While there has been continual improvement in the models for predicating deposition velocity and pipeline friction losses, the fundamental design philosophy for tailings pipelines has remained the same over the previous three or four decades: design the tailings pipeline to operate in turbulent flow without a deposit on the pipe invert for all expected process conditions. Recent improvements in the understanding of slurry pipeline flows allows for the design of pipelines operating with a deposit on the pipe invert, allowing the system to operate at moderate velocities for high flow rates, optimizing system energy requirements and maximizing pipeline wear life. Tailings pipelines are increasingly operated at higher solids concentrations where there is a greater likelihood the pipeline will operate in laminar flow due to the higher tailings slurry rheology. Historically, slurry pipelines have been operated in turbulent flow. We now know that laminar flow pipeline operation is possible as there are several operational laminar flow tailings pipelines. While our understanding of laminar flow slurry pipelines is not complete, recent research provides guidance on how to approach the design of these pipelines. New sensor technology has led to the development of an instrument that provides reliable indication of bed deposit height within a pipeline. This technology is particularly helpful in operating pipelines with a deposit and has application in better understanding the operation of laminar flow pipelines. Failure of tailings pipelines can result in consequent damage to surrounding structures and unacceptable spillage into the environment. Modern pipeline leak detection technology allows operators to better manage this risk by ensuring safe and reliable operation of tailings pipelines. This paper provides an overview of the each of the above advances in the design and operation of tailings pipelines. OPERATING TAILINGS PIPELINES WITH A DEPOSIT Tailings pipelines, and slurry pipelines in general, are typically designed to operate without a deposit on the pipeline invert. Meaning, the minimum operating velocity exceeds the turbulent deposition velocity. This approach has been adopted due to concerns regarding potential blockage of a pipeline operating with a deposit. Figure 1 shows a typical design duty envelope for a tailings delivery system as a function of solids throughput and solids concentration by mass. If the pipeline is designed to operate without a deposit at the lowest duty flow rate (4,480 m3/h), the operating velocity at the highest duty flow rate (6,590 m3/h) is about 1.5 times the deposition velocity. Considering that the pipeline wear and energy requirements are roughly proportional to the square of operating velocity, this results in an operationally inefficient system when the pipeline is operated close to the maximum design flow rate. Most systems tend to operate at maximum throughput after post-startup debottlenecking optimizations. Alternative Approach An alternate design approach is to ensure the pipeline operates without a deposit for the nominal flow rate and accept that a deposit will form when operating at lower flow rates. This results in the selection of a larger diameter pipeline, but there are significant benefits in terms of reduced energy requirements and lower pipeline wear.

The US economy grew steadily in 1989, reaching an annual rate of $5.3 trillion in the last quarter (US trillion=1012 ). The value of domestically processed, mineral-based materials rose 5% to $315 billion (US billion=109). The value of metals produced from US ores rose 14% to $11.6 billion, while industrial minerals rose 2% to $20.2 billion. Recycled scrap was valued at $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were $2.31 and $3.56/kg ($1.05 and $1.62 per lb) for copper, $1.58 and $2.57/kg (72 and $1.17 per lb) for aluminum, 77 and 97 cents/kg (35 cents and 44 cents per lb) for lead, and $1.58 and $2.09/kg (72 cents and 95 cents per lb) for zinc. Many mining and metal companies reported reasonable profits. Consumer demand strongly affects mining because the US economy is saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. 250 million US citizens already possess 172 million licensed motor vehicles and 100 million dwelling units. New car production fell 4% to 6.8 million units, while truck and bus production fell 1 % to four million units. New housing starts fell 9% to 1.4 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. Imports of crude and refined petroleum costing $50 billion exceeded domestic crude oil production. President Bush expressed "strong concerns about this country becoming further dependent on foreign oil." And the Department of Energy held a series of hearings around the country to develop ideas for a "national energy strategy."

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation's iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970's, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem's coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970's, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem's coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.

The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.

