Whether pursuing hedging or speculative strategies, gold miners can increase sales revenues 1 % to 6% by constantly pricing production forward. Unlike other commodities, gold futures prices are consistently higher than spot prices. A Colorado School of Mines study showed theoretically and empirically that in the 15 years since the price of gold was released from government control, the forward price for gold has been higher than the current price almost 100% of the time. The reason why Metal traders know that holders of metal earn a bonus selling forward when the metal is in "contango." "Contango" is a mysterious word that crept into the trading vocabulary a century ago. It designates a situation when the price of a metal on the futures markets is higher than the price in the immediate or spot market. If the spectrum of spot and futures prices remains static over time, the forward seller who has contracted at a higher than spot price can make a profit equal to the contango by redeeming his commitment at the lower spot price when the contract matures. Consequently, when a seller in a contango market hedges, he makes a profit on the transaction in addition to avoiding a price change risk. On the other hand, buyers of the metal who hedge in a contango situation will sustain a loss equal to the contango. Producers of gold, however, are sellers of gold. For most metals and oil, there is no inherent reason why futures prices should be higher than present prices. Buyers and sellers decide that the price of the commodity will be lower or higher than present values for a variety of reasons.

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

BACKGROUND OF TARP The first settlement in Chicago in the 1830's was only 0.61 m (2 ft) above the level of Lake Michigan. The area was flat and swampy with local streams and rivers generally flowing to Lake Michigan. Repeated outbreaks of cholera and typhoid fever in the middle and late 1800's led to the reversal of the river system (away from Lake Michigan to the Mississippi River). As a result of this reversal, the Chicagoland area has had to restrict water withdrawals from Lake Michigan and has had to develop and implement water management programs in compliance with orders set down by the Supreme Court of the United States. In order to comply with restricted lake diversion requirements and to compensate for a natural setting which was essentially hostile to human habitation, it has been necessary to embark on the construction of massive public works which include the world's largest water filtration plants, the world's largest wastewater treatment plants and finally the construction of TARP. The rivers and streams in the Chicago area are the headwaters of the Illinois waterway system. These headwaters are heavily polluted from combined sewer overflows of the area. Present pollution control laws require that combined sewer overflows be eliminated so that the rivers and streams can be used by the citizens of Cook, Du Page and Will Counties and other downstream communities. Fifty-three of the older most densely populated communities including the City of Chicago, covering an area of 971 sq km (375 sq miles), are served by combined sewers. The thought of constructing an intake shaft five miles from the shore and 142 feet below the surface of Lake Huron from the bottom up sounds like a questionable venture. Why would one want to raise a shaft from the bottom at the end of a 16 foot diameter, six mile long tunnel to within six feet of the bottom of Lake Huron? The answer lies in the fact that Lake Huron is seldom a tranquil lake. The construction period and workable days from the surface are limited. Two previous attempts to construct this intake shaft by conventional means had been thwarted by lake storms. These approaches were circular sheet-piling cofferdams with the intention of sinking a 30 foot OD, five foot wall thickness concrete casing in the center. However lake storms, particularly in the months of November and December, proved disasterous. The last attempt was halted in December 1970 when three of the seven circular cofferdams on the north side were destroyed by pounding waves. Then, due to the nature of the technical difficulties and limited construction schedule time, it seemed desirable to devise a way in which construction could proceed without being too lake-sensitive. Obviously, if men could work from the tunnel and proceed upward toward the bottom of the lake, not having to worry about the soil collapsing and bringing the lake in on their heads, the construction would be unimpeded by adverse weather. The answer to this, however, required techniques beyond the ordinary. Approximately two years previous to the start of this shaft, nine shafts had been efficiently constructed on the same project site

