Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic platinum group metal complexes from an aqueous phase. However, because conventional extractant-metal complexes are not soluble in liquid carbon dioxide, this can be achieved only if highly carbon dioxide-soluble extractants are developed. For example, trioctylamine-gold chloride is not soluble in liquid carbon dioxide, although trioctylamine is CO2 soluble. The novel CO2-soluble extractants presented in this paper have a CO2-philic fluorinated tail to enhance solubility and a conventional amine head group for extraction of metals. Both the extractant and the extractant-metal complex are soluble at ambient temperature at pressures from 7 to 35 MPa. Efficiency factors as high as 2.23 have been measured using 1,1,2-trichlorotrifluoroethane (TCTFE), a low pressure screening liquid for carbon dioxide, indicating that these compounds will strongly bind the metal chloride. For example, 84% of Pt-chloride was extracted into TCTFE using a 3.5:1 ratio of a double¬tailed fluoroalkyl amine extractant: metal chloride. An 88% recovery of Pt-chloride into high-pressure liquid carbon dioxide was achieved using the same extractant at a 3.5:1 ratio. Therefore, it appears possible to replace organic solvents with liquid carbon dioxide during the extraction of platinum chlorides if highly carbon dioxide-soluble extractants agents are employed.

CSIRO and its collaborators have developed a major R & D project on dewatering of coal. This involves sub-projects on (i) the fundamentals of coal-water associations; (ii) reducing the variability of product moisture levels from small coal centrifuges; (iii) process mechanisms and optimisation for fine coal dewatering; (iv) pilot scale testing, engineering development and innovation. Results from each of these sub-projects are presented, and the pilot facility incorporating a vacuum filter, belt press, membrane press, hyperbaric filters and centrifuges, is discussed. The vacuum filter and membrane press can be configured for electric-field assisted dewatering, which provides substantial enhancements in the rate and degree of dewatering for fine coal, coal tailings, and other suspensions.

The quality of cleaned products from coal preparation plants is often variable due to natural fluctuations in the washability characteristics of the plant feed. To combat this problem, many modern plants have installed on-line analyzers that provide feedback for the real-time control of product quality via the adjustment of circuit cutpoints. Unfortunately, optimization studies show that this approach may actually lead to increased losses of saleable coal. This paper discusses the problems associated with the real-time manipulation of circuit cutpoints and suggests alternative modes of operation that are better suited for plant optimization. A case study involving an eastern U.S. coal plant has been used to compare the economic impacts of these different approaches for plantwide control.

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

The compressive strength of coal, and its variation within and between seams, was determined for four Pennsylvania coal seams (Pittsburgh, Sewickley, Upper Kittanning and Lower Kittanning). Large coal blocks were obtained from 12 coal mines (three mines per seam) and cut into 50-mm (2-in.) cubes using a low-speed saw. The cubes were tested for compressive strength, with the results used to compute actual pillar strength. Using the tributary area approach, the pillar stress was determined. The pillar stress and strength data were used to calculate the factor of safety against pillar crushing for each mine. The cube strength was also correlated with various physical and chemical coal properties (density, percent absorption, percent ash, percent sulfur and percent carbon) to see if any strong relationships exist. The coal's mean compressive strength varies from 9.1 MPa (1326 psi) in the Lower Kittanning seam to 37.8 MPa (5480 psi) in the Pittsburgh seam. Between different seams the pillar strength varies from 29.5 MPa to 48.1 MPa (4282 psi - 6981 psi). Although coal strength appears to be weakly related to carbon content, no relationship was found between compressive strength and other physical or chemical properties. Since the values for the safety factor against pillar crushing generally exceed the recommended value of two, the existing pillars are mostly overdesigned. This implies that an accurate assessment of coal compressive strength could result in the use of smaller pillars and, thus, increased coal production.

