1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. Iron ore is essential in steelmaking but high-grade ores have diminished, making it necessary to turn to low-grade ores, which need further beneficiation to upgrade the iron content. Biobeneficiation techniques such as bioleaching, bioflotation and bioflocculation have proven successful in iron ore processing. Consequently, these methods have emerged as sustainable alternatives to conventional beneficiation. The biobeneficiation processes occur in mild conditions using bioreagents and biosurfactants derived from microbes, and offer a reduction of chemicals used in processing. This potentially offers methods that are relatively energy efficient, cost effective and environmentally friendly while tackling the constraints of dwindling high-grade iron ore resources.

I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyurethane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft- are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety. Although these heavy polyurethanes lend themselves to a "pouring" application around the annulus of the shaft liners and is a continuous process, past experience with atomizing and frothing polyurethane spray systems indicates a high degree of maintenance and operator attention to the nozzle1 delivery system. This may require more miner's time to be spent in the shaft maintaining the foam system, negating some of the safety advantages of the system. If polyurethane foams are to be used in mines, they must be of the highest quality available in terms of flame spread, heat emitted while curing, and contaminants emitted while curing and spraying. In addition, employees must be given adequate training and be thoroughly informed in all aspects of polyurethane foam safety procedures. As witnessed by our fellow miners in South Africa, we can accept no less.

The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

For the purpose of examining a specific problem, it is important that we look at the context, to obtain an appreciation of the general area of which the particular problem forms a part. It is my task today to speak on a particular relationship between the nations of Canada and the United States of America. What is the background? Almost two hundred years ago we both belonged to a family of nations -- the British Empire. There was a serious family quarrel in 1776 and the United States left the family and set out to make its own independent way in the world. Canada, which was not as grown up as the united States, remained with the mother country, and in 1812 resisted a vigorous attempt by the United States to get it to leave home too. With the passing of the years the bitterness of that family quarrel has faded and, aside from occasional differences, we have been getting along very well ever since.

Although beryllium was initially discovered in 1797, it was not until 1916 that the first significant quantity of beryllium metal ingot was produced in the United States. Before 1940, most of the small quantity of beryllium metal used in the United States was supplied by Germany. Beryllium was not used in its metallic form; it was used as an alloying addition to other metals, mainly copper and nickel. World consumption of beryllium at that time was estimated to be a few hundred kilograms annually. Because of increased tensions in Europe before World War II, imports of metal from Germany ceased in 1940, and domestic production was required to meet the needs of the military. As a result, by 1946, the United States became the principal supplier of beryllium products for the world, a condition that prevails today. Because of beryllium's high strength, light weight, and high thermal conductivity, it has been used in a large number of industrial and defense applications as a metal, alloy, and oxide. The United States is the only country other than China and the former USSR currently producing beryllium products from beryllium ores and concentrates. Bertrandite, mined in Utah, is the principal ore source of domestically produced products. Imported ore, mainly from Brazil, supplements domestic ore supplies. Production and consumption data for the United States is shown in [Figs. 1 and 2]. Production data for 1969-1979 is withheld to avoid disclosing company proprietary data.

An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

The pneumatic jackleg drill remains a widely used tool in development and production drilling in many small-scale and narrow-vein underground mining operations in North America. Several drawbacks of this technology (unsatisfactory drilling rate, noise, vibration, presence of oil mist, etc.) and the successful introduction of water-powered jackleg drills in South Africa have stimulated the interest of many mine operators. The performance of both drill types have been tested in a mine site in Northwestern Quebec, Canada. Results of the testing of penetration and advance rates as well as environmental aspects are presented. They show a superiority of water-powered drills, even though the difference in performance is less significant than that reported from South Africa. Further research avenues are proposed to better evaluate the potential of water drilling technology in North American metal mines.

The growth of networks of shear fractures is explored in a series of experiments with samples of wet clay. The samples are subjected to plane strain deformation in a rigid apparatus. The individual fractures observed on the upper surface of the clay samples grow longer by three mechanisms: in-plane propagation, off-plane propagation and coalescence. New, active fractures cut and displace older, less active ones. The lengths of individual fractures display lognormal distribution in most cases and power distribution in fewer. The calculated length parameters in the experiments, as well as in three field cases discussed here, suggest that the fundamental parameters in fracture analysis are the normalized cumulative length and the length of the shortest fracture measured.