"Tailings dam is a subsidiary facility of mining production. In order to decrease tailings dam accidents caused by the failure of flood drainage system, this paper proposed a framework of potential failure detection system of tailings dam flood drainage facility based on three dimensional panorama technology. A collection device of three dimensional panorama is designed to capture the onsite images of flood drainage system of tailings dam. The spatial information of flood drainage facility of tailings dam is recovered through projecting the image information to spherical surface by using three dimensional panorama technology. Two dimensional images are transformed into three dimensional images in three stages of panorama images process, which are pretreatment, registration and splicing. Combined with the framework of HTML5, panorama images are embedded into webpage. These web pages have the functions of user interface that the images could be displayed, moved and zoomed. With the function of interaction with panoramic display, 3D panorama scenes can be changed and scaled. Browsing the webpage is helpful to find potential risks such as possible holes, fractures and leakages of flood drainage system of tailings dam. The realization of this system can detect the potential safety risks of flood drainage system of tailings dam. The application of this system would improve the safety and provide the ability of accident pre-warning. It is useful to maintain the healthy and sustainable operation of tailings dam.Introduction It is reported by Xie et al (2009) that tailings dam are necessary facilities for mine production and places which constructed by damming troughs or encirclement used to store tailings that eliminated after ore selection in Metal and non-metallic mines. It is reported by Mei (2012) that tailings dam is a dangerous source of high-energy man-made debris flow, the collapse of the tailings dam takes devastating damage, which seriously threatens the safety of life and property of the enterprises and the downstream residents. It is reported by Dong (2011) that the collapse of the tailings dam causes secondary disasters such as environmental pollution at the same time. It’s a serious impact on regional economic development and social stability. The phenomenon of collapse of destruction is general excessively of tailings dams in China. It is reported by Zhang et al (2011) that most of these phenomena are caused by flood over the top of dams. The main reason is the lack of capacity or the failure of the drainage system. There are also accidents caused by the failure of drainage system in foreign countries in recent years. For example, November 5th 2015, the tailing dams collapsed because of the insufficient drainage capacity of the Germano mining area in Germano Mariana area in central Minas Gerais state in Brazil. After a small post-earthquake, the liquefied tailings fill sand submerge downstream cities and towns. It finally destroyed 158 houses, killed at least 17 people, polluted 663km river and destroyed 15 square kilometres of land along the river. It is reported by Rico et al (2008) that it’s necessary to continuous monitor and control the tailings drainage system in order to reduce the occurrence of tailings accidents and guarantee the sustainable production of the mine. The traditional artificial detection methods of flood drainage system of tailings dam exist many problems such as heavy workload, low efficiency, and susceptible to meteorological conditions. And it is reported by Luo (2013) that the tailings dam wastewater is corrosive which result a certain disease in flood discharge facilities such as tailings drainage culvert, etc. In order to realize the effective monitoring, management and maintenance of flood drainage system of tailings dam, advanced technologies need to be used to acquire the information of collection and management of flood drainage facilities of tailings dam."

Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."

The dimensions and shape of both airborne and bulk amphibole-asbestos fibers are different from those of cleavage fragments of the amphiboles. These differences are related to the mineralogical properties unique to the habit of asbestos. These properties include the fibrillar structure, small fibrill widths and distinctive crystallographic faces of fibrills. Criteria for distinguishing amphibole cleavage fragments from amphibole-asbestos include mineralogical proper-ties observable in bulk samples and the dimensions of particles collected on air filters.

INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

The immediate roof at the test site consisted of laminated clay shale that is likely to be susceptible to weathering. With seasonal dry-wet cycles in the mine ventilation air, the roof in the intake air would deteriorate and lose integrity over time. In many instances, the weathering-prone roof would gradually scale off piece by piece between bolts and over the entry corners. In some long-term entries, roof weathering could develop up to 2-3 ft deep with columns of bolted roof hanging under the upper intact roof. If wire mesh is used, the roof bags down and reduces the entry height, and the weight of the bagged roof tends to pull the bolts out and poses a safety hazard. An effective measure is always sought to support this type of weak roof that is sensitive to moisture degradation. One solution is to seal the roof shortly after entry development to prevent moisture penetration so that roof integrity can be maintained for the long term. In this application, a polymer-based sealing material was tested in the Rockspring mine for weathering protection and reinforcement. The material is a one-component polymer powder for spray application onto the roof and rib. The sealant material is mixed with water in the spraying nozzle to apply to the roof and rib as a paste. The product sets within 5-10 minutes and forms a membrane as thin as about 1/8-in. The membrane will quickly develop tensile and bonding strength within minutes and completely cure within a few days. Through sealing, bonding and lateral reinforcement, the integrity of the weak roof can be maintained. The material has been tried in a long-term evaluation over several months in a set of main entries in the Rockspring mine owned and operated by Rockspring Development, Inc., affiliate of Foundation Coal. Preliminary evaluation has shown that the material is an effective and economical solution to ensuring the long-term stability of weathering-prone roof.

