Dams are constructed to retard the flow of water or debris; therefore natural forces are constantly at work to remove such obstructions. To circumvent nature and avoid expensive trouble with a dam requires thoughtful far-sighted planning, careful construction control and vigilant periodic inspections to detect and repair deterioration at its inception. Although the factuality of the foregoing statements is apparent, all too many have failed to consider them in the past as will many in the future. "The economic, but safe construction of dams calls for the highest order of technical knowledge, practical experience and sound judgment." (1)

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. The McDonald deposit is a volcanic-hosted epithermal gold resource that is estimated to contain 251,000 kg of gold in 375 Mt of ore at an average grade of 0.7 g/t gold. Phelps Dodge exploration geologists, working for the Seven-Up Pete Joint Venture, discovered the deposit in 1989. By the end of 1992, 494 drill holes for over 113,000 m of drilling, bulk sampling, soil geochemistry, geophysics, metallurgical testing, engineering, and environmental studies had been completed to support feasibility studies. The discovery of McDonald required vision, persistence, and commitment of everyone from the geologist on the drill rig to the senior management of the company.

Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Interested persons can pursue computer applications for coal mining by reviewing Computer Methods for the 80's. by Alfred Weiss, editor, published by SME-AIME.

Our study focuses on the geology, hydrology, and geochemistry of a variety of molybdenum (Mo) porphyry systems. The systems are either high fluorine, granite, Climax-type, systems (e.g. Mount Emmons/Redwell Mo deposit, Colorado and Questa Mo deposit, New Mexico) or low fluorine granodiorite systems (e.g. Buckingham Stockwork Mo deposit, Battle Mountain, Nevada and Cannivan Gulch Mo deposit, Montana). The water quality of streams, natural springs, mine discharge, and ground water from drill holes were assessed in the region of these deposits. The ultimate goal of our study is to understand the environ-mental behavior of these Mo porphyry systems in the context of geologic setting, hydrologic regime, and climate.

Development of the flotation reagent scheme at Climax Molybdenum Company's mine at Climax Colorado is reviewed. Features of the mineralogy, milling practice and background of reagent changes are outlined. Special attention is given to the hitherto unpublished details of the application of depressants for copper and lead impurities. The present rougher flotation reagent scheme utilizes a neutral hydrocarbon oil, low in unsaturates and wax, as collector with a sulfated coconut oil emulsifier and pine oil frother. Lime and sodium silicate are used as rougher conditioning and slime dispersant agents. Chalcopyrite and galena impurities are de- pressed in both rougher and cleaner plants by stage addition of Nokes reagent and sodium cyanide to yield a metallurgical grade molybdenite concentrate containing greater than 90% molybdenite and less than 0.5%, 0.1% and 0.05% iron, copper and lead impurities, respectively.

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. The effect of pulping reagents on the flotation de-inking of laser printed wastepaper was investigated with regard to the removal efficiency of toner and mineral filler particles for different pH values. These results show that caustic pulping causes the toner to be released from the fibers at larger particles sizes. On the other hand, acid pulping not only causes the toner to be released at smaller particles sizes but also increases the concurrent flotation removal of mineral filler particles. It was experimentally observed that the froth generation and stability during flotation were improved for acidic pH values.

The paper presents the evaluation method of the thermal power potential of the salt lakes developed in collapsed salt mines in Romania. It is well-known that the hydro-chemical stratification of these lakes favors warmer internal layers. The degree of heat varies during the year, but, taking into account the large number of genetic lakes of this type, it can be used as a local utilizable power source. The authors analyze the correlations between the physico-chemical parameters of the water and the degree of heat stored as a function of the morphological parameters of the lakes, as well as the technical parameters for capitalizing on this power.

Very fine wet sizing of minerals such as kaolin, precipitated calcium carbonate, lime milk, and clay slip is a difficult process to achieve using standard vibrating screens. With particle sizes ranging in the sub-microns combined with the agglomerating tendencies of certain materials, screen blinding becomes a serious issue. Sizetec, Inc. has developed an innovative screening equipment to help solve this problem. The High Performer Screen uses powerful linear vibrations to help break apart agglomerated particles and prevent screen blinding. Optionally fitted with the Air Explosion Screen Cleaning System, compressed air can be periodically injected into the screen underflow chamber to clean the screen surface without the use of water sprays. The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

Previous testing was performed by researchers at the National Institute for Occupational Safety and Health (NIOSH) to improve longwall dust control using underside shield sprays with a longwall directional spray system. This testing provided encouraging results toward respirable dust exposure reductions for longwall personnel, achieving as high as 99% dust reduction at some sampling locations along the longwall personnel walkway. Additional laboratory testing was conducted to test these underside shield sprays in conjunction with a shearer-clearer spray system located on the longwall shearer body. The purpose of this testing was to determine if the underside shield sprays interacted positively or negatively with the shearerclearer sprays. Results from this testing indicate that while the shearerclearer system influences where the respirable dust particles are directed, underside shield sprays can still lower respirable dust exposure for longwall personnel.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risks and the effectiveness of caps and covers. The information can also be used in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs) and lysimeters. Many of the monitoring devices can be linked to a data logger and telemetry systems, enabling monitoring data to be downloaded from the office.