The American Borate Company, a wholly owned subsidiary of the Owens Corning Fiberglas Company under a management contract to the Hanna Mining Company, owns and operates an underground borate mine in Death Valley, California. The mine, named the Billie Mine, is located 24 km (15 miles) southeast of Furnace Creek along Highway 190. The ore body is under Death Valley National Monument with the major portion of the surface facilities located just outside the monument boundary. (See Figure 1.) The Billie Mine produces approximately 227 000 metric tons of crude ore per year. About 65% of finished product is supplied to Owens-Corning, the remainder is sold to other fiberglass producers. Geology The borate minerals in the Billie ore body were deposited in the lower main member of the Furnace Creek Formation, which is Pliocene in age. The ore body is thought to have formed from volcanic springs in or near a small lake basin. The deposit is essentially a limestone breccia that is permeated with borate minerals and surrounded with limey lake bed mudstones and shales. The ore body is mineralized with two main borate ores, colemanite and probertite. A third borate ore, ulexite, mainly occurs in the upper part of the ore body. The original mineral of deposition is thought to have been ulexite. Ulexite is a sodium-calcium borate hydrated with eight molecular waters. Due to heat and pressure from burial by later sediments, the ulexite had water forced out of its structure and recrystallized as probertite. Probertite is another sodium-calcium borate, with five molecular waters. Colemanite formed when surface water seeped into the prober-

OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

Introduction Mining operations require maps for each phase of project development. Engineering plans, cross-sections, and isometric drawings are also needed. Maps are used for geologic interpretation, reserve estimation, permitting, property acquisition, site studies, development work, and production. Maps and drawings are essential to mining. They provide needed information. Generating these products, however, requires many manhours. The filing and organization of maps and drawings is cumbersome, due to their size. Major map changes can necessitate the production of entirely new documents and, thus, additional manhours. The volume of maps and drawings generated in the life of a single project can be extensive. For example, some utility companies have data bases containing more than a million individual maps (one reported eight million). These problems were considered necessary evils in the past. Now, with the automation of map and drawing production, improvements can be realized. Computer-aided mapping and design offers a new approach for the production, management, and storage of drawings and maps. This approach promises benefits in time management, productivity, efficiency, and flexibility. In all economic projects, the bottom line is cost reduction. And implementing computer-based mapping and design techniques can lower costs and increase project profitability. AM/FM/CAD/CAM Automated Mapping/Facility Management (AM/FM) and Computer-Aided Design/Computer-Aided Manufacturing (CAD/CAM) are becoming buzz words in the engineering world. Most relevant to mining are the concepts of AM and CAD. These terms relate to the application of computers, specifically computer graphic technology, to mapping and design. CAD refers primarily to the design of components and structures in two and three dimensions. But it can apply to the three dimensional modeling of mine workings, ore bodies, and geologic structures AM refers to the automation of conventional map production. AM/CAD systems use computers to store, manipulate, produce, and update drawings and maps in two and three dimensions. Ideally, the calculating capabilities of computers are also used in conjunction with design and drawing generation, offering capabilities not available with conventional, manual mapping and design processes. To better understand concepts associated with AM and CAD applications, the understanding of a few computer-related terms is necessary. Table 1 explains some of these terms. System Features The capabilities of AM/CAD systems are based on viewing transformations. These are the basic, manipulative tools by which AM/CAD packages generate visual representations of data. Examples include the rotation of a three-dimensional object through space, the expansion or contraction of maps to fit a given scale, enlargements of small areas on maps or drawings for detailed viewing, and the generation of cross-sections from three dimensional data. The SIMAN (SIMulation ANalysis) computer language is a general-purpose, discrete-continuous simulation language for modeling a variety of multi-component systems. The language has been described by its author in a textbook (Pegden, 1985) and in a paper (Pegden, 1986) and is available in a mainframe version, a minicomputer version and a microcomputer version. The language was designed for and has been extensively used for modeling manufacturing systems but possesses many features that are advantageous in the modeling of mining materials handling systems. Consequently, the authors have applied the language to the simulation of an open pit shovel/truck operation to test its usefulness for simulating mine materials handling systems. This paper presents a short background on simulation languages, the capabilities and modeling framework of the SIMAN language, a description of the application of SIMAN to a shovel-track operation and some results and conclusions on the use of the language for mining materials handling systems.

