Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

Kaolin-based pigments are the most widely used pigments in the paper industry. Several types are available and include standard hydrous, delaminated, calcined, chemically-structured, and most recently, composite pigments. Within each category, a spectrum of products is available to satisfy the application requirements of paper producers. The paper industry has a broad range of applications including fillers in woodfree and groundwood-containing papers, pigmented size press applications, ultra-lightweight and lightweight coated papers, coated merchant papers, cast coated papers and coated paperboard. Each application has its own set of performance criteria and suppliers must work with mills to identify appropriate product(s) to fulfill these requirements.

Risk assessment of mining projects is a requirement in the mineral industries. In this process, many risk variables are timedependent, and the only available data are historical time series. Moreover, in the case of a multivariate scenario, conventional forecasting methods fail to capture conditional dependency across the variables, which is important when there is an underlying causal relationship that needs to be modeled for accurate project evaluation. Thus, we investigated the use of copulas to capture the conditional distribution of the factors involved in a mine risk assessment study. We employed a multivariate copula-based time-series approach to model several uncertain variables. The Autoregressive Fractionally Integrated Moving Average - Generalized Autoregressive Conditional Heteroscedasticity (ARFIMA-GARCH) model was used for the conditional mean and copulas were used to model the error distribution, thus capturing the collective variation and dependence pattern across the variables. The method was implemented to model gold prices, copper prices, and the 10-year US Treasury bond yields and to determine the project’s net present value and probability of being economically feasible. The proposed approach can be used for cases where simulation of multivariate time-series is conducted.

The preparation of a paper reporting fluorspar economics in the United States at one point in time could have been somewhat complicated be- cause of the number of producers, both large and small, that derived production from different locations throughout the Western U. S. and the Southern Illinois and Western Kentucky fluorspar districts . Companies such as Allied Chemical and William- son Mining operated in the Jamestown district of Colorado. In Walden and Salida, Colorado, the Colorado Fluorspar Company operated mines and mills.

"Duluth & Iron Range Railroad. The Duluth & Iron Range Railroad was built from Two Harbors to the Vermilion range at Tower, a distance of 67.6 miles, in 1884, and extended to Ely, twenty-one miles east of Tower, in 1888. It was built into Duluth in 1886, and branches were extended from its main line to the Mesabi mines in 1892 and 1893. The original grades on this road are very steep, going north, and in the thirteen miles from Two Harbors to Highland there is a rise of 1,150 feet. A new line between these points has been built with an increase of three miles in distance and with maximum grades of 1 per cent. Duluth, Missabe & Northern Railway. The Duluth, Mis¬sabe & Northern Railway was constructed from Stony Brook to Mountain Iron, a distance of 48.62 miles, in 1892. The Biwabik branch from Iron Junction to Biwabik, a distance of 15.54 miles, was constructed in 1892. The Superior branch from Wolf to Hibbing, a distance of 16.06 miles, was co11structed in 1893. The Alborn branch from Coleraine Junction to Coleraine, a distance of 53 miles, was constructed in 1906. The total main line mileage is 242 miles, of which 82 miles from Duluth to Hibbing is double tracked"

