INTRODUCTION Providing sufficient thrust, particularly in the proper manner, is one of the major problems of conventional hardrock drilling and tunneling machines. For instance, with tunnel boring machines, massive jacks, mechanisms, and structures are required to generate and transmit the forces to the cutting head. One pays for this massiveness both in terms of material (dollars per pound) and in the attendant difficulties of transporting and maneuvering such machinery. The effect of an efficient thrust generation method on system size is evident when one considers conventional shaft drilling equipment. Raise borers are small enough to be used underground, while conventional big hole drilling equipment requires large amounts of space, personnel, and support. Proper application of the force is another problem, even with smaller holes such as blastholes. While one can load most tricone blasthole bits to their limit with such drill rigs as the Bucyrus Erie 61R or the Gardner Denver 120D, transmitting very large forces through the relatively flexible mast and drill pipe leads to large vibrations, fatiguing of the mast structure, and impact loads on the bit. In the following, a new method of generating the required rock fragmentation force is presented. Furthermore, the force is generated and applied in such a fashion that not only can the equipment size and weight be reduced, but also the cutter and equipment life can be increased.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. The Society of Mining Professors/Societät der Bergbaukunde was established during a meeting hosted by the Montanuniversität, Leoben, Austria, in 1990. Since then, the Society has primarily functioned as a European entity of senior academics in the mining engineering discipline. The Society is considered the natural successor of the historic Societät der Bergbaukunde, formed in the early 18th century and recognized as the world’s first international scientific society. At the 14th Annual General Meeting of the Society, in Milos, Greece, 2003, a decision was made to examine the role of the Society in global minerals education, to reassess its vision and membership guidelines and to develop the future direction of the organization. A special Planning Subcommittee developed a plan of action to allow the Society to transform and position itself as the premier global voice of the academic minerals disciplines and to lead the effort of restructuring minerals education. The new vision calls for reconstituting the Society as a vibrant global society, representing the majority of minerals academics and making a significant contribution to the future of the minerals disciplines. This paper will present the history, vision, goals and action plans of the Society to help ensure that the necessary scientific, technical, academic and professional skills are available for the sustainable supply of minerals to mankind.

Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. Such application and integration requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. Best usage of rock mechanics in mining occurs when management recognizes the application as a long-term investment, where time is needed to realize good returns. The need for this approach is due to the difficulty in accurately predicting ground conditions ahead of mining. The practical application of rock mechanics must follow an iterative process of design and verification based on site-specific experience to account for geologic and mining impacts. Ground conditions experienced during mining must be used to check the initial mine design and, if necessary, to provide a basis for design modification. Such a practical rock mechanics program includes comparative experience, in situ instrumentation and numerical modeling. The program begins with the geologic site investigation and continues throughout the life of the mine. It is an integral part of mine planning and operation.

INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. Results for the first underground test of the ventilated drum in a U.S. coal mine are presented. Tests were conducted by the Bureau of Mines through a contract research program with Foster-Miller, Inc., to evaluate dust control effectiveness in a western mine and for gas control in a full scale laboratory facility. The ventilated drum is designed to reduce the amount of dust from cutting by drawing dust-laden air from the cutting zone through twelve water- powered "dust capture" tubes built into the shell of the shearer drum. High pressure water up to 1 12.48 kg per cm2 (1,600 psig), released from sprays, induces maximum airflow of 1.89 m3/sec (4,000 cfm) from the face side of the drum and provides cleaning for respirable dust and improved methane dispersion. At the gob side of the drum a deflector plate, attached to the cowl arm, turns the water spray and a proportion of the cleaned air back into the cutting zone. More than 50 ventilated drums have been installed to date in England, and their tests carried out on fixed height and single-ended ranging drum shearers have shown reductions in respirable dust of 60-80 pct, as compared with conventional wet cutting. The U.S. test on a double drum shearer showed slightly lower reduction.

