Damen Avenue to Roosevelt Road, the Tunnel and Reservoir Plan (TARP), a Deep Tunnel Project for the Metropolitan Sanitary District of Greater Chicago consists of 25,189 lin. ft. of 32 ft. tunnel with 1 ft. 0 in. concrete liner throughout. The 17,100 ft. main tunnel connects at both ends with two other Deep Tunnel contracts. A branch tunnel connecting to the mainstream tunnel, commences approximately 4,140 ft. from the construction shaft and runs 8,089 ft. south and terminates at the Racine Avenue Pumping Station. Shaft work consists of one 28 ft. 6 in. diameter construction shaft, one 3 ft. 6 in. diameter access shaft and 25 drop shafts-four of which have vent shafts. The drop shafts vary in diameter from 4 ft. 0 in. to 17 ft. 0 in. All shafts vary in depth to invert from 225 ft. to 235 ft. Work has been underway for 16 months and as of this writing the construction shaft and access shaft are complete. Seven shafts have been excavated and concreting operations have started in four of them. The starter tunnel is complete, the mining machine has mined 250 lin. ft. and the muck removal system is in full operation. The contractor for the project is a joint venture of Paschen/Morrison-Knudsen/Kenny. Paschen Contractors, Inc., Chicago, Illinois is the sponsor. The total contract amount is $107,837,300.00.

In traditional construction contracting practice, the owner allocated almost all risks to the contractor, saying in effect, "you deal with all construction problems and all third parties, and don't bother me." In this same tradition, the architect or engineer designed a structure in its finished condition, and if he thought about the construction problems that might be involved in building it, he was careful not to express any opinions on these matters in the contract documents. This feudal attitude fostered two results: 1. Contractors added high contingencies to their bids to cover the costs of risks. 2. Litigation of construction contract claims blossomed. Broadly, the owners lost--the courts reallocated many risks the owners thought they had laid on the contractor. Thoughtful owners and engineers recognized that owners were paying for risks twice --once in bid contingencies and a second time in court. Meanwhile, contractors were not getting rich; they were losing money on delays and disputes, and just about getting even (if they were lucky) in court. And construction law was becoming an increasingly lucrative field--for lawyers. Furthermore, with the growing influx of lawyers onto the construction scene, the owner-contractor-engineer relationship became increasingly an adversary one. The emphasis came to be on culpability rather than capability--who could be held responsible for breaching some contract clause, not who might find a solution to some common problem. This game was played with equal vigor by owners and contractors.

In reasonably dry rock, long-wave radar can theoretically explore to distances approaching 75 meters (250 ft). High-resolution radar reflections have already been demonstrated through 13 m of hard limestone, through 9 to 18 m of coal in place and through 225 m of rock salt, using only low-power experimental radar equipment. Radar reflections have been received through the rock from rough pillar walls, from faults, and from a slim, uncased, vertical drill hole. In three years of intermittent experimentation, the feasibility of rapid radar exploration of large volumes of rock, with portable equipment, in deep, wet workings has been demonstrated. With future, improved equipment the theoretical working range, of the order of 75m, is expected to be attained in most hard rocks. THE TECHNIQUE Fig. 1 illustrates an early "monocycle" radar system (1) set up in a coal mine. This radar equipment is entirely different from that employed for detecting distant objects through the atmosphere. However, the basic principle is the same: a pulse of electromagnetic energy is radiated by the transmitter, a portion is reflected by some "target" object embedded in the surrounding medium and some of this energy is collected by the receiving antenna. In the receiver, the pulse is amplified, is "stretched out in time" by a sampling process, and is displayed on the screen of a cathode-ray oscilloscope. In this paper, the results of mathematical modeling of casing pipes decontamination from radio-active new mineral forms directly in boreholes using hydrochloric and hydro-silicic-fluoric acids are presented. Modeling for highly and low radioactive coatings on the walls of casing pipes of Anastasievka oil-and-gas deposit was performed using GEMS software, based on the method of Gibbs energy minimization. Calculations have shown that thorianite and goethite, that are present in low-active crusts, detected in casing pipes uplifted from comparatively low depths, are well dissolved in hydrochloric acid, but radiobarite is almost insoluble. For the same acid concentrations, almost all radiobarite of high-active coatings detected in pipes uplifted from considerable depth is dissolved. To evaluate the possibility of decontamination of pipes from radiobarite of low-active coatings, modeling of crust dissolution under the action of H2SiF6 has been performed. The results have shown that for acid concentrations of more than 13 % almost all Ra and Ba are dissolved while all iron and thorium remains in goethite-thorianite solid solution. For the same acid concentration, almost all radiobarite from high-active coatings is dissolved. Therefore, no reagent allows decontamination of pipes from coatings of both types. It seems that successive or simultaneous use of both reagents (HCl and H2SiF6) in certain ratio is required. To clarify this issue, further experimental and model investigations are necessary. The issue of decontamination of casing pipes from galena that is present in high-active crusts also needs to be clarified.

