The Mining Engineering Department at Montana Technological University (Montana Tech) has a new Mine Safety and Health Administration (MSHA) approved program for Part 46 and Part 48 mine health and safety training. The training program will utilize the facilities and faculty from Montana Tech’s Mining Engineering and Safety, Health, and Industrial Hygiene departments to provide superior mine health and safety training to the mining industry. The faculty of each department includes professionals with experience in safety training and the mining industry. The training program incorporates adult learning techniques and extensive hands-on activities in all training modules. The instruction will exceed MSHA requirements. The resources available on Montana Tech’s campus will be utilized to strengthen the training program providing the mining industry with a world class mine health and safety training program.

The seafloor in the US Pacific OCS and EEZ is enriched to varying degrees in critical and economically important minerals such as nickel, manganese, cobalt, copper, zinc, REY (rare earth elements plus yttrium), titanium, vanadium, antimony, gold, and silver. These mineral deposits take the form of polymetallic nodules on the seabed, cobalt rich ferromanganese crusts on seamounts and ridges swept clean of sediment accumulation, and seafloor massive sulfides formed by hydrothermal systems at geologic plate spreading centers and volcanic margins. Each of these mineral deposits form on or near the deep ocean seafloor where water depths are typically 4000 m to 5500 m and on the seamounts and volcanic arcs that rise from these depths. Commercial interest in deep sea mineral deposits and the potential for collecting or mining them began in earnest in the 1970s but has been heightened in the last 20 years as the international framework for developing these minerals in International Waters has matured that has coincided with forecasted rapid rising demand for minerals to supply energy and manufacturing needs for the green economy. Compilation reports published by academia, government, and private companies are reviewed to assemble data and assess the prospects for deep sea marine minerals in the US Pacific OCS and EEZ. Key compilations were made by the Circum-Pacific Council and USGS in the 1980s and 1990s. These, together with recent (2023) efforts by USGS to compile geochemical data from USGS affiliated marine research sampling cruises from the 1980s and 1990s, historical data maintained by NOAA National Centers for Environmental Information (NCEI), and recent publicly disclosed results from ISA contractors are used to inform the known occurrence and prospectivity for polymetallic nodules, cobalt-rich ferromanganese crusts, and seafloor massive sulfides in the US Pacific OCS and EEZ.

Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. Despite technological advancements and organizational adjustments, lost time accidents are major issues in occupational safety. However, there is very limited work that focuses on variables influencing days lost as a result of occupational accidents. In this study, decision tree and artificial neural network methods were used as machine learning techniques to investigate the impact of factors on accident lost day duration. Degree of injury, worker age, and worker activity were found to be the top three variables impacting loss of time from work. It was also identified that the mining method, location, and nature of injury had a moderate influence on duration lost due to occupational accidents. However, worker experience and ore type did not have any significant impact on the duration, which is an unexpected result. These results confirmed that some accident factors that might have a large influence on the number of mine accidents can be less critical when it comes to accident lost day duration.

The flexure of geologic strata, a phenomenon of inter- est to geologists and mining engineers alike, is examined as a sheet bending problem' in Coulomb plasticity. Formulae for the distribution of stress, strain and displacement increments, volume change, change in the length of the central surface and power of dissipation, as well as for the neutral surface shift are given. Strains of any magnitude are considered. The analysis shows that deeply buried strata may bend and develop "tensile" cracks under generally compressive states of stress. It is also shown that bed separation and high capacity props are desirable in mechanized longwall mining, a result in keeping with operating experience. Although speculative at this time, the analysis provides a rational working hypothesis as regards the problem of strata flexure and control.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

Draglines are dominant machines and the most electricity consumers in surface coal mines. With the growing price of energy, environmental concerns, and the high sensitivity of mine profitability to dragline productivity, any improvement in efficiency of draglines can be beneficial for mines. Research has shown that operator skills have a significant impact on energy efficiency of loading machines. This study suggests a method to identify the key parameters that lead to differences in operator energy efficiency (responsible parameters). First, correlation analysis is used to identify parameters that are correlated to energy efficiency. Second, linear regression of a difference matrix is used to determine responsible parameters. Since this method is based on pair-wise comparison of operators, equal number of cycle is required for pairs of operators. Complete case analysis (CCA) is used to handle missing data problems. The final conclusion is made after removing the effect of random sampling and by considering all pairs of operators. Identifying responsible parameters can improve operator training programs. The suggested method is illustrated with a case study using field data.

