Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

Looking back over the last 150 years or so, it is not hard to see that electricity has been a primary force in shaping human development. It has been a basic ingredient in our industrial revolutions that simultaneously improved the productivity, working and living conditions within our farms, factories, hospitals, offices and homes. Today, it has become an essential part of our daily life and our future. Amazingly, we keep finding new ways to use electricity to make our lives more safe, comfortable and productive. It is a great success story of human ingenuity, achievement and development. Demand for electricity The convenience and value of electricity has not gone unnoticed by consumers. According to the U.S. Department of Energy (DOE) (Energy Information Administration, 2009), electricity is the fastest growing form of energy in the world and during the next 20 years the world will likely consume twice as much of it as it does today. In 2008, almost 20,000 terawatt hours of electricity globally were consumed (Energy Information Administration, 2009). That is enough electricity to light up more than two million baseball stadiums or power more than 11 billion computers continuously for an entire year. The United States has the dubious distinction of be-ing the largest consumer of electricity in the world with enough power to provide each American with more than 3 kW of electricity ? that is about twice the power currently available to Europeans, eight times the power available to the Chinese and more than 25 times the power available to the citizens of India (American Coal Foundation, 2009).

"While coal fueling China's economic growth it has already been causing severe pollution and amounts of CO2 emission. How to make deep reductions in carbon emission is not only a huge challenge for the greatest consumer of coal, but also a revolution for China’s coal industry. The paper explores how to shrink CO2 emissions during the lifetime of coal. The paper points out that increase of coal mine efficiency and productivity, green mining, utilization of coal mine methane and environment-friendly disposal of coal gangue can reduce CO2 during coal mining; coal preparation and coal by wire can decrease CO2 during coal preparation and transportation; improving combustion efficiency, CO2 capture and storage (CCS) and coal transformation can lessen CO2 during coal utilization. The paper also points out that Circular Economy Park is a practical way to develop a low carbon economy for coal industry. An econometric model for total coal industry and each sector are constructed to measure carbon emissions based on CO2 equivalent emissions, then with detailed calculations, based on potential greenhouse-gas emission's reduction, a most likely low carbon roadmap of China's coal industry is depicted with scenario analysis method.Introduction Global warming poses a profound threat to humanity and the natural world and is one of the most serious challenges humankind has ever faced. According to the 2007 Fourth Assessment Report by the Intergovernmental Panel on Climate Change (IPCC), global surface temperature increased 273.89 ± 273.33K during the 20th century (IPCC 2007). Increasing concentrations of greenhouse gases have caused most of the observed temperature increase since the middle of the 20th century (United States National Academy of Sciences 2008), and CO2 is the most important cause of global warming. In 2005, CO2 contributed 76% of global greenhouse gas emissions, CH4 contributed approximately 16%, N2O contributed approximately 6% and the combined F-gases contributed approximately 2% (IEA 2010). Among the many human activities that produce greenhouse gases, energy use is by far the largest source of emissions. Since 1870, CO2 emissions from fuel combustion have risen exponentially (IEA 2009). Of the three types of fossil fuels - coal, natural gas and petroleum - coal constituted only a quarter of the world total primary energy consumption in 2007. The situation is even more critical in China than in the rest of the world, as energy-intensive industrial production is growing rapidly, and large coal reserves exist in combination with limited reserves of other energy sources. The development and production of the coal industry provide stability in China's economic growth. There are more than 7000 coal enterprises in China; the coal enterprises are the main contributor to China's ""economic miracle""."

Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

This paper presents a rock mechanics investigation of the time-dependent behavior of the rock immediately surrounding the excavation in a hypothetical one-entry coal mine based on the geology of the Illinois coalfields Research in the area of time-dependency is almost nonexistent and, therefore, this research was performed to make inroads into this neglected research area. Numerical analysis of a typical one-entry coal mine in an Illinois basin was performed using the commercial finite difference program FLAC3D. The immediate roof of the coal entry was assumed to be a shale formation. Shale in other formations has shown a tendency to creep with time. Therefore, in this study the authors modeled the shale in the roof using time-dependent characteristics. The input properties were taken from laboratory creep tests performed on shale. Model runs were performed at different stages, mimicking the progressive excavation of the entry. The model results showed that stresses in the roof attained the limit of yielding. Using Mohr-Coulomb failure criteria, potential zones of failure were also predicted. The results showed that the current computational capacities are sufficient to explore this previously uncharted territory of ground control.