This case history really started during the tail end of WWII when two Navy men, both Colorado School of Mines graduates, got together in Washington, DC, while they were assigned to the Office of Navy Petroleum Reserves doing some of the first aerial magnetometer work ever done on a practical oil exploration basis over the offshore area of the Gulf Coast. When separated from Naval Service active duty in 1946, the two men, Walter E. Heinrichs, Jr., and Robert E. Thurmond, tried, unsuccessfully, to form a commercial air magnetometer business. Later they got together again in Jerome, AZ, with Newmont Mining's early geophysical exploration endeavors from 1947 to 1949. Subsequent to the Newmont experience, they jointly proposed a specific mining geophysical exploration and development program to Herbert Hoover, Jr., then president of United Geophysical Co. of Pasadena, CA. Mr. Hoover, in consultation with his father Herbert Hoover and others of his staff at United, particularly Edwin G. Schempf, executive vice president, and Raymond A. Peterson, vice president of research, agreed to establish the proposed program under United's auspices, to be headquartered at Tucson, AZ. The primary objective would be to practically test and develop various mining geophysical methods and techniques while exploring particularly for base metals in the general area of southeast Arizona and southwest New Mexico.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. The MSHA Technical Support, Roof Control Division's primary evaluation tool for coal pillar designs is the Analysis of Coal Pillar Stability (ACPS) program. However, ACPS is limited to evaluating interactions between two seams at a time, which is not ideal for complex multiple- seam scenarios. Further, it does not recognize the influence of strata properties in the interburden and cannot be used to evaluate individual pillars. We apply the Rocscience RS2 two-dimensional finite element program as a complement to ACPS. Complex multiple-seam scenarios can be characterized by a modified pillar stability factor where the ACPS single-seam development pillar stability factor is multiplied by the ratio of average single-seam development stress to the stress in the critical pillar at the multiple-seam stage, using the values of o as predicted by RS2. Several series of test examples involving two-seam analyses with isolated remnants, gob-solid boundaries, and high extraction areas of varying width were used to calibrate simulated gob properties such that the ACPS+RS2 method generated results that matched a traditional ACPS Stability Factor to within 13%. As high-extraction areas become wider and deeper, progressively stiffer gob is simulated by increasing the Young's Modulus property in RS2. After achieving calibration with the test series, three examples of complex multiple-seam scenarios were evaluated, using reasonable properties for strata types and thicknesses based on core log data. Resulting modified stability factors are reasonably close to those predicted by ACPS, although affected by units of sandstone in the interburden and gob shadows superimposed on remnant structures. This tends to show that even in complex multiple-seam conditions, applying ACPS to the worst-case interaction should usually result in an acceptable pillar design.

When tunnel boring machines were first developed, the J. F. Shea Company elected not to use them until some of the bugs were worked out. When we did take the plunge, we learned a great many lessons in tunneling; amongst others, that tunneling with a TBM is more an art than a science. One of the most important factors that contributes to a successful TBM tunnel is the geology. A machine can be designed to handle almost any type of ground; however, if the ground is not uniform, compromises in design must be made to enable the machine to handle the various ground conditions. Even when the geologic formations are well defined, it is still impossible to predict how the formations will react when it is penetrated by a tunnel. This is where the design and performance of a tunnel boring machine runs into trouble. When the reactions are adverse, the contractor is left with three alternatives; park or pull the machine and drive conventional, fight through the formation with no changes, or modify the machine. We have made all three of these choices. The first, on the Tonner Tunnel in Southern California, we encountered an extremely tough sandstone where progress was measured in inches per day. Ultimately, we pulled the machine and drove conventional tunnel. The second, on the Vat Tunnel in Central Utah, another element was added to the geology - water, which we encountered in excess of 1,000 gpm at the heading. It was impossible to adapt the machine to handle this much water, so we have been carrying out a program of grouting ahead of the machine and then driving tunnel with the tunnel boring machine.