In underground operations the evaluation of blasting fume dilution times and the application of recirculation techniques require accurate determination of the concentration of toxic fumes produced by the explosive used. This paper describes a methodology for obtaining concentrations of detonation products from commercial explosives tested under typical rock confinement and looks into the development of techniques for reducing toxic gases produced by explosives. This paper also analyses the application of techniques for the removal of toxic gas which would enable reduced re-entry times, a reduction in the quantity of fresh air and the use of air recirculation techniques, thereby providing substantial economic benefits to the industry. INTRODUCTION Toxic fumes from blasting operations are among the most common and serious hazards encountered underground. The implication of high concentrations of toxic gases emitted from blasting on the mine ventilation system are very significant and, in many cases, catastrophic results have occurred. Because blasting is a routine practice underground, the mining engineer is always confronted with the problem of controlling the fumes within acceptable levels. Typical control procedures employed underground include preventing or reducing the amount of fumes liberated from blasting through the proper selection of explosives and proper blasting techniques; removing the fumes through local exhaust systems or auxiliary ventilation (dilution ventilation); blasting off-shift, or at restricted times; localizing or isolating the effects of blasting where workings are isolated or sectionalized in the ventilation system; and absorbing some of the components of the fumes using air-water sprays. Dilution is one of the most effective control measures against blasting fumes and is universally applied. However, for precise determination of the dilution times for the fumes to reach safe concentrations, accurate determination of the concentration of toxic fumes produced by the explosives used is required. Research work has been carried out in determining the types and volumes of gases produced from blasting. In the case of ideal detonations, the nature and quantity of the fumes produced can be predicted by thermo-hydrodynamic calculations. However, commercial explosives exhibit non-ideal behaviour which is enhanced by the relatively small diameters of application in underground mines. The confinement offered by the surrounding rock further complicates the situation. It is well recognized that confinement affects performance and consequently fume generation. A detailed data base of fumes generated by commercial explosives at various conditions is introduced and the effect of blasting parameters such as, confinement, shock desensitization and incomplete detonations on toxic fume production is described for a variety of commercial explosives in use today. Thermodynamic predictions on fume production by the explosive compositions tested are also presented and compared with experimental results and their significance in assessing the quantity of fumes produced is discussed. A mathematical model capable of determining dilution ventilation requirements and dilution times to reduce the fume concentrations in the blasting zone to acceptable levels has been developed and it is being incorporated into a network system so that the effects of blasting can be simulated in typical mine ventilation systems. Solutions to the problem of controlling blast fumes within acceptable levels are described. These solutions include the use of control procedures which prevent and reduce the amount of fumes liberated from blasting. The use of low fume explosives, proper blasting techniques, dilution ventilation and filtration can be combined to effectively control fume production and save on costs. The application of these techniques to enable recirculation of underground air with reduced quantities of fresh air requirements is evaluated in a case study.

