One aspect of long-range mine planning in an open-pit mine is first to define the ultimate pit limit, i.e., the projected size and shape of the pit at the end of its life. This chapter is concerned with various techniques that are currently in use today in determining the ultimate pit limits using the computer. Prior to the early 1960's, open-pit limits analyses were entirely performed manually. This manual technique has been well explained by Soderberg and Rausch in Surface Mining (1968). Soderberg and Rausch also explain clearly the need for establishing the ultimate pit limits in long-range mine planning, i.e., location of surface facilities, dumps, etc. Consequently, the need for ultimate pit limit design will not be reiterated here. Nor will the definitions of the most commonly accepted terminologies such as break-even stripping ratio, economic cutoff grade, ultimate and working slope angles, preproduction stripping, etc. be repeated here. Briefly, the objective of the ultimate pit limit design (which is also frequently referred to as pit design in short) is to determine the projected final pit limits of an ore body and its associated projected grade and tonnage, which will maximize some prespecified economic criteria while satisfying practical operational requirements.

A detailed heat flow project was conducted at the Homestake Mine in Lead, South Dakota. This paper presents results obtained from a stope sensor system installed in the mine. The design and installation of the system are described in detail in a previous paper (Duckworth et al., 1992). The major project objective was the construction of a comprehensive heat flow data base to allow the design and testing of a new climate prediction model applicable to irregularly shaped underground excavations in non-homogeneous surrounding rock types. A mechanized cut-and-fill (MCF) stope contributes a substantial overall heat source in a mine, and the effect of this source on the working environment must be considered when planning future ventilation and refrigeration requirements. The relative magnitudes of the component heat sources encountered with the MCF mining technique are presented, having been computed from actual stope beat flow data collected over a one-month study period. The percentage of the overall heat load that is removed from the scope for each component heat sink is evaluated, and the overall energy balance is analyzed. A one-month study length was considered a sufficient period of time to allow stope monitoring for a complete range of mining conditions.

The Cyanide Regeneration Process (CRP) was developed by Golconda Engineering and Mining Services and installed at Golconda's Beaconsfield Gold Tailings Retreatment Project situated in Tasmania, Australia. The Tailings Project is a 1000 ton per day carbon-in-pulp treatment plant, feed for which consists of tailings material which is dredged from the Tamar River. The pulp is screened to remove debris, then cycloned to form two products. Underflow pulp is stored in a 350 ton bin and cyclone overflow passes to a thickener. The coarse pulp material is fed to the grinding circuit then rejoins the thickened slimes in the cyanide leach circuit. Gold is extracted by carbon-in-pulp techniques. The plant is sited in rolling, hilly country approximately 200 meters from the Tamar River. The residue disposal area is quite small consisting of four dams, totalling 42 acres. The regional climate is cool and wet with little evaporation; therefore, we anticipated a net increase in contained liquor, and subsequent storage problems. Our plan was to remove cyanide from the liquor prior to returning the detoxified solution to the river system. Such treatment was not required until midway through the second year of the project. Initial testwork on sample material indicated that destruction of cyanide by chlorine was the simple solution. Subsequent follow-up on actual plant liquor indicated a huge chlorine requirement due, we believe, to the substantial degradation of vegetable matter plus organic content from the marine environment. The cost of cyanide destruction could not be justified.

The history of Australia is a narrative of the discovery and development of its mineral wealth. The gold strike at Ballarat, Victoria, in 1851 transformed the colony by triggering the first great influx of migrants to Australia, and the development of subsequent mineral discoveries lead to a vast resource industry. However, beneficiation of base and precious metal ores carried with it an environmental penalty, not addressed until the last quarter of this century. In particular, the extensive deposits of gold, silver, lead, copper and zinc reside in sulphurous ores which often contain arsenic, antimony and mercury as significant contaminants that are released as unwanted by-products during smelting and refining. Until recently, these toxic concentrates were discharged to the atmosphere or receiving waters, collected in tailings ponds close to the smelters, or dumped at sea. Although such procedures . were acceptable in the past, more stringent environmental controls have required a re-examination of these practices and encouraged intensive efforts to develop enduring solutions to the disposal of these wastes. From this research has emerged a promising new generic technology called Xtaltite (pronounced crystal-tight). In this approach, geochemical principles are employed, first, to reduce the toxicity of heavy metals to low levels, and second, to identify and engineer suitable repositories for the permanent disposal of the consolidated waste form. In this paper, we emphasise the application of Xtaltite to the disposal of arsenious smelter fumes derived from gold winning. The principles ofXtaltite will be described and its technical and economic performance compared with conventional technolo­gies.

