining in this region flourished and grew as steel production in nearby Pittsburgh demanded more and more of the high quality, metallurgical-grade coal of the region.

The last time Mining Engineering presented an issue with a special focus on Canadian Mining (ME, August 2008 pp. 28 to 40) things were going well. A feature story took a look at Xstrata?s Nickel Rim South Mine in Sudbury and the booming Canadian oil sands were discussed at length. Potash prices were soaring, large diamonds were being found and British Columbia was launching plans to find more workers. How things have changed in six short months. What began as a mortgage crisis grew into a credit crisis, then mutated into a financial crisis, that has taken its toll on the value of bonds, loans, stocks, real estate and commodities. Miners that were flying high on unprecedented commodity prices six months ago have begun scaling back with delays, shut downs and layoffs as they struggle to survive this most recent economic downturn.

[The products of mites hive historically beet a very large and important segment of total shipment transported by American Railroads. Much as the Mining transportation Executives right have wished for coal and other mineral deposits to be found along navigable rivers, where railroads have for years been competing with the very aggressive Army Corps of Engineers and the inland waterway operators, the mineable reserves are more often that not located in the arid west far from these "free" waterways. The rivers cannot go to the mines but the railroads could, did, and continue to invest it new lines to reach new mines. The mining industry and the railroad industry have good reason to rely upon each other. The former Northern Pacific Railway, the Great Northern Railway, the Chicago, Burlington and Quincy Railroad and the Spokane, Portland and Seattle Railway merged in 1970 to form the Burlington Northern Railroad, with Lou Menk as its first President. As unofficial spokesman for the industry, be had, for years, conducted a tireless effort to educate shippers, lawmakers and the general public of the single most critical problem confronting the railroad industry, the strangle bold of government regulator.]

Mining of molybdenum at Questa, New Mexico has been accomplished by block cave methods since August, 1983. As caving progresses, a periodic geologic evaluation is made of the rock-types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the ore body. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

Many papers 'have been publihed on the role of the bacterium.Thiobacillus ferrooxidans in the oxidation of reduced sulfur compounds, and years of research have established the following environmental factors, which influence biological oxidation. 1. Oxygen is required for the oxidation of reduced sulfur compounds to the sulfate form. Sufficient oxygen. is available from the air, consequently, it is of importance to get the air to the bacteria. 2. The bacteria are active in the pH range 1.4 3.5. Maximum activity occurs at pH 2..0 - 2.8. 3. -In order to allow the bacterial populations to expand, certain essential nutrients must be available. Nitrogen has to be supplied for the production of body protein, and ammonia is the source most readily accepted by the bacteria. Carbon dioxide is the only utilizable source of carbon and the small amounts available in air are the primary source of this element. Small amounts of phosphate, manganese,, potassium,. calcium. and magnesium are also required. These trace minerals are available from the water and host rock in sufficient quantities. 4. Water is required as a carrier for the oxygen carbon dioxide and other nutrients, as-well as a solvent for the metallic sulfates produced. The bacteria are motile and the water allows the bacterial populations to spread:: bacterial activity ceases if the equilibrium relative humidity drops below 100%. 5.-optimum bacterial activity occurs at temperatures of 34 - 35°.C (93 -.95° F). All activity ceases above 45° C. At lower temperatures, activity its dramatically decreased, but there is still a significant amount at 10 - 11° C.- Thiobacillus ferruoxidans has been isolated from a mine with a year round temperature of 3° C. 6. Unpublished results from our laboratory show that biological leach ore oxidation takes place during the rest periods at the same rate as during the wet leaching periods providing there is a film of moisture remaining around the particles. Optimum conditions can be readily achieved in the laboratory, but application of our laboratory knowledge to commercial leaching dumps is riot as simple. Attempts to achieve improved environmental conditions for the bacteria in leaching dumps would require substantial capital investment and careful planning of leaching operations. This paper

Experiments have been carried out to determine the efficacy of bubble column flocculation. An acid-base neutralization method was used to determine the mixing time in a 0.064 m x l.5 m bubble column equipped with a Mott porous sparger. The mixing times decreased as the tracer injection point approached the gas sparger. Preliminary flocculation experiments on two clay samples were carried out. The effects of frother addition and air flow rate are presented and discussed.