The vermiculite review arrived too late for the June issue. In 1992, production of commercial vermiculite in the United States increased 1 % to 170 kt (187,000 st), according to the US Bureau of Mines. The estimated value of vermiculite concentrate was $13.6 million, yielding an average value of $80/t ($72.50/st). Vermiculite is used in several physical forms. Use of the thermally exfoliated product include light weight aggregates, horticultural growth media, thermal insulation applications and absorbents for spill control and liquid waste containment. The untreated commercial concentrates are used as intumescent fillers in plaster board, gaskets and paints. Several chemically modified vermiculite products include clay-sized dispersions and granules for treating flue gas. South Africa was the only major foreign source of vermiculite used in the United States. It exported about 40 kt (44,000 st) to the United States last year. In 1992, Palabora Mining Co. began processing vermiculite in a new beneficiation mill at Phalabowra. It produced about 164 kt (181,000 st). Minor sources of foreign vermiculite concentrates consumed in the United States included about 140 kt (154,000 st) from China. Brazil also exports some concentrate to the United States.

Both bolt profile shape and spacing (rib spacing) have been found to influence the bonding capacity of the grouted rock bolt. The bolt surface profile configuration has greater importance to rock bolting in strata reinforcement in mining than the steel rebar used in civil engineering construction. This is because a rock bolt in mining usually is subjected to greater dynamic loading than the steel rebar in civil engineering construction. The increased bonding capacity of a bolt is important when supported ground is either heavily fractured, faulted or the supported ground is of soft formation, typically that of coal measure rocks. Past laboratory studies have identified the bolt profile spacing as of significant relevance to bolt resin rock bonding increase, however, no attempt has been made to determine the optimum spacing between the bolt profiles spacing. Accordingly, a series of laboratory tests were carried out on 22 mm core diameter bolts, commonly used in Australian mines, installed in cylindrical steel sleeve. The study was carried out using both push and pull testing methods. The push test was carried out in 150 mm long sleeves while the pull testing was conducted in 115 mm long sleeves. Profile spacing tested include, 12.5, 25.0, 37.5, and 50 mm lengths. Additional studies undertaken include modelling the profile of the load-displacement data of pull testing. Bolts with a profile spacing of 37.5 mm were found to provide optimum load bearing capacity as compared to other tested profile spacings.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60's increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

In the recent years, the mining sector is looking for specific indices, taking into account economic, environmental and social criteria, in order to meet the sustainable development requirements. In the present study traditional and environmental sustainable indices used in the Agios Dimitrios Power Plant, Northern Greece, are compared to those of ESKOM Company, South Africa, taken as reference. These indices are referred to, a) the solid fuels consumption, such as lignite, and, b) the emissions to the atmosphere, such as SO2, NO2 and dust. Last five years data show a remarkable improvement of all indices in the Agios Dimitrios Power Plant. Although the lignite used in this Power Plant is by far of poorer quality than that used by ESKOM - net calorific value 1272 and 4638 kcal/kg, respectively - dust emissions in both Power Plants are similar (52 and 31 g/kWh, respectively). The SO2 and NO2 emissions are very low in Agios Dimitrios compared to those of South Africa, respectively 1.92 and 7.91, and 1.74 and 3.61 g/kWh. This is mainly due to natural desulfurization (by the lignite?s calcium content) and the low NOx burners.

In 1985 the Pittsburgh Energy Technology Center (PETC) of the U.S. Department of Energy (DOE) conducted a study to evaluate the emerging selective agglomeration processes (Killmeyer, 1985). This paper covers a recent similar study evaluating an associated technology, the emerging advanced froth flotation processes. This study has goals similar to those of the 1985 study: to evaluate the emerging froth flotation technologies collectively and determine how far they have progressed in their ability to clean ultrafine coal, and to assess the differences among the participants. The major concern again in this study was not the level of development, nor the economics of each individual process but only the current technical performance.

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. The Mission Mine is an open-pit copper mine located 18 miles south of Tucson, Arizona in the eastern foothills of the Sierrita Mountains. Mining is done on 40 foot benches using P & H 2100 shovels and 170-ton Terex trucks. Drilling is accomplished With two (2) Bucyrus-Erie 45R?s, one (1) Bucyrus-Erie 60R and two (2) Ingersoll Rand T-5?s. For secondary drilling. a Joy VCR-ISO truck mounted drill is used. The mine is currently operating 3 shifts/day, 7 days/week at 59,100 tons per day, with the mill receiving 28,500 tons per day. The management of the drilling and blasting program requires extensive record keeping in all phases of the operation. This is essential in order to evaluate different products and procedures.

Since startup of the Syncrude Canada Ltd. (SCL) oil sands facility in northern Alberta 15 years ago, numerous improvements have been made in the ore conveying system and equipment. The unique nature of the material conveyed coupled with the wide range of environmental conditions encountered results in a number of unparalleled challenges. Most of the improvements have been brought about through the use of detailed field evaluation. Numerous publications are available that detail the various aspects of conveyor technology, and a significant list of papers are presented each year adding to the knowledge in this field. In the area of power formulae in the mid- 1970s, there were two major sources for use in the design of the SCL conveyors: the Conveyor Equipment Manufactures Association Handbook, 1988, and DIN Specifications 22101: Belt Conveyors for Bulk Materials, 1982.