The strike is about east and west and the dip approximately vertical, with a westerly pitch. The underground workings at this mine are some 4,500 feet in extent east and west, and over 1,500 feet in depth. The structure here is probably the most complex in the Lake Superior iron districts. Above the iron bearing formation, geologically, comes the basal conglomerate of the Lower Huronian, carrying large boulders and Masses of the iron bearing rocks."

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

Over the past two decades, declining ore body grades and increased operating and construction costs have provided an incentive for the development of progressively larger flotation machines. As a result, the 1.7-2.8 m3 (60-100 cu ft) flotation machine of the 1950's and 1960's is being rapidly replaced by large volume machines. The result has been improved flotation machine specific capacity (tph processed per sq ft of floor space); specific power (hp per tph processed); and process control simplicity. The recent development and satisfactory plant evaluation of the 28 m3 (1000 cu ft) flotation machine allows economic and operating advantages in high tonnage mill applications. Some principles of mechanically induced air flotation and the development of the large 28.3 m3 (1000 cu ft) flotation machine are reviewed here. Performance evaluation in beneficiating metalliferous ores-copper, zinc, and iron-is also given and recently completed plant results provided. Mining lower grade ore bodies results in the need to process increased tonnage in the concentrator. This greater tonnage requires more individual flotation machines, unless individual machine capacity, or cell volume, is increased. As the ore processing rate of the concentrator increases, the benefits of progressively larger individual cells in the flotation section become more significant. The accompanying figure illustrates the advantages of a larger flotation machine. In the figure, the number of machines in the rougher-scavenger section is related to the plant tonnage for three sizes of flotation machine: 8.5 m3 (300 cu ft), 14.2 m3 (500 cu ft), 28.3 m3 (1000 cu ft). The 28.3 m3 (1000 cu ft) flotation machine results in 95 fewer machines, compared to the 8.5 m3 (300 cu ft) machine at 45.4 kt/d (50,000 stpd) feed. The flotation cell reduction is, of course, doubled at a plant production rate of 90.7 kt/d (100,000 stpd). Using fewer flotation machines saves floor space. The 14.2 m3 (500 cu ft) and the 28.3 m3 (1000 cu ft) machines result in a floor area reduction, relative to the 8.5 (300 cu ft) machine requirements, of 134.7 and 418.1 m2 (1450 and 4500 sq ft), respectively, for the 45.4 kt/d (50,000 stpd) rate and 269.4 and 836.1 m2 (2900 and 9000 sq ft), respectively, for the 90.7 kt/d (100,000 stpd) rate. In addition, flotation practice has shown that the "specific power intensity"-power per unit cell volume-is less for increased cell size. This results in a power draw reduction, for the rougher-scavenger circuit, of between 552 and 686 kW (740 and 920 hp) for the 14.2 and 28.3 m3 (500 and 1000 cu ft) machines, respectively, when processing 90.7 kt/d (100,000 stpd). Fewer cells improve machine control and simplify maintenance needs while reducing floor space and power requirements. These are tangible incentives for the development of large flotation machines for high tonnage applications. Flotation Principles The accompanying figure shows how key hydrodynamic regions influence the performance of a mechanically induced air flotation machine. Air is induced into the fluid from the top of the cell, due to the mechanical action of a rotating impeller. The impeller circulates the liquid, or pulp, from the bottom of the cell. The result of these dual flow paths is the mixing of the two fluids and one solid phase in the highly agitated region where physical contact between the air bubbles, and the solid particles to be floated, is accomplished. Innovative solution management is being used at Coeur-Rochester, Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap to increase pregnant stream values at a lower and less costly plant flowrate because silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months thus increasing silver extraction rate. This paper outlines the programs now in effect and the savings incurred because of them.