The N20 to N25 Tunnel (basic) segment was the second tunnel contract awarded for construction by The PB/MK Team. This project embodied 3.9 km (2.4 miles) of tunnel and was located within the northwest quadrant of the 86.9 km (54 mile) long main collider ring. The contract required the excavation and initial support of a 54.3 m (178 vlf) deep ventilation shaft, a connecting horseshoe shaped Adit and TBM starter tunnel and 3,865 m (12,680 If) long main collider tunnel with a 4.3 m (14 ft) minimum finished diameter. This paper discusses the construction methods, equipment utilized and the production achieved in the construction of the ventilation shaft, connecting adits and the main collider tunnel.

The purpose of this study is to obtain carbon dioxide emissions by copper production systems and quantitative merit to use copper scraps in Japan. Electrolytic copper and sulphuric acid originating from the refining gas are produced in the system. In this study, the inventories such as the fuel consumption of the unit processes and the in-house electricity generation were obtained from published papers and public statistical data. The following observations were made based on the Life Cycle Assessment (LCA) method: (1) Carbon dioxide emissions from the production of electrolytic copper and sulphuric acid in the system are about 1.0 kg and 0.4 kg/kg-product respectively. The carbon dioxide emissions attributable to the transportation of copper concentrate correspond to 20% of the total emission. This emission is higher than that of zinc because the metal content in the concentrate is lower than zinc. (2) The carbon dioxide emissions from the system decrease with the recycling of copper scrap to the converting process because the consumption of copper concentrate is reduced. The reduction is estimated to be 0.18 kg-CO2/kg-Cu at the point of 0.1 kg-scrap/kg-blister Cu. This corresponds to 9% reduction for the present system. However, this recycling leads to the decrease of sulphuric acid by 450x103 tonne at the point. The recycling of scrap should be evaluated not only from the reduction of carbon dioxide emissions, but also in terms of sulphuric acid demands as well as advantage of waste management.

Carbon-in-leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. The CIL process is becoming attractive even in other situations when preg robbing is not a factor. This article discusses the situations in which the CIL circuit can be applied. The results of leach-carbon-in-pulp (CIP) and CIL circuits at Newmont Gold's Mill No. 2, No. 4 and No. 5 are presented for comparison: Mill No. 4 was initially designed for a throughput of 4.1 kt/d (4500 stpd). It is presently operating at an average throughput of 6.6 kt/d (7300 stpd) without significant changes to the original design. The design considerations of the Mill No. 4 CIL circuit are discussed. The design of any processing facility represents a series of decisions. The final design options should ultimately be resolved based on economic as well as technical considerations. Every design decision represents some sort of compromise. From the designer's view point, these decisions are made with the conviction that the final product represents the most prudent long-term expenditure. The design throughput rate is a decision reflecting a maximum return for the capital and operating costs that the plant will incur over the life of the mineral resource. The result is a plant that is not operator proof or maintenance free because it would be too costly to build. The health and safety of employees, efficiency of the operating system, and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This paper addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