The operation of an electrolytic refining tank house is an art as well as a science. If the electro-refining industry is to progress, a better understanding of the refining process is necessary. This would help to reduce the amount of training necessary to produce competent tank house operators who, in turn, would be able to increase both quantity and quality of the tank house product. To aid in understanding this process, quantitative relationships between the critical tank house variables must be established. The inherent major contributor to inefficiency in most tank houses is short circuits. By quantifying the effect of short circuits on each of the other variables in the system, as well as their effect on over- all system performance, better decisions regarding manpower allocation can be made. Current distribution under short circuit conditions, which has always been somewhat of a mystery, can be studied in detail. The relative importance of electrolyte balance, proper anode-cathode spacing, low contact resistance at points of electrical connection, and other system variables can be determined, With a better understanding of these variables, the steps necessary to increase current efficiency are more easily defined. Relationships between most of these variables are described in qualitative terms in the literature, but quantitative relationships between tank house variables have never been established. A realistic mathematical model of the tank house could be used to test the effect of variations in a single variable on other variables in the system, and thus define the quantitative relationships between tank house variables. It is not the purpose of this paper to establish these relationships, but to describe a recently developed model that can assist in their establishment. A computer program implementing this model has been applied to examine the effect of short circuits on overall current distribution. Some of the results are given here as examples of the utility of this program.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. Brannerite, UTi2O6, is the most common of the refractory uranium minerals and requires leaching under intense conditions to effectively extract the uranium contained within. Brannerite is often found together with apatite in metasomatic uranium deposits. Apatite and other phosphate gangue minerals can inhibit uranium leaching by generating phosphate ions which interfere with the reactions between acidic ferric sulphate and uranium minerals. As part of a detailed fundamental study on the leaching reaction mechanisms for brannerite, tests under a range of selected leach conditions were carried out with the addition of 10 g/L fluorapatite with the goal of identifying conditions where the negative effects of phosphate are reduced. Leaching was carried out for 5 hours with 0.05 mol/L Fe3+ as Fe2(SO4)3 with 0.25–1.00 mol/L H2SO4 and at temperatures between 25 and 96 °C. A single test was performed with 0.05 mol/L Fe3+ as FeCl3 and 1.00 mol/L HCl. In the sulphate system, the effect of phosphate was weakest at the highest acid concentration (1.00 mol/L H2SO4). In the chloride system, phosphate did not suppress uranium extraction, suggesting that HCl leaching could be a viable alternative for the leaching of high-phosphate refractory uranium ores.

A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

The mining engineer must be able to predict the structural behavior of the rock around underground openings so that he can answer questions relating to safety and economics. With the present status of rock mechanics knowledge, exact predictions cannot be attained and approximate idealizations are made. As a first approximation, structural design makes use of theory, laboratory testing of rock properties, and available experience from excavations in similar rock formations. However, realistic design can usually be obtained only after in-situ observations and measurements are made. After all the information is collected, judgement and experience play a most important role in the final formulation of the design. This paper describes part of a geotechnical program which was instrumental in obtaining information for the design of large oil shale pillars. The work was carried out during 1971 and 1972 in the experimental mine of the Colony Development Operation. Colony is an oil shale venture formed between Atlantic Richfield Company, Operator, The Oil Shale Corporation, Cleveland-Cliffs Iron Company, and Sohio Petroleum Company to conduct research and development in mining and retorting of oil shale, The property is located in the southern edge of the Piceance Creek Basin in northwestern Colorado, approximately 250 miles west of Denver (Figure 1) . Mining was conducted by the room-and-pillar method in a 60-ft high portion of the Green River Formation at a depth of 600 to 850 ft, Pillar dimensions are approximately 60 ft by 60 ft. The mine site is in the eastern face of the canyon containing the Middle Fork of Parachute Creek, The distance from the mine to the side of the mountain varies from 500 to 1,200 ft, and its height above the stream floor is approximately 700 ft.

The structure is secondary -its reasons for being are to support, enclose and provide access to the machine, for servicing. This results in a wide variety of supporting structures. Pebble phosphate deposits of Florida have been established from south of Hardee County to north of the Georgia state line or a distance of over 200 miles and mining has been carried out in an ever-increasing scale since 1885. Deposits that can be mined on the economical standards of today, however, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of the Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate occurs usually as rounded pebbles, ranging in size from about 1 inch down to approximately 400 mesh. The phosphate may vary from well- defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white or "salt and pepper rock." The screen size distribution varies considerably between locations and the recoverable phosphate varies may extend down to the 400 mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

The demand for sustainable and profitable/efficient projects within the tunneling and other underground engineering sectors grows rapidly. Construction tasks play a key role within the project conduction, whether as primary (tunneling), secondary (e.g., mine securing) or tertiary processes (e.g., workshops). The construction tasks of primary processes create the main structures, such as tunnels, which resemble the main project goal. For the secondary and tertiary processes, the purpose of the task shifts. The main goal is to provide structures, such as the securing of the cavity and workshops, that enable the project and enhance the efficiency of the primary conduction underground. To plan and optimize the conduction of construction tasks underground, whether they are identified as primary, secondary or tertiary tasks, the work preparation can be used. This method, known from the above ground construction, can be adapted and used underground. The approach of a digital work preparation tool combines, connects and adapts the main tasks “choice of procedure,” “logistics” and “site planning.” In addition, the digital tool is connected with digital models (construction, site, surroundings). With the adaption and forward projection of the work preparation, underground constructions (e.g., tunneling) can provide a more sustainable and efficient outcome.

