As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. Blasting in geothermally high temperature ground and/or extremely reactive ground is an increasing common challenge for surface and underground mines. Many current PETN based non-electric and electronic detonators have manufacturer published in-hole temperature limits ranging from 55°C to 65°C (131°F to 150°F). When confronting blasthole temperatures above the manufacturer published limits, operations may request site-specific guidance and qualification for use. The advised safe loading window for in-hole PETN based detonators is often too short to be practicable for production blasting. To overcome limitations of PETN based initiation systems, surface mines with high temperature ground and/or reactive ground are known to load blastholes with a qualified high temperature bulk emulsion that are top primed with a cartridge of temperature qualified detonator sensitive emulsion plus an RDX detonating cord downline. As there is no in-hole delay detonator in this system, blasthole timing is accomplished with surface delays. Although this system is safe, top priming and surface delaying does influence floor quality and top size fragmentation, and safe loading windows times reduce blast block size and increase blasting frequency. A mining company with a site characterized by geothermally high temperature ground plus highly reactive ground employed a blasting system like the one described above. The site desires to improve blasting performance by moving to an in-hole delay initiation system that can withstand the site ground conditions. At the request of the mining house, DynaEnergetics developed an electronic initiation system for application in geothermally high temperature ground and/or extremely reactive ground conditions. The DynaEnergetics IGNEO high temperature electronic initiation system is rated for in-hole use in ground up to 150°C (302°F) for 48 hours. The detonator consists of a high strength detonator with an HMX base charge and thermally resistant downline. To make up a primer, the detonator is inserted into a booster charge assembly that is fitted with a small HMX shape charge. This high energy primer is designed to be compatible and reliable for firing bulk emulsions, including those with high percentages of urea inhibition to combat reactive ground. Up to 1000 detonators may be programmed in 1 ms increments up to 1500 ms. The system is controlled by a digital firing panel that can be used with either a wired or wireless trigger. The system enables high temperature and/or reactive ground sites to utilize in-hole delay initiation and realize the associated performance benefits.

Soluble sodium silicate materials have well known applications in flotation for desliming, selective depression and corrosion control. Recent advances in the understanding of the complex polymeric nature of silicate solutions using NMR spectroscopy, combined with our studies of the effects of polymeric silicate anions on metal ion activities in solution, oxide mineral surface charges and surfactant adsorption on clays are related to beneficiation processes. The results of these studies indicate the sodium silicates can be used to cause a solution chemistry and particle surface charge characteristics favorable to enhanced effectiveness in typical ore beneficiation systems.

The objectives of this generic study were to use numerical modeling techniques to determine under what conditions seismic waves generated by an earthquake might cause instability to an underground opening, or cause fracturing and joint movement that would lead to an increase in the permeability of the rock mass. In general, the study showed that moderate earthquakes (up to 0.41 g) did not cause instability of the tunnel or major fracturing of the rock mass. An artificial rock-burst tremor with high accelerations, however, was found to be amplified around the tunnel, and fracturing occurred as a result of the seismic loading in salt and granite. In shale, even moderate seismic loading resulted in tunnel collapse.

Electrolytic manganese residue (EMR) is a kind of industrial solid waste with high silicon content that contains harmful metal elements such as chromium (Cr), copper (Cu), lead (Pb), cadmium (Cd), nickel (Ni) and cobalt (Co). Developing a highly effective and environmentally friendly process to treat EMR is important, both for the reutilization of metal resources and for environmental sustainability. In this study, the bioleaching of available silicon from EMR using silicate bacteria is investigated, with flask experiments conducted to optimize the parameters in the bioleaching system. For metal ions, the concentrations of manganese (Mn), Co, Ni and Pb in solution were measured to determine the environmental safety effects before and after bioleaching. The results show that the bioleaching rates of available silicon in the slag were mainly affected by the temperature, pH and pulp density. Under the optimal conditions of temperature of 30 °C, pH of 7.0, pulp density of 5 percent, shake flask rotational speed of approximately 210 rpm, particle size of approximately 0.150 mm and leaching time of 16 d, the concentrations of available silicon in the bioleaching system rose to approximately 110 to 140 mg/L. The metals remaining in the residues were mainly bonded in stable fractions, with concentrations lower in the leachate after bioleaching. This study demonstrates that silicate bacteria can be used to increase the contents of available silicon from EMR, and that bioleaching technology can realize the harmless resource utilization of EMR.