Introduction Friction Rock Stabilizers, trade name Split Sets, are presently under research and development by Ingersoll-Rand Company and Dr. James J. Scott, inventor. Conceived in 1953, the system is a patented process undergoing extensive field and laboratory testing. The author has published papers on the Split Set System earlier (References 4, 5, 6) The Split Set System holds promise to be a revolutionary development in the field of ground control. The system produces an interior reinforcement to a rock mass which: 1. Is simple in its concept. 2. Adjusts to the degree of restraint needed to match rock properties. 3. Provides a yieldable support and, later, a more rigid support as it is needed. 4. Pre-loads the rock in compression to increase stability. 5. Is a full-contact, fully tensioned device to resist rock loads. 6. Minimizes the stress concentration effects inherent in many interior support devices. 7. Improves safety for the miner. 8. Is cheaper than a grouted system. 9. Offers the rock mechanics engineer an opportunity to design in a fashion not before possible.

Injecting pressurized water into a coalbed prior to mining reduces mining-generated respirable dust. Because of economic and geological barriers, water infusion for longwall dust control in the United States is now limited to the Pocahontas No. 3 Coalbed in Virginia. Water is pumped into the coalbed through underground boreholes that are drilled horizontally from the headgate toward the tailgate side of retreat longwall panels. This paper theorizes that the barriers to widespread utilization of water infusion for longwall dust control could be overcome by long-duration, low-pressure water infusion through vertical gob-gas boreholes. Currently, 43% of the 72 longwall mines in the United States employ vertical gob-gas boreholes. Computer coalbed-reservoir simulation suggests that one vertical surface borehole could infuse the same longwall panel area as four horizontal boreholes in the current water-infusion system for longwall dust control in the Pocahontas No. 3 Coalbed.

Coal bumps have presented serious mining problems in the U.S. throughout the 20th Century. Fatalities and injuries have resulted when these destructive events occur at the working face. Persistent bump problems can result in abandonment of large reserves or lead to premature mine closure. Through the years, a1ternative techniques such as artificial supports, extraction sequencing, destressing, pillar design changes and specific pi1lar retreat practices have been successful1y imp1emented to mitigate coal mine bumps. Several techniques have evolved for room-and-pi1lar operations that control the way the roof rock breaks, regulating the manner in which stresses are redistributed in the mined section. Special mine layouts employed in longwall mines have also proved to be successful in safely redistributing or containing excessive loadings. However, with ever increasing production rates, greater overburdens and new mining systems, the need to evolve even more effective bump control designs will continue to challenge the U.S. coal mine industry.

Silver Bell is located about 56 km (35 miles) northwest of Tucson, AZ. It is a classic porphyry copper deposit containing enriched disseminated chalcocite ore in altered porphyritic rocks with chalcopyrite in adjacent skarn zones. The discovery of Silver Bell was an evolutionary process that occurred over a 75-year period. Recorded mining activity began about 1865 on Boot Hill east of El Tiro pit (see Fig. 1) where outcrops of altered limestones were found to contain 425 to 482 g (15 to 17 oz) Ag mixed with copper oxides. By 1874, the Young America Copper Co. was mining shallow occurrences of 30% Cu along the north side of the present Oxide pit. The ore was shipped by wagon to Yuma, AZ, and then by boat to San Francisco for smelting. By 1881, the district supported several mining companies, two small smelters, and was being favorably compared to Bisbee in local newspapers. Most of the ore mined in the period 1865-1903 came from pods of massive sulfide or their oxidized products which were distributed in an unpredictable fashion through a large skarn zone in Paleozoic limestone east of El Tiro pit. Ore grades varied from 5 to 10% Cu.

The Ferris-Haggarty underground mine was abandoned circa 1910, and portal discharge has since resulted in degradation of a trout fishery in the receiving waters of Haggarty Creek. Although tunnel discharge varies dramatically in volume throughout the year due to infiltration of snowmelt, compositionally it is a nearly constant low-TDS, pH-neutral, low-sulfate, copper-silicate dominated water. Between infiltration events, components of ARD accumulate in unsaturated, oxygenated environments within upper workings and are delivered to the main haulage level by the subsequent annual snowmelt flush. Mixing with non-ARD mine waters results in neutralization, dilution, and precipitation of amorphous copper carbonate and silicate phases. These mechanisms, combined with variations in the water balance, control the composition of the portal discharge. Understanding the chemical and hydrologic control mechanisms was critical to the design of a passive treatment system to decrease effluent copper concentrations.

Production of methane from coal seams requires hydrofracturing, and the length of a hydraulic fracture determines we11 spacing. Since the volume of fluid injected is known, the fracture length is the volume divided by average width and height. If the fracture is contained in the known height of the seam, then fracture width becomes the major factor con- trolling length. Width is proportional to coal compressibility; bulk compressibility is known to be larger than intrinsic compressibility. A method is given here to measure in-situ compressibility (a) from transient pressure testing. Theory linking flow in porous media with rock mechanical properties is reviewed. A consistent derivation of the porous flow equation is given incorporating 3-D deformation and the effective stress parameter "st' linking changes in effective stress and pore pressure. The relations for "st' in terms of a and intrinsic compressibility (ai) are substituted into the field measured porosity-compressibility product (net) and solved for a, the constrained matrix compressibility. In a field example, using 4 wells with an anisotropic analysis, the ratio of major to minor permeability was 17 for the Pratt A seam. a was found to be 6x10-5/psi as opposed to the laboratory value of 1.4x10-6/psi.