Specialty Devices, Inc. and the CMRET/NIUST, University of Mississippi, have collaborated in the design and development of a new class of Robotic Underwater Vehicle (ROV) focusing on efficient, low cost, deepwater operations. The need for such a vehicle was driven by special requirements encountered in the establishment of the Gulf of Mexico Gas Hydrates Research Observatory at a depth of 850m in Mississippi Canyon Block 118 on a restricted budget. Requirements included deployment and recovery of tools and sensors and the connection of underwater-mateable electric and fiber optic connectors at depth. The standard complement of equipment required included; high-resolution video with lighting, scanning sonar, robotic arm, precision positionin and thrusters for limited transit and maneuvering. Conventional deep water ROVs are lowered in a large cage with a buoyant tether between the cage and the ROV. The tether is wound on a winch in the cage deployed as the ROV swims out from the cage. This cage is lowered on a large diameter umbilical cable with strength elements and communications elements and conductors for electric power. With increasing water depth the umbilical cable must become ever larger to accommodate increased power transmission loads and strength demands, with corresponding increase in deck handling equipment size and in turn, vessel size and overall cost. The surface ship must include a dynamic positioning (DP) system to control ship propulsion to maintain the position of the ROV cage at a position relative to the sea floor. DP ships with this capability and the ability to carry the large umbilical cable and winch are expensive.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

Salinity in Effluents carries a high penalty as a result of toxic­ity, corrosion, limited re-use potential, scaling and environmental impact. Although the high TDS, such as Calcium sulfate, other than metals are still being dealt with a low key non issue basis, they are receiving more and more attention from regulators. Traditional solutions to solve these problems are costly and inefficient and create therefore severe constraints on the prof­itability of mining operations and out-price in general the finan­cial resources for environmental clean up operations. Going up the technology versus cost curve the most econom­ic solution to pollution is dilution but which is difficult in a coun­t1y shoti of water. If this can't be done, the second best, at least in sunny areas, is, to pump the whole effluent on a tailings dam for evaporation. Depending on the contaminants, one may have to pond the efflu­ent to avoid re-dissolution and seepage into the ground. The next most common solution to pollution is the addition of lime to remove and concentrate any dissolved metals and then dump the product, hidden in a mass of gypsum in a convenient place. Again ponding may be required to avoid ground pollution. However the treatment costs start to rise steeply if it is not allowed to discharge the limed overflow solution because of its high calcium sulphate content. Further treatment is then required in the form of high cost and high tech membrane process tech­nology such as reverse osmosis or dialysis or even mechanical driven evaporation.

Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. These are the Bureau of Mines, the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and

