INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. The identification of the real internal rates of return (IRR's) of a project is essential for its economic evaluation. The existing methods for the calculation of IRR's are both cumbersome and unreliable, mainly because of their inability to effectively isolate the real IRR's and incapability of discovering multiple IRR's of even multiplicity. In this paper, a concept of the 'cash flow pattern tree used for isolation of the real IRR's of a project is presented. This concept, combined with the Sturm procedure for counting the real distinct zeros of a polynomial within a specified interval, leads to the development of a method and computer program for isolation and calculation of the real IRR's of a project. The method examines whether or not real IRR's exist, and if they do, isolates them within bounded and narrow intervals in a mathematically founded way. The isolated IRR's, whether simple or multiple, are subsequently calculated either directly or by means of an appropriate approximation procedure. Numerical examples assist the development of the method and the corresponding computer algorithm. Because any Net Present Value treated as a function of interest rate can easily be transformed into a polynomial, the method presented also constitutes a method for finding the real zeros of a polynomial.

The dynamic behavior of batch mill, CSTR mill, and a closed grinding network consisting of a mill, sump, and cyclone was analyzed using the dynamic population balance model (PBM). The dynamic solution of the PBM of a batch, CSTR and a closed grinding network consisting of a mill, sump, and cyclone forms the basis of the dynamic analysis presented here. Two numerical dynamic solution approaches were used. These are: 1) providing additional constraints on breakage selection functions or 2) performing the Arbiter-Bhrany (or other) normalization of the selection functions. Actual experimental anthracite batch grinding data was used to obtain the functionality of the batch dynamic mill selection and breakage functions for a real physical system. The Levenberg-Marquardt algorithm for systems of constrained non-linear equations is used to solve the batch dynamic PBM grinding equations to obtain the grinding selection and breakage rate functions. The mill, sump and hydrocyclone were modeled as a CSTR operating at various retention times. Batch dynamic PBM data was used to provide the mill kinetic and breakage selection function data. Different dynamic solutions were obtained depending on the numerical approach used. Each solution approach to a dynamic PBM with transport, while giving the same prediction for a single batch grinding time, gives different solutions or predictions for mill composition for other grinding times. This fact makes dynamic nodal analysis and control problematic. The fact that the constraint solution approach gives a solution may suggest that normalization for closed networks is not necessary. Differences in solutions to the PBM cannot be excused away by inaccuracies in the data used to model the grinding phenomenon.

INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone. The Bureau of Mines conducted investigations on extracting phosphate values from fine-particle wastes generated during the mining and beneficiation of phosphate ore by leaching dried wastes using a H2SO4-methanol mixture. Although phosphatic clay waste contains up to a third of the phosphate originally present in the ore, recovery of these values represents a significant challenge due to the fine grain size of the material, the particles averaging less than one micrometer in diameter. Waste samples obtained from two Florida producers yielded phosphate extractions of 71 and 84 pct, respectively, when leached under ambient conditions and at a stoichiometric acid ratio of 1.4:l. Elevated temperatures did not improve the amount of phosphate extracted. Undesirable A12O3, Fe2O3, and PlgO impurities were largely rejected; higher grade wastes gave acids that meet established industry impurity standards and lower grade samples yielded acids that marginally fell short of the standard. Separation of the crude acids from the insoluble residues was accomplished via vacuum filtration through either filter paper or commercial filter cloths. Both filtration rates and solids retention were improved by the addition of 0.5 lb/ton of poly(viny1 acetate) (PVAc) or poly(ethy1ene oxide) (PEO) to the methanol-acid slurries. These results show potential for substantially increasing the reserves of an important domestic resource.

This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator's ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator's vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.

He has, prior to this assignment, been responsible for maintenance at Bagdad Copper, Cyprus' Miami smelter, and Thompson Creek. Like Jerry, he's very shy and retiring, and doesn't have any strong opinions about maintenance. INTRODUCTION CRAIG AMMAR: The ultimate goal behind implementing a proactive equipment management process is to provide capacity assurance and ultimately increase an organization's ability to generate revenue while reducing operating costs. Targeting such lofty objectives has brought many an organization to its knees, utilizing new maintenance techniques, concepts, and technology aimed at making our lives better and more organized. The root cause of such frustration generally stems from a lack of understanding or support for the fundamentals of implementing a proactive equipment management process. There are just two types of maintenance programs, reactive and proactive. It's an established fact that you need a little of both to run an effective equipment management process, obviously more of one (proactive) than the other. Here are some telltale signs that your equipment management process is in trouble: -Maintenance is performed as a knee jerk reaction when equipment fails. -Repeated and frequent equipment failures occur, with no focus on eliminating the root cause. -Sketchy, inconsistent, unclear preventive maintenance is performed or there is no support for the preventive maintenance process. -No predictive maintenance technology process is in place, or little support for predictive maintenance exists. -Less than 50 percent of your work is generated by the maintenance group resulting from inspections.

Slurry operations are an integral part of mineral processing. There is therefore reason to consider using slurry pipelines for long distance mineral transportation. This paper reviews the current state-of-the art of such systems and, in particular, the design factors which must be addressed. It also discusses the selection of major components such as pipe, pumps, valves and storage facilities. Finally, the major steps required to determine the economic feasibility of a slurry system are listed and the major advantages and disadvantages of slurry pipelines compared with other forms of land transport are summarized. SLURRY PIPELINES: GENERAL OVERVIEW Minerals Transported Long distance slurry pipelines have been successfully used for transporting coal, iron concentrate, copper concentrate, limestone and phosphate. Additionally, several tailings disposal pipelines of considerable size and length have been built, but these generally are not categorized as long distance commercial mineral transportation systems. Table 1 lists selected examples of commercial slurry pipelines.

