Employee involvement does not directly correlate to performance improvement. A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The Reverse Curve Tunnel Project was located in Glenwood Canyon, Colorado approximately twelve (12) miles east of Glenwood Springs. The Project was one of many being constructed over a period of time by the State of Colorado, Department of Highways to improve Interstate 70 to four lanes as it travels thru the environmentally sensitive Glenwood Canyon. The Project consisted of excavating and concreting a tunnel approximately five hundred fifty (550) feet long, forty two (42) feet wide, and thirty two (32) feet high. The designer was Parsons, Brinkerhoff, Quade and Douglas, with geotechnical consultation provided by Woodward Clyde. CONSTRUCTION CHALLENGES There were several significant construction challenges presented primarily by the physical location of the Project. In this study each problem will be discussed, as well as how it was overcome by construction methods and/or design requirements. Portal Excavation - One of the most difficult areas of work on the Project consisted of excavation and stabilizing the East and West Portal rock prior to tunnel excavation. The Reverse Curve Tunnel passes through a sheer walled cliff face which is approximately two hundred fifty (250) feet high. Geologically the cliff consists of primarily sedimentary deposits with open, weathered joints and vertical faulting. Mobile excavation equipment operators at surface mines generally have the highest exposure to airborne respirable silica dust. Operator cabs on newer equipment are usually enclosed and equipped with heating and air conditioning systems. Many newer cabs are also equipped with air filtration systems. However, some newer cabs and many older cabs have either inefficient or no air filtration systems. The U. S. surface mining industry is still populated with older equipment and many of these have cabs that provide little or no respirable silica dust protection. Collaborative field studies were conducted as part of a partnership involving NIOSH, Clean Air Filter®, Red Dot, MSHA, and several mine operators to demonstrate that effective dust protection can be provided by these cabs at a nominal cost to mine operators. This effort encompassed adding an external make-up air fan and filter system to a retrofitted roof-mounted heating and air conditioning system in three older equipment cabs, and attempting to seal the cab enclosures to achieve interior cab pressurization. Abetter than 90 percent dust reduction was measured inside two of the three enclosed equipment cabs. It was possible to achieve positive cab pressurization inside these two cabs. A less significant dust reduction was measured inside the third cab, where positive pressurization was not achieved. These field studies demonstrate the key elements needed to improve enclosed cab dust protection in a cost-effective manner.

The dispersion of oily collector has a significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. Such dispersion and reagent addition techniques are invariably inadequate and nonselective. A new collector addition technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This technique involves atomization of the collector into the air stream. Under these circumstances, an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the air phase (continuous with respect to oil), and the air phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and, most significantly, increases the flotation rate of ultrafine coal. Atomization of collector/frother combinations yielded improved flotation recovery and maintained near uniform froth levels, which is a desirable feature in coal flotation. Microscopic examinations of the attachment of oil- coated bubbles at a coal surface were conducted by attachment time and contact angle measurements. Oil-coated bubbles attach at significantly faster rates and with a higher contact angle than oil-free bubbles.

The study of the apatite deposits of the Aldan Shield shows wide spread of the Precambrian apatite-carbonate ores and possibilities of using them for extraction of apatite. Dependency of flotation on ore minerals was studied according to the following scheme: preparation of the monomineralic samples of anhydrite, gypsum, chlorite, serpentine, phlogopite, apatite; mixing them in apatite ore of the average composition; followed by flotation. Another series of the experiments was conducted to ascertain a dependence of flotation activity of the different minerals on the different flotation reagents, which were used as collectors. It has been shown that apatite from silicate-carbonate ores is most extractable because it has the biggest size of grains and is the most free of inclusions. Beneficiation of the sulphate-containing apatite-carbonate rocks is possible when flotol - 7.9 is used as a collector. Meanwhile, the use of the tallaktam leads to an increase in the sulphate recovery. The estimation of individual technological features of the layered Mghydrosilicates and their influence on the process of beneficiation has been examined using samples of apatite-dolomite ore (P205-8%) with the addition of the phlogopite, serpentine and chlorite. The results show that there is little influence of the chlorite presence on the flotation while the serpentine presence leads to a decrease of the flotation, because of its high specific surface area.

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

The Mineral Hill Mine, owned and operated by TVX Gold Inc., is located in the Beartooth Mountains, 5 miles north of Gardiner Montana, U.S.A., which is the north entrance of Yellowstone National Park. Mining is carried out underground using ramp attack cut and fill as well as room and pillar mining. The mine currently employs approximately 145 people and is producing 550 tons per day at a grade of around .21 oz/ton.

Starting from a crude ore assaying 45.6% Fe, a fine-grained oolitic iron ore was concentrated by the oil agglomeration technique to 90% Fe recovery and 65% Fe assay. The ore required grinding to minus 5 µm to effect adequate liberation, and the technique yielded optimum results at pH 9. The roles of pH, collector, and bridging liquid concentrations on selectivity and yield of iron minerals in the concentrates are discussed.

This investigation mainly focused on designing a bunker system for a large underground coal mine. The primary purpose of this bunker system was to keep high- and low-sulfur coal segregated on the underground belt system. These bunkers were also required for protecting the mine faces from out by belt delays. Methodologies used in developing this plan are briefly discussed. The final design and the procedures formulated for implementing it are also presented.

A methodology is presented for the spreadsheet solution of separation processing networks. With the methodology developed, a spreadsheet grid is used to represent networks both with and without recycle loops. In this manner, network solutions are numerically approximated by spreadsheet grid solutions. Ore agglomeration has been used as part of the heap leaching process for the last 40 years. However, industrial experience shows that the lack of a universal agglomeration standard has limited the benefits of this otherwise valuable unit process. The more complex the ore in terms of the nature and relative abundance of fines (particle size smaller than 74 μm), the more important that the agglomeration product satisfies some minimal requirements. This paper presents an agglomeration scale that identifies the quality standards for agglomerates and documents the resulting mechanical, physical and hydraulic (hydrodynamic) behavior associated with each level on the agglomeration scale. The hydrodynamic properties of an agglomeration product are critical for the proper design of a leaching operation and, as shown in this paper, can be used to select the optimal pretreatment method for a given ore sample. Agglomeration as a unit process not only allows better conditioning of the hydrodynamic behavior of the ore but also creates an opportunity for optimized delivery of reagents to kickstart the leaching process, which may ultimately improve the economic performance of leaching. Industrial case data are used to demonstrate the shortfalls associated with low-quality agglomeration and the benefits of improved agglomeration, which range from enhanced porous structure (better percolation and drainage characteristics) to better metallurgical response (faster kinetics and higher metal recovery). Proper agglomeration has been used to render otherwise untreatable ores into valuable leaching resources.

Identifying the optimum ultimate height for heap leaching ore requires the consideration of a number of competing factors. A primary limitation is the reduction in the permeability of the ore with increasing heap heights. At low permeabilities the heap can blind off, cause serious ponding and runoff, and become very difficult to rinse at closure. The authors present a laboratory methodology that has been successfully used on several projects to identify the maximum height for controlling heap permeability.

A commercialized dry gravity concentrator is operating on an alluvial gold deposit in the Boludo Mining District, State of Sonora, Mexico. The technology base of the process is the Rotary Air Concentrator (a dry circular air jig) that recovers gold from the desert sand resource. An overview of the Mexican operation and the dry concentration technology is presented. Application of the dry technology to pretreat­ment of heap leach feeds and other heavy minerals is a pos­sibility.