INTRODUCTION Dynamic (seismic or microseismic) methods of determining the stability of structures in rock are based on detecting and analyzing the characteristics of seismic energy that has originated from or traveled through the rock mass. This seismic energy can be in the form of naturally occurring rock noise energy resulting from structural adjustments within the rock or can be introduced into the structure by physical means, such as by blasting or impact. In either case, the seismic energy radiating through the rock mass can be detected using standard equipment and can be analyzed by established techniques to reveal a wide variety of information concerning the condition and stability of the rock mass through which the energy has traveled. In the following sections, the basic instrumentation required for seismic and microseismic studies is described, and some of the presently used applications of these methods are discussed to exemplify the state of the art. INSTRUMENTATION Seismic disturbances in a rock structure generate two types of seismic wave radiation, body waves and sometimes surface waves, which radiate outward in all direc¬tions from the source of the disturbance. Underground mining applications are generally concerned only with discerning the characteristics of the resulting body waves, i.e., the compressional (p-wave) and the shear (s-wave) energy. As these two forms of energy travel through the rock structure, the particles of the rock mass are caused to vibrate, and the vibration character¬istics resulting from each of the two types of wave are distinct. Some important differences are: 1) Compressional and shear waves travel at different velocities through the rock structure. 2) The frequency at which each wave causes particles to vibrate is different, and may range from about 50 to 100 000 Hz. 3) The amplitude or energy level of each wave is different, with the shear energy usually being the greatest. These differences form the basis for equipment se¬lection for individual studies and for modern data analysis techniques. The following sections describe the basic equipment necessary to detect and record seismic wave energy data and show several examples of analysis procedures and how these procedures have been used. In principle, seismic equipment is very simple. It consists of a geophone (or geophones) to detect the seismic energy vibration and convert that vibration to an electric signal, an amplification system to increase the level of that signal, and a means of monitoring and/or recording the signals detected. Fig. 1 is a block diagram of a typical system. The following sections offer a very brief discussion of system components and their individual functions. A more complete discussion is given by Blake, Leighton, and Duvall (1974). Geophones The function of the geophone is to detect the vibrations caused by the passing of the seismic wave energy and to convert that vibration into an electrical signal that displays both the amplitude and frequency characteristics of the vibration. Particle motion or vibration can be quantified and measured by measuring displacement, velocity, or acceleration of the particles. Thus, there are three types of geophones: displacement gages, velocity gages, and accelerometers. The choice of gage depends on the characteristic frequencies of the seismic energy to be monitored and the sensitivities of each type of geophone. In general, displacement gages are used for low-frequency monitoring (periods to 1.0 Hz), velocity gages for medium-frequency monitoring (1.0 to 250 Hz), and accelerometers for high-frequency monitoring (250 to 10 000+ Hz). Experience has shown that in underground studies, the choice of which gage to use lies between velocity gages and accelerometers. An easy, accurate method for selection of gage type is discussed by Blake, Leighton, and Duvall (1974). Once the type of geophone has been selected for use, it must be properly installed, and in the installation procedure the most important step is insuring that the gage is firmly attached to a competent portion of the rock structure. Poorly mounted geophones may entirely fail to recognize low-level seismic signals and will distort the information from signals they do see. Amplifiers Seismic events associated with mine structures occur over a very broad range of energy which results in a broad range of geophone output levels. In general, geophone output levels occur in the microvolt to low milli-volt range, and it is necessary to amplify these signals in order to drive recording or monitoring equipment. The Flow-Through Shares Program was set up by the Canadian Federal Government in 1978. While initial annual expenditures in flow-through shares was small, recognition of flow-through as a significant tax advantage combined with exploration successes, particularly in the gold sector, soon resulted in the majority of exploration dollars raised in Canada utilizing the flow-through share mechanism. What Are Flow-Through Shares As many exploration companies are non-taxable, they are not in a position to benefit from the tax deductions arising out of their exploration activities. Flow-through financing provides a mechanism for the exploration company to transfer these deductions to an investor. In addition to the deductions which an investor can apply against his personal income, the investor receives common shares in the exploration company (flow-through shares). To add to the attraction, the Federal government provides a 33 1/3 percent mark-up on qualifying expenses incurred by the exploration company, giving the investor a deduction of up to $1.33 for every $1.00 invested. By providing the investor with tax deductions in addition to the flow-through shares, flow through shares can often be sold at a premium to market which makes-the mechanism attractive to the exploration company as well. These shares are often sold through private placements and therefore have to be held for one year. The tax cost of the share is deemed to be ril, so the entire proceeds on disposal are