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). Watertightness is of central importance in hydraulic and underground structures but has always been associated with a risk, as demonstrated by the very high impact that water inflows have on the damage of linings and infrastructure (Howard, 1991; Sandrone and Labiouse, 2011). Concrete is vulnerable to groundwater and chemical contaminants in the soil. These can leach into the pores and cracks of the concrete and degrade its integrity, causing spalling and corroding the reinforcing steel. Moisture migrating into the building can also degrade structural elements over time and lead to mold and other hazards to occupants’ health. In this connection, the demands placed on the setup and detailed design of the seal depending on the negative influence by water on the one hand and on the other hand on the function of a construction in view to its watertightness classification. Thus, the reliable functioning of a seal is of particular significance in the case of traffic tunnels, which are not easily accessible for all subsequent repairs after the construction in seepage water and especially when located in a pressure water zone (risk–cost assessment). Requirements for the long-term efficiency and quality of underground structures have increased in recent decades. Today, the standard lifetime requirement for an underground infrastructure project is 100 to 120 years and, in some cases, even higher. This calls for high increased attention to the durability of the whole structure and of each individual element. Standards, which started as application guidelines given by the manufacturers, are available in the market since the 1980s and are constantly adapted to the current developments in various technical committees. Differentiations are made between: Manufactures application guidelines, case studies or published articles Test standards for the laboratory to guideline the testing procedures (air temperature, type of test equipment, dimensions, test speed, test duration, concentration, type of liquids, monitoring, tolerances, interpretation of results, documentation, etc.), developed by committees based on material and laboratory experts Application standards, which include test standards but also the related minimum performance requirements (values) for material, processing, and quality assurance (practical tolerances), developed by committees based on a wide range of experts (e.g., designers, construction companies, applicators, manufactures, owners, test institutes, quality engineers) and therefore also based on a wide field of experience, different views and up-dated case studies. As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

The high speed conveyor type self unloading bulk carrier concept has been around for about 70 years. Although the design was developed, refined and steadily improved in the Great Lakes, to date limited numbers of such vessels have emerged in the bulk ocean trades, and these have tended to concentrate within specific mineral trades. For example, North American gypsum companies have embraced conveyor self unloaders to the point where such vessels almost exclusively carry the gypsum requirements of this part of the world. One major aluminum company has developed an impressive fleet capability in self unloaders. Application of other ships tends to be fragmented through several mineral trades. A few years ago a new phenomonen began to appear on the Great Lakes. Whereas it had historically been accepted in that region that self unloaders were effective vessels for the minor bulk trades including limestone, coal, salt, gravel and sand; they had seldom been employed heavily in the big volume iron ore trades. Suddenly, however, the new generation of 60,000 ton Lakers which emerged were all designed as high speed self unloaders. The new vessels intended to trade especially in ore, or alternatively especially in coal, have somewhat different internal features, but the important point is that all are self unloaders.

Mott MacDonald and Project Management Advisors are providing Technical and Project Management services for San Diego County for the Courthouse Commons Project. The Courthouse Commons Project involves the redevelopment of three downtown blocks owned by San Diego County and construction of an Inmate Transfer Tunnel between the County Central Jail and the San Diego Central Court. The tunnel will be 327 feet long, crosses the San Diego Fault and is being constructed using the Sequential Excavation Method (SEM). This paper discusses the history and procure‑ ment strategy for the project, the technical aspects of the transfer tunnel and the con‑ struction progress of the tunnel to date.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