During the past decade, since the appearance of Popoff's (1966) review of grade tonnage calculations, it has become evident that defining a new method which could be followed step by step by a technician and which would improve reserve estimation was not a simple thing to do. Some concepts have emerged though, and most definitions of ore reserve now require a statement of reliability (USGS, 1975; and Zwarten-dyke, 1976). Exactly how the reliability should be computed is not a straightforward process. It also became apparent that not only was reliability a requirement but that additional questions such as how to predict mining re- serves from geological reserves were to be asked. In fact what became obvious is that specific models have to be designed for each type of mine and for each type of question which is asked. Most methods can be encased within a unique general geostatistical, model, but it takes considerable custom tailoring, and there are still questions that are left unanswered. In this chapter, before giving techniques, we intend to first review what should be required from a grade tonnage calculation done at the exploration stage. If the final objective is still to specify a tonnage and grade, with eventually a reliability, many qualifications have to be made before quoting, and of course, calculating these two numbers. Then the currently avail- able methods will be reviewed and future trends will be shown; finally a few case studies will be given and recommendations about the choice of a model will be made.

The Cerro Vanguardia mine is an AngloGold Limited operation in southern Argentina that includes multiple open pits and a hybrid Merrill-Crowe and CIL circuit to recover gold and silver from oxide ore. Operations were commissioned at the site in 1998, which included a plant in the metallurgical circuit to recover cyanide from mill tailings. The cyanide recovery plant was initially configured to process tailings slurry and achieved greater than 90% cyanide recovery from tailings containing about 600 to 800 mg/L WAD cyanide (as CN). The cyanide recovery circuit was operated in this manner for approximately eight months, during which time the consumption of sulphuric acid and sodium hydroxide was relatively high, leading to high rates of scale formation in the acidification tank and stripping towers. In July 1999, several piping changes were made in the cyanide recovery system to permit its operation with clear solution, which reduced the sulphuric acid consumption and eliminated scale formation in process equipment. The cyanide recovery system currently operates with a two-stage counter-current decantation (CCD) circuit which provides clear solution for processing in the cyanide recovery plant. The cyanide recovery efficiency now averages about 90% to 92% from solution containing about 350 mg/L WAD cyanide (as CN). Recovered sodium cyanide now accounts for about two-thirds of the total cyanide added to the leaching circuit. This paper presents a description of the cyanide recovery plant and details regarding its current operating efficiency.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. 1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.

The present work emphasizes the selection in the separation of the apatite/calcite by the direct anionic flotation versus the double flotation, with a reverse second stage of the Jacupiranga phosphate ore. The double flotation would allow the obtaining of two concentrated solutions: one of them mainly constituted by a calcium carbonate material (CaCO3) and the other one, phosphatic (apatite). The calcium carbonate concentrated solution is used for the production of cement. The presence of phosphatic material in the calcium solution is not desirable, phosphor being a harmful element to cement. On the other hand, smaller quantities of calcite in the phosphate concentrate would represent a substantial economy in the processes of production of phosphated fertilizers. These processes make use of sulfuric acid to the solubilization of the apatite and the presence of calcium material consumes acid. Also that, when carbonates are solubilized, unwanted products are formed resulting in losses in the process and diminishing the quality of the fertilizer produced. These characteristics are discussed in the paper and are compared to another Brazilian phosphate ore, the reverse route of which can be considered more adequate. The results are discussed according to recent discoveries, and special emphasis is given to the use of corn starch and its crucial role in promoting the selection in the direct flotation process.

Due to the relatively remote location of the St. Anthony Mine, the high cost of transportation and milling, plus the low grade nature of the deposit, the United Nuclear Corporation began investigating methods of mechanical upgrading approximately eighteen moths ago. This investigation culminated in the installation of Model 17 and Model 18 ore sorting machines. The machines are marketed in the United States and Canada by Ore Sorters of Canada (Ltd.). The installation of this advanced technology will enable United Nuclear Corporation to fully realize the residual potential of St. Anthony.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

Mining is one of the oldest profession and second after agriculture. Unfortunately Mining is not so familiar in the society. Due to lack of recognition in the society, existence of mines in remote places and in dusty and humid working conditions, led the poor response for mining engineering. Mining engineering programs have been increasingly less attractive to the student population over the years due to negative image of mining industry. After graduating in mining engineering, there is not much problem of employment at present. In the last 10 to 15years most of the mining engineering graduates have joined software industry. Even those joined in mining industry also left with in 2 years of service. The main reason for this is not being satisfied with job, it is not only working conditions but also work environment, work culture, remote location of the mines etc. Though many were trying to leave mining profession, the recent economic slow down has prompted some of them to incline towards job safety and retained to mining job. At this juncture a systematic study was taken up to analyze the job satisfaction of mining engineers in India.

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second.