This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

There are numerous suggestions in the literature on methods of obtaining representative samples of waste rock or mill tailings. Some suggested methods would result in thousands of samples and very high costs for a large facility. There is no general rule that can (or should) be followed, such as collection of a given number of samples per mass of material, per acre of impoundment, or per foot of drillcore. Each site is different, and the adequacy of sampling must be tailored to the site. A logical approach is to let the variability at the site dictate the number of samples that should be collected and analyzed, and then to quantify and evaluate the results by means of standard statistical methods.

Estimated world production of natural and synthetic industrial diamond was about 630 million carats in 2004. Natural industrial diamond deposits have been found in more than 35 countries, and synthetic industrial diamond is produced in at least 10 countries. About 80 percent of the global output was produced in Ireland, Japan, Russia, South Africa and the United States. Russia and the United States are the world’s leading producers of synthetic industrial diamond. In 2004, the two U.S. synthetic producers, one in Pennsylvania and the other in Ohio, had an estimated output of 250million carats. Also in 2004, nine U.S. firms manufactured polycrystalline diamond (PCD) from synthetic diamond grit and powder.

At Gold Fields' Chimney Creek Mine, gold ore deliveries to the milling and leaching circuits will come from three separate pits. The challenges in mine scheduling are to combine tonnage flows from these distinct ore bodies to produce a minimum of 4.665 kilogram (150,000 ounces) per year while maintaining a stable workforce and constant mine equipment requirements. A secondary goal is to have the end of milling operations coincide with the completion of leaching of the oxide ore reserves. This paper discusses the techniques used to prepare the long range plan and some of the considerations and practices that will be required for the plan's accomplishment.

The Churchill Falls Development will eventually be the largest source of hydroelectric power in North America. Churchill Falls was discovered in 1839, but until recent years it was not practical to begin development of this site to tap the 7 million horsepower available. This $1 billion project is located in Labrador, 700 miles northeast of Montreal and 650 miles northwest of St. Johns, Nfld. The construction will divert the Churchill River 5 miles upstream from the 245 foot Churchill Falls. Rapids above and below the Falls, together with the Falls proper, give a natural head of 1,040 feet. In contrast to the basic simplicity of the surface installations, the powerhouse labyrinth is astounding in size and complexity. The largest in the world, it consists of three major chambers - the powerhouse, 972 feet long by 81 feet wide and 154 feet high; the surge chamber, 763 feet long, 40 feet to 64 feet wide and 148 feet high; and the transformer gallery, 856 feet long by 50 feet wide and 39 feet high. Other major features include eleven inclined penstocks, each 1200 feet long and 20 feet in finished diameter; eleven draft tubes averaging 37 feet in finished diameter and 162 feet long; six vertical cable shafts each an average of 865 feet in length; a series of eleven short bus tunnels linking the powerhouse and the transformer gallery; a vertical power-

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

A wide concept of flotation equipment and technologies is presented in this paper. The basis for the presentation in Outokumpu's world-wide experience in mineral processing and other related areas, and continuing research and development work done in Finland as well as abroad by Outokumpu's subsidiaries (and customers). It is understood that flotation equipment selection for a certain process stage is becoming more complicated. Resource Technology Associates (RTA) has developed a flocculation-flotation process that increases phosphate recoveries from current operating plants. A major advantage of the process is the ability to float the phosphate from the matrix without a preliminary separation to remove the slimes. A majority of the material that is now discarded in the slime fraction will be recovered in the new process. The process can also be used to recover phosphate material from current slime ponds either as a separate feed or mixed with matrix material. Flotation tails from the process demonstrate improved dewatering characteristics then those seen from conventional float tails.
