A public awareness of and commitment to abate pollution of water, air, and soil continues to stimulate demand for industrial minerals and rocks capable of neutralizing strong and weak acids. The role of acid neutralizing agents is 1) to treat acidified water and soil until the desired pH is attained and 2) to remove acid-forming compounds from industrial processes to mitigate the formation of acidic discharges. Environmental applications for these agents include: acid rain mitigation, neutralization and prevention of acidic industrial process discharges, and treatment of acid mine drainage and coal refuse. Desulfurization of industrial flue gases involves removal of sulfate compounds capable of combining with hydrogen to form acids. Details of flue gas desulfurization are covered in the previous chapter on Flue Gas Desulfurization. Ideally, the neutralization of acids results in an upward adjustment of effluent pH 7, or neutrality. The final pH value for many acid treated wastes, especially industrial discharge streams, is commonly over neutralized to pH 8.5 to 9.5. The Clean Water Act sets the upper discharge limit at pH 9. ACID NEUTRALIZATION REAGENTS Acid neutralization is accomplished by adding alkali metal and alkaline earth metal compounds to acidic water or soil until the desired pH is attained. The commonly used alkali ions are calcium (Ca), magnesium (Mg), sodium (Na), and potassium (K). Sodium hydroxide, high calcium and dolomitic hydrate, high calcium and dolomitic lime (quicklime), high calcium and dolomitic limestone, soda ash, and magnesium oxide are the compounds most commonly applied to raise the pH of acidic waters or soils. Limestone and dolomitic limestone, which are calcium and magnesium carbonates, and their equivalent oxides and hydrates formed by calcination, are the industrial materials most commonly used in the manufacture of reagents for acid neutralization. Approximately 327 kt of high calcium and dolomitic lime were consumed for acid neutralization purposes in 1988. Magnesite and brucite are industrial minerals that compete with dolomitic limestone for the magnesium-oxide market. Production of caustic calcined magnesia for neutralization purposes exceeded 6 kt in 1990. Soda ash is an industrial mineral gaining increased acceptance in the neutralization of acid waste discharges. Approximately 182 kt of soda ash were consumed in 1990 for acid waste treatment or acid prevention by flue gas desulfurization. Other mineral products either consumed in minor quantities or receiving attention as future neutralizing agents include zeolite and hectorite. In some cases, waste products have been found to be suitable and cost effective for neutralization of acids. Common wastes gaining acceptance include basic slag, phosphate mining refuse, cement kiln dust, fly ash, and mine tailings.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

"Sustainability is a concept that involves several aspects like social, economy and environment. For the concept of sustainable mining is an action that involves to do more in social acceptance, distribution of welfare, an stable economy and the environment. Understanding the mining operation that creates a new state that is necessary to prepare and conduct searching for the best results in sustainability. The results of sustainable mining could be directed to achieve less net environmental impacts, more economic development through the transformation of the natural capital and the social acceptance as the result of good negotiations with the communities in the surroundings. To do that, one option is to create frameworks to planning the regional mining developments that allows the stakeholders to decide and develop different strategies to addresses the sustainability in a mining environment. Strategies based on the understanding of the whole mining business, the environment in which it operates, composed for a natural resources network that interact in a complex system, social system composed by different groups, communities and economies that could be subject to big transformations. INTRODUCTION The mining sector represents one of the most significant challenges for sustainable development, given the magnitude of the impacts that it has on the social and natural systems and the potential to generate welfare associated with its exploitation. Some of the main challenges of mining to contribute to sustainable development are the reduction of the environmental and social impacts of mining operations, to advance in the distribution of benefits in the community and the investing in the development of substitutes. To help in this direction it is necessary to integrate more actors than those who have been considered traditionally in the development of the mining business, and consider the natural environment, communities and the several dynamics generated by the interaction of these elements that contribute to sustainable development. This work provides some useful considerations for sustainable development of mining operations in regions with mining vocation, through the convergence of objectives and the finding of synergies between the existing conditions in the territories and the potential conditions that are generated by new mining developments. A DEFINITION FOR SUSTAINABILITY IN MINING The definition of the Brundtland Commission in 1987 established that sustainable development is ""the ability to ensure that it meets the needs of the present generations without compromising the ability of future generations to meet their own needs""."

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

Long before excavation begins, the in situ stresses in the horizon of planned underground chambers can be measured by employing the hydrofracturing technique in existing exploratory holes. Such measurements produce the stress magnitudes and directions required for the rational design of rock structures. Two recent case histories are cited in which preexcavation stress measurements for the design of underground powerhouses proved very beneficial in the orientation of the chambers and the estimation of the stability and required support. A third stress measurement case is related to the preexcavation design of tunnels that will house doughnut-shaped superconductive magnets for the storage of electric energy. In all cases, expensive later modifications were probably prevented by measuring stresses early in the design stage.

Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price? Exploration by Anaconda Minerals Co. in the Rico area from 1978 through 1983 resulted in dis¬covery of the Silver Creek molybdenum deposit. The drill-indicated resource is 40 Mt (44 million st) of 0.31% Mo, and projections suggest that the deposit may exceed 182 Mt (200 million st). No source intrusion has been intersected by drilling, but its presence is sugested by intramineral silicic alkali-alaskite porphyry dikes observed at the surface and in drill holes. Age dates and fluid inclusion studies indicate that the deposit was formed 5.2 ± 0.2 m.y. ago and that more than 1200 (3937 ft) of cover has since been removed by erosion. The deposit is hosted by Precambrian quartzite and greenstone, and Paleozoic sediments. Three prominent faults intersect in the vicinity of the molybdenum deposit, and one of these, the Last Chance fault, strongly influenced the shape and location of the deposit. The juxtaposition of host rocks across the Last Chance fault reflects significant offset spanning at least three different periods. Wallrock alteration associated with the deposit includes potassic, phyllic, and propylitic zones in noncalcareous rocks and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Premineral faults that intersect the deposit contain the only surface molybdenum, tungsten, and fluorine anomalies. Dispersion halos of the indicator elements were defined by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

The success of any industrial mineral project requires an accurate forecast of the demand for the material. This paper develops a general method of evaluating these needs and applies it to the case of graphite. The basic method is to explain graphite consumption in each of its major uses by the output and manufacturing technology of the using industry. Once these underlying factors are determined, they can be projected to establish future requirements. This demand forecast is critical to the evaluation of a new source of supply, such as the graphite resources of upper Michigan.

A number of innovative techniques exist for solving heap leaching problems in special situations. Some of these techniques have been successfully applied and others await an opportunity for application. Discussions in this paper will deal with gold heap leaching under severe thermal conditions, in tropical rainfall circumstances, in the absence of fresh water, and in other situations removed from the ordinary. CLIMATIC CONSIDERATIONS The success or failure of precious metal dissolution operations may be strongly dependent upon proper attention to the influence of climate. A few examples are given in the following paragraphs.

Underground copper mining at Magma Copper Company's San Manuel Mine has been un going since 1955. The block caving mine has been producing copper ore at the rate of over 16 million tons per year. Depressed market conditions during the 1980's forced Magma to look at new technology. Late in 1984, Magma began testing new equipment and mining methods at the underground mine at San Manuel, Arizona. The tests resulted in a move towards mechanized production using new procedures and equipment. The goal was to increase efficiency and cut costs through mechanization.

Forty-four states produced clay products during 1994 for a total value of $1.6 billion. This was a 3% increase in total tonnage and a 7% increase in value from 1993. Kaolin Domestic production of kaolin during 1994 was estimated to be 9.3 Mt (10.2 million st), according to the US Bureau of Mines (USBM). Georgia remained the leading producer with 7.5 Mt (8.2 million st), followed by South Carolina with 535 kt (589,000 st). Kaolin used as a paper coating or filler pigment accounted for 51% of domestic consumption. Other uses included grogs (14%), fiberglass (5%) and plastics (4%). A reclassification by an Alabama producer of fire clay to kaolin accounts for the introduction of kaolin used in grogs. This also accounts for the apparent decrease in the use of kaolin in paper from 60% in 1993. However, the actual amount of kaolin used in paper was the same.

The production of fine particle products within the mineral processing industry is a very important market segment. Many of these products are processed in an aqueous state and must ultimately be dewatered. This entails processes which are very energy and capital intensive. The introduction of membrane based dewatering systems has offered great promise in the area of energy saving and operating costs. Unfortunately, membrane separators have not yet had the ability to handle high solids. New Logic introduces a system which can concentrate a low solids stream to a high solids sludge in a one pass, very energy efficient system.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. Coal mines in the United States are the most productive in the world in terms of efficient labor employment. This is because of an abundance of workable coal beds, large infusions of capital, improved management practices and continuing competitive pressures. The standard unit of measurement for labor productivity is expressed as tons/manshift, although for underground mines, operators often refer to tons per machineshift. Articles written concerning labor productivity generally focus on measurement techniques, safety considerations, application of technology and training. This article will illustrate by example the impact of labor efficiency (or inefficiency) on the ultimate selling price of coal, f.o.b. mine site. During the past several years, the coal industry has seen significant improvement in labor use. Figure 1 shows the trends in productivity for all active mines in the United States from 1985 through 1994. Productivity in 1985 was 20.1 t/manshift (22.1 st/ manshift). This factor has increased almost linearly throughout that period to 37.5 t/manshift (41.2 st/manshift). This is a 7.2% annual compound growth rate.