The accurate determination of free cyanide and metal cyanide complexes is of increasing interest to Carbon-in-Pulp (CIP) gold extraction operations as cyanide consumption is an important economic factor in the processing of complex ores. Characteristically complex ores are high cyanide consumers and these ores usually contain a range of sulfide minerals e.g. covellite (CuS), digenite (Cu1,S), chalcocite (Cu, S), Pyrrhotite (Feci-x)S), marcasite (FeS2), arsenic and antimony sulfides and zinc sulfide. These minerals can consume significant quantities of cyanide, e.g. various copper(!) cyanide complexes such as CuCN, Cu(CN)2·, Cu(CN)/ and Cu(CN)/ can form, depending on the cyanide to copper ratio in solution. Measurement of free and complexed cyanide is thus a prerequisite for efficient cyanide dosage control. Free cyanide can be determined potentiometrically or amperometrically but the methods are prone to error and are laborious [1]. Metal cyanide complexes can be determined by reverse phase HPLC, however, the species ofa single cation (e.g. Cu(CN)i-, Cu(CN);2 and Cu(CN)/) elute as one species [2]. Additionally the high amount of suspended matter in CIP leach solutions tends to introduce errors. Raman spectroscopy has the potential to be used as an in­line or on-line method of analysis. Free cyanide and the cyanides of gold, silver, copper and iron have been studied in aqueous alkaline solutions with a view to developing such a method. Spectra were obtained with a Bruker RFSl00 FT-Raman spectrometer using a 1064 nm laser delivering 800 mW of power at the sample. Depending on the solution, 250, 1000 or 4000 scans at 4 cm-1 resolution were accumulated. The cyanide stretches observed were relatively narrow (10 15 cm-1 full width at half height) and well resolved (Figure 1 ).

Heap leaching of ore with cyanide is a common and economical means of extracting precious metals (gold and silver) from mined ore. The use of cyanide, and the heap leach process, can seriously impact the environment. In the worst case, catastrophic failure of containment structures can release toxic levels of cyanide into receiving bodies of water, resulting in toxicity to ecological communities and contamination of public water supplies. Furthermore, cyanide degradation products such as nitrates can also impact local streams, lakes, and aquifers. Even if cyanide can be removed, the crushed residual ore may generate acid solutions that can release toxic heavy metals into the environment. Pintail Systems, Inc. (Pintail) of Aurora, CO, in conjunction with technology partners Science Applications International Corporation (SAIC) and Fairmile Gold Corporation (Fairmile), have developed a microbially-based precious metal lixiviant that can be used as an alternative to cyanide. The microbial process, called BioLix, is Pintail's second-generation biotechnology product for the recovery of precious metals from ore. The BioLix process is based on the enzymatic induction of organic lixiviant compounds using proprietary inducing agents and microorganisms. The process operates at near neutral pH and ambient temperatures using non-pathogenic microorganisms and food-grade chemicals. Precious metal extraction is also enhanced through the employment of microorganisms that facilitate mineral-solution reactions such as surfactant generation (improved wettability), and oxidation of gangue minerals that expose mineral surfaces to leaching. In order to demonstrate the effectiveness of the BioLix process, results from laboratory bench-scale experiments and a column study are presented. In addition, new applications for this enabling technology are discussed and include re-leaching of spent ore heaps, in situ leaching, and cyanide replacement for heap leaching.