INTRODUCTION "On many projects, the tendency is to drop interest and support of the geological service as soon as it seems safe. That . . . is a short-sighted policy . . . It would be of further service perhaps to learn whether predictions were reasonably true to life." --C.P. Berkey, 1938 (3) This paper quantitatively compares predicted and encountered shear zone size and location and rock type for tunnels in the Colorado Mineral Belt. The Colarado Mineral Belt is composed of igneous formations with associated metamorphic rocks and faulting. As such, it represents the most complex of provinces for at-grade predictions (27). Shear zone and rock type data are assumed to be statistically homogeneous because of the common geology of the seven tunnels. It is often felt by geologists and engineers that the amount of information from which a geological model is created is so low that any statistical inferences are unstable. In other words, the addition of new data may drastically alter the means and variances suggested by the model. Therefore, predictions are rarely couched in quantitative statistical terms but modified with "probably," "most likely" or "possibly." Comparison of predicted and encountered data from past geological models will permit the "probably's" to be quantified and distilled from the art of geological prediction. To date, two other studies of the validity of predictions have been made (26 and 16). Together, these two studies indicate that

American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

The threat of rock bursts along with the danger from methane gas and coal dust explosions belongs to particularly dangerous phenomena in Polish pit-coal mines. This phenomenon results mainly from the physical-mechanical properties of the rock mass as well as the geological-tectonic structure of the Upper Silesian Coal Basin. In the postwar years in Polish coal mining thanks to a multi- directional activity, a decrease of rock bursts and their effects has been noted. For example, the number of rock bursts reported in 1965 amounted to 71 in comparison to only 23 in 1974. The ratio of rock bursts calculated for 100,000 tons of coal extracted from rock bursting strata amounted to 0.08 in 1965; however, in 1974 it amounted to 0.023 /Fig. 1/. These results were obtained in face of a continually growing potential threat from rock bursts caused by the systematic increase of extraction from rock bursting strata, exploitation at gradually greater depths along with the extension of exploitation into deposits enclosed in different types of pillars and other parts of deposits surrounded by workings. Despite the achievements of science and mining practice in this field, this threat has not yet been fully studied and controlled as it should be, As a result, research on preventing rock bursts is being continually widened in Poland. This research has a complex, multi-staged and long-range character. Theory, laboratory and field work in the mines are working on a solution to the problem.

DC Water’s Clean Rivers (DCCR) program involves the construction of approximately 29 km (18 mi) of CSO tunnels in Potomac Group soils in the Washington DC area. Soils include an upper predominantly over-consolidated fine grained plastic material facies (P/A) and lower predominantly coarsegrained facies (PTX). As earth pressure balance (EPB) tunnel boring machines (TBMs) are mainly used in such soils, the correct approach to soil conditioning can make a considerable difference in TBM performance. Soil conditioning laboratory tests are often completed during the planning phase prior to TBM excavation to develop a baseline for soil conditioning, reduce risks, minimize costs, and improve performance. However, only a few basic tests are standardized to date, and conditioning regimes are fine-tuned during the mining phase. The paper illustrates the effort carried out to identify the correct soil conditioning regime for both PA and PTX facies to improve TBM overall performance and reduce ground movement during the excavation of the Northeast Boundary Tunnel (NEBT) in Washington DC.

In recent years, federal and state regulatory agencies have tightened air emission standards. Two of the acid gases, hydrochloric acid (HCI) and sulfur dioxide (SO2), are under heavy scrutiny for reduction. . Most traditional scrubbing systems, i.e. wet scrubbers and spray dryers, meet the standards but they typically are high in capital cost, have significant space requirements for equipment, and are difficult to maintain. Dry sodium injection (DSI) is a alternative technology that has been shown to be effective in HCl and SO2 removal while being the inverse to the problems listed with traditional systems. This paper covers the mechanics of dry injection scrubbing using the most effective sorbents, sodium bicarbonate and mechanically-refined trona (natural sodium sesquicarbonate). It presents DSI performance data for Chambers Medical located in Hampton, SC. This facility incinerates local medical and municipal solid waste. Chambers Medical has used mechanically-fined trona for HCl and SO2 removal since late 1991.