Requirements of flue gas desulfurization (FGD) for Eastern and Western U.S. coals will not be the same because of differences in coal sulfur content, ash analysis, and beating value. The effects of these differences and of limited availability of water in the West are the subjects of this paper. Eastern and Central bituminous coals are generally high in sulfur and require removal efficiencies in the range of 70 to 90 percent to meet the Federal emission standard of 1.2 lb SO2/MMBtu. Ash in Eastern coals is low in alkali content and is relatively insoluble in scrubber solutions. High sulfur content and market availability make salable product methods more attractive in the fast and Central United States than in the West. Western subbituminous coals and lignites are generally low in sulfur content, however, only a few deposits could reliably meet the Federal emission standard without FGD, Required removal efficiencies generally fall in the range of 0 to 60 percent to meet the 1.2 lb SO2/MMBtu limit. If the standard were raised to 2 lb S02/MMBtu, approximately two-thirds of Western coals could be burned without FGD. Some Western coals contain ash high in alkali, some of which is soluble in scrubber solutions. This complicates scrubber chemistry, but it also provides the meant for displacing some or all of the limestone requirements when only moderate S02 removal is required. Dry areas in the West would benefit from full commercial developement of dry processes of FGD.

Mention of company names or products does not constitute endorsement by NIOSH. ABSTRACT Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation. INTRODUCTION Pinning, crushing, and striking accidents are a large problem in underground coal mines, especially for mobile haulage. Between 1984 and 2014 there were 179 non-fatal and 42 fatal pinning, crushing, and striking accidents involving mobile haulage vehicles, including coal hauling machines and scoops [1]. Proximity detection systems (PDSs)—automated systems that decelerate and stop a vehicle in order to prevent a collision—have the potential to protect mineworkers in these situations. In fact, PDSs are now required on all place change continuous mining machines as of March 16, 2018, as a result of the final rule published in January 2015 (30 CFR 75.1732) [2]. To address mobile haulage, later in 2015 the Mine Safety and Health Administration (MSHA) also proposed a new rule that would require PDSs on mobile haulage vehicles [3]. Though there has been no additional actions related to the proposed rule and it is not currently required, mobile PDS can still help to save lives. MSHA estimates that the adoption of mobile PDSs could prevent approximately 70 injuries and 15 fatalities over the next 10 years [4]. As of June 2015, the underground coal industry had already equipped 155 of the 2,116 mobile haulage vehicles in use [1]. In order to capitalize on the projected safety gains afforded by PDSs, it is important that the systems are designed and implemented effectively. Along with others, researchers at the National Institute for Occupational Safety and Health (NIOSH) have been exploring PDSs for more than two decades [5-7]. Throughout this time, NIOSH has also held several stakeholder meetings (2010, 2014, 2016, and 2017) in order to disseminate information and provide an opportunity to discuss on ongoing issues and concerns. Despite some progress, human factors remain a key concern. Previous research examined mineworkers’ attitudes towards PDSs on continuous mining machines [8] as well as how continuous miner operators’ perceptions of risk have changed as a result of PDSs [7]. However, stakeholders have still expressed a need to better understand how mobile PDSs affect the mining process, the mineworker, and whether and how they may present previously unidentified risks.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). The Bureau of Mines designed, constructed, and operated an 18-inch- diameter, fluidized-bed combustor for highly caking coals to evaluate the method for possible application to power generation. In initial tests, combustion was carried on successfully, with carbon losses as low as 0.8 percent. Coal ash was not satisfactory as a bed material, but mullite proved to be acceptable. Overall heat-transfer coefficients from the bed (-20 + 50 mesh mullite) to a water-cooled tube were about 75 Btu/hr-ft2- °F.

MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

P.T. Freeport Indonesia operates a mining complex located in the highlands of Papua, Indonesia. This district consists of both underground and surface operations. The East Ertsberg Skarn System (EESS) is one of the major orebodies in this district. Subsurface caving of the EESS has been carried out in a systematic series of mining lifts dating back almost 30 years. Present production is from the third lift (Deep Ore Zone), which is scheduled to peak at 80,000 mtpd during 2009, with this rate sustained through 2015. The orebody is proven below the existing caving level, with the next vertical block called the Deep Mill Level Zone (DMLZ). This paper presents an overview of the DMLZ Mine based on recent feasibility level study. The mine is being designed for a peak production rate of 29.2 million mtpy, with 1,803 total ore draw points spread over a panel caving footprint of about 1.3km by 375m. The present reserves for this mine total 501 million tonnes. Located 1,400-1,800m below the original surface, the DMLZ will be one of the deepest caving operations in the world. Production is scheduled to commence in 2015. Discussion is provided on most design aspects including; caving methodology and layouts, geotechnical predictions and risks, ore handling systems, ventilation design and associated infrastructure, high-lift pumping system, cost estimation and expenditure scheduling.

Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

DOUG HALBE: Thanks, Terry. And in spite of your introductory comments, I'm going to attempt to continue our hallowed tradition of saying nice things about the speakers. This is really a serious comment now. We, as mineral processing and mill people, don't often talk to people outside our general operating area. One thing that we've tried to do in this operators' symposium is get speakers from various types of plant operations to help illustrate all the things we have in common. Our next speaker is from the industrial minerals area. I think there's a lot to be learned from industrial minerals operations. Some of the people in the last session learned some things about fine grinding in industrial mineral operations. I was a little surprised to see people there grind to 2 microns. Our next speaker is Frank Alsobrook. Frank is another nonmetallurgical engineer. He has a degree in geology, a master's of science from the University of Wisconsin. He's had his own very successful consulting company for a number of years. This is your 11th anniversary, Frank? Very good. He's also the immediate past chair of the industrial minerals division. I think the folks at the speakers' table should be ashamed. You have been so rowdy that Frank chose to sit in the audience. [laughter] We'd like you to come up now, Frank, and tell us some things that you've seen that might be useful to us. INTRODUCTION FRANK ALSOBROOK: The three topics addressed briefly are (1) teamwork and operations modeling, (2) the pitfalls of capital conservatism, and (3) the potential for by-product recovery. Ideas for improvements in these areas are not unique to industrial minerals but apply to metal mining and processing operations, as well. Several additional topics are suggested at the end of the paper.

One problem with the application of neural networks to the multivariable control of mineral and extractive processing is deciding whether and how best to use them. The objective was to compare neural network control to more conventional strategies and find any advantages in terms of set point tracking, rise time, settling time, disturbance rejection, and other criteria. The procedure was to develop neural network controllers using both historic plant data and simulation models. We tried various neural network control patterns including both inverse and direct neural network plant models. These were compared to state space controllers that were, by nature, linear. For grinding and leaching circuits, a nonlinear neural network-based model predictive control strategy was superior to a state space-based linear quadratic Gaussian controller. We also learned the importance of incorporating state space into neural networks by making them recurrent--feeding certain output state variables into input nodes in the neural network. We concluded that neural network controllers can have better disturbance rejection, set point tracking, rise time, settling time, lower set point overshoot, and can be more foolproof and easy to implement in complex, multivariable plants.

