In this paper, the state?of-the-art mitigation measures implemented for the final reclamation and closure of a pyrite concentrate stockpile at Platia Karra, Stratoni mines, Greece, are presented.

HISTORICAL BACKGROUND For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water which seperates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peacable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic. A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British Parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

A new technique, prompt neutron activation probe (PNAP), for analyzing phosphate rock slurry in-situ was evaluated both in the laboratory and at the plant. The technique yielded a high precision in the analysis of Ca, Si and H using 252Cf source. Low accuracy of the direct measurement of P using 241Am/Be in the laboratory tests was attributed to the interference of rare earth elements present in the samples, particularly Gadolinium. No significant effect of variables such as solids loading, particle size distribution, and flotation reagents was observed on the probe performance. The probe can detect the compositional changes of the feed, tailings and the concentrate streams in the plant.

The theory, definition and practical application of cutoff grades have evolved over a long period. This evolution is reflected in the continuing flow of papers on this and other related matters though the rate has varied as new ideas and theories have become understood and applied in practice. Papers by Lane(l) in 1964 and Taylor(-2)- in 1972 provided landmarks in the understanding and general communication of cutoff grade theory and its application. The reasons for the continuing interest in cutoff grades are obvious. Too high a cutoff can reduce the mineral recovered and possibly the life of a deposit. Too low a cutoff would reduce the average grade (and hence profit) below acceptable levels. This paper provides a brief overview of existing cutoff grade theory and some particular aspects of its application.

There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

Face ignitions occurring during longwall mining are increasing each year and are expected to continue to increase as deeper and gassier seams are mined. Effective methane monitoring strategies are needed to supplement techniques developed either to control the ignition sources or to dilute the gas to an acceptable concentration. Present monitoring strategies do not always detect dangerous concentrations as rapidly as they should. In a number of instances, dangerous concentrations have been observed at the shearer, but are diluted to acceptable levels when measured at the tailgate monitoring location. To effectively monitor and control methane concentrations, methane liberation and emission patterns must be identified. This need has led to a joint research effort between the Canada Centre for Mineral and Energy Technology and the United States Bureau of Mines. By combining the knowledge and experience of both organizations, the methane hazard facing underground longwall operations can be addressed more effectively. A comprehensive plan was developed to monitor methane levels throughout the panel and for an entire longwall mining cycle. In June-July 1986, a case study was performed at the Cape Breton Development Corporation's Lingan colliery in Sydney, Nova Scotia. This initial study was performed on two advancing longwall panels. Methane concentrations and flow patterns from this study are described in this report. A similar study is planned on a retreating longwall panel.

The optimum flow of materials through a smelter is an extremely important phase of the mining cycle. A typical copper smelter will have up to $US 1,000,000 per day of copper being processed. The motion of the overhead cranes in moving the ladles filled with copper matte and slag from furnace to furnace is prescribed but there can be numerous variables to consider. Some of these variables to the system can be: the speed of the overhead cranes, the number of cranes, the size of the ladles, the size of the furnaces, the number of furnaces and the sequence in loading the furnaces. A simulation model was constructed of a working smelter in the SW of the United States. The model has been used to study the effect of varying parameters of the system. The program runs as follows: an input menu appears on the PC screen and the user can navigate through it and change any of the data; the simulation takes place and the results of the simulation sent to a data file. Animation of the system then is shown on the screen in "cartoon" fashion. The software chosen for the simulation was GPSSI H (') and PROOF Professional (') for the animation. The model presented here is believed to be the first reported simulation and animation model for a complete, working smelter.

As a significant mineral supplier, consumer of primary fuels, and producer of wastes and emissions to air, water, and land, the domestic copper industry through its investment and operating decisions influences the nation's economy and the environment. In turn, the copper industries' decisions are influenced by various factors: government energy and environmental policies, economic conditions, and technological considerations. The authors have developed a framework for assessing in an integrated manner the impact of these factors on the future investment and operating decisions made by copper firms. Specifically, this model is designed to capture the technology forcing nature of regulatory constraints, the differential situation of individual copper deposits and plant locations, and the price of factor inputs and conditions in the nation's economy. The capability to do this has only become real because of the decision of the U.S. Bureau of Mines to create Mineral Availability system1 or MAS. This system contains detailed but confidential information about each mine and mill in each of 35 mineral industries." Without MAS or a similar information system, the utilization of the methodology we offer would be impractical, but with. MAS it offers a unique technique of dealing with environmental-resources policy questions.