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. This paper will describe the diverse York Canyon Complex.

INTRODUCTION Davy McKee have developed and patented a combined mixer settler (CMS) which has undergone extensive trials and has now been installed in two commercial uranium plants in South Africa. Substantial capital and operating cost savings can be realized over conventional mixer settler in uranium extraction, especially from dilute feedstocks containing approximately 200 ppm U308. Pilot plant work has also been undertaken on other metal extraction systems and the results are very encouraging in most areas of interest. CONVENTIONAL MIXER SETTLERS The conventional plant in use at many uranium recovery facilities consists typically of a mixer box in which the aqueous and organic phases are contacted and a settler in which the two phases separate. The mixer box must allow sufficient residence time for the mass transfer kinetics to be satisfied for the particular species involved. The settlers are usually rectangular and take the form of shallow tanks of large cross sectional area.

Barrick Goldstrike Mines Inc.’s Betze open pit is located at the north end of the Carlin Trend, in Eureka County, NV. Ten open pit gold mines exist on the trend, which strikes northwesterly, through the north end of Eureka County and into Elko County (Fig. 1). The final pit will be about 2440 m long x 1550 m wide (8000 x 5100 ft), elongate in a west-northwesterly direction and about 425 m (1400 ft) deep. The pit straddles the Barrick-Newmont Gold Co. property boundary. History The first hole at the Goldstrike Mine was drilled in 1962. Between 1963 and 1964, 17 shallow holes were drilled with little encouragement, in view of the price of gold at $1.12/g ($35/oz). From 1962 to 1975, several different companies explored the Goldstrike property. In 1975, Pancana Industries acquired the property. The concept of sustainable development is be-coming present in the policies of increasing number of industries and governments. The complexity affects not only production aspects, but has also special relevance for environmental decision making. Not only producers are re-evaluating the services they expect from the environment and concomitantly increasing their willingness to sacrifice other consumption in favour of enhanced environmental services, but the character of environmental issues is becoming more complex as well. Incomplete information, uncertainty, system wide change, trans-frontier impacts, current causes that have far reaching future effects, irreversibility, and possibilities of catastrophic change all complicate the environmental decision making process. Non-ferrous metals production, due to a relatively low level of metals content in ore, results in generating huge amounts of tailings, exceeding usually 90% of the mine output. They must be stored in special facilities, which have the significant impact on the environment both during tailing management facilities (TMF) operation and after their closure. One of the most essential impacts of operating and closed TMFs is their eolic activity, displaying in worsening air quality, aero-sanitary conditions in the neigh-boring villages and contamination of soils close to the facility by heavy metals.

Today, after about 30 years of development, computer-based analysis of geoscience data has reached a mature phase. From the tentative early beginnings recorded in the proceedings of the APCOM meetings, geoscientists are now able to emphasize the need for both pertinent mathematical/statistical models and computer hardware and software. From those models that are well understood in the disciplines of statistics and mathematics and for which effective computational methods are available, practitioners select and develop methodology for their particular purposes. Computer hardware is typically assembled from off-the- shelf components now readily available, with particular emphasis, whenever feasible, on microcomputers for reasons of economy and control by the scientific or engineering user rather than by a bureaucratic computer center. Computer software may be written by the user in high level languages such as Pascal, FORTRAN, or LISP. However, more often today geoscientists use routines available in spreadsheets, data bases, or statistical packages. In so doing, they save time and, programming costs and take advantage of routines written and maintained by large, well- established organizations, while losing the flexibility in specifying exact input/output afforded by writing in a high level language.

Gold and silver processing techniques are some of the oldest in the mining industry. Gold mining of high grade veins and deposits has existed for centuries. However, only with the higher gold prices in recent years and heap leaching techniques have the low grade gold and silver deposits become feasible to mine and process economically. By mining and hauling 3,600,000 tons of ore per year at an average grade of 0.03 ounces/ton gold and 0.385 ounces/ton silver, the Zortman- Landusky operations became profitable in 1982. To maintain profitably, a stripping ratio of less than one ton of waste to one ton of ore, and mine run ore placed on the leach pads which will yield approximately seventy percent go1 d recovery.
