On behalf of the Ontario Water Resources Commission, I would like to express my sincere appreciation to your Institute for presenting us with this opportunity to outline the regulatory control programme as it relates to the mining industry in the Province of Ontario. In Canada, and particularly in Ontario, we are blessed with an abundance of natural resources. Fresh water in the form of lakes and rivers covers nearly 17 per cent of the area of the Province. (Total area of the Province of Ontario is 412,582 square miles.) The mining industry, which had its beginning in the early 1800's with a small iron ore plant, has progressed with the major discoveries of nickel and copper in 1883, silver in 1903, gold in 1908, iron in 1939 and uranium in 1953, to the point where, in 1966, almost one billion dollars in mineral wealth was mined in Ontario. Water, in spite of its great abundance and with due respects that it may become a natural resource worthy of export in the foreseeable future, has become increasingly precious in Ontario, particularly in the more urban areas in the southern part of the Province.

The performance of a rotating fixed bed reactor in recovering copper from industrial waste solutions by cementation is studied under various conditions. The rotating fixed bed is made of stacked woven steel screens to take advantage of two features of screens: the ability to present large area per unit volume and their ability to promote high turbulence. Variables studied are initial CuSO4 concentration, bed rotation speed, mesh number of the screens and bed thickness. The presence of baffles was found to increase the rate of cementation. The data were correlated by a dimensionless mass transfer correlation suitable for the design and operation of large scale cementation reactors.

Belt conveyors for tunnelling are industry standard and key to high performance of TBM drives. Conveyors reduce traffic in the tunnel and increase safety in the tunnelling process. This paper will illustrate the state of the art of tunnel belt applications in very long and curvy tunnels like the Coxwell Bypass Tunnel Project in Toronto, Canada.

In January 1993, Pyramid Resources began implementation of a supervisory expert control system at a U.S Cu concentrator. The objective of this control system was to improve plant profitability through unit operation optimization and integration. This paper documents the key aspects of the project, including: economic and associated benefits, system architecture, concepts of implementation, process control strategies, practical aspects of implementation and conclusions. The implementation of expert control at this concentrator has resulted in an estimated benefit of $50,500 per day. This is a net result of improved tonnage, reduced reagent consumption, improved concentrate grade and reduced energy per ton produced.

"With maintenance costs rising and an increasing demand for higher production, the use of sealed spherical roller bearings can reduce maintenance costs while providing increased production uptime. The sealed spherical bearing has increased bearing life by slowing the ingress of contamination. This paper will describe how contamination and bearing wear is reduced by reviewing case histories from coal and metal mines that improved their production by decreasing downtime using sealed spherical roller bearings. INTRODUCTION The spherical roller bearing (SRB) is a robust rolling element bearing that can accommodate high radial loads, low to moderate axial loads, and misalignment with no loss in carrying capacity. (i.e. Figure 1) Because of these characteristics, it is a favorite in mining applications and many other heavy industry applications. Primary applications are the various pulleys on conveyors. Coal and hard rock mines have hundreds of miles of conveyor lines and countless head, tail, drive, and idler pulleys. Maintaining the bearings on these pulleys and replacing bearings that have failed can be a huge expense to a mine in components, labor and downtime. Ideally, the bearings are replaced when the pulley is changed out according to the maintenance cycle, about every 4 years. Reality, however, causes the bearings to be changed out every year, or sooner. These premature bearing replacements can cause production shut downs for as long as 8 hours. Conveyor pulleys have been targeted at many mines as the single biggest maintenance pain point.The primary reason for replacing conveyor bearings is internal wear from fine, solid particle and water ingress through the bearing housing seals. (i.e. Figures 2 & 3) Traditionally, the bearing is mounted in a split pillow block housing (SAF, FSAF, SDAF or SNL are typical industry styles) with only labyrinth seals (LER/LOR) for protection against the ingress of contaminants. The bearings are lubricated with grease. A common way to extend the MTBR is to purge the bearing system with large quantities of grease to flush out the contaminants. If the bearing, and thus the housing seals are not frequently purged with grease, fine solid contaminants enter the housing and bearing through the labyrinth cavities."