Simulation of Mineral Processes is now commonly used by the Engineers in charge of plant design or optimization but a good knowledge of the simulation tool is still needed to conduct a project. A new level of algorithm has been defined above the simulator to answer directly to the user's questions. This level has been called the supervisor of simulation, which is using the automation concepts of sensors and actuators. At any place of the flowsheet (i.e., a stream or an equipment), the user may indicate which value could change by graphically implementing an actuator. Then, he can evaluate the effect of the variation of this value at any other place of the flowsheet by inserting a sensor. Thus, by example, it becomes possible to look at the evolution of the recoveries and/or the circulating loads when scanning an interval of the possible teed flowrates. This approach conducts to an increased facility in using a simulator and in analyzing the predictions. It is also a very valuable tool for permitting to characterize the sensibility of the simulation results to the variation of some settings (e.g., load of grinding media, rotation speed, water addition, etc.) or feed characteristics (e.g., flowrate, sizes, grades, grindability, etc.). Thus, the most important variables can be identified for design and pre-control optimization of plants. This new level of simulation will be implemented in a further version of the USIM PAC simulator and selected examples are presented.

A general model which represents not only batch but also continuous flotation in multi-cell machines is presented. This model considers both the size distribution and the distribution of flotabilities in a size class for valuable mineral particles in the pulp. The general expression is shown to reduce to several previously reported models. In addition, a number of new models are found to arise for different specific assumptions concerning the flotability distribution and/or the size distribution of the particles undergoing flotation. Several of these new models are tested experimentally using laboratory-scale batch and pilot-scale continuous data. Model parameters are estimated from this data and a comparison of calculated recoveries and those experimentally determined are presented. Finally, the influence of the feed rate, aeration rate and valuable mineral content of the feed on the recovery is examined.

Australia is the largest exporter of coking and thermal coal to the international market. This market has required that the coal being presented to the customer has a particular level and consistency of quality. In this context, the Australian industry has developed coal preparation practices that allow this criteria to be met while maximising the recovery of coal from the resource. This has required on- going developments in both coarse and fine coal cleaning technology over the past 30 years. Coal flotation has undergone a number of developments with regard to maximising recovery from the overall plant circuit. This includes innovative flotation circuits (split feed), methods of enhancing the use of reagents and control of pH. During the 1990s, there have been major changes in flotation as practised in Australian coal preparation plants. Columns have become the preferred technology for both greenfield developments and plant upgrades. This paper will outline the above developments with a number of plant examples and the reasoning that has driven the change. The ongoing research that is being carried out on new cells to optimise the overall fine coal circuit will also be discussed.

DESCRIPTION OF PROJECT The Straight Creek Tunnel site is located approximately sixty (60) miles west of Denver, Colorado, on Interstate Route 70 in the vicinity of Loveland Pass, in the Rocky Mountains. The ultimate project will consist of dual two-lane vehicular tunnels with a building at each portal to house mechanical ventilation equipment and other installations. The tunnels run virtually east-west on an ascending 1.64 percent grade for a distance of approximately 8,900 feet, and will pass beneath the Continental Divide at an elevation of about 11,000 feet above sea level. The maximum cover is 1,450 feet and each tunnel is approximately 48 feet wide by 50 feet high as excavated. The work now under construction consists of the North Tunnel, which initially will have two-way traffic. Ultimately it will be the west bound lanes for Interstate 70. The completion of the North Tunnel will be the fulfillment of a long felt need for better communication through the high Rocky Mountains of central Colorado and is a vital link in Interstate Route 70. Hundreds of highway and rail transportation tunnels in North America have been rehabilitated in the last two decades. Tunnel rehabilitation is usually dictated by an owner’s need to extend the working life of the structure, but typically has the added benefit of increasing capacity (greater speed or increased clearance) and enhancing safety. Not only has rehabilitation proven to be an economical alternative to new tunneling, but it can be safely accomplished by working during short work “windows” without taking the tunnel out of service. This paper presents methodology for planning and designing of tunnel rehabilitation projects, and case histories illustrate successful excavation and support technologies.