The absence of coal face particle management practices heavily penalizes coal transportation from initial loading to final consumption. Penalties include dust problems, significantly reduced mine loading cycle productivity, mine belt spillage, excessively high coal preparation costs and chute and dangerous pulverizer blockages at the final point of utilization. The common environmental and economic enemy is fines. Everyone knows that fines cause safety and environmental dust problems, but few understand that fines also swell broken coal to a point where 5 to 15 percent more time and capacity must be used to deliver the same tonnage. In this paper, methods and rewards for reducing and/or managing fines at the mine face are discussed. Computer-based loading cycle model productivity estimates, viewed from a new perspective, are made on the basis of material volume rather than on the long established and frequently misleading basis of tonnage. After all, it is typically the volume of broken material being transported that defines the capacity of a given transportation system, while the corresponding tonnages are merely a reflection of the specific material densities. Published evidence suggests that the swelling of broken coal can be decreased very significantly using small quantities of certain non-frothing chemicals added to mine face spray water and/or by employing improved mine face breakage practices. In a future paper, the effects on transportation productivity beyond the coal mine will be discussed.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to 'Environmental Control Department'. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and 'Total Environment' includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. The disposable diesel exhaust filter (DDEF) system developed by the U.S. Bureau of Mines and Industry cooperators for heavy-duty permissible, diesel-powered haulage vehicles, effectively reduces in-mine diesel particulate matter concentrations up to 95%. However, there are concerns about the hazards that exist when the filter is used in situations for which it was not designed. This work investigates the exhaust gas temperature limits to which the filter elements can be exposed without posing a safety or health hazard, such as 6re or off-gassing toxic compounds. A filter approved by the Mine Safety and Health administration and after-market filters were evaluated under varying engine exhaust conditions to determine if after-market filters pose an unacceptable hazard when used in a DDEF system. Filters were laboratory tested at engine exhaust temperatures ranging from 77°C to 290°C. Of the seven filter types tested, six appeared suitable for use on water scrubber-based cooling systems and two appeared suitable for use on dry heat exchanger type exhaust cooling systems with exhaust temperatures up to 150°C. Any filter elements used as exhaust filters on permissible diesel machines must be approved by MSHA for that application. Mine operators who wish to use an after-market filter element should request an MSHA field modification. MSHA will work with the mine and filter manufacturer to ensure its use in this exhaust system application does not pose a health or safety hazard.

INTRODUCTION The discovery of oil and gas reserves in the North American Arctic has led to substantial thought being given to their development. Systems adequate for exploration are not always, or even often, suitable for permanent installations. Combinations of offshore pipeline, drilling ships, platforms, sub-sea systems, sand islands and -ice island bases have been proposed. However, conditions in the Arctic are such that these methods may be difficult or impossible to implement. Problems exist with (1) the freezing of the Arctic Ocean surface for 9 - 10 months per year, (2) the movement of sea ice, (3) scouring of bottom sediments by ice islands and icebergs to great depths below the ocean bottom and (4) deep water channels. Any method which can avoid the problems associated with surface construction in these very adverse conditions merits detailed examination. One of the proposed solutions is to tunnel from a convenient or available access point to a point within the field, construct a chamber large enough to accommodate the drilling equipment and drill the development wells in a protected environment. Service and delivery lines would use the access tunnel and further tunnels and chambers would be constructed in a radiating pattern to develop the whole field. In order to determine the feasibility of underground construction in the North American Arctic, it is first necessary to understand the geologic and environmental factors which would affect such construction, to be knowledgeable concerning the problems and then to consider the techniques appropriate to the conditions which will be encountered, bearing in mind the need to minimize both con-

I can recall a time 10 or 12 years ago when I spent a pleasant Sunday afternoon driving to Jim Thorpe, Pennsylvania to see a carnotite deposit that had recently been discovered. The announcement of the discovery stated that it was in the Pottsville conglomerate in a road cut along the highway. To my surprise, the highway was lined with cars and every weekend prospector for 100 miles had come to see the ?big uranium deposit of the east?. I literally had to stand in line to make a measurement with the scintillation counter I had with me. The thought at first occurred to me that this is evidence of how thoroughly the surface of the United States must have been prospected, more likely, perhaps it points out quite the opposite. A lot of time and energy was being spent in tracing the footsteps of others and a lot of time was spent looking for the obvious occurrences. The point is, that in the early days a tremendous amount of uranium exploration was carried out but few systematic surveys were made. Thorium anomalies were usually discounted after cursory surface field checks. Conversely, in airborne surveys - anomalies due to elevation changes or thin over- burden on hilltops were often investigated more thoroughly than smaller indications on hillsides and valleys. An adequate supply of uranium was nevertheless found due to the ingenuity and persistence of the geological profession and the public in general. This ?adequate? supply, like so many estimates for raw materials turned out to be far too low.
