INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. Namibia is known as water stressed country with a limited amount of fresh water. Therefore, the use of water is an important topic in the country’s development agenda. Water is a shared and finite resource, with high social, cultural, environmental and economic value. However, freshwater resources are under pressure from ore processing, industrialization, urbanization and the demands of a growing population. In Namibia, ore processing, coupled with the anticipated increase in water demand for human consumption and other uses, has created significant stress on the limited water resources of the country. This is critical in the mining industry as water remains typically the prime environmental medium (besides air) that is affected by mining activities. This study sought to investigate the strides made in water management in mining, especially in environmentally sensitive areas of Namibia. Most mining companies operate next or alongside farms, national parks and fishing areas. The overall objective of this research was to highlight the current practices in Namibia’s mineral industry operating in environmentally sensitive areas especially in areas where uranium is being mined and processed. The methodology consisted of comprehensive literature review, field visits to the case study areas, and comparative studies with best practices. This study shows that over a ten-year period, freshwater consumption was reduced by over 55% per tonne of milled ore in uranium mines, resulting in substantive financial savings as well as the delay in water augmentation through desalination. The strategies employed by the Namibian companies involve inclusive stakeholders’ engagement, recycling and reuse, and the minimization of water losses. The realization that the water challenge cannot be solved by any one party acting alone has been fundamental in ensuring environmental compliance within the mining industry in Namibia. Namibia’s industrial leaders have increasingly recognized that reducing the water footprint of mining activities must be one of the key performance indicators for management. The major finding of this study was that Namibia with its unique ecosystems, mineral reserves, and emerging industries can harness a wide range of resources both to improve the welfare of its citizens and to protect the integrity of its environment.

In this study, the oxidation of low-grade pyrolusite to potassium manganate in alkaline solutions under O2 pressure has been investigated. The effects of different conditions on the high-grade and low-grade pyrolusite leaching process were investigated based on thermodynamic calculation, as well as the reaction mechanisms and kinetics of the low-grade pyrolusite during the leaching process. The results showed that the manganese conversion rates of the two types of pyrolusite were almost the same, and reaching 99% for high-grade pyrolusite and 96% for low-grade pyrolusite under optimal conditions. The optimum condition for low-grade pyrolusite sample JM-2 was achieved as 0.5 MPa of the oxygen partial pressure, 55% of KOH, 14 of the initial alkali-manganese ratio, and ≤ 48 μm of the mineral granularity at 260 °C within 150 min of leaching time and 500 rpm. In alkaline leaching of low-grade pyrolusite, Mn(IV) was oxidized into Mn(VI). The particles changed from large particles to flakes and finally formed crystals. Finally, the shrinking core model was used to fully describe the leaching kinetics of the manganese. It was demonstrated that the leaching of manganese was controlled by the chemical surface reactions and the activation energy which equals 115.9121 kJ/mol.

In recent years, junior mining companies, mostly listed in Canada, have taken a beating in the finance markets. Simply put, potential investors have been leery of sinking millions into exploration and mining projects due to volatile commodities prices and an uncertain regulatory climate in developed and developing countries. The 2014 edition of the Prospectors and Developers Association of Canada (PDAC), however, seemed to be a bit different for some juniors. Equity valuations have improved and metals prices appear to be stabilizing. So, for some of the stronger junior companies, there is some hope. Merger and acquisition (M&A) activity is picking up and, believe it or not, companies are raising some capital. Billed as the largest annual mining meeting in North America, the PDAC conference attracted more than 25,000 mining and exploration professionals from around the world. Organizers were anticipating attendance to break the 30,000 mark. But, given the state of the exploration end of the mining business, 25,000 is still a respectable number. Junior companies that are in the project feasibility stage, or have made promising discoveries that stand a good chance of proceeding to production, are being looked at by potential investors. Those are the survivors of the last three years of dismal M&A activity. On the other side are the juniors that are still around ? and there are plenty of juniors that were at the PDAC last year but have since disappeared ? but have little or no working capital. One analyst calculated that there are about 850 companies with less than $200,000 in working capital and about 600 with negative working capital. This will likely result in fewer junior mining and exploration companies as the year progresses but the ones that remain should be stronger.

Operations at the Sweet Home Mine transformed the mineral specimen industry, not only in the development of new innovative extraction techniques, but also in the fields of sample preparation and marketing. Principally as a result of the activities at the Sweet Home Mine, there is now a better appreciation of minerals and the market they encompass. Individual Sweet Home rhodochrosite specimens have been sold for more than $1 million, with many more in the five- and six-figure dollar range. This article is a review of the Sweet Home operation, with emphasis on its extraction techniques. District history The Sweet Home Mine is located within the Alma mining district in the Mosquito Range of central Colorado, approximately 6 km (3.7 mile) northwest of the town of Alma at the base of the Red Amphitheatre in Buckskin Gulch at an elevation of 3,440 m (11,286 ft). Other nearby mining districts include Climax, Leadville, Breckenridge and London. All are considered part of central portion of the Colorado Mineral Belt (Fig. 1).