"When boring a tunnel, homogeneous hard rock is the exception rather than the rule. While contractors can set goals such as meters per month and performance incentives, it is also prudent to plan for difficult ground. A properly designed tunnel boring machine (TBM) can tackle fault zones, water inflows, squeezing ground, or whatever the risk may be. The alternative is not a good one: modifying the machine in the tunnel after bad ground is encountered. Not only does this result in increased downtime, but it also needlessly exposes the crew to the tunnel conditions. In the worst case scenario, the entire operation grinds to a halt.However, an accurate GBR cannot always be obtained, particularly for mountainous, high cover tunnels in remote locations. And even with a thorough GBR, unforeseen geological events can occur. What can be done in these situations? Difficult Ground Solutions (DGS) is ground investigation system with a suite of options that can be added to a shielded hard rock machine or dual-mode, Crossover machine to better enable advance when conditions are unknown or difficult conditions are anticipated.DGS consists of a set of integrated features tailored to a specific project’s geology. The main components of the system allow for ground investigation ahead of the TBM, increased monitoring and methods to keep a machine shield from becoming stuck.In fault zones and squeezing groundIf fault zones or squeezing ground are known or suspected, or if there is even a possibility of encountering them, this can greatly affect the TBM operation. Shielded machines protect the crew from the surrounding rock, and they can bore and line a tunnel efficiently, but in fault zones and converging material their shields can be their downfall. Avoiding a stuck machine is paramount to project success. DGS employs several features to avoid the problem of a machine becoming stuck. The first of these is multi-speed cutterhead drives. These drives effectively give the machine multiple modes of operation—high speed, low torque for hard rock, and low speed, high torque for difficult ground. Designing a machine with high-torque, continuous boring capabilities allows that machine’s cutterhead to restart with break-out torque in difficult ground. The net effect is that the machine can keep boring in the event of a face collapse and can bore through fault zones and running ground where the potential for cutterhead jamming exists. Going one step further, multi-speed gearboxes give the machine the ideal earth pressure balance- (EPB-) type torque if larger sections of soft ground are anticipated.Secondly, TBMs can get through squeezing ground and faults using Continuous Shield Advance. This design utilizes a stepped shield configuration — where each successive shield is slightly smaller in diameter — to avoid becoming stuck in converging ground. External shield lubrication is an added insurance against becoming stuck, using a series of radial ports that can pump Bentonite into the annular space to act as a lubricant in squeezing material.As a last effort, if a machine has already become stuck the TBM can utilize augmented, or “super” thrust. Additional thrust jacks can be added to supply an extra boost in a short stroke, generating enough force to break loose a trapped shield."

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

Introduction Brine reservoirs along the Texas and Louisiana Gulf coasts are currently under study to investigate the technical and economic viability of production wells designed to extract methane gas in solution. The effect of well pressure drawdown on reservoir rock and associated overburden material is important to well performance predictions and the analysis of potential subsidence problems. Consequently a series of compaction tests have been conducted on sandstone and shale cored from a test well drilled near Hitchcock, Texas, in order to determine the variation of mechanical properties to be expected over the producing life of the formation. Previous Work The referenced tests are part of an extended study of geopressured-geothermal reservoir behavior, including compaction (Jogi, Gray, Ashman, and Thompson, 1981 and Jogi, Kalra, Gray, and Thompson, 1981) and creep (Thompson, Jogi, Gray, and Richardson, 1981) tests of reservoir rock and related reservoir performance studies (Rago, Okhuma, Seperhnoori, and Thompson, 1985). Recent work has considered the nonlinear constitutive behavior of sandstone (Fahrenthold and Gray, 1985 and 19861, while additional experimental work is reported here. Geological structure and composition of the Hitchcock field from which the core samples were obtained is discussed by Light (1985). Experimental Procedure Compaction tests were conducted on cylindrical cores, nominally 2.75 inches in length and 2 inches in diameter, with independent control of the axial, confining, and pore pressures. Axial and radial deformation of the samples were measured in tests over a range of effective stress states expected to develop over the reservoir lifetime. The term effective stress as used here refers to the algebraic difference of the total stress and pore pressure, with compression taken as positive. Three types of compaction tests were conducted on the sandstone. In the uniaxial tests, axial total stress and radial strain were held constant as the pore pressure was reduced, similating one dimensional compaction which may occur during reservoir depletion. In the triaxial tests, radial total stress and pore pressure were held constant as the axial total stress was increased, duplicating conventional rock compaction test procedures. In the pore pressure drawdown tests, axial and radial total stresses were held constant while the pore pressure was reduced, in order to investigate differences in sample response to mechanical and pore pressure loading. Compaction tests were also conducted on shale material obtained from the reservoir overburden. The field coring process provided few consolidated shale sections sufficiently large to allow preparation of samples with the dimensions described above. With additional attrition during sample preparation of this brittle material, ultimate yield of the coring effort was limited. The few available samples were tested in uniaxial and triaxial tests similar to those described above. The use of displacement transducers to measure sample deformation avoided the difficulty of strain gauge installation on this material. Test Results The sandstone and shale both demonstrated nonlinear stress-strain behavior, with hysteresis and residual strain present upon unloading. Polynomial interpolation of the stress-strain curves was used in the calculation of incremental values for the loading and unloading moduli. Figures 1 and 2 show example axial effective stress-axial strain curves for triaxial tests conducted on sandstone and shale samples. The figures plot incremental stress and strain variables, defined as deviations from the state of prestress to which the sample was subjected. The state of prestress was varied between tests in order to investigate material behavior over the entire stress and strain space of interest. In June 1972, when the United Nations convened its historic Conference on the Human Environment, only 24 countries had established government agencies with environmental responsibilities. Of these, 11 were in the industrialized world, 13 in the Third World. By 1985, the number had dramatically surged to a world-wide total of 145, with the greatest growth among the developing countries to 110, an increase of almost 1000%.