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

The mineral bastnasite is utilized to describe alternate processes for the extraction and separation of the rare-earth elements by solvent extraction. The rare earths can be acid-leached directly or fused with NaOH before acid leaching. Cerium, the major constituent, can be recovered by fractional precipitation, fractional leaching, or solvent extraction with tri-nbutyl phosphate. The latter process is capable of producing 99.5-percent pure CeO2 at 98+ percent recovery. Lanthanum is subsequently recovered by fractional precipitation or solvent extraction with a nitrogen-based extractant. A 20-stage mixer-settler operation with a primary amine extractant results in a 95-percent pure La203 fraction at 96 percent recovery. Europium is amenable to extraction from most of the remaining rare earths with an organophosphate extractant. Selective stripping of the europium, followed by reductive precipitation, produces high-purity Eu203. Another possibility for europium purification involves the differential extraction of europium with an amine followed by a sub- sequent reducing strip. Separation of the remaining elements is more difficult but can be accomplished with amine or quaternary ammonium extracts. Typical separation factors achieved are 3. 8 for praseodymium-neodymium and 10. 5 for neodymium-samarium.

Newmont Mining Corporation and Barrick Goldstrike Mines, Inc. concluded an exchange of land and reserves in an agreement signed May 3, 1999.This exchange of assets allowed Newmont to develop the Deep Post underground mine from within Barrick’s Betze-Post open pit, thus reducing capital expenditures, lowering operating costs, and advancing the production schedule by nearly three years. Based on previous experience, Newmont is confident that the Deep Post underground mine can be successfully developed and operated within a large, active, open pit mine. The project also faces difficult geotechnical conditions including weak ground, scattered pockets of groundwater, and elevated rock temperatures.

Common mineral resources (sand, gravel, crushed stone, etc.), which are so necessary for the construction of metropolitan areas, are rapidly being depleted or otherwise rendered unavailable in the very areas that need them most. However, the problem of planning for these resources involves a number of independent and dependent variables that must first be defined and related. Finally, a dollar value must be assigned where possible. Complex interrelationships between the variables and their dependence on outside factors has made mathematical "solution" of the problem of planning for non-renewable mineral resources difficult at the present time. Therefore, the use of computer simulation is suggested as a means by which this complex problem can be investigated. The purpose of this paper is to report on a continuing research program whose objectives are: (1) to delineate the factors involved in planning for the utilization of common mineral resources in urban-suburban environs; (2) to construct a planning model for these materials amenable to computer analysis, (3) evaluate the model by using test cases, and (4) perform a sensitivity analysis to determine the initial parameters in future planning for these materials.

Coal mining activity disturbs the natural equilibrium of in situ stress state such that the induced stresses deform the surrounding rock mass. Although the installation of roof supports typically prevents rock deformation, rock mass failure may still occur in bolted roof. The erratic failure of rock mass after few days to months and years of excavation is the result of time-dependent deformation of roof rock under constant surrounding stresses. In the current research, the triaxial laboratory creep experiments proved that Marcellus shale exhibits time-dependent deformation under constant stress that was smaller than the failure strength. However, unlike conventional experimental results, the time-dependent deformation did not depend on the level of constant stress. The often-neglected initial state of specimens and intrinsic heterogeneity highly influenced the time-dependent failure of Marcellus shale.

A new mining project can raise questions about what effect it will have on the community after it closes. Historically, little was done by communities to plan for and accommodate the changes in the economic infrastructure when a mine project is finished either after the ore runs out or if market conditions deteriorate and make it unprofitable. Projects that were underfunded were generally unable to withstand periodic market downturns. However, data in a recent study conducted by the Seidman Research Institute leads to the conclusion that, even when a mining project is terminated, there can be (and, in the specific case studied, is) a residual beneficial economic effect in the community, which lasts for a long period of time.