The quality of water in mine pit lakes depends in part on the physical limnology (Le. stratification, turnover, and development of anoxic conditions with depth) of the lake. Limnologic data collected from four existing pit lakes indicate that pit lakes develop a thermocline, or temperature stratification, in the upper 10m to 30 m of the water column. Two of the pit lakes (26 m and 55 m deep) undergo seasonal turnover of the entire water column, whereas two deeper pit lakes (110 m and 240 m) undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column and a distinct chemocline develops with depth.

Silver paste including nano sized particles maintains conductivity in high temperatures without forming oxide layers. In the industry, printing process produces wasted silver paste inside the cylinder and on silk-screen. Pyrometallugical silver recycling methods have environmental problems and do not extract pure silver after removing polymer and organic materials during the extraction process. In this study a simple wet process, of recycling the waste silver paste, using ammonia, was conducted. Silver ion extraction yield was increased using oxidant in the ammonia solution. Possible extraction yields, such as pH, concentration, temperature of ammonia, oxidant concentration and the extraction time. The particles that were obtained after the extraction process will be used as porous hydrophobic catalytic and applied to AI mask and hydrophobic ink. Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to' continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. "Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

Researchers are exploring the use of unmanned aerial vehicles (UAV) to measure concentrations of gas emissions in situations where such measurements are otherwise extremely difficult to obtain, such as NO and NO2 (NOx) emissions from surface mine blasting. Recently, countries have imposed or are planning to impose surface blasting gas pollution regulations, which creates a need for an improved understanding of UAV-based gas measuring systems. The experiments detailed in this paper were performed to determine if airflow generated by the rotors, also known as downwash, unnaturally alters concentration measurements. Downwash turbulence could create locations of varying pressure, which could affect density-based concentrations as measured by some governing entities, including the Occupational Safety and Health Administration (OSHA).

The combustion of pulverized coal is a century-old practice. Many people have investigated coal dust and the residual fly ash particles that re-main after combustion. But the combustion process and fly ash formation mechanism are not under-stood. Working at our Maysville, Kentucky lime plant, the Dravo Lime Company Research team has collected samples of partially burned coal dust from the flame of a pulverized coal burner. Specimens were placed in a scanning electron microscope (SEM) equipped with an energy dispersive spectrometer (EDS). Microscopic examination of the particles, together with a large collection of micrographs of lime dust fused to fly ash particles, now make it possible to theorize as to how combustion advances through a piece of coal dust. Coal is a physical mixture of carbon-based compounds interspersed with bits of ash-forming materials, primarily alumina-silicate compounds. The alumina-silicate materials are commonly in angular nodules measuring 100 A to 700 A across their major dimension. It would appear that if the coal particle is in a well mixed gas stream, combustion starts at the surface and advances radially toward the particle center. With poor gas mixing, it is common that combustion moves from one end of a particle and advances on a broad front almost normal to some axis. In either case the combustion process and ash-forming mechanism are the same. As combustion occurs the carbon-based compounds oxidize in a highly exothermic reaction. Heat from the re-action melts the alumina-silicate nodules causing them to flow together and coalesce into an open sponge-like structure. As melting continues surface tension of the liquid and free surface energy causes the sponge-like structure to simplify into fewer, larger pores. Most likely the lighter molecular weight hydro-carbons burn before the heavier species. This means that as the melting ash structure is metamorphosing to a single large pore, there continues to be out-gasing throughout the structure due to combustion. Surface tension will form a spherical piece of fly ash if the ash material is liquid for a sufficient period of time. Out-gasing from combustion of the heavier hydro-carbons will provide internal gas pressure to keep the particle spherical until it freezes.