The Two Rivers Water Reclamation Authority (TRWRA) in Monmouth County, New Jersey, is replacing its aging Pleasure Bay Interceptor (PBI) with a new 54-in interceptor in a 3,250-foot long 8 to 10-foot diameter tunnel and a new 50-mgd main pump station (MPS). A comprehensive phased geotechnical investigation was performed, including SPTs, CPTs and geophysics. A channel filled with soft marine sediments was identified. The tunnel is set in stiff to hard marine soil to enable using a less expensive open-face TBM. The thickness of tunnel cover under the channel is optimized through numerical analyses to avoid a deeper pump station yet maintaining tunnel stability with controlling seepage.

Arizona is a sun-belt growth-region where 13 tons of industrial (nonmetallic) minerals is being produced annually per capita. In 19B5, non-fuel mineral production reached $1.532 billion and consisted of metallic ($1.277 billion-84%) and nonmetallic ($253.5 million-16%) earth materials. Sand-and-gravel value was second only to copper. over 90% of the value of nonmetallics is represented by combined sand, gravel, cement, and lime. The remaining less than 10% ($25 million) was attributed mainly to stone, specific volcanic products (cinder, perlite, pumice), gypsum, clays, salt, zeolite, and others. Current interest in industrial-mineral development in Arizona is high, especially in the geologically complex Basin and Range region.

Hornestake's Mclaughlin Mine is the first commercial application of pressure oxidation pretreatment of gold prior to cyanidation. Inherent to the autoclave process are several liquid/solid separations. Flocculant consumption represents a significant portion of the consumable reagent costs at McLaughlan. This paper focuses on the efforts of the Operating, Metallurgy and Engineering groups to improve thickener operation and minimize flocculant consumption. An operating philosophy incorporating feed solids control, increasing flocculant dilution water and minimizing flocculant solution shear has resulted in a reduction in 1986 flocculant costs of $0.054/t ($0.06 st) versus 1985 costs. Additional changes are projected to result in a further cost reduction of $0.20/t ($0.22/.st) in 1987.

CARBINDER Polymer 498 is a liquid organic taconite binder which significantly improves fired compression in both fluxed and acid pellets. It has been used commercially in both shaft and straight grate furnaces. This new binder produces an unusual wicking phenomenon during balling wherein the rate of movement of interstitial water is accelerated to the surface of the balls. The phenomenon is proposed to be responsible for the significant improvement seen in fired compression. This paper presents information as to the effect of CARBINDER Polymer 498 on green ball and fired pellet properties. It also describes the wicking phenomenon and discusses a reversal in the normal balling operation procedures required for successful agglomeration.

Demand for titanium minerals and pigments was nearly unchanged in 1996 compared with 1995. However, through mine expansions and process optimization by the TiO, pigment industry, the available supply of titanium minerals and pigments increased moderately. At the end of 1996, exploration, development and expansion programs were ongoing in the mining sector. But expansion projects in the pigment sector were delayed pending increased demand.

A rule-based control system was developed for a 7-foot Hydrocone crusher with automatic set regulation, based on operating data collected in the field. When implemented in a plant PLC, the system was found to behave as predicted. Benefits included a significant reduction in the frequency of control actions, the incidence of power overloads, and the standard deviation of feeder speed, whilst maintaining crusher performance.

In the paper, the adsorption properties of dissolved ions on the surface of collophane and dolomite are studied using zeta potential measurement, ESCA and UV adsorption spectrum both in distilled water and in the supernatant of each other. The effect of dissolved ions on the flotation separation of collophane and dolomite under SCO depressant and oleate is discussed on the basis of above analyses.