During the past decade, international mining companies have descended on South America. Countries like Chile, Brazil and Peru have seen billions of dollars in exploration and development funding turn their once meager mineral industries into mining giants that have become the envy of the world. Part of this outpouring of foreign investment in those countries has been because each has privatized its state-owned mining companies and has liberalized its foreign investment laws. In addition, they have rewritten their mining codes to encourage minerals development and passed new tax laws that have made natural resource development more attractive. Now these same international mining companies are turning their attention to Argentina. This a country that, like Chile, Brazil and Peru, has a wealth of largely un- tapped mineral resources. And Argentina wants its share of the foreign investment that its neighbors have enjoyed. With that in mind, ministers of Argentina's natural resource agencies came to Denver, CO to meet with mining executives and pitch their country's mining industry. The meeting, attended by about 200 people, was sponsored by the US Trade and Development Agency and organized by the World Trade Center Denver. Others involved were the Colorado Mining Association, the Colorado International Trade Office and the Secretariat of Industry, Commerce and Mining of Argentina. The following is a summary of a report on Argentina's mining industry. It was prepared by Anderson & Schwab Management Consultants and distributed to attendees as part of the meeting's program.

In the short time I have now I'll be able to give you a precursory look at gainsharing and some brief ideas on where to look to improve your current plans. INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. Leachates from gold heap-leaching mines may contain selenium concentrations as high as 2 mg/L. Previous studies report satisfactory selenium adsorption by activated alumina from relatively "clean" drinking waters. However, the findings of these studies cannot be directly applied to the treatment of mine leachate where other ions compete for the alumina adsorption sites. This study evaluated the adsorption of selenium from a mine leachate to develop design parameters for a full-scale activated alumina process. The study revealed that 68% of the selenium in the leachate could be removed by alumina at pH levels greater than 5.0. At pH levels less than 4, silica was poorly adsorbed by alumina, and selenium adsorption was improved. Silica adversely affected the selenium adsorption capacity.

In 1994, Cyprus Twentymile Coal Company and Scandura formed a joint task force charged with the purpose of developing the highest rated fabric belt for underground longwall coal mining. This paper details the development efforts and concepts utilized by Cyprus and Scandura to meet the challenging demands of Twentymile Coal's East Mine District (EMD). The finished panel consisted of a 5,500 meter (18,000 feet) conveyor with 245 meter (800 feet) of drop over the first 3,660 meters (12,000 feet) and 245 meters (800 feet) of lift out-by over 1,830 meters (6,000 feet). The panel was designed with an operating capacity of 4,500 tph (5,000 stph) and 4.1 m/s (800 fpm) belt speed.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. Holes cored through the Prairie Creek lamproite volcanic complex at the Crater of Diamonds State Park by companies interested in the site's commercial diamond potential give an opportunity to redefine the size and shape of the Prairie Creek pipe. Relationships of cored rock sequences and the discovery of a previously unrecognized major rock type allow a reinterpretation of the sequence and type of intrusive activity. Trench sampling of diamondiferous rock units yielded a diamond content far below what was anticipated based on an estimate from historical records. Inadequacies of shallow bulk-testing methods for a diamondiferous pipe are examined.

The deformations resulting from excavation of very large openings are compared using two-dimensional F.E. continuum analyses and discontinuous physical models (20,000 discrete blocks). Both the joint orientations and the model horizontal stress levels were varied. Some models were dynamically loaded to simulate earthquakes (0.2-0.7 g). Model deformations were recorded using photogrammetry. The changes in deformation when increasing the simulated spans from 20 m to 50 m were of particular interest. High horizontal stress caused surface heave when joint orientations were favourable for arch stability. Joint orientations also determined whether the pillars between parallel openings were in a state of compression or tension. INTRODUCTION The engineering performance of large rock caverns has traditionally been learned from mining and hydro power projects, where the depth below surface is often many times greater than the span of the openings. Deformations measured in the walls and roofs of hydro power caverns generally range from about 5-50 mm, though there is a documented case where a wall moved in 126 mm (1), and another where the arch moved down 147 mm (2). For decades, the internal rate of return (IRR) project-evaluation criterion has been under increasing criticism. Torries (1998a) defends the beleaguered criterion. He claims that, as a project-evaluation and ranking instrument, the IRR is as suitable as the net present value (NPV). Torries also maintains that using the IRR to rank projects does not require the incremental approach and introduces his own alternative ranking approach. This paper disputes Torries' pro-IRR arguments and demonstrates that the IRR is a theoretically flawed and operationally dysfunctional criterion whose true meaning has persistently been misinterpreted. In a forthcoming paper by the author it will be shown that Torries' IRR-based project-ranking approach is flawed as well.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