A multi-lift benching cut-and-fill mining method was adopted at Asamera Minerals (U. S.), Inc.'s Cannon Mine to balance the goals of high productivity and near 100 percent recovery with the need to minimize subsidence. High strength backfill was required to provide effective long-term overburden support and safe working conditions during the pillar recovery operations. Operational designs were evaluated using numerical modeling to predict global mine stability and backfill strength requirements. These models incorporated sequential mining of primary stopes, backfilling of primary stopes and recovery of pillars, and have been transferred to the mine operations group for use in evaluating different production sequences. The modeling has provided a better understanding of the structural response of the mine to excavation of the primary stopes and removal of the pillars. Predictions about the transfer of overburden weight to the abutments, pillars and cemented fill pillars have provided a criterion to evaluate mining plans and production sequence. Comparison of these predictions with actual mine structural performance has developed confidence in the design of the mining method and in the geomechanical design methods being employed. Primary mining of the B-North zone is nearly complete, and the stopes have been generally stable, as projected in the original design. Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

Bigger is indeed better in today's surface mining operations. That is especially true regarding haul trucks. Building larger, "supersize" trucks, however, means designing more powerful engines and drive systems that are also more efficient and environmentally friendly. And miners are demanding that these trucks have longer service lives with minimum maintenance. So truck makers are teaming with engine manufacturers and mining customers to design these larger trucks that will ultimately lead to reduced mining costs. About 180 of those truck makers, engine designers and miners gathered in Tucson, AZ in September to discuss the state of haul trucks in today's mining environment. Haulage 2000 was sponsored by World Mining Equipment and attracted attendees from around the world. Manufacturers described the latest in haul truck advancements. These included the design of more powerful engines, improvements to mechanical and ac and dc drive systems and suggestions on how to reduce maintenance spending. Technology improvements in tires for larger struck was discussed as was the cost efficiency of new, lighter-weight bed liners. The following is a summary of a handful of the presentations.

This paper describes some of the parameters and technologies used at the Mexicana de Cobre smelter, and discusses the principal design parameters and new technologies that are being implemented in a smelter-expansion project designed to increase the production capacity of anode copper from 180 to 300 kt/year (200 to 330,000 stpy). In addition, some parallel projects under construction in the smelter plant are described.

A problem that has continued to plague the Florida phosphate industry is loss of coarse phosphate in the flotation circuit. Attempts to remedy this problem such as floating the coarse material (plus 425 µm) in a separate circuit have resulted in limited success, but recovery is still not optimum. A fundamental examination of the mechanisms involved in the conditioning of the coarse phosphate has led to results that seem to supersede common paradigms. The Bureau of Mines investigated conditioning parameters such as fatty acid/fuel oil dosage, residual clay content in the feed, conditioning time, mixing intensity, and conditioner solids content. The study revealed that the effect of all these parameters was important. However, it was discovered that contrary to common beliefs, the conditioning time affected the grade of the rougher concentrate much more than the recovery. Specifically, the longer the conditioning time, the less quartz that was floated. It was also discovered that high mixing intensity conditioners could lower the conditioning time required for good grade. Many phosphate operators use low intensity drum type conditioners. Optimizing the conditioning time, mixing intensity, and other conditioning parameters resulted in a rougher concentrate grading 30 pct P.2O5, with an attendant recovery of 95 pct.

HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Thereafter, each case was dealt with on an individual basis, being based upon whether or not the tumour was of the oat cell type, a cumulative exposure in excess of 120 WLM; latency periods in excess of 10 years, commencement of mining prior to