What is the cummulative rate of recovery of copper from a sulfide leach dump? This is one of the most frequently asked questions today. We, in the industry, ask it of each other when we meet; however, the technical answers may vary from "I don't know" to 'quite good" from people within the same company. Management also poses this question because it plays a vital role in our planning for future production. The answer is difficult because of the many variables between different operations such as physical construction of the dump, topography of the original site, characteristics of dump material, mineralization, water application, etc. Each has a bearing on the rate of recovery. OPERATIONAL DATA Our method of water distribution is unique in that each dump is drilled to allow physical injection of water into the dump. The in¬jection holes are drilled vertically, on 251 centers, from the surface of the dump. Normally, the holes are drilled 40' deep and cased with 4" PVC perforated pipe.. The pipe is perforated at one-foot intervals with four V diameter holes at 901 spacing on the pipe circumference. We formerly alternated shallow holes (20'-40') with deep holes (80'-l80') in an effort to cover the entire dump and hasten oxidation. The shallow hole depth varied according to the compaction thickness. The deep hole depth varied according to the height of the dump and the original ground profile, We prefer to have the deep holes end 20'-30' above the original ground level. This generally allows us to penetrate the coarse material at the bottom of the dump. We had to discontinue the deep holes_ in order to cover more dump area in a shorter period of time to meet increased production requirements.

An entirely new concept in the effective utilization of magnetic, energy has resulted in a major break-through in the design of magnetic separation equipment. One of the first applications of this concept has resulted in the development of a Permanent Magnetic Wet Drum Separator with strength .and operating characteristics equal to Electro Wet Drum Separators. Prior to this development when strength and adjustability were required, electro wet drums were specified even with all their drawbacks. The electros, by nature, are subject to coil failure or burnout, over-heating and loss of strength, high power consumption and generally high maintenance. Now the high strength and the adjustability, formerly the exclusive property of electros, has been engineered into permanent wet drum separators. These units combine maximum field strength in the separation zone with strength adjustment to suit changing conditions. Adjustment can be effected while the drum is in operation without stopping either the feed or the drum.

Discontinuities are geologic occurrences in rock and when present within a pillar, reduce the strength of the pillar. Empirical formulas that are commonly used to determine pillar strength do not explicitly take into account the presence of discontinuities and thus can overestimate the pillar strength. The effect of discontinuities on the strength of pillars has been investigated using numerical models, but in these models, the discontinuity strike was parallel with the pillar faces. In this study, fully three-dimensional hard rock pillars were simulated using numerical modeling to understand the effect of the discontinuity dip direction on square and rectangular hard rock pillars. Based on the results, recommendations to assess a pillar’s strength in the presence of a discontinuity are discussed.

Continuous column flotation parameter testing, to improve operating methodologies, using coarse bubbles on fluorite ore from Nevada, revealed that retention time is the predominant factor affecting column flotation fluorite recoveries. Column height and feed injection location affected fluorite grades and recoveries because they affected particle retention times in the collection and cleaning zones. Other parameters tested, including froth depth, wash water addition, and axial mixing, showed varying results. Four defined zones within the column were found to have characteristic rates of upgrading per vertical foot. Fluorite-gangue separation was more efficient in a column than in a conventional cell at all particle sizes.

As per most other earth science engineering problems, the underground coal geotechnical environment and the way in which roof and rib support interacts with the rock mass are complex issues. While the problem should not be oversimplified (i.e., the dominant failure mechanisms or critical data input parameters should not be ignored), without question judicious simplification is at the heart of all good engineering design. Engineers play a vital role in supplying the world with solutions and products; however it is crucial that engineers make practical and readily useable contributions. One way to ensure this is to employ simplification in the engineering process.

Automatic tripper control systems can be reliable and as such are suitable for use in the mining industry. Proper application of fundamental engineering principles provides the means for the reliability. Some of the principles are: (1) Be sure the system designer designs a system that does the job operations people want done; (2) Use sound logic design practices to avoid internal electrical problems; (3) The design must be maintenance oriented; and (4) Use good quality components. I would like to discuss a tripper control installation at Kennecott Copper Corporation, Chino Mines Division, in Hurley, New Mexico, and how these principles apply to this tripper control system. First, however, I will expand on the principles to clarify just what is meant. First, "Be sure the system designer designs a system that does the job operations people want done.? Operator acceptance is often the key to the success or failure of an automatic control system. One of the best ways I know of to get operator acceptance is to give him a system that he wants. I don't mean to imply that if bad practices or procedures exist that they should be incorporated in the control system. I do think that many designers feel they haven't done their job if the control system doesn't do things drastically different than the old manual method. Good engineering principles dictate that the job should be done right and if the manual method was right it can very likely be right for the automatic method.