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. Demands on available lands will continue to increase due to the projected increase in population and industrial expansion. Though there is an upper limit on the available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as non-renewable and renewable. Lands with mineable resources can be dedicated at some point in time to the extraction of resources. Such a dedication, however long-term, is only temporary because of the non-renewable nature of the mineable resources. Implied here is that the land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no non-renewable uses are pre-empted and no renewable uses are permanently destroyed. The primary aspects of this planning process will be addressed in this paper, These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning and a long-term plan for resource conservation and utilization. Minerals, together with agriculture and forestry products, are the primary sources of wealth. Therefore, to avoid land development that may pre-empt future mineral resource utilization, the local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more work is needed in land use planning for lands with mineral deposits.

In September, a fleet of 363-t (400-st) Liebherr trucks became operational in Brazil and have already begun moving iron ore in Para state. Prior to the arrival of the the trucks the Brazilian fleet relied on trucks up to 218 t (240 st). With the addition of the 363 t (400 st) trucks, the fleet has since experienced the high productivity offered by Liebherr T 282 B trucks.

This paper describes the vibration transmissibility characteristics of mining vehicle seats under dynamic conditions in an opencast iron ore mine. Magnitude and frequency contents of vibration signals on the seat floor as well as on top of the seats were measured to record the change during transmission. The conventional rigid seats were found to resonate at about 4 Hz, which coincides with the resonance of the human spine. The pneumatic suspension seats also proved to be more efficient in attenuating the overall vibration energy transmitted from the vehicle chassis to the human body.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

Australia’s Minerals Tertiary Education Council (MTEC) has achieved several successes during its first three years of operation. This initiative was developed through the Minerals Council of Australia, in conjunction with three partner universities involved in mining engineering education. The partner universities are the University of New South Wales (UNSW); Curtin University, the West Australian School of Mines (WASM); and the University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and the development of a number of flexible, distance-based delivery programs. This article then discusses future initiatives. Importantly, the challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering: Mining Education Australia (MEA). This will provide a common third and fourth year program to all three universities beginning in 2007. The common program will involve innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process.

This study outlines implemented tactics and results for community empowerment through participation in questionnaire surveys, educational programs, and discussion on sustainable sourcing from new critical raw materials (CRMs) projects. Utilising questionnaire surveys, including the Public Participation Geographic Information System (PPGIS), the research gathered public opinions from Estonia, Germany, Poland, and Zambia, receiving 1,068 responses. These responses addressed various social, economic, and environmental issues related to CRM projects. Feedback from educational courses with participants from over 25 nations and public events provided additional insights. The collected data and feedback offer crucial input for advancing sustainable and responsible CRM sourcing strategies in these regions.

Compared to conventional fully ducted axial and centrifugal fan systems, jet fans can offer a number of advantages for control of smoke during fire emergencies and dilution of diesel engine exhaust products in vehicular and rail tunnels. The success of jet fan applications is the result of a balance between the temperature de-rating of the fan, buoyancy forces and the installation momentum transfer efficiency. This paper provides a case study of a unique application of vertically-mounted jet fans in ventilation shafts used to provide both emergency ventilation and pollution control for an overbuild created by the construction of a series of commercial high-rise residential buildings over a portion of an existing passenger rail line. A detailed evaluation of a set of shafts for one building is presented, including a discussion of the calculation methods used to estimate the required jet fan capacity and the results of the subsequent numerical analysis using Computational Fluid Dynamics to simulate the performance of the jet fans during train car fire emergencies.

The viability, self-reliance and resilience of small communities are perennial challenges in regional Australia. Recent developments in Australian mining regions seek to govern the minerals industry in a more holistic way that contributes to sustainable futures for affected communities in different contexts. In some areas of the State of Queensland land use conflicts and the cumulative impacts of multiple projects and activities across time and space have come to the fore. In more isolated regions of Western Australia the dominant issues relate to overstretching people, infrastructure and services in predominantly mining towns. In both cases, there is an ambition for regional towns with a strong extractive industry presence to transition into desirable, liveable and affordable cities with a diversified economy. The paper analyses two strategies - the Pilbara Plan in Western Australia, and the Sustainable Resource Communities Policy in Queensland - to identify how these governance instruments are contributing to sustainable development.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.