Technological changes in programmable logic controllers (PLC)'s and the need to improve the architecture of Mine Wide Monitoring Systems (MWMS) has resulted in the design of a PLC based system at the Virginia Division of Island Creek Coal Company. The system which is presently in the installation phase, is a joint effort of Island Creek Coal Company, Westinghouse Electric Supply Company and Mining Controls Incorporated. The system uses an ethernet based network for graphic display of system data operating under the Genesis software package. Telemetry for the system utilizes the Seimens/Westinghouse L1 network operating over two twisted pairs. Remote telemetry uses fiber optic links and modems operating over standard telephone lines. 500 and 2000 series PLC's provide distributed data processing for the system with hierarchial processing operating under the Genesis software on the ethernet network for individual mine site monitoring along with the remotely located division office monitoring. System control and data acquisition is provided for underground MWMS operations and on the surface for a vast methane gathering system that is used for degasification of the mines and collection of pure methane for sale to the Columbia Gas Company as natural gas. The inability of industrial MWMS companies to keep up with the vast changes in technology, along with economic considerations associated with expanding the existing MWMS created the need for the development of the PLC based system to replace the older industrial monitoring systems.

INTRODUCTION A physical separation partitions a stream of particles into two streams - one containing a concentration of a desirable constituent; the other containing a defficiency - on the basis of a difference in physical properties. Separating ores into concentrates of increased grade and gangue minerals has been practiced for thousands of years. Physical properties of materials which have been used to achieve separations include size, relative density, shape, magnetism, surface charge, color, characteristic emission, resilience and strength. The study of physical separations has also been termed attribute tracking. The term attribute is used to describe the content of the material of interest, or, sometimes, properties not used as a basis of the separation. Relationships among mining industry, society and environment have been historically complex due to its environmental impacts. In the Chilean mining industry, repetitive and small spills of fuel during maintenance of machinery have been adsorbed by desert soils and sawdust to control environmental pollution. The froth flotation is the main technology to recover specific mineralogical species from sulphide ores. Flotation reagents are expensive and representing an environmental risks due to its physics properties. Our objective was to investigate the feasibility of applying bioremediation as a cost-effective alternative technology to physical-chemical treatments and to evaluate the efficacy of biosolids as foaming agents. Our results show that the bioremediation is feasible by use of the autochthonous microbial communities and biosolids could be used as new environmental-friendly organic reagents. This research discloses a sustainable bioremediation process and industrial ecology model based on these two successful cases.

Selective flotation of muscovite from a material containing muscovite (15.4%), biotite (13%), and siliceous gangue (quartz and feldspar), using a mixed collector system of sodium oleate and dodecylamine acetate has been described. Muscovite is found to float in preference to biotite, when the pulp is initially conditioned with oleate followed by amine at basic pH values. The results indicate that a product containing 63% muscovite with a recovery of 93% can be obtained, while using 75-150glt of oleate and 96 g/t of amine. The biotite grade and recovery are found to be around 30% and 20%, respectively. A good selectivity between muscovite and siliceous gangue is obtained. A final product containing 95% muscovite with an overall recovery of 75% is obtained when the flotation concentrate is subjected to magnetic separation. These studies indicate the possibility of separating muscovite from biotite by using a mixture of collectors.

Crude oil, as a central commercial commodity, is tied to major economic activities in all nations. Also its price fluctuation plays a significant role in global political and economic situation, as a change in the price invariably affects the cost of other goods and services. Therefore reliable forecasts of the price of oil are interest for a wide range of applications. Several approaches have been proposed over the past few years. These may divide into three categories; artificial intelligent, statistical techniques and hybrid methods. The neuro-fuzzy is one of the sub divisions of hybrid method, containing neural network and fuzzy techniques. In this paper a novel forecasting model based on adaptive neuro-fuzzy inference (ANFIS) is proposed to predict monthly crude oil price. To be able to train and test the model, the statistical data from 1990 to 2010, was obtained from West Texas Intermediate oil prices. The results are compared with a multi criteria regression analysis, it is demonstrated that the neuro-fuzzy lead an accurate and more promising forecast.