The Jerritt Canyon Joint Venture project is located approximately 50 miles (80 km) north of Elko. Nevada, U.S.A. and produces between 250 and 300 thousand ounces of gold annually. The Joint Venture is 70% owned by Independence Mining Company and 30% owned by Meridian Gold Company. Independence Mining Company is the operator. The Jerrin Canyon Joint Venture started operations in 1980 mining a series of open pit mines. Since the early 1990's, the discovery of deeper ores has required the joint venture to develop and mine a significant portion of its annual production utilizing underground mining methods. Underground production started with the West Generator Mine in 1993 followed by the Murray Mine in late 1994. Presently, two additional underground projects are being developed. Underground mining at Jerritt Canyon is budgeted to produce 128 thousand ounces in 1997. This paper documents the major transition/redevelopment of the Jerritt Canyon mining methods.

The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the meeting, therefore, was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies that can assist in the development of criteria and performance measurements were also presented at the meeting. A goal of the conference was also to conclude with a consensus plan and a process, representing a variety of stakeholders, which can provide guidance to the global minerals community on the path to sustainable development. A number of papers were not submitted in time to be included in the printed proceedings. Hence this addendum was compiled and includes last minute paper submissions. The pages of this addendum are numbered consecutively to the main volume of proceedings, so that when a reference is made to a paper, a proper page number may be quoted.

As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. The effect of an activator on gold dissolution in clear solution is examined using a rotating disk gold electrode. Steady state polarization curves for anodic dissolution of gold and cathodic reduction of oxygen indicate that the dissolution rate increases in the presence of the activator. The activator enhances gold disso­lution under standard cyanidation conditions; however, optimum activator concentration at the maximum dissolution rate is a function of the cyanide level. In the presence of an activator, the gold dissolution mechanism is controlled by surface kinetics and may be explained by a metal dissolution over-potential model. The dissolution rate with activator is higher than the dissolution rate at a higher cyanide concentration but without activator. The dissolution rate measurements indicate that 3 PPM of activator in a 500 PPM NaCN solution provides a higher dissolution rate than 1000 PPM NaCN alone. Activator technology may be a cost-effective means to reduce cyanide concentration.

Robins Engineers & Constructors, Inc. as the exclusive U.S. licensee introduced the PIPE CONVEYOR to the North American marketplace early in 1984. The sale of the first PIPE CONVEYOR in 1985 was a difficult task since the conventional troughed belt conveyor was the accepted and the most widely used means of continuous transportation of bulk materials handling in the world. Initially our clients viewed the PIPE CONVEYOR as a departure from the normal and accepted form of material handling. Since then, the parent company of Robins Engineers merged with Krupp of Germany to form KRUPP ROBINS, INC. in the United States. To date there are over 462 PIPE CONVEYORS operating worldwide with the majority of the long overland systems designed and installed by Krupp Robins, Inc. The PIPE CONVEYOR is now becoming the norm, viewed by those who are familiar with its capabilities as the preferred method of transportation for all bulk solids.

A detailed investigation of the stability in cyanide solutions of native gold and gold-silver tellurides in a flotation concentrate from the Golden Mile, Kalgoorlie, has been undertaken to assess whether leaching under different conditions can be used to quantify the distribution of Au between native gold and gold-silver tellurides, as suggested by, for example, Chryssoulis and Cabri (1990). The leaching was carried out on +20 µm native gold and gold-silver tellurides separated from a high-grade flotation concentrate and then diluted with barren quartz. The material leached assayed 270 ppm Au and 118 ppm Te and the leach conditions used were:- Stage 1: Leaching in dilute cyanide (0 .1 % ) at pH 9 .5 for 24 hours to dissolve native gold but not gold-silver tel­lurides. Stage 2: Leaching the residue from Stage 1 in strong cyanide (2%) and pH 12.5 for 96 hours to dissolve gold-silver tellurides.

Sharing the Future in a Community of Values ? encourage our industry to continue to innovate and develop many of the environmental and social initiatives already underway. Sustainable development is here to stay and has been placed strategically at the heart of all European public policy. The future of the minerals industry here in Europe as well as elsewhere depends on how well professional mining people, both as individuals and through their associations and others, have to present their case for a sustainable mining and minerals industry to a critical world. And, Greece with its strong and expanding mining, minerals and metals base has more to win or lose from this endeavor than many others.