This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

Miners working in underground mines where diesel equipment is used are exposed to exhaust pollutants. These include carbon monoxide (CO), carbon dioxide (CO,), nitric oxide (NO), nitrogen dioxide (NO2), sulfur dioxide (SO2), hundreds of different hydrocarbons (HC) and particulate matter. Evidence from animal inhalation studies and limited epidemiological investigations have led the National Institute for Occupational Safety and Health (NIOSH) to recommend that ‘... whole diesel exhaust be regarded as a potential occupational carcinogen ...’ NIOSH further stated that ‘... the excess cancer risk for workers exposed to diesel exhaust has not yet been quantified, but the probability of developing cancer should be decreased by minimizing exposure…’ The International Agency for Research on Cancer(IARC) reached a similar conclusion, saying that ‘... diesel engine exhaust is probably carcinogenic to humans.’ Before these declarations, there was insufficient evidence concerning the carcinogenicity of diesel exhaust. It was well known, though, that diesel exhaust caused less severe problems, such as headache, eye irritation and unpleasant odors. In 1988, a milestone was reached in the Mine Safety and Health Administration (MSHA) regulatory process. An advisory committee recommended a three-tier approach to regulating diesels used underground-approval of diesel equipment, safety and health. Diesel particulate matter may be specifically regulated. In addition, ambient air quality standards are being proposed that will establish a new standard for CO2 and lower the permissible exposure limits for the NO2, CO, SO2 and formaldehyde emissions that originate from diesels and other sources. Additional safety and emission restrictions are also proposed for diesel engines in coal mines. The goal of the US Bureau of Mines (USBM) diesel engine research program is to minimize the health and safety problems associated with underground diesel equipment use. Part of this program is focused on reducing exhaust emissions from diesel-powered equipment used in underground mines.

European industrial policy seeks to provide the right framework conditions to allow companies to develop and innovate and to make the EU an attractive place for job creation. This includes providing the basis for a competitive manufacturing industry which provides around 20% of EU economic output and employment for about 34 million people. The EU non-energy extractive industry with an annual turnover of around ?40 billion and a direct workforce of about 270,000 people is considerably smaller, but it plays a vital role in providing much of the manufacturing sector with raw materials. It also supplies very large quantities of minerals such as aggregates and natural stone to the construction industry, facilitating the development of modern infrastructure such as roads, railways, houses, schools and hospitals. However, despite an active extractive industry, Europe is increasingly dependent on imports of raw materials and particularly metallic ores and concentrates. In 2005, the trade deficit for minerals was in excess of ?11 billion, of which ?10 billion related to metallic minerals. Such import dependency is not a new phenomenon, but the rapid industrialisation of developing countries such as China and India has significantly increased global demand, resulting in large price increases for downstream industries and at times, bottlenecks in supply. The impact of this and other competitive pressures on some sectors of the European manufacturing industry, including the possibility of them being lost to lower cost countries outside Europe, has moved the issue of industrial policy and access to raw materials up the political agenda. A number of measures have already been announced by the European Commission to address these issues including: - The analysis of the competitiveness of individual industrial sectors, in order to understand their specific needs and take account of the particular opportunities and challenges they face.

HARRY HINDS: Our first speaker today is Dr. John Wilson. Dr. Wilson is chair and Union Pacific/Rocky Mountain Energy Professor in mining engineering at the University of Missouri-Rolla. He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

Part two of this three part series looks at explosives use in open-pit and underground mining operations. Part three, next month, will discuss the transportation, storage, handling, and destruction of explosives. Larger ore bodies, lower grade deposits, and more difficult geologic conditions have led to changes in blasting products, techniques, and field practices in both open-pit and underground metal mines. Pit blasting operations must consider the material's geology, needed fragmentation for the material, and hole diameter and depth-as well as the traditional consideration of the type of explosive used. With underground mines, various blasting aspects of burn, angle, and machine cuts must be considered for an efficient and safe operation. Of the factors related to open-pit blasting, geology of the material is most important. Many theories relating to sonic velocity and rock hardness are used to determine needed explosives ratios. Extensive field tests are necessary to determine these factors. In most cases, results assume that the material to be broken is homogenous. The drilling penetration rate is sometimes used as a guide to determine rock hardness; however, this is not necessarily a good idea. In many cases, a very hard, brittle rock will blast with less difficulty than a soft, spongy rock. The formation's stratification is also important. In thinly laminated horizontal seams, rock will usually break and adequately fragment with relatively large burdens and spacings using a low explosives ratio. Massive formations with few laminations require close burdens and spacings and a high explosives ratio. When the stratification is pitched on a severe angle, it is usually preferable to develop the pit face 90°-but no less than 45°-to the stratification. If the face must be developed parallel to the stratification, burdens and spacings must be reduced and the angle drilling that will conform to the angle of the lamination should be given serious consideration.