The phenomenon of re-entrainment is seen in many environments, such as sand dune formation, soil erosion, fugitive dust emission, spread of radio-nuclides from accidents involving nuclear weapons, etc. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of on-going research in the Respirable Dust Center on the prediction of ambient dust concentrations in mine atmospheres (Ramani, 1983) to identify the contribution of dust re-entrainment to the spatial and temporal concentration in mine airways and included wind tunnel and in-mine studies. A set of seven experiments was performed in the Lake Lynn Laboratory Mine of the U.S. Bureau of Mines under controlled conditions. Two types of source coal dust, anthracite and bituminous, were subjected to airflow with a range of air velocities and walking by two different walkers. Six sets of instruments were used along the test section for sampling the airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/s. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (i.e., total) airborne dust increased to 0.17 mg/m' (standard deviation = 0.10 mg/m') from an initial value of 0.02 mg/m'. The action of personnel walking, however, caused higher amounts of re-entrainment. Average concentration of respirable and total dust at the center of the mine airway increased to values of 0.28 mg/m' (standard deviation = 0.12 mg/m3) and 1.53 mg/m3 (standard deviation = 1.0 mg/m3), from initial values of 0.03 mg/m3 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal dust bed. Depending on the level of activity and the amount of dust deposited in mine airways, re-entrainment may become an important source of airborne dust away from the point of actual mining.

The grinding mill is probably the most common unit operation in mineral processing. There is, however, much that can still be done in the way of optimization. This paper discusses the results of a well-controlled pilot-scale test in which the performance of a tumbling mill equipped with a conventional rubber lining and lifter bars was compared to a tumbling mill equipped with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14% more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case, grinding with a -20-mm ball charge required 26% less grinding energy than grinding with a -30-mm ball charge. The energy savings can, in most cases, be converted to an increase in capacity. The wear of the grinding media is difficult to assess over a short test period, but the results suggest that the wear is somewhat less when a smooth lining is used. A determination of the wear of the linings was not included in this study, but it is generally accepted that the use of magnetic linings reduces the lining costs dramatically. Computer simulation using the Millsoft code developed by Mishra et al. confirms and explains the increased effectiveness of comminution when a smooth lining and smaller grinding balls are used.

The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.

INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

Mining in Mexico has an immensely long tradition. In his first letter reporting to his sovereigns from Mexico in July 1519, Hernan Cortes wrote, "To our mind it is probable that this land contains as many riches as that from which Solomon is said to have obtained the gold for the temple ... " 1 But not only precious metals drew his attention; in 1524, short of tin needed for casting guns, he found it in Taxco. As an added bonus, those who went to find it "came upon a vein of iron which according to experts is of exceeding richness." 2 Since then, the mines of Mexico have yielded up enormous amounts of mineral and continue to do so. Mexico is one of the ten principal producers of minerals world-wide both in production volume and diversity. 3 Tens of thousands of tons of iron, sulphur, and coal come from its earth annually; it is the world's second largest producer of barite; third of antimony, fluorite, and graphite. 4 Copper, zinc, silver, molybdenum, arsenic and cadmium and others are wrested from its mines. The wealth is there; but maximizing its potential requires investment, technology, and markets that the government cannot itself provide. Thus mining, since the Mexican Revolution severely restricted by both law and policy, today looks to private investment to develop its potential. Beginning in 1989, Mexico's government cautiously moved to liberalize private sector involvement in mining; 5 using the experience gained from these initial regulatory changes, the current new Mining Law was adopted in 1992 6 and new Regulations were promulgated in 1993. 7

In this time of increased coal demand, a faster and safer method for roof support is needed. This report outlines the preparation and testing of a machine which we feel will help answer this need. The results of the tests are encouraging, and indicate that further exploration of the method should be continued.