INTRODUCTION Lesotho is a mountainous area of southern Africa from which water is to be exported in an extensive tunnel system, to industrial regions inland. The related tunnelling project has involved a num- ber of drives using tunnel boring machines [TBMs] to excavate about 100 km of 5 m diameter water tunnels [von Glehn and Bluhm, 1995). This paper describes the ventilation and cooling of some of the tunnel drives from both the operational and design points-of-view with a particular focus on heat generation. There were many common features in all of the drives but this paper is focused mainly on the Hlotse drive which was 18,4 km long. The drives were ventilated using forced ventilation systems to provide appropriate air flow throughout the tunnels and face zones. In addition, the Hlotse drive required refrigeration equip- ment which provided chilled water to the tunnel. While the sec- ondary ventilation systems play an important role in gas and dust handling, the paper concentrates on the primary ventilation and cooling issues. The ventilation of these tunnels was an exacting exercise be- cause: • Rock temperatures and geothermal heat flow were high. • TBMs with relatively high power ratings were used. • Diesel locomotives were used. • Drives were relatively long. • High altitude meant a low air density. An important feature was the simulation and monitoring of the ventilation and heat flow components and the project was characterised by analysis, monitoring and ongoing tactical decision-making throughout the progress. The thermodynamics of the systems were complex because there were many interactive effects and analyses were carried out using special computer pro- grams. The monitoring confirmed the accuracy of the models, and in this manner it was possible to confidently ensure healthy and safe working conditions and still minimise costs. Local ambient climate conditions range from temperatures higher than 35 "C in summer to below -10 OC in winter. Based on available statistical data and the thermal storage/damping effects in the system, design summer ambient conditions were taken as 15 OC/25 "C wet-bulb/dry-bulb. The barometric pressure was 80 kPa and due to the altitude, the ambient air density was only 0,9 kg/m3. The local Authority specified a maximum in-tunnel wet- bulb temperature [at any point] of 32,O OC and a mean wet-bulb temperature [from all locations] of 27,5 OC maximum. The maxi- mum height of ground cover above the tunnel was 1 200 m and the maximum virgin rock temperature was 41 OC; see Figure 1. Diesel dilution criteria specified by the local Authority was a minimum of 0.1 m3/s per rated kW of diesel engine. Other requirements related to gases such as CO, CO2, NOx and CH4 [and the need for intrinsically safe equipment] but these are not of direct relevance to this paper. The actual average face advance was about 30 m/d with good days achieving 60 m/d and good months achieving 1 000 m [23 working days]. The original design tunnelling rate was 50 m/d. DESCRIPTION OF HLOTSE DRIVE VENTILATION AND COOLING SYSTEM The ventilation requirements in the tunnels were dictated by heat and diesel dilution needs. The best ventilation and cooling policy is generally a balance between using increased quantities of fresh air or refrigeration [or both]. In this particular scenario it turned out that, since the diesel emission criteria required large quantities of air, the refrigeration needs were modest. The drive was ventilated using a ducted, forced ventilation system from fans located at the portal. The maximum ventilation requirement was 51 m3/s when the drive was at 18.4 km. From a heat flow point of view, the worst scenario was a heat load of 3.5 MW when the drive was at 7 km. This was cooled by the ventilation air and a supply of chilled water to the tunnel. Refrigeration and chilled water system In the design phase, a detailed comparison was carried out between two general alternatives for providing refrigeration. First, was a system in which refrigeration sets and air coolers are installed on the TBM train; the refrigeration sets are cooled by condenser water piped to and from cooling towers at the portal. Second, was a system in which refrigeration water chillers are in- stalled at the portal and chilled water is piped into the tunnel. The detailed comparison indicated that the capital and running costs of the second system were at least 60 % lower than the in-tunnel plant. There were also many obvious practical benefits for favouring the portal system. The refrigeration plant supplied 23 11s of cold water at a temperature of 10 OC. After providing the cooling effect in the drive, the water returned to the portal where it was initially cooled in open-circuit evaporative pre-cooling towers, chilled in the refrigeration plant and then returned to the tunnel. The cold water flowed into the tunnel in an insulated supply pipe and returned in an uninsulated pipe; the water was simply circulated to the end of the pipe and returned. The cooling effect in the tunnel was achieved entirely through heat transfer from the pipe [long linear heat exchanger] and no air coils or other heat exchangers were required. The cooling requirements were satisfied by the heat transfer to the returns chilled water steel pipe [200 mm]. The pipes were eventually installed to a maximum distance of 10,8 km in what was considered a very practical and cost effective solution.

The application of many standard estimation techniques to deposits with a significant degree of folding or faulting can be difficult, mainly because of the necessity to maintain the correct spatial relationship between the samples and the points being estimated. Various transformations must be applied to the points of interest before variography and estimation can be applied, followed by back transformation into the original space. This paper presents an unfolding technique developed by Gemcom Software International that minimizes the inherent distortion in the process and also provides an example of the technique in folded and faulted situations.