The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

"The Mount Todd gold mine is located approximately 50 km (31 miles) north of the town of Katherine in the Northern Territory (NT) of Australia just off the Stewart Highway, and was operated in the 1990s until 2000 (Fig. 1). After cessation of mining operations, meteoric precipitation and acid rock drainage (ARD) associated with surface water runoff continued to report to the retention ponds across the mine site. In 2000, the mine site entered receivership and the NT government became responsible for the care and maintenance program. In 2006, Vista Gold Corp. (as Vista Gold Australia) acquired the rights to resume exploration on the mine site without the financial responsibility of the environmental liability. In January 2007, Vista Gold assumed the care and maintenance activities on behalf of the NT government, with the environmental liability remaining with the NT government, with the goal of reinitiating mining operations. A critical path component of the planned upgrades to the existing mine/milling facilities and infrastructure was the development of a cost effective treatment and dewatering program for the approximately 11 GL (2,900 million gal) of ARD stored in the Batman Pit (RP3), which has a maximum capacity of approximately 12 GL (3,200 million gal). The Batman Pit must be dewatered in order for Vista Gold to restart mining activities. The Batman Pit Lake had reached a maximum water depth of 104 m (341 ft) when Vista Gold initiated water level monitoring. It is important to note that the ARD water in the Batman Pit has been pumped into it from 2000 to 2012 under an NT government-approved environmental control program.The Batman Pit has virtually no connection to the local ground water regime due to the intensive silicification that accompanied the mineralizing event. In October 2012, just prior to treatment, the pit lake profile was characterized by uniform acidic pH (approximately pH 3.2) and oxic conditions (dissolved oxygen greater than 7 mg/L with depth (Fig. 2). The temperature decreased by approximately 4 °C (39 °F) between the lake surface and approximately 20 m (66 ft) deep, and remained near constant with increasing depth. This temperature difference is believed to be associated with an existing shallow mine bench at approximately 20 m (66 ft) deep around the perimeter of the pit. Similarly, electrical conductivity, an estimate of total dissolved solids, decreased by about 85 microSiemens per centimeter (µS/cm) from 2,800 to 2,715 µS/cm between 10 and 20 m (33 and 66 ft)."

Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

"Productivity in openpit mines depends on the observation and adjustment of critical phases of operation. As one of the most expensive activities in openpit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad hoc methodology for analyzing the key performance indicators (KPIs) involved in the production cycle, it is possible to compare actual performance and ideal operating conditions and develop an alert system when operating conditions are subpar with the expected production standards.Study objectivesThe purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle, or when the time of completing production tasks is falling outside a predefined value. This alert is compared with predefined KPIs and is used to determine corrective actions.The alert will:• Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process.• Demonstrate the utility of KPIs in the extraction of ore and waste and how they help to identify equipment performance.• Develop software interfaces to visualize the alert system in order to increase awareness in the operations supervisor.• Make recommendations for future applications that can help improve the productive process of an openpit mine.Problem statementTransporting material in openpit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity while subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded and other delays. This creates inefficiencies in fuel consumption and energy utilization.For the identification of delays, a contextbased system could be required in order to help optimize the haulage cycle time by controlling delays in loading, haulage and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."

Pressure tunnel includes water-supply tunnels and tunnels for hydroelectrical power plants. Their design principles are different from those of water/wastewater/conveyance and transportation tunnels. Though theoretical pressure tunnel design guidelines exist, a comprehensive guide to summarize these guidelines to facilitate the planning and design of a pressure tunnel program is lacking. The purpose of this paper is to fulfill this need. It first provides key pressure tunnel design concepts in hard rock environment; then, it illustrates associated final lining design principles, including the design of un-reinforced concrete lining, steel lining, and reinforced concrete lining. Design diagrams and a flowchart for the reinforced concrete lining design are provided.

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapo-concentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45).