This paper summarizes environmental compliance and related issues associated with underground construction and tunneling operations, whether new work or rehabilitation. Underground construction and tunneling operations have (in most cases) both an underground and surface component. Since many of the major tunneling projects occur in urban areas, often is areas inhabited for several decades or centuries, environmental problems may already exist in a project area, though that may not yet have been formally recognized. Large projects often attract more than their fair share of regulator attention. This paper addresses the issues with the greatest potential to be encountered by underground constructors, with the emphasis on minimizing contractor liabilities, both in the short- and long-term. Minimizing contractor liability begins with understanding bid documents, contract provisions and necessary means of protection, and carries through project execution by responsible control of hazardous materials, avoidance of media contamination, proper waste disposition, as well as compliance with other environmental requirements.

Graphite usage in the United States during 1994 was fairly strong. The hearty showing of the domestic economy, along with sound performances from the major industries that use graphite, helped make 1994 a solid year for the graphite industry. Supply Virtually all natural graphite is imported into the United States, as there is no domestic production. The primary producers are Brazil, Canada, China, Madagascar, Mexico, Mozambique, Sri Lanka and Zimbabwe. Mozambique is a new producer. It is now supplying a high-carbon, large-crystallite flake in large quantities. Sri Lanka continues to experience problems with one of its two mines, closing operations in December 1994. The synthetic graphite used domestically was produced primarily in the United States as a byproduct of electrode production. Synthetic graphite was also imported from Switzerland for specialized applications. The purified graphites/carbons, such as Desulco and ThermoPURE materials, were also produced domestically. There was a sufficient supply of all types of graphite to meet domestic demand.

Gold Fields-Mesquite is a 7.5 million ton per year heap leach operation located in the Maj ave Desert of Southeastern California. Extraction of gold is carried out on multiple lifts, with over 33.3 million tons of ore leached since the inception of operations in 1985. The delineation of the gold left in heap residue is a formidable task. Gold removed from active leach areas can be routinely monitored through sampling of emerging solutions but exact recoveries from specific heaps remains nebulous due to factors such as cross flow between sections buffering effects from multiple lifts, and releaching. In order to better quantify ultimate heap recoveries and increase releach efficiency, Mesquite initiated a residue drilling program. The project progressed through an evaluation of sampling protocol, drilling of residue by reverse circulation, entry of assays into a software package capable of producing grade-based contour maps, and a production scale releach test that evaluated the system's ability to predict residue grade.

improvements in the analytical techniques for cyanide speciation can furnish useful information about the behavior of the different cyanide species in the receiving environment. This could be of help to the environmentally concerned public and the regulatory agencies in the assessment of cyanide limits for effluents, stream quality, and land disposal of cyanide bearing wastes. In addition the ability to distinguish the free cyanide and the weakly bound cyanide from the strong ULTRAVIOLET IRRADIATION UNIT (LAMP, COIU3' HOUSING) FIGURE 1 complexes, as well as transformation to thiocyanate is also needed by different industries, such as mining and metal finishing, etc., to evaluate the efficiency of several processes. Cyanide has been used for the recovery of gold since the late 19th century. Although cyanide leach solutions are mostly recovered and used again, a large quantity of cyanide bearing wastewater becomes unfit for use and has to be treated before it can be released into natural waterways.

As decommissioning of various radioactively contaminated facilities begins, the question of appropriate residual surface contamination becomes an issue. Surface contamination can result in exposure to people via inhalation, ingestion, and external radiation exposure, There is therefore the potential of exposure to workers involved in the dismantling of a facility as well as members of the general public acquiring salvageable equipment, tools, and building materials. The levels established as acceptable for unrestricted use by national and international organizations vary by as much as an order of magnitude for certain radioactive materials. The calculated doses associated with some acceptable contamination levels can be significant. The principle of ALARA, as low as reasonably achievable, is therefore a necessary element in establishing surface contamination levels for a specific site. Some components in evaluating site specific surface contamination levels for unrestricted use, especially removable contamination, include evaluations of the historical use of a facility, the mixtures of radioactive materials a&sociated with surface contamination, and resuspension factors for various materials.