Pull-off forces were measured for 8-9 pm diameter polystyrene (PSI particles on smooth spin- coated polystyrene films and hexadecanethiol (HDT) self-assemble monolayer surfaces using atomic force microscopy (AFM). Three parameters were controlled during experimentation: (i) the maximum applied load pressing the particle onto the substrate was varied from 50 to 4,000 nN, (ii) loading/unloading rate for the particle to attach and separate from the substrate varied from 0.01 to 9.3 Hz, and (iii) contact time for particle to reside on the substrate surface before retracting the particle to separate it from the surface changed from I µsecond to 200 seconds. the pull-off forces increased with increasing applied loading, increasing loading/unloading rate, and increasing contact time for the PS particle on PS film and on HDT monolayer. The PS particles experience elastic and plastic deformations duringpull-08 force measurements. Plastic deformation is primarily associated with flattening of surface irregularities. The results obtained in this research suggest that the particle-substrate contact areas of the magnitude comparable to those predicted by the JKR contact mechanical model can be reached in the AFM experiments by using high applied loads and long particle-substrate contact times. This result re-opens the prospect of' using AFM for studying surface energies of deformable micro-particles, even if the micro-particles have small irregularities on the surface.

A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.

FOREWORD In 1974, the Ministry of Housing and Reconstruction (The Client) which subsequently became the Ministry of Development and New Communities of the Government of the Arab Republic of Egypt assigned responsibility to the Arab Contractors (Osman Ahmed Osman and Company) for the design and construction of the tunnels under the Suez Canal. For this project the Arab Contractors of Cairo and Tarmac International of London formed a joint Venture, called Osmac. Sir William Halcrow and Partners of London are responsible for the design of the Ahmed Hamdi Tunnel as a Sub-Contractor to the Contractor. The advisory consultant of the client is a joint Venture between Tippetts-Abbett-McCarthy-Stratton (TAMS) of New York and Arab Consulting Engineers (ACE) of Cairo. INTRODUCTION A site investigation was carried out between Km 141 and Km 150 Suez Canal chainage to determine the ground conditions relevant to design and construction of a road tunnel under the Suez Canal. A feasibility study included aerial surveying, geological mapping and the drilling of 8 boreholes. Detailed investigation included the drilling of 105 boreholes, sampling, piezometer installation, pumping tests, and the digging of trial pits and trial excavations. In-situ work comprised SPT, permeability tests and dilatometer tests. Laboratory testing included soil classification tests, compaction tests, California Bearing Ratio tests, shear strength determination and oedometer consolidation tests as well as chemical analysis of both soil and ground water. The investigation revealed that the ground conditions at the first proposed El Shatt site (Km 148.5) were not favourable for bored tunnelling, whereas they were more favourable at the southern El Shatt site (Km 150.0).

Test of trolley-diesel prime power is another step in the search to exploit the unused potential of electric wheel driven haulage trucks. The output of the present engine - a 700 horsepower diesel - is not adequate to exploit fully the 1200 horsepower potential of the two electric wheel drive motors. Power was supplied to a modified 100-ton haulage truck through a double wire trolley system. The vehicle was tested with various payloads on a 7% adverse grade haul road. More significant conclusions developed are: Power - Horsepower to propel the vehicle can he more than doubled to improve truck cycle time. Productivity - Trolley power up adverse grades can improve [producivity] rates from 18 to 36%, dependent upon haul road profile.

The mechanization of the materials management function must contribute to the overall goal of optimization of profits. A computerized system contributes to the profitability of the company by saving more than it costs to operate. Design and implementation of the sys- tem must respond to the needs of users, the operating environment of the property, and must support the objectives of materials management. Three basic functions interact within the scope of materials management. They are inventory control, purchasing, and warehousing which have the following objectives: 1) Inventory control-to request materials in a timely manner and in quantities that provide the best level of support to users at the lowest cost. 2) Purchasing-to purchase requested materials and services at the required time and at the lowest cost. 3) Warehousing-to efficiently receive, store, and issue materials and to prepare accurate transaction documents for the activities. The development of the mechanized materials management system will require a plan and objective analysis by management and system users of system requirements. A typical plan would include: 1) System Design Objectives-the development of objectives that support mechanization of the materials management function. 2) System Characteristics and Concepts- the development of key system concepts and characteristics, which identify the needs of materials management. 3) System Inventory Item Classification- development and assignment of inventory category codes to inventory items. 4) System Order Decision Rules-the development of decision rules and forecasting techniques to minimize the inventory investment and to provide acceptable support levels. 5) System Report Structure-the development of a report structure to support the goals and objectives of materials management. 6) System Report Design-the development and design of reports for effective utilization of the mechanized system.

The demand for rare earth elements for everyday technology and applications has initiated much research into the extraction and recovery of these rare earth elements. An otherwise unknown group of minerals, eudialyte is a zircon silicate consisting of rare earth oxides (REO), contained in a unique mineral structure and represented by a complex chemical formula. Research into extraction and recovery of rare earth elements involves various beneficiation and hydrometallurgical techniques. The goal of beneficiation being to efficiently liberate and upgrade the REO content, followed by hydrometallurgy to extract the desired elements. This overview will discuss previous research on treating eudialyte group minerals via different mineral processing and extraction techniques.

This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. The second project was initiated after the NRC proposed regulations had become better defined and below grade burial appeared to be the preferred

Various aluminum-smelting by-products from three production sources were received and characterized. The waste materials were tested for compound identification and environmental acceptance. A coarse metallic aluminum recovery test using an Eddy Current separator (ECS) was performed using two different Circuit configurations. White dross performed equally well with either Circuit, while black dross processing shows significant difference on the separation results. It was found that ECS technology was effective for particle sizes down to 6-10 mesh.
